Purpose of consultancy
- The Brain Health Unit (BRH) within the Department of Mental Health, Brain Health and Substance Use (MSD) is updating the roster of qualified consultants to conduct a variety of technical tasks with all levels of experience to actively contribute to specific elements of the Unit’s work on brain health and neurological conditions in line with line with the mandate of the Intersectoral global action plan on epilepsy and other neurological disorders (IGAP).
- There may be opportunities to participate in an array of brief and longer-term projects, meetings, research and/or public health initiatives.
Background
The Brain Health Unit aims to promote optimal brain development, cognitive health and wellbeing and prevention and care for neurological conditions across the life course. BRH contributes to the overall mission of MSD through leadership and policy dialogue, development of technical and normative products and country capacity building in the following areas:
- Child and adolescent brain health and neurodevelopment
- Maternal mental health
- Treatment and care for all neurological disorders (e.g. neurological infections, epilepsy, dementia,) and neurodevelopmental disabilities
- Medication and diagnostic access for neurological conditions
- Promotion of brain health and prevention of neurological disorders
- Additionally, BRH promotes collaborations and synergies with other public health areas (i.e. facilitating linkages and integration at country-level with other public health programmes such as mental health, noncommunicable diseases, infections, child, adolescent and maternal health, ageing, disability and injury and violence prevention, etc.)
- This updated roster reflects the updated name of the department and includes brain health with an emphasis on neurological conditions across the life course in line with the mandate of IGAP.
Deliverables
The consultant is expected to perform a variety of tasks, not limited to the following:
- Writing and editing technical documents and normative tools; including training materials and manuals
- Contributing to resource mobilization efforts by developing results-focused proposals, donor agreements and other grant-related instruments ensuring quality and alignment with WHO policies, pertinent documents and other administrative provisions.
- Reviewing and preparing project documentation (e.g., logical frameworks, project strategies, operational/implementation plans, project reports, presentations)
- Organize peer review process and consultation with relevant stakeholders for technical products or global public health goods.
- Conduct literature and scientific reviews
- Facilitate field-testing, generation of evidence, and dissemination and implementation of WHO’s technical products at regional and country level

Deliverables
- The study is envisioned in two phases, Phase I, dedicated to development of the optimized ACS implementation model through implementation of the ACS implementation model through multiple model iterations with the aim of reaching 70% safe coverage of ACS in the networks of care of the four countries (total duration 2 years) and Phase II, trial phase, a stepped-wedge, cluster-randomised trial phase aimed at evaluating the impact of optimized model on coverage of safe ACS use and neonatal and perinatal mortality (total duration 2.5 years).
Currently, the study is in Phase I, with about 6 months left before initiation of Phase 2.
The aim of this Terms of Reference is to:
For Phase 1
- Provide technical support to integrate formative research findings into the ACS implementation model development.

Description of Duties

Travel:
- Provide logistical support during the arrival and departure of the WCO official visitors, WRs, senior personnel, and special invitees at the airport.
- Provide updates on staff arrivals and departures to ensure service delivery
- Facilitate the issuance of visas on arrival for guests arriving on short notice at the airport.
- Ensure that all travel itineraries are approved by the Operations Officer or designated official.

- The objective of this consultancy is to contribute towards the development of the contact tracing implementation guidance.
Background
- The overarching project goal is that contact tracing strategies are determined, adapted and set up in a timely manner during outbreaks limiting the spread of outbreaks.
The objectives are:
- To develop and disseminate an evidence-based disease-agnostic contact tracing guideline
- To facilitate the application of contact tracing strategies through the development of implementation guidance
To support the development of this guidance, the project team is looking for a consultant who will conduct a comprehensive review. This review will include:
- a review of guidelines and guidance documents (including those included in the systematic literature review conducted in 2023), as well as the collection of data used in contact tracing as well as performance indicators
- the consultation of various stakeholders involved in contact tracing, to identify methods used to identify and monitor contacts, and evaluate the contact tracing performance, in alignment with the recommendations of the guideline.
- A semi-structured questionnaire will have to be developed, based on findings from the review of guidelines and guidance, and key informant interviews conducted with stakeholders at regional and country office levels.
- In addition, a technical working group of experts including but not limited to WHO (including regional and country representatives) will be convened to guide the review methodology and input technically into the guidance sections. In between monthly meetings, the TWG will be requested to review draft sections.

- Deliverable 1: Comprehensive review report on methods for contact person identification, monitoring and contact tracing data and performance indicators used.

- Co-design and co-deliver RCCE-IM capacity building activities, including workshops, simulation exercises, and training programs, tailored to the specific needs of requestors and audiences, across a variety of formats.
