1.) Medical Officer

Location: Takum LGA, Taraba
Reports to: Project Officer
Duration: 3months Extendable

Background

  • Since the conflict in southern Cameroon began in October 2016, displaced persons cross the border into neighboring Nigeria in search of safety, stability and a better life. As of 31 October 2019, there are more than 46,000 Cameroonian refugees registered in Cross River, Benue, Taraba, and Akwa Ibom States in the south-eastern region of Nigeria.
  • With support from UNHCR, Nigerian Red Cross Society (NRCS) is implementing the project seeks to strengthen access and delivery of quality healthcare and nutrition services to 6000 Cameroon refugees and host communities in Taraba state of Nigeria.
  • NRCS focus on strengthening the health care systems in refugees host communities in Takum and Sardauna LGAs of Taraba State through support to free delivery of healthcare to pregnant women, children under 5 years of age, the elderly (above 60years of age) and most vulnerable including but not limited to the disable and mentally ill. The project also support medical outreach and referral linkages of affected population to national free priority health interventions including but not limited to immunization, HIV care, and sexual and reproductive health in order to improve health outcomes.

Job Summary

  • Under the guidance of Project Officer, the Medical Officer shall be responsible for ensuring that effective, efficient and quality clinical services are provided at the respective health facilities where he/she shall be stationed.
  • He/She shall be responsible for ensuring that medicines and medical supplies are available for effective service delivery.
  • The medical officer will work in collaboration with other officers in community health and reproductive health to ensure that there is an on-going provision of services that are safe for the beneficiaries both at the community level and health facility.
  • He/ She shall also give oversight and guidance to health workers on proper management of medical conditions according to the Ministry of Health guidelines.

Main Duties and Responsibilities

  • Ensure Quality clinical service for patients provided. This will include services in the community and supported health facilities.
  • Ensure high risk cases are identified, reviewed and referred properly.
  • Ensure that all supported health facilities activites are organized and managed
  • Ensure POCs are treated with dignity and respect.
  • Ensure that staff appraisal are done timely.
  • Ensure that activity reports are submitted timely.
  • Undertake in patients consultation and physical examination
  • Monitoring and administering Medication
  • Conduct outreach services to host communities where the PoCs are residing
  • Promoting health education
  • Lead the medical team in providing health care to the POC's/HC.
  • Attend to all referrals from PHC facilities in Gembu, Yerimaru and CBHFV.
  • Responsible for all emergency cases from the PHCs.
  • Liaising daily with clinical staff including other doctors, nonmedical management staffs and health care professionals
  • Prepare a note for the file for all referral cases.
  • Undertake any other responsibility as designated by PO, PM and NRCS Management.

Core Clinical Duties

  • Provide comprehensive evaluation and delivery of health services to persons of concern according to ministry of health guidelines and protocols and UNHCR public health strategy.
  • Coordinate integrated service delivery at the health facilities including, but not limited to; mental health, NCD’s, Nutrition, HIV care and RH including coordination of consultancy and outreach visits.
  • Conduct daily ward rounds for IPD patients and attend to all emergencies
  • Ensure adequate health team coverage of the clinics and rationale prescription and use of medicines and medical supplies.
  • Monitor availability of supplies and promptly alert the clinical services and health managers.
  • Coordinate clinical audits, chart reviews and mortality audits as part of continuous learning and improvement of activities.
  • Identify training needs and provide just-in-time training and mentorship for the multi-disciplinary health care teams.
  • Promptly evaluate patients for referral and follow up to ensure services are accessed at the point of referral.
  • Support the implementation of emergency reproductive health services including basic emergency obstetric and neonatal care.
  • Coordinate with district health authorities and other agencies to avoid duplication of services in the settlements and to optimize health outcomes through increased access to life saving interventions.
  • Actively participate in mobilizing and educating the refugee community to adopt health promoting behaviors.
  • Ensure consistent and timely collection, utilization and reporting of community health and facility-based health data.
  • Represent the health program and maintain effective and cordial relationship with district health authorities and other district officials, UN agencies, Community leaders and other NGO’s.
  • Conduct disease surveillance activities and manage outbreaks.

Qualifications/Education

  • Bachelor's Degree in Medicine and Surgery
  • Must be registered with Nigeria Medical and Dental Practitioner’s council
  • Must possess a valid practicing license
  • At least two years' experience in clinical work or humanitarian settings.

Knowledge, Skills & Attributes:

  • Good track record of clinical management of common ailments.
  • Working contacts within health sector, including district health care authorities and other NGO's.
  • Fluency in English and any other relevant local language.
  • Strong analytical orientation and sound judgment

2.) Assistant Technical Officer - Nutrition

Job Summary

  • Responsible for promoting quality infant and young child feeding (IYCF) services at community and facility levels.
  • He/She will engage in and will work with other team members in the delivery of optimal infant and young child feeding in emergency.

Main Duties and Responsibilities

  • Work collaboratively with PHC personnel to provide patient care, patient advocacy and planning of Lead and coordinate the facilitation of community IYCF support group activities
  • Identify training needs and build technical capacity of IYCF Assistants, support group promoters, Community Nutrition mobilizers (CNMs), and Lead persons.
  • Direct skilled IYCF support services including Growth Promotion and Monitoring at IYCF corners/spaces and other contact points
  • Organize and participate in food demonstration sessions periodically
  • Lead micronutrient supplementation including Micro-nutrient powder (MNP) distribution.
  • Conduct regular focus group discussions with beneficiaries to assess barriers to optimal IYCF uptake
  • Support the development of IYCF multimedia messages including radio jingle
  • Ensure Gender mainstreaming in nutrition, and integration of other sectors
  • Collaborate, campaign and build community awareness during IYCF celebration days.
  • Support the development of case studies and success stories from program implementation.
  • Develop network with other actors in the operational area as well as community leaders/representatives
  • Engage in community dialogue, sensitize stakeholders/community on IYCF-E activities and specific humanitarian programs implemented by NRCS.
  • Take monthly physical inventory of all nutrition supplies ensuring stock levels are accounted for and adequate.
  • Support M & E unit during surveys, assessments, Focus Group Discussions (FGDs) including preparation andsubmissionoftimelyreports.

Qualifications / Experience

  • BSc in Human Nutrition and diabetics or closely related fields with 1-3 years’ experience in humanitarian organization
  • Must possess a minimum of 2-3 years’ experience in a community-based setting
  • Demonstrate knowledge and experience of working in a PHC setting
  • Demonstrate experience in management and supervision of outreach services
  • Demonstrate experience working in a multi-cultural/religious setting.

Job Summary

  • Under the supervision of the Team Leader, the Monitoring and Evaluation Officer shall be responsible for the overall collection, summarizing, compiling, dissemination, storing and timely reporting of all forms data generated from the Project with a key focus on submission of timely, qualitative and quantitative reports to the Program Management Team, donors and relevant stakeholders. Specifically, the M&E Officer will be in charge of managing project data.

Responsibilities

  • Program design and implementation
  • Participate actively in the implementation of M&E processes by providing technical support and checking quality.
  • Harness, adapt and roll out tools and technological innovations for collecting and analyzing data with an aim of improving the project
  • Participate in developing an M&E Plan, M&E work plan and indicator tracking matrix, in line with the project’s thematic standards and practice.
  • Generate program monitoring, reporting and information management plans, Pioneer the development, review and utilization of data collection, monitoring and reporting tools.
  • Participate actively in the enforcement of Quality Assurance (QA), Quality Control (QC) and Quality Improvement (QI) measures for all field program interventions
  • Support fellow team members in capturing and documenting best practices and success stories for learning, reference and dissemination
  • Generate programme information and dash boards for tracking and depicting progress on programmes and strategy implementation against targets and key milestones
  • Initiate data analysis and action planning meeting with program teams to review data trends and overall project performance
  • Maintain a tracker of key action points agreed at review meetings and disseminate progress of implementation
  • Work with the field teams to ensure that program indicators are tracked through regular field visits
  • Review all reports to ensure that data provided is reliable and accurate and that target indicators are met and explanations provided where indicators are not met;
  • Program monitoring, reporting and evaluation
  • Ensure accurate and timely collection of program data from the field
  • Participate in planed surveys, either internally or externally (through consultants) to promote own capacity building and enhance the quality of the survey reports generated
  • Provide quality assurance, including data verification, on all reports and information produced by the project by editing and consolidating all reports
  • Synthesize and summarize trends in program monitoring data including those generated from evaluations across programming pillars that can be used to inform programming.
  • Participate in writing monthly, quarterly and annual reports
  • Support the development and strengthening of a referral system and coordination mechanisms
  • Keep a schedule of internal and donor reporting and ensure teams adhere to the timelines and reporting templates
  • Support evidence-based learning across NRCS – Nigeria through maintaining an up-to-date record of planned and on-going operations/action research, facilitating learning and reflections and ensuring documentation and dissemination.
  • Represent NRCS at the field inter-agency M&E coordination forums.

Qualifications

  • A minimum of a Bachelor degree in Social Science, Statistics or Population Studies
  • A minimum of 3 years‟ experience in a similar position involving data collection, documentation and reporting.
  • Demonstrable experience in producing good quality documents for different audiences and managing GBV& CP information management systems.
  • Ability to collect, analyze and produce good quality data and information
  • Proven skills in data management with concrete knowledge of open source tools such as ODK collect, KoBo Toolbox.
  • Computer literacy with possible advanced Ms Word, Ms Excel, Ms PowerPoint and Ms access
  • Knowledge in computer statistical packages (EPI INFO, SPSS and Stata)
  • Demonstrated experience in capacity building and mentoring of staff
  • Knowledge, skills and experience in participatory survey/research methods
  • Experience in use of data to inform decision-making, planning, and performance monitoring

Job Summary

  • Community Health Nurse will assist the individual, family and community in attaining their highest level of holistic health.
  • He / She will provide and promote healthy lifestyle choices through education, public awareness and community outreach activities to refugees and the host community.

Main Duties and Responsibilities

  • Work collaboratively with PHC personnel to provide patient care, patient advocacy and planning of care
  • Identification of outreach sites and referral of clients for continuity of care and other health services
  • Conduct planning, execution and monitoring of community engagement and outreach activities.
  • Ensure the involvement and active participation of persons of concerns and host community through a range of community-level activities.
  • Schedule weekly meetings with all outreach teams to address gaps identified, verifying records for service data, referrals, and inputting data into approved service tools.
  • In collaboration with other Protection staff, ensure that regular assessment is conducted to ascertain community view of protection activities and how best to ensure that the condition of women, girls and children are improved at the community level.
  • Actively participate in planning and facilitation of feedback, learning and consultation meetings or sessions with target population and communities.
  • Support documentation of best practices and lessons learnt
  • Compile and submit weekly progress reports to the line manager.
  • Carry out any other task as assigned by the line manager.
  • Core Clinical duties

  • Examining and monitoring of Pregnant women (Pre-natal, delivery of new born and post-natal care).

  • Responsible for HIV counseling and Referral of Patients.
  • Handle all malnutrition cases and make referral when necessary
  • Responsible for Family planning counseling and make referral when make necessary.
  • Observe and manage all SGBV cases and make referral when necessary
  • Serve as Refugee focal person in the PHC
  • Undertake any other responsibility as designated by PO, PM, NRCS Management

Qualifications / Experience

  • Must be a Registered Nurse or Midwife
  • Ability and willingness to stay at the LGA is required
  • Demonstrate knowledge and experience of working in a PHC setting
  • Demonstrate experience in management and supervision of outreach services
  • Demonstrate experience working in a multi-cultural/religious setting.
  • Must possess a minimum of 2-3 years’ experience in a community-based setting
