Program / Department Summary

  • The Mercy Corps Finance Department is responsible for all financial functions in Nigeria including accounting, payments and banking, payroll, budgeting, financial reporting, and grant financial management and compliance.
  • The Mercy Corps Finance Department ensures compliance with donor regulations as well as Mercy Corps’ internal policies and procedures.
  • To ensure that financial resources are utilized efficiently and effectively, the Finance Department ensures adequate coverage/backstopping, routine training, and ongoing support to all field offices.

General Position Summary

  • Working under the Finance Director based in Abuja, the Roving Finance and Compliance Manager will support the reporting of financial information and ensure that the Country Office complies with Mercy Corps policies, procedures and donors’ grants and contracts requirements.
  • In addition, this position supports the Finance Director in the overall management of the country-wide accounting, capacity building of the national team members, and with frequent travel to the field sites, plays a coordinating role with the different departments and functions within the country finance system.

Essential Job Responsibilities
Finance & Compliance Management:

  • Perform financial review of purchase requests, purchase orders, and payment requests to ensure compliance with MC policies and procedures and donors’ requirements.
  • Perform timely and accurate financial reviews of the monthly payroll and coordinate with HR/Admin to improve the process as needed.
  • Perform compliance reviews of in-country processes including procurement, logistics, stock management, HR & Admin, and coordinate with the relevant departments to correct and improve as needed.
  • Support of sub-office finance staff with frequent travels to relevant sub-offices.
  • Provide advice, training, and consultation on compliance with MC policies and procedures as well as donor compliance requirements.
  • Support the creation and maintenance of systems that ensure effective and transparent use of financial resources for timely and informative reporting in line with donors’ and Mercy Corps’ policies and procedures.
  • Ensure grant files are maintained and up to date in accordance with Mercy Corps’ minimum program requirements.

Program Development & Reporting:

  • Take part in the development of new programs as assigned by the Finance Director; lead the budgeting process and ensure budget proposals are in-line with Mercy Corps’ minimum requirements and donors’ regulations.
  • Prepare and update monthly grant spending reports (Budget vs. Actuals, BvAs) of assigned programs if/when needed, including administrative/operational projections; work with program managers to ensure program projections are updated; together with the relevant program managers and staff members, review BvAs and projections, to ensure program implementation is on time, target and budget
  • Lead the consolidation of the monthly cash-flow projections
  • Consolidate and prepare financial reports including budget projections of assigned programs.

Accounting:

  • With support to the finance officers in Abuja and Maiduguri, support in the process of the month-end closing including but not limited to:
    • Ensuring all transactions for the month are posted in the accounting system and reviewed for any necessary corrections;
    • Prepare timesheet allocations for international staff and review and post timesheet allocations for national staff;
    • Prepare/review of employee receivables accruals and any other relevant/required monthly accrual entries;
    • Work with HQ on tracking intercompany/interagency transactions;
    • Prepare/review necessary reclassification entries and other accounts’ adjustments;
    • Run month-close allocations in the accounting system;
    • Work with the Finance Director on monthly reconciliation of balance sheet accounts, review, monitor, and control balance sheet accounts’ balances;
  • Support the Finance Director and senior finance officers in month-end and year-end HQ required reports, quarterly balance sheet reconciliation reports, fiscal year-end reports, statutory deductions reports and other taxable benefits reports.

Sub-Grants & Compliance:

  • Support maintenance of a filing system for sub-grants and related documents as required by policies and regulations of Mercy Corps.
  • Support in the pre-award assessment process as well as the contracting and closeout processes; ensure that all steps are properly documented in accordance with Mercy Corps’ minimum program requirements
  • Help ensure subgrantee payments are on time and subgrant financial reports are properly reconciled.
  • Review subgrantee financial reports, manage and assist in subgrantee site audits and follow up on subgrant compliance issues. Ensure subgrantee information is entered and updated in the accounting system on a regular basis.

Team Management:

  • At least four years of high-level finance management experience with international NGOs.
  • Strong background in compliance, donor regulations (USAID, UN agencies, FCDO and EU), and coordination with operations, program departments and partners.
  • Good understanding of accounting and proven experience in managing financial systems, payroll, and balance sheet accounts.
  • Experience in financial analysis and reporting within non-profit organizations.
  • Experience in budgeting for various donor proposals.
  • Experience in leading internal and external audit is a strong asset.
  • Experience in training and capacity building of staff.
  • Advanced computer skills in MS Office programs is required, particularly Excel;

Program / Department Summary

  • The Mercy Corps Finance Department is responsible for all financial functions in Abuja including accounting, payments and banking, payroll, budgeting, financial reporting, and grant financial management and compliance.
  • The Mercy Corps Finance Department ensures compliance with donor regulations as well as Mercy Corps’ internal policies and procedures. In its role as a support to the Program Department, the Finance Department provides timely reports and assistance to the Country Director and the country team to ensure that financial resources are used efficiently and effectively.

General Position Summary

  • Working in the Finance Department under the direction of the Finance and Compliance Director, the Accounting Manager will have primary responsibility for management & effectiveness of Mercy Corps Nigeria's accounting function.
  • The Accounting Manager will ensure a high level of efficiency as well as accuracy and completeness of accounting records. This role will also provide training, coaching and regular feedback to finance staff taking part in or managing the monthly accounting cycle, ensuring all accounting controls are effective both at field and country offices.
  • As required, the Accounting Manager will examine the accounting function staffing structure and make necessary adjustments to ensure functional roles and clearly designated responsibilities.
  • S/he will ensure standard routine accounting practices in all offices as stated in minimum performance indicators and complete the relevant payroll, Tax and HQ accounting reports for Mercy Corps Nigeria.

Essential Job Responsibilities
Accounting Management & Team Capacity Building:

  • Responsible for management and oversight and effectiveness of accounting function within the Finance Department; ensures country-wide coordination, preparation and the on-time submission of the monthly reporting package to HQ and FY-end close-out process
  • Oversee and coordinates timely preparation of month-end/quarterly balance sheet account reconciliations.
  • Oversee the maintenance of all accounting records, ensuring that records are complete, accurate and safeguarded in compliance with MC policies and local laws.
  • The lead in the accounts management, upgrades and implementation of any changes in the accounting software (Navigator Citrix System)
  • Oversee daily entries into the system, identifies errors and coordinates with respective team members any corrective actions; does and follows up on regular transaction review and posting within Navigator
  • Monitors and reviews process and accuracy of transaction entry in all MC Nigeria offices; regularly review balance sheet accounts, coordinates corrections and reclasses with the team, review and post journal entries.
  • Oversee national staff payroll processing, accruals, reconciliations, end-of-service and statutory deduction calculations.
  • Review Potential procurement of a payroll system and offer a continuous review of the payroll system.
  • In charge of month-end and fiscal year-end closure / General ledger finalization & submission to HQ offices for review; the main point of contact with HQ on all accounting matters
  • Ensure that accounting records are always organized (soft and hard copies) and are accessible for easy review and retrieval.
  • Ensure compliance with Nigeria's statutory requirements (PAYE, WHT, pension, etc.); monitors timely remittances to relevant institutions, and liaise with relevant tax consultants and authorities
  • Provide regular transaction reviews as per the AAM level assigned
  • Monitor cash and bank balances and coordinate monthly cash flow requests from field offices to ensure accuracy and support consolidated country cash flow requests to HQ.
  • Contributes to the development and update of local accounting and other policies; as member of finance management team assist with interpretation and enforces implementation and compliance with any HQ and locally developed policies
  • Daily management of finance staff through training, scheduling, coaching and regular communication of job expectations to ensure minimum accounting controls are effective.
  • When required, review and delineate clear roles and responsibilities within the accounting function, communicate clearly any changes required and ensure that team understands their roles
  • Train the relevant finance staff on the month-end accounting close process and adjustments, ensuring the accuracy and completeness of the ledger entries and all supporting documentation within the country; train the team on the maintenance of hard and soft copies of accounting records as per MC policies and local law requirements
  • Train and support field finance officers with the aim to reduce coding errors, building their capacity and increasing efficiency across the team.
  • Support audit efforts from the accounting function, both internal & external audits; Assist the Finance Director in responding to audit inquiries.

General Position Summary

  • The CIPP State Program Officer is responsible for the day-to-day implementation of the program in the respective states. S/he will support the implementation of activities related to peace building and conflict management with key actors such as farmers, herders, religious leaders, religious institutions, government institutions and other appropriate actors.
  • The Officer will support the facilitation and implementation of joint conflict prevention and PVE plans, and the facilitation of events related to advocacy and relationship building initiatives.

  • With funding from institutional donors, foundations and private corporations, Mercy Corps continues to provide assistance to meet the basic needs of vulnerable populations in the areas of food security, shelter, water and sanitation, protection, and livelihoods.
  • As the COVID-19 pandemic continues to take a tremendous toll on the health, economic security and well-being of families and communities around the world, the need for an expanded and well-coordinated response by international and national non-governmental organizations (NGOs) and other civil society stakeholders working in partnership with governments is critical.
  • The task of rolling out vaccines in low- and middle-income countries could not be more challenging, as COVID-19 cases continue to rise in countries and communities, threatening lives and challenging weak health systems.

General Position Summary

  • The Program Officer will support the Program Manager to oversee the efficient implementation of activities, working closely with key stakeholders in government, health, media and communities.

  • The overarching vision of the activities in the BAY states is to facilitate the economic recovery of some crisis-affected communities and bolster the capacity of the state governments in providing essential WASH services and creating and sustaining enabling environments for Small Towns Water Supply and Sanitation Agencies and Water Consumers Associations to operate effectively. In addition, the ST WASH Activity is anticipated to expand to implement water utility infrastructure projects in the three southern states of Imo, Abia, and Delta.
  • MC Nigeria seeks a Senior Infrastructure Delivery Manager to provide technical leadership on infrastructure for the STWASH Activity and any future expansions.
  • The Manager will be responsible for WASH activities in Borno, Adamawa, Yobe, Imo, Abia, and Delta including infrastructure rehabilitation of water schemes, treatment facilities, pumping system, boreholes, water towers, transmission main pipes as well as distribution piping system. In additional, Mercy corps will also implement a fecal sludge treatment facility in Borno.
  • The Manager will lead staff as they plan and implement technical program activities; support on both internal and external reports, and recruit and supervise an engineering team and firms responsible for delivering high-quality projects.

Essential Job Responsibilities
Program and Team Management:

  • Lead implementation of all technical components of WASH infrastructure projects in full coordination with other staff members.
  • Manage the technical team including the WASH and utility water engineers, site engineers, and provide overall supervision and monitoring of engineering designs and construction activities in the field. Provide support to team through constructive feedback and coaching to ensure implementation is on track. Organize workflow and ensure that duties or delegated tasks are clearly communicated and carried out.
  • Ensure that all minimum program/ construction management standards are met and that strong structures are in place for smooth completion of the projects
  • Work closely with the technical team to develop timely and realistic plans.
  • Conduct frequent site visits to provide construction management supervision including oversight of work onsite, materials testing, report development, verification of quantities,
  • Review interim payment certificate from contractors prior to payment request submission.
  • Prepare budget forecast , projection and expenditure reports as well as analysis of any risk of over spending anticipated
  • Lead on the contract management related to all construction activities and provide advise to the supervision team and consultant.
  • Manage tender processes with MC Nigeria procurement team, including reviewing technical documentation, initiating procurement requests, and providing additional inputs as needed.
  • Work closely with finance and program teams to ensure compliance to MC procedures and standardization.
  • Develop a full working knowledge all WASH project designs including pump stations, pipelines, water treatment plants, civil, mechanical, and electrical works and sanitation facilities.
  • Assist in selection of projects, preparing design, cost estimation, preparing work plans, implementation of the infrastructure projects and conducting market assessments/price monitoring (on annual basis or as needed).
  • Develop and implement progress monitoring tools related to construction activities, review progress, identify delays and analyze adequacy of resources
  • Provide feedback to the Monitoring and Evaluation system in order to assess the effectiveness of the projects and impact and propose recommendations for improvements.
  • Develop Quality control plan and procedures to ensure compliance to the contractual terms and conditions as well as preparing progress report and updates required
  • Develop program filing system for all infrastructure-related activities including contract management, correspondences, claims, payment records, meeting minutes and reports
  • Develop / approve guidelines on essential tests to be carried out prior to infrastructure or rehabilitation activities.
  • Ensure compliance to health and safety procedures, monitor, track and escalate incidents as appropriate, ensuring there is a robust system of flash reporting that the team adheres to.
  • Ensure full adherence to the MC security plans and protocols conscientiously respecting the declared 'go' and 'no-go' zones.
  • Work with Chief of Party (CoP), Mercy Corps headquarters infrastructure team, and Mercy Corps country office WASH Advisor to coordinate and communicate with local authorities, program third party monitoring consulting firm, donor and other implementing partners to avoid overlapping and obtain all necessary no objection certifications.
  • Conduct himself / herself both professionally and personally in such a manner as to bring credit to Mercy Corps and not jeopardize its humanitarian / development mission in Nigeria.
  • Prepare / review / approve site visit and quality check reports and contribute to overall program reporting to the donor and the government.
  • Working closely with Mercy Corps Ethics Team to support them to conduct spot checks to ensure infrastructure projects are as per technical documents and donor guidelines are followed.
  • Identify staffing needs within the technical team and coordinate with office leadership to review CVs, interview candidates, and recommend new hires.
  • Lead QA/QC process ensuring all technical reviews are conducted according to best practices.
  • Other duties assigned by supervisor

Supervisory Responsibility:

  • Direct supervision of the technical team as determined during deployment

Knowledge and Experience

  • B.Sc, or Master's Degree, in Civil Engineering (or related field) with significant knowledge and experience in the design and construction of large-scale water and sanitation facilities
  • At least 12 years of experience in design and construction of various urban water supply infrastructure projects, including water treatment, and feacal sludge management facilities projects and work in urban environments
  • Experience in Managing FIDIC contract with successful records preferred
  • Strong organizational and communication skills
  • Ability to interact effectively with international and national personnel and to be a neutral party with people of different perspectives and backgrounds
  • Excellent oral and written communication skills
  • Experience in managing contracts with engineering design consultants, and construction firms
  • Experience in reviewing tenders and developing recommendation for award
  • Strong construction management experience including ability to review contractor work plans, budgets and work progress
  • Demonstrated ability to multi-task and process information into action to not delay program activities
  • Strong ability and demonstrated experience in mentoring and building high performing engineering teams
  • Knowledge and experience of USAID funded projects is a plus
  • Prior experience working for/with INGOs is a plus

Success Factors:

  • Proven ability to manage large-scale infrastructure design and construction projects
  • Proven ability to manage engineering teams and consultants to ensure production of quality and effective engineering plans, BoQ, and technical specifications ready for tendering
  • Proven track record for supervision of international contractors, work with consultants, resident engineers, FIDIC contract management.
  • Proven ability to manage all phases and aspects of construction and contract management
  • Proven ability to solve problems independently without direct supervision.
  • The successful candidate will have the ability to work comfortably and effectively in the religious, security and political climate of North-East, South-East, and South-South Nigeria regions
  • Security permitting, s/he must be willing to undertake travel frequently within the program area
