1.) Coordinator, Security & Intelligence

 

Location: Abuja

Summary

  • The Coordinator Security and Intelligence will be responsible for ensuring maximum protection and security of the entire NRCS property, staff and volunteers.
  • He/She will develop and implement strategies for obtaining and managing proactive security information which will be distilled into actionable intelligence for the successful and positive deployment to NRCS operational locations across Nigeria.
  • The Coordinator Security and Intelligence has the following responsibilities:

Responsibilities
Strategic:

  • Develop and deploy security risk management assessments across all areas of operations for the Nigerian Red Cross
  • Identify best practices and determine the appropriateness of increased security controls via cost/benefit and risk analysis
  • Support your Line Manager in achieving complete security intelligence management in accordance with NRCS plans and compliance and adherence to legislation and agreed regulatory bodies processes and procedures
  • Develop emergency procedures and ensure readiness of incident responses for Red Cross operations

Operational:

  • Plan and implement security measures for special and high-risk program activities of the NRCS
  • Coordinate security efforts across the organization in line with the safer access objective of the Red Cross Movement
  • Provide and share intelligence reports with NRCS SMT to ensure assets, personnel and operations are protected from crime, violence and other operational risks within the NS
  • Act as the NRCS focal point for the Safer Access program of the Red Cross in Nigeria
  • Provide the Secretary General support with regular intelligence and management reports to guide decisions on security issues.
  • Identify and report on potential areas of security vulnerability and risk; develop/implement corrective action plans for resolution of problematic issues, and address management as appropriate
  • Establish effective working relationships with all relevant security agencies in the various areas of field operations for the NRCS
  • Maintain relationships with local, state and federal law enforcement and other related government agencies
  • Examine security equipment and facilities to ensure they are easily accessible and safe
  • Respond to medical emergencies, bomb threats, fire alarms, or intrusion alarms, in accordance with emergency response procedure
  • Introduce new tools, gadgets and technology for relevant personnel for efficient identification, response and mitigation of security concerns during field operations

Duties

Qualifications and Experience

  • First Degree in Social Sciences, Law, or similar from a reputable institution
  • Professional security certifications will be an added advantage
  • Minimum of 10 years progressive experience in armed forces security, military police, or with a major law enforcement; not below the rank of a Major or Commissioner of Police,
  • Minimum of 10 years’ experience in security management in the private sector or with large organizations
  • Experience in Safer Access Framework (SAF)

Skills and Competencies
Essential:

  • Proficiency in the use of MS office and data analysis tools
  • Strong knowledge of security operations, policies and procedures
  • Strong knowledge of local security ordinances, regulations and laws

2.) Assistant Coordinator, Legal Services

 

Location: Abuja

Job Description

  • The Assistant Coordinator Legal Services under the direction of the Secretary General will be responsible for all legal matters related to the structure of the organization, its legal engagements and compliance.
  • He/She is expected to build strong and amicable relationships with legal bodies and external legal counsel.

Job Duties and Responsibilities
The Assistant Coordinator Legal Services has the following responsibilities:

  • Identifying and mitigating legal risks
  • Draft a wide variety of legal agreements
  • Conducting legal training for staff
  • Advice management on the legal implications of NRCS policies and procedures
  • Prepare report on legal activities, risks and litigation
  • Ensuring all contracts, legal documents and templates are up-to-date and compliant with statutory laws
  • Assist with information management, document retention, filing public notices and other compliance related items.
  • Support the Secretary General to gather information and respond to public records requests, subpoenas, court papers and other legal actions
  • Analyze and review, revise and draft NRCS rules and procedures.
  • Ensure the Society comply with all rules, procedures, guidelines, and Nigerian labour laws
  • Provide service excellence through courteous, informed, accessible and professional engagement.

3.) Assistant Coordinator, Compliance

 

Location: Abuja

Job Description

  • To provide technical support in ensuring that the operations of Nigerian Red Cross Society are ethical, in compliance with donors’ regulations, statutory requirements and internal policies and procedures.

Job Duties and Responsibilities
Strategic Planning:

  • Develop compliance organizational strategies and tools by contributing information, analysis, and recommendations to strategic thinking and direction; establishing functional objectives in line with organizational objectives.
  • Ensuring that the organization establishes and maintains an effective, best practices compliance and ethics program, to prevent and detect violations of law and other misconduct, and to promote ethical practices and a commitment to compliance with the law as well as with internal and external policies
  • Working with senior management to broaden understanding of strategic and operational compliance measures.

Planning and organizing:

  • Plans for implementation and maintenance of compliance activities.
  • Prepares long-term plans of compliance including implementing strategies and procedures that prevent illegal, unethical or improper conduct

Policy development:

  • Maintain, update and (re) draft compliance policies and provide guidance and answer queries thereof
  • Disseminate written policies and procedures related to compliance activities
  • Develop standard compliance checklist
  • Conduct surprise visits in Branch/programmes to assess the level of compliance
  • Researching and keeping abreast of legislative issues, new compliance regulations/major donors’ regulations.

Reporting / Information management:

  • Produce periodic standard and ad hoc reporting
  • Prepare management reports regarding compliance operations and progress
  • Prepare reports to the Secretary General.
  • Maintain necessary records and files to assure efficient and consistent reporting of compliance efforts.
  • Maintain documentation of compliance activities.
  • Build and agile National Society capable of sensing and responding to challenges.

Internal Controls Evaluation / Reviews:

  • Build, operate, train-on and administer the Partner/third party due diligence system.
  • Conduct periodic internal reviews to endure that compliance procedures are followed
  • Identify compliance issues that require follow-up or investigation
  • Monitor compliance systems to ensure their effectiveness

Technical Support:

  • Develop strong relationships across stakeholder groups and support those groups to manage requests and ensure key deliverables are executed effectively and in an efficient manner.
  • Support good corporate governance and risk management including but not limited to Anti-Fraud and Corruption, Code of Conduct and Conflicts of interest
  • Engage with internal and external auditors on relevant risk and compliance matters and mitigation plans
  • Serve as a confidential point of contact for employees to communicate with management, seek clarification on issues or dilemmas or report irregularities
  • Discuss emerging compliance issues with management or employees
  • Respond promptly to detected offenses, and developing corrective action
  • Invest and enable passionate and outcome driven Society

Capacity Building:

  • Assess training needs for employees and develop training plan and collaborate with internal stakeholders to develop training content, acting as subject matter expert and facilitate delivery and tracking of training
  • Maintain a working knowledge of relevant issues, laws and regulations through periodicals, seminars, training programs and peer contact
  • Work closely with the Internal Audit function to appropriately advise on identified weaknesses, including relevant follow-ups of remediation items, sharing appropriate “lessons learnt” to the management, reviewing and advising on the needs for revising the relevant policy standards, and effectively implementing the improvements
  • Ensure through engagement with the management that there is adequate support in the Society for necessary controls, including people, process, tools, frameworks and systems
  • Collaborate with human resources department to ensure the implementation of consistent disciplinary action s in cases of compliance standard violations

Build Sustainability:
Compliance:

  • Identifying potential areas of compliance vulnerability and risk, developing and implementing corrective action plans for resolution of problematic issues and providing general guidance on how to avoid or deal with similar situations in the future
  • Ensuring that all organizational activities are in line with contractual obligations and agreements with respective donors and maintenance of a compliance dashboard for each major donor
  • Developing and maintaining a central electronic repository for Society wide compliance and code of conduct for: compliance policies and procedures, internal controls (Forms papers & electronic) and other information for disclosure of Conflict of Interest and other records related to compliance and code of conduct.

Reporting:

  • Maintain records of compliance activities. Provide reports to management.
  • Analyze complex issues in donor agreement and provide practical and appropriate advice, including escalating to the appropriate senior levels or forums and recommending methods to proactively manage those risks

Grant Management:

  • Continually review whether the grant management activities are in compliance with the key controls contained in the grant management guidelines of the Society and donor regulations
  • Assess compliance with grant conditions on sample basis working closely with project implementation team
  • Provide information on donor regulations on a regular basis to ensure specific guidelines are being followed.

  • Relevant post-graduate degree
  • Professional accounting certification, e.g. ACA, ACCA, CPA, CIMA, CISA or other relevant certfications
  • Minimum of 7 years relevant work experience, with at least 3 years in an compliance-related function at middle management level position

4.) Senior Communications and Advocacy Officer

 

Location: Abuja

Job Description

  • The Senior Communications and Advocacy Officer will be responsible for communicating NRCS operations in the local and International media, developing quality reports and materials including audio, visual, print, etc. related to NRCS operations.

Job Duties and Responsibilities
The Senior Communications and Advocacy Officer has the following responsibilities:

Strategic:

  • Develop traditional media, digital/social media communications strategies and programs supportive of NRCS Mission, Vision and Strategic objectives.
  • Conceive, execute and monitor CEA strategies that ensure feedback from beneficiaries.
  • Ensure feedback received is used to improve programming.
  • Ensure communication /CEA initiative results are measured and monitored.
  • Oversee the embedding of CEA/PGI principles in all Communications interventions.
  • Oversee the deliberate, planned and sustained capacity building of Branch communication officers and volunteers.
  • Conceive, execute and manage strategies on branding, publicity, advertising, media management, events management and corporate social responsibility to deliver the society’s reputation and brand positioning aspirations
  • Develop relevant policies and guidelines for all aspects of the communications and brand management function

Operational:

  • Fulfill communications capacity on the ground and act as a spokesperson with local and  international media when required
  • Conduct annual researches to understand the perception of the NRCS brand and activities among the Nigerian public and other stakeholders
  • Implement research-based communication strategy to achieve the right brand perception for NRCS and create awareness and buy-in for NRCS activities
  • Design and execute communication campaigns aimed at communicating the NRCS message and driving humanitarian values among targeted sectors of the Nigerian society
  • Communicate the Red Cross brand personality internally and encourage alignment of the organization around Humanitarian principles
  • Collect, collate, analyze and transform data from the field into key messages and calls for different stakeholders and audiences
  • Deliberately identify key humanitarian issues to be addressed to the public, media and donors on the situation on the ground and the humanitarian response
  • Develop the content for, and align the message of the NRCS website, factoring in functionality, look and feel to NRCS brand
  • Conduct assessments of policies and regulations to identify regulatory gaps and opportunities for advocacy to promote implementation of NRCS objectives
  • Work closely with other departments to proactively produce facts and figures, key messages, pro active and reactive lines and disseminated them to the mass media.

  • Engage in advocacy activities with required stakeholders to solve identified problems associated with NRCS

  • Develop news releases (as needed), videos, photographs with captions, and qualified spokespeople contacts and make available to media and key stakeholders. If security allows, facilitate media field trips to operational areas
  • Maintain the NS social media presence throughout the operation utilizing communication tools
  • Support the appeal using people at the community level (write stories and interviews, web stories, blogs, video footage and photos with extended captions, provide basic audio-visual material)
  • Share any communications material created through this appeal with NRCS for use on various communications channels including the NRCS web page
  • Facilitate NRCS in pitching media stories and professionally handling media inquiries with broadcast, print and online media/social media
  • Handle launch of the emergency appeal and other major milestones throughout the operation using people-centred at the community level
  • Produce advocacy messages to address the different issues linked to current emergency operations
  • Anticipate issues based on trends in sector and prepare media materials to stay ahead

  • First Degree from reputable institution in Journalism, Communications, Marketing or International Policies
  • Minimum of 5 years of experience working as Journalist/Press Officer and/or Communications/Policy Officer
  • Experience in Community Engagement and Accountability
  • Experience in managing communications issues in complex and delicate situations
  • Experience in building media contacts
  • Experience in communications operations in the local media
  • Work experience with other international organizations, large NGOs and/or governmental development agencies

Skills and Competencies
Essential:

  • Knowledge of social marketing, social media and related trends

5.) Special Assistant (Secretary General)

Job Summary

  • The Special Assistant (Secretary General) will be responsible for providing strategic and operational support to the Secretary General in the execution of strategic and operational activities.

Duties and Responsibilities
The Special Assistant (Secretary General) has the following responsibilities:

  • Support the Secretary General in coordinating the substantive preparations for the relevant discussions of the Governing Board and Coordination Meetings and engagements with other Partners, Donors and MDAs.
  • Conduct all necessary background and preparation work for the Secretary General to take key strategic and operational decisions
  • Liaise with key officials of Governmental, Nongovernmental and other Humanitarian agencies on behalf of the Secretary General to establish collaborative partnerships.
  • Manage the official calendar and schedule of the Secretary General
  • Perform other duties in support to the senior management processes as may be directed by the Secretary General
  • Book appointments and organize meetings with relevant persons to ensure effective use of executive time
  • Draft correspondence to key partners and stakeholders on behalf of the Secretary General
  • Handle the Secretary General's local and international travel arrangements
  • Take minutes during meetings, prepare reports of meetings and summary of briefs for use by the Secretary General and other stakeholders
  • Receive, open and prioritize all incoming mail, ensuring all correspondence is dealt with swiftly
  • Receive and screen incoming calls and deal with enquiries whenever appropriate with tact and diplomacy

6.) Finance Officer

 

Location: Abuja

Responsibilities

  • Ensure compliance with partners’ financial policies and procedures.
  • Prepare disbursement vouchers in accordance with NRCS Finance manual
  • Collect and examine supporting documents
  • Ensure that all ICRC payment are process on timely manner.
  • Provide monthly update of all ICRC related financial transaction.
  • Maintains a secure filing system of the financial documentation.
  • Continuously stay abreast with partners’ policies and procedures.
  • Maintain working advance and receivable Accounts
  • Ensure timely liquidation of working advances from the NS
  • Record all transaction on manual/computer system as appropriate
  • Assist in preparing monthly financial report
  • Prepare bank reconciliation.
  • Reconciling financial query arising from financial transaction between ICRC and the NS.
  • Other duties as assigned by the Director of Finance & Resource management.

  • Abide by and work in accordance with the Red Cross Fundamental Principles and NRCS Statutes
  • Show capacity to assist other members of management and staff, aptitude for maintaining cooperation and team spirit necessary to achieve the objectives of the National Society
  • Perform any other work-related duties and responsibilities that may be assigned by Line Manager.

Key Performance Areas

  • Timeliness and accuracy of payments processing
  • Accuracy of ledger reconciliations
  • Quality of financial reports
  • Team work.

Academic Qualification and Experience

  • Minimum of HND or B.Sc in Accounting from a recognized institution in Nigeria
  • Minimum of 3 years’ experience in NGO.

Skills:

  • Knowledge of Microsoft application, Such as Excel, Word, Power point
  • Ability to use accounting software. Such as Quick books, Sages etc.
  • Strong communication and inter personal skill.
