1.) Project Manager (Reintegration and Reconciliation)

Requisition: SVN 2020 270

Context

  • Under the overall supervision of the Chief of Mission and the direct supervision of the Reintegration and Reconciliation (RR) Programme Coordinator, the successful candidate will be responsible for providing wide-ranging technical support and supervision of distinct activities emerging from the development and the day-to-day operations of the RR programme.

Core Functions / Responsibilities

  • Provide overall framing and supervision of the financial, technical and administrative aspects of activities to be supported within the overall framework of the RR programme, in line with IOM’s policies and procedures as well as donor requirements.
  • Identification and coordination of priorities and lines of support to the Government and other partners relating to the National Action Plan on reintegration and reconciliation.
  • Support Programme Coordinator to articulate with the Government all activities related to strategic communications related to reconciliation in the communities as well as preventing violent extremism.
  • Support the relevant Government agencies on the design and implementation of government communication strategies, communications plan and relevant messaging.
  • Support the RR programme Coordinator to coordinate the inclusion of messaging and awareness elements on the IOM reintegration and reconciliation activities.
  • Support the Programme Coordinator to establish and maintain strong and close partnership with donors, local and federal government counterparts, UN Agencies, international and local NGOs, supporting and providing advice on the programming, and on identification of key stakeholders, technical consultants, and other programme implementers.
  • Provide supervision and oversight to the establishment of technical implementation teams for the development and implementation of high-impact activities which meet the objectives of the programme, including recruitment, administrative and logistics support to project staff and consultants in the field.
  • Manage and coordinate with operations staff as appropriate for activity implementation to ensure that procurement, finance, logistics, and programmatic aspects of each activity are being implemented on-time and in accordance with the specifications of the approved activity.
  • Provide advice and guidance to the logistics, financial and procurement teams in the application of standard guidelines and procedures aimed at ensuring an appropriate, efficient and transparent use of funds.
  • Produce and implement a project workplan in compliance with the Nigeria RR Action Plan, and collaborate with Monitoring / Evaluation and Reporting IOM Officer in providing weekly updates, monthly, quarterly reports and final reports following also donors requirements, highlighting achievements, challenges and recommendations; as well as to develop, monitor, evaluate and recommend performance measures for related RR activities, including contractors and grantees.
  • Coordinate closely with the Public Information Officer and relevant counterparts, to support the development of public information material and serve as an information focal point for the generation of stories, photos, and relevant materials to contribute to the development of strategic communications materials with other concerned stakeholders.
  • Liaise with IOM's Staff Security Unit (SSU) and the Mission Security Focal point as / when required, in close conjunction with the management of IOM Nigeria and in accordance with the United Nations Department of Safety and Security (UNDSS) requirements.

Required Qualifications and Experience
Education:

  • Master's degree in International Relations, Management, Development Studies, Planning, Business Administration, or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience:

  • Specific international work experience on RR programmes / third generation DDR programming; engagement with Government counterparts and communities will be an advantage;
  • Specific work experience with various donors and familiarity with their reporting needs;
  • Experience in graphic design, Excel PowerPoint, or other software to generate sophisticated reporting;
  • Experience supporting assessments, program design, intra-governmental coordination, project management and oversight is highly desirable;
  • Experience in project implementation, capacity building and support to grants fund management and administrative and related fields;
  • Experience in developing and maintaining budgetary disciplines across a wide range of grant activities;
  • Experience working within the region is an asset;
  • Experience living or working in a developing or transitioning country is an asset.

Skills:

  • Strong knowledge and cultural understanding of the country and conversant on country politics;
  • Knowledge of the United Nations Department of Safety and Security (UNDSS) protocols and experience working in a phase III (or above) security environment;
  • Excellent communication and writing skills with the ability to analyses complex problems and identify and convey clear, rapid solutions;

2.) Project Officer (CBI)

Context

  • Under the overall supervision of the Chief of Mission and the direct supervision of the Head of Sub Office (HoSo) and technical coordination with Reconciliation and Reintegration (RR)Program Coordinator, the successful candidate will be responsible for supporting Cash Based Interventions (CBI) activities in IOM North East (NE) Nigeria programs.
  • S / he will contribute to NE Nigeria Emergency Operations including Shelter, Non-Food Items (NFI), (Camp Coordination and Camp Management (CCCM), Water, Sanitation and Hygiene (WASH) and Livelihoods and will additionally support DDRR program.
  • The main objective of the position is to participate in improving preparedness in Cash Based Interventions, ensure the timely implementation of activities, and contribute to the development of relevant projects for IOM operations in NE Nigeria.

Core Functions / Responsibilities

  • Provide technical inputs to the HoSo on integrating CBIs into operational plans and strategies that efficiently meet programme objectives, liaising with technical sectors as required.
  • Research different options and modalities for CBIs to be implemented by IOM in North-East Nigeria and follow-up with implementation accordingly.
  • Liaise with strategic partners (e.g. Government agencies, UN partners, INGOs, research institutions, private sector entities) to facilitate complementarity in the assessment, design and implementation of CBIs. Use this information to assist in the selection and design of optimal solutions for IOM Cash Based Interventions.
  • Participate in relevant cash forums including the Cash Working Group.
  • Maintain communication with IOM HQ CBI team to facilitate IOM Nigeria compliance with existing guidelines, policies and procedures, timely reporting on CBI programming, technical guidance and keeping up to date on emerging developments within IOM globally.
  • Work with IOM resource management, Procurement unit and programme staff to implement CBI activities successfully.
  • In coordination with relevant colleagues in the resource management unit, evaluate, compare and recommend different cash transfer mechanisms and available Financial Service Providers.
  • In coordination with relevant colleagues in the resource management unit, conduct relevant market assessments to recommend potential areas of intervention as necessary.
  • Supervise and monitor the cash and voucher transfers planned under IOM operations in Northeast Nigeria, and other programme staff involved in the planning and management of CBI transfers, including facilitating implementation and monitoring of CBI based programmes at the Sub-Office level.
  • Support the capacity building and provide training to the mission to implement CBIs and provide recommendations mainly related to human resources, security, tools and equipment.
  • Periodically review the appropriateness for CBI responses in accordance with the current concept of operations for IOM CBI, specifically for transition and recovery activities.
  • Provide guidance to IOM Country Office and Maiduguri sub-office on risk management for CBI based programme implementation.
  • Closely coordinate with the M&E section within the Unit and the M&E Unit of the Country Office, to check that relevant output and outcome indicators for CBI are systematically being collected and analyzed in a manner that will help the Sub-Office to determine efficiency and effectiveness of CBI delivery as well as the appropriateness of the transfer modality choice.
  • Undertake visits to view project sites and meet beneficiaries in order to facilitate progress and the achievement of project objectives.
  • Document any lessons learned for CBI programming for IOM in NE Nigeria context.
  • Draft periodic and ad hoc reports on IOM’s CBI based activities in NE Nigeria, including inputs for operational improvements and potential scope for IOM’s CBI programming.
  • Perform such other related duties as may be assigned.

Required Qualifications and Experience
Education:

  • Master's degree in Economics, Social Sciences, Political Science, International Development, Emergency Practice, International Relations or a related field from an accredited institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience:

  • Experience working in different types of CBI programming in various humanitarian agencies;
  • Experience in working in cash-based assistance programmes and proven knowledge and technical experience in set up, design, implementation and monitoring of CBIs from a multisectoral perspective;
  • A sound knowledge of different cash modalities and a wide variety of CBI programming;
  • Experience in interagency coordination.

Skills:

  • Ability to utilize relevant cash mapping tools;
  • Ability to formulate relevant programmatic inputs;

3.) Project Officer (Livelihoods)

Context

  • Under the overall supervision of the Chief of Mission and the direct supervision of the Head of Sub Office, the successful candidate will be responsible for supporting Livelihoods activities in IOM North East (NE) Nigeria programs.
  • S / he will contribute to NE Nigeria Emergency Operations with the main objective to participate in improving the quality of livelihoods activities, ensure the timely implementation of activities, and contribute to the development of relevant projects for IOM operations.

Core Functions / Responsibilities

  • Under the guidance of the Head of Sub Office, monitor and coordinate the operational planning and implementation of key livelihoods assistance services delivered under the emergency response and Reconciliation and Reintegration (RR) portfolio.
  • Research different options and modalities for livelihoods activities to be implemented by IOM and supervise implementation accordingly.
  • Work as part of a team and contribute to the development of a strategy to maximize IOM assistance in the areas of livelihoods for community stabilization and early recovery efforts and other durable solutions for conflict affected populations.
  • Draft new standard operating procedures (SOPs) and forms where required and recommend refinements to existing project implementation tools and methodologies for efficient and effective implementation of IOM’s interventions in the livelihoods sector.
  • Provide technical livelihoods guidance to IOM field operations in line with established methodologies, checking that technical integrity is maintained, and provide inputs on specific issues such as settlement-based approach, etc.
  • Liaise with livelihoods actors, government officials, other programme stakeholders and relevant counterparts.
  • Participate in relevant livelihoods forums including the Early Recovery Working Group or Food Security and Livelihoods Sector.
  • Work closely with the CBI Project Officer in order to facilitate the smooth integration and implementation of cash activities within livelihoods programming.
  • Work with IOM resource management unit and notably the procurement sub-unit and programme staff to implement livelihoods activities successfully.
  • Conduct relevant livelihoods assessments to recommend potential areas of intervention, as necessary.
  • Undertake regular field monitoring visits and evaluations of project activities, including impact evaluations. Facilitate, and supervise as appropriate, reviews conducted by consultants.
  • Check compliance with IOM and donor requirements, including guidelines, rules, and regulations, as well as the field procurement manual.
  • Draft regular reports contribute to project proposals and donor reporting, and document any lessons learned for livelihoods programming.
  • Closely monitor and supervise the implementation of livelihoods activities and corresponding  staff.

Required Qualifications and Experience
Education:

  • Master's degree in Development Studies, Business Management, Socio-Economic Development, Private Sector Development and Rural Development or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience:

  • Experience working in different types of CBI and livelihoods programming in various humanitarian agencies;
  • Experience (including field experience) in implementing development, community stabilization, and / or livelihoods interventions projects in post-disaster rural and / or urban settings;
  • Experience in interventions aimed at enhancing socio-economic conditions of vulnerable populations, such as micro-finance, private sector development, local economic recovery, employment promotion, agricultural development, entrepreneurship building, natural resource management, vocational and technical education, and training or poverty reduction;
  • Experience working in the formation of cooperatives and small business administration as part of an income-generating intervention would be beneficial;
  • Experience in liaising with government authorities, other national / international institutions, and NGOs, and building effective partnerships with private sector.

4.) Head of Sub-office

Context
Under the direct supervision of the Chief of Mission (CoM), in coordination with the Regional Emergency and Post Crisis (EPC) Specialist in Regional Office (RO) in Dakar and technical oversight of Headquarters (HQ) Department of Operations & Emergencies (DOE), and with other Resources Management Units and other Units in Abuja, the successful candidate will be responsible for overseeing all aspects of the Emergency Response Programme in Northeast Nigeria and the Maiduguri Sub-Office, project development, implementation, monitoring and evaluation (M&E), reporting, donor relations and staff supervision. In particular, s/he will carry out the following duties:

Core Functions / Responsibilities

  • Supervise and manage the operational, human resources, administrative and financial functions of the Sub-Office in accordance with the Organizational regulations and procedures. Execute responsibility for the recruitment and capacity building of local staff.
  • In coordination with the CoM, Project Development Officer and Project Managers, lead the development of new and ongoing emergency response programmes in Northeast Nigeria, including the Sub-Office Operations in Maiduguri and provide guidance to the Emergency Response.
  • Develop and maintain close liaison with local authorities, assistance actors (including NGO's and UN Agencies), and with the United Nations Mission in Maiduguri. Represent the Organization and participate in coordination meetings at the State level vis-a-vis the Government and partners.
  • Identify and develop projects and activities of interest for IOM in coordination with CoM, the relevant Programme Coordinators and in cooperation with government partners and communities.
  • Identify opportunities to expand IOM programming beyond emergency response including, operationalizing IOM Nigeria’s humanitarian, Development, and Peace Nexus programming as well as increasing IOM’s footprint in early recovery, transition, livelihood and community stabilization.
  • Direct and monitor implementation and reporting of all the Sub-Office activities; supervise the work of Project Managers/Officers responsible for the execution of emergency projects. Regularly meet Project Managers/Officers on the progress of project activities, burn rate, and donor reporting.
  • Ensure application of strategy, procedural standards and policies of IOM emergency projects. Review the overall direction and strategy of the Emergency Response Programme for effectiveness on a regular basis and build linkages with other IOM programmes in the Country and the Region.
  • Oversee the development of Emergency Response project implementation strategies and preparation of dedicated standard operating procedures aimed at meeting the projects’ and Sub-Office objectives.

  • Supervise the administrative functions including but not limited to:
    • Staff recruitment and management ensuring that IOM Administration rules and regulations are implemented and followed;
    • Tracking and supervising the financial expenditure per project code;
    • Maintain records in coordination with the Resource Management Unit and in accordance with programme standards;
    • Ensuring proper management of the office and maintenance of the IOM properties, infrastructures and assets;
    • Ensuring an updated inventory of assets, in coordination with relevant departments; and,
    • Ensure the security of the staff and IOM properties in close coordination with UNDSS and the state level SMT.
  • Ensure a comprehensive emergency response including good and effective coordination of activities between different IOM emergency projects and adequate monitoring of activities in North-East Nigeria. Improve and expand IOM Emergency Team structure and human capacity to cope with the scale-up of emergency response in Northeast Nigeria. Identify new opportunities and recommend/implement measures to improve emergency projects and increase the efficiency of ongoing activities.
  • Review and adjust proposals to ensure consistency with relevant priorities of IOM Nigeria emergency response, including IOM role in ES/NFI and CCCM sector coordination, taking into consideration available resources. Formulate and present such proposals through the use of technical and substantive inputs, in accordance with the required format for final review and approval.
  • Ensure compliance with IOM and donor regulations and obligations as indicated in the funding agreements, project documents, work plans and budgets, with an emphasis on timely and accurate reporting.
  • Undertake duty travel relating to programme assessments, Management meeting, emergency project monitoring, and liaison with counterparts, problem-solving, and new project development, as required.

Required Qualifications and Experience
Education:

  • Master's degree in International Relations, Political Science, Law or a related field from an accredited academic institution with seven years of relevant professional experience; or
  • University degree in the above fields with nine years of relevant professional experience.

Experience:

  • Practical experience with international organizations, in development, implementation and evaluation, and/or project implementation and management;
  • Experience in Camp Coordination and Camp Management, ES/NFI, Shelter, DTM and project management and/or coordination;

Context

6.) Information Management Officer (MM/IM)

Context

  • Irregular migration along the Central Mediterranean route is increasingly dangerous for migrants. Crossing the Mediterranean to Italy is by far the deadliest route, with 1 death recorded for 35 arrivals (IOM, 2016). In addition, over 70% of the migrants interviewed by IOM on their arrival in Italy report that they were victims of trafficking or other exploitative practices during their migratory journey along the routes of the Central Mediterranean.
  • To meet these challenges IOM, with support from the European Union (EU), has developed targeted interventions in Nigeria and transit countries to protect the security, dignity and rights of migrants along this important and dangerous migration route and to help in improving the reintegration of returnees through an innovative approach. This will be achieved through different types of interventions including protection and assistance to vulnerable and stranded migrants, provision of direct assistance through search and rescue support, identification, referral and direct assistance to vulnerable migrants, assistance for voluntary return, support for sustainable reintegration in the communities of origin, the dissemination of accurate information on migration to migrants, potential migrants and communities, and the collection of data on migration flows.
  • As part of IOM’s global efforts to strengthen information management in the area, systems are being upgraded and expanded to ensure that data is systematically stored and managed through a centralized, standardized system. The upgrade improves operational efficiency and the data produced will be used to develop the evidence base on migration and vulnerability and provide valuable insight into IOM’s programming. The expanded systems will also include processes to improve the assistance workflow and monitoring of the return and reintegration experiences and outcomes of returns, as well as the assistance provided to all migrants in vulnerable situations assisted by IOM.
