The Opportunity
Programme Y.O.D.A (Your Organisation’s Data & Analytics) is an organisational transformation programme through which Plan International is introducing the new integrated ERP (Microsoft Dynamics 365), Data Warehouse and PMERL (Project Management and MERL) systems. These tools will help us accelerate the implementation of our refreshed Global Strategy ‘Girls Standing Strong’ by enabling us to measure, analyse and report on the impact and cost of our work. In this way, Programme Y.O.D.A will help us to become more data-driven & transparent and increase our efficiency, effectiveness and impact for girls.

Programme Y.O.D.A covers a significant number of our business processes from across the organisation: particularly those related to Finance, Grants, Supply Chain Management, Project & Programme Management and MERL. The programme will contribute to strengthening of these functions and therefore sits within our longer-term transformation journey. Strengthening these functions is a key component of our overall readiness for the Y.O.D.A systems and will involve significant change in our processes, ways of working and job roles.

Role Purpose

  • This role will act as the strategic financial business partner for Programme Y.O.D.A. It will work with the Programme Y.O.D.A managers as well as the wider Plan International Finance Team to support financial reporting and forecasting for Programme Y.O.D.A.
  • This role will ensure resources are maximised and to support Programme Management Office and Programme Sponsors in assessing financial implications of their activities to ensure financially sound business cases for their new initiatives, a commercial approach to their operational delivery and a strong understanding of their own budget and expenditure and the drivers and implications of variances to enable agile response and reprioritisation as appropriate. It will also support assessment and development of financial strategy to ensure financial sustainability.
  • This role will enable the objectives of Plan International by ensuring resources are optimised to enable best value for money delivery of objectives and enhance our values-based approach to leadership through a customer service focused business partnering approach.

Dimensions of the Role:

  • No line management but responsibility for informing and guiding decision makers at the highest level and in relation to all operational risks and opportunities.

Accountabilities

  • The Strategic Finance Business Partner will be a customer focussed, trusted adviser to the Programme Y.O.D.A Sponsors, the Y.O.D.A Programme Director, pillar leads and the Programme Management Office.
  • The Strategic Finance Business Partner will lead assessment and explanation of the financial position and associated business implications of Programme Y.O.D.A. They will analyse drivers of performance in comparison to budget and advise on resource allocations, and support reprioritisation as required.
  • They will be proactive in identifying potential efficiencies, enabling new forecasts of outturn as required
  • Work with the Programme Y.O.D.A Programme Director, Programme Management Office and Pillar Leads as well as the wider Global Hub Finance Department to ensure that all programme costs are accurately recorded, capitalised where appropriate, and reported on each month.
  • Work with the Programme Y.O.D.A Programme Director, Programme Management Office and Pillar Leads to ensure that the programme forecasted expenditure is updated regularly as required by the Programme sponsors and the Director of Strategic Finance.
  • Ensure that the financial management of Programme Y.O.D.A is well integrated with the rest of Plan International finances.
  • Lead on estimating, projecting and developing measurement for the financial benefits of Programme Y.O.D.A
  • Provide strategic, financial, commercial advice and analysis of Programme Y.O.D.A amendments to ensure are enabled in most financially value for money way, supporting development of financially robust business cases and project plans. Tracking progress against plan/budget and ensuring benefits are realised. Thereby enabling delivery of Programme Y.O.D.A objectives
  • Provide technical financial advice to the Programme Y.O.D.A sponsors, Programme Director, Programme Management Office and Pillar Leaders supporting, co-ordinating with technical experts in GH finance as needed and solutions to colleagues in order to support the achievement of Programme Y.O.D.A.
  • Partner with Financial Planning and Performance team to provide them with comprehensive analysis of business performance and related financial implications in value added commentary for management information.
  • Provide support in terms of contract management for Y.O.D.A and proactively monitor agreements.
  • Take lead in the Y.O.D.A capitalisation process in line with Accounting standards.
  • Lead creation of annual budgets for Programme Y.O.D.A, in partnership with the Planning team to ensure aligns with Annual Plan and enables delivery of global priorities and with Financial Planning and Performance team as contribution to wider budget context.
  • Horizon scanning to identify business and financial opportunities/efficiencies to maximise Programme Y.O.D.A and ensure Plan International Inc. (PII) at leading edge in relevant areas.
  • Contribute to wider strategic financial planning for whole of PII in support of Head of team assessing corporate opportunities and due diligence as needed to ensure financial sustainability

The Opportunity
Through Programme Y.O.D.A (Your Organisation’s Data and Analytics), we are changing our Enterprise Resource Planning (ERP) solution; revising our processes and working practices in relation to Finance, Grants, Programmes and Projects, and Logistics and Procurement; and have developed a new Monitoring, Evaluation, Research and Learning (MERL) solution. Our new ERP solution will strengthen our business processes, leading to a more data driven and transparent organisation, which in turn, will make us more efficient and sustainable.

Purpose of the Role

  • The purpose of the role is to lead the monitoring, support, and continuous improvement of the management of the financial aspects of all PIIs projects (Sponsorship, grants and other funded) throughout the ERP transition.
  • The role will work in close partnership with the Global Hub Projects team, Global Hub Accounting Services team and the Global Grant and Partnership Finance Business Partners.
  • She/He will lead Global Hub Project Finance monitoring and support to colleagues in country offices and programme units worldwide to ensure they are able to fulfil the financial aspects of projects efficiently and effectively in particular to maintain adherence to Plan International grants finance management standards at any point during the transition.

Dimensions of the Role:

  • The role manages 4 to 6 Project Finance Account Managers (Grade 3s)
  • Work with the Project Management Specialists, Global Grants and Sponsorship Finance Partners, Regional Finance Managers, and other key members of the Global Finance team to support the delivery of high-quality global Plan Project Finance management.

Accountabilities

  • Lead a regional-based customer service approach to supporting the country office and programme office colleagues to ensure they meet project accounting requirements.
  • Lead a team of geographically dispersed grants and sponsorship finance specialists (4 to 6 Project Finance Account Managers) and manage their performance across all activities in order to achieve business objectives and continuously improve performance.
  • Lead Global Hub Project Finance Account Managers transition monitoring and support to COs operating under SAP to COs operating under D365/YODA before, during and after rollout to ensure COs strengthen their approach to project accounting on both systems.
  • Lead or support (in line with YODA planning) delivery of training to cover all aspects of project finance, cost recovery, quality income, interdependencies, in Partnership with the Project Management team to increase skills and capabilities in these.

The Opportunity
The SOYEE Collaboration Hub aims to build young people’s skills and employability in preparation for work in all contexts, including waged employment and entrepreneurship opportunities improving household economic security and financial inclusion, and engaging with the private sector to provide learning and work opportunities for young people, especially young women.

Role Purpose

  • To lead Plan International’s gender transformative policy & advocacy work that creates large scale change for girls as part of the SOYEE Collaboration Hub, supporting overall global policy and advocacy that protects and advances girls’ rights at the international level, and the development of holistic programme and influencing models.
  • To share expertise and knowledge, internally and externally, to embed gender transformative policy & advocacy at all levels and in all contexts across Plan International in order to tackle the root causes of discrimination against girls, exclusion and vulnerability.

Key Accountabilities or Main Responsibilities

  • Oversee the development and implementation of an integrated evidence-based influencing framework on SOYEE, relevant to both humanitarian and development contexts, harnessing the power of digital technologies and linking global to regional, national, and local level advocacy
  • Create robust policy analysis, maintaining an understanding of global policy trends on SOYEE to ensure positions are updated and colleagues are kept informed.
  • Lead the production of evidence-based SOYEE policy positions and briefings to support advocacy, campaigning and communications work
  • Develop new research with external and internal partners to address key policy and knowledge gaps related to SOYEE
  • Initiate and lead coordinated international advocacy action on SOYEE

  • Knowledge of international politics, political processes and policy development
  • Experience in policy and advocacy work with international actors in humanitarian and development settings, particularly in the area of SOYEE
  • A robust understanding of SOYEE models and approaches in both rural and urban settings is desirable.

4.) Deputy Emergency Response Manager

 

Location: Maiduguri, Borno

Role Purpose

  • The purpose of this role is to support the international Emergency Response Manager (ERM) who is leading the emergency response work of Plan International Nigeria.
  • The role will particularly be responsible for programmatic and operational activities including dealing with project-related issues as it relates to project implementation, Finance, Human Resources, Admin and Logistics.
  • The DERM will work in conjunction with the ERM who is covering a variety of different tasks, which includes among others overseeing the development and implementation of the Emergency Response Plan (incl. project implementation of different projects with different institutional donors and National Offices), maintaining the emergency master budget, ensure the regular development of Sitreps, representing the organisation at various clusters, working groups and towards external as well as internal (i.e Regional Office, IH, Lake Chad Basin Unit) humanitarian actors, being the overall line manager for the whole emergency response team.
  • To ensure that all these tasks can be appropriately addressed by the ERM, he/she will need to be able to delegate certain management authority and tasks to the Deputy ERM to ensure continuity and regular oversight and support to the emergency response team. Furthermore, it is key that in the absence of the ERM, no gap in terms of decision-making regarding the response actions as well as continuous management support to the response team is occurring.

Dimensions of the Role

  • Communicates widely within Plan International Nigeria, with partners and related government institutions.
  • A strategic leadership position; the post holder will work with the CD, and the Heads of Development and Humanitarian programmes.
  • Plan International Nigeria being a dual mandate programme, the Director of Programme Quality and Innovation will provide specialist advice to the country, regional and international programme team on the development and humanitarian issues in Nigeria.
  • The role requires the ability to analyse and communicate complex information at a simple level to a wide audience and Influence diverse internal/external target audiences in Nigeria and probably within the West African region.

Accountabilities
Key End Results and typical Responsibilities:
Emergency Response Programme Management:

  • Provide overall leadership to field managers and support to sector leads in operational matters to enhance effective implementation of projects.
  • Support Sectoral Specialists, Field Managers, Program Managers with project implementation planning, including start-up planning, PO set-up, procurement planning for new projects.
  • Focal Point for DRM in the country office. He / she will be responsible for taking the lead in the development of DRM plan for the country office (which goes beyond the northeast response) and building capacity of the field offices to assess and respond to the disasters.
  • Support DRM in Plan International Nigeria focal states, beyond the northeast.
  • Represent Plan International at external partner forums, platforms and meetings related to the operational aspects of the humanitarian response program.
  • Represent Plan International in all sector meetings for program quality improvement.
  • Development of effective operational strategies for the emergency response.
  • Regular monitoring of project implementation status in terms of expenditures and activity implementation progress.
  • Regular field visit to project sites to enhance proper implementation of the projects.
  • Provide support on humanitarian response operational issues – including dealing interfacing with finance, coordinating with HR and supporting the Admin and logistics team and any other operational tasks as agreed with the ERM.
  • In absence of the ERM (i.e. due to leave, illness, other tasks) represent the emergency response team of Plan Int. Nigeria both internally and externally and therefore will act as Officer in Charge (OiC) including all related authority which is required to be the OiC.
  • Jointly reviewing and revising where required with the ERM and the Plan Nigeria SLT/CLT the emergency response plan.
  • Support program teams in implementation of emergency response programs, including support for start-up of new grants as well as during implementation and tracking of qualitative and timely implementation.
  • Support program teams with operational challenges by working closely with the logistics and admin, finance and HR departments.
  • Support program teams in tracking expenditures and by reviewing financial reports as well as the activity plan report.

Information and Co-ordination:

  • Representing Plan International at all relevant external and internal meetings with humanitarian actors in the absence of the ERM.
  • Represent Plan International at sectoral meetings in conjunction with Sector Specialists/ program managers whenever feasible.
  • Ensure proper coordination between programs and support functions for the smooth delivery of the projects with regard to the operational aspects of projects.
  • Support with advice and capacity/performance assessment with regard to local partnerships and make recommendations, in consultation with ERM, to the Country BD and Partnerships Unit about existing and new projects.
  • Support the coordination and interlinkage of existing projects with new projects to ensure coherence by providing pro-actively as well as per request information to the Lake Chad Programme Coordinator, regional DRM team as well as colleagues of the national offices (NOs) within the Plan Federation.
  • Participate in the Lake Chad Programme NO/CO calls including updates on operational aspects of the emergency situation and response programme of Plan Nigeria.
  • Works closely with the Grants team and Specialists to ensure that communication to CO, NOs and other stakeholders on the progress of projects as it relates to budget revision, activities planning and other major decisions in consultation with the ERM are done in a timely manner.

Capacity Building:

  • Provide orientation and guidance on project start-up and implementation planning to project teams in coordination with Sector Specialists/Program Managers.
  • Ensure that new project designs are informed by needs assessments and contextual analysis.
  • Orient the emergency response team members on the use and concept of relevant humanitarian standards like SPHERE, CHS, INEE and CPMS.
  • Work closely with the specialist to ensure that the log frames, procurement plans and work plans are developed for all projects at start-up
  • Linking CO emergency response team members to DRM-related training opportunities
  • Support project teams to enhance local NGO capacity on organizational development, PCM and donor compliance

Resource Mobilisation for follow-up and new DRM grants:

  • Contribute to proposal development in coordination with ERM, program managers, specialists and resource mobilization team.
  • Close collaboration with the Business Development Manager/Advisor on one side and technical specialist to ensure that proposal/project development is coordinated and well informed from an operational (budget planning, HR planning, procurement planning) point of view.
  • Support BDM/A and ERM in identifying potential extension/follow-up intervention sectors through enhanced donor engagement.
  • Work closely with the ERM to ensure that new intervention ideas are in line with overall Lake Chad and Plan Nigeria emergency programme and donor priorities.
  • Support ERM and BDM regarding project presentations to COs, NOs & donors to enhance resource mobilization.

Security:

  • Work closely with ERM and Security Manager to monitor the security situation and to keep staff informed on new developments
  • Support staff to implement safety and security measures

Technical Expertise, Skills and Knowledge
Qualification and Experience:

  • Bachelor’s Degree required, Master’s Degree a plus (Management and Social Science-related or General Operations preferred);
  • At least 5 years professional experience of coordinating/implementing humanitarian projects with at least 3 years of coordination/management role at programme level.
  • Fluency in English in writing and speaking
  • Demonstrable experience in coordinating and/or implementing related emergency projects funded through international donors (i.e. SIDA, ECHO, USAID, DFID, GFFO)
  • Demonstrable experience of coordinating programmes/projects in line with key international humanitarian standards
  • Demonstrable experience in direct supervision and line management of project staff
  • Demonstrable experience of organizational representation and engagement with humanitarian donors
  • General knowledge and understanding of INEE and CPIE minimum standards, Core Humanitarian Standards, SPHERE, Red Cross/NGO Code of Conduct and other relevant international standards for humanitarian response.

Role Purpose

  • As part of the Project and Funds team, the primary role of the Project Management Systems Specialist is to understand, maintain, advise on and troubleshoot the Salesforce, Vera, project and programme management system and the integration with D365.
  • This role will be pivotal in ensuring utilisation, governance and application aligned to operating standards and procedures.
  • This role will work closely with both the IT Project and operational teams who support the project management systems from an IT perspective as well as leading engagement with third-parties working to support the platform.

Location:

  • This role will ideally be based in the UK, employed from the Global Hub for Plan International which is based in Woking, Surrey however other locations where Plan International has an office* that can employ on behalf of the Global Hub and you have the pre-existing right to work and live may be considered. You may be office, home or hybrid based.

Dimensions of the Role

  • This role has no Direct Reports, however it has an international reach acting as the key project management technical point of contact for many different stakeholder groups at all levels in the organisation including national offices, country offices, regional offices and the Global Hub.
  • This role is line managed by the Director of Programme Delivery and Resources but is matrix managed by both the Director of MERL and Director of Programme Delivery and Resources as far as the execution of the accountabilities of the role is concerned.

Accountabilities
System Steward:

  • Primary Project Management steward of Project Management system for Plan International with an ability to understand all functionality available and provide training and communication.
  • Ensure Project Management systems interfaces effectively with related systems, e.g. ERP, ChildData, M&E and the data platforms (data warehouse, BI and analytics).
  • Acts as subject matter expert for project management systems processes and maintains in-depth knowledge of available and emerging functionality of the project management system and Salesforce platform.
  • Support CO teams in the use of Project Management system from a project management functionality perspective.
  • Attend project management meetings and recommend any enhancements to project management system.
  • Help define/ensure Plan International alignment with all agreed project management systems governance; including operating standards/processes/procedures.
  • On-going delivery of training requirements to CO teams across Plan International in order to support the full utilisation of Project Management system including system changes/enhancements and on boarding new Project Management staff.
  • Review on quarterly basis, with IT, support in line with Project Management system releases and agree which features should be enabled to support Project Management.
  • Attending external meetings, workshops and conferences to ensure Plan is aware of trends and future roadmaps across the industry.
  • Review issues reported providing functional support to resolve these and highlight any related training needs. NB: This role will also fully support the training requirements associated with the roll out of the Project Management system.

System Utilisation:

  • Increase adoption of the Project Management systems by CO and GH staff, line managers and employees and provide continuous updated training and communication materials.
  • Monitor use of the system and provide regular updates.
  • Understand how Project Management systems can be used most effectively to support Project Management processes.

Project Management Data and Reporting/MI:

  • Drive up the use of the Project Management system as the primary source of accurate data relating to Project Management.
  • Partnering with Project Management leads, develop and maintain a consistent set of Project Management dashboards and reports for use by COs and business leaders.
  • Manage new report requests – review requirements, assess against existing reporting and, if required, establish new reports.
  • Ensure contractual obligates are met where reporting is required to be provided to Vendor(s)

Integrations:

  • Working with Data teams, such as Data Warehousing and BI teams to integrate data extraction and utilisation within the broader reporting requirements.
  • Working with ERP and M&E teams to integrate project data across the systems.

Ongoing Continuous Improvement:

  • Review Project Management systems functionality regularly, implement/upgrade functionality to support Plan International globally.
  • Regularly review and update training needs and materials for the Project Management System.
  • Regularly review and update Project Management system reporting requirements.
  • Supports in the creation and deployment of customer surveys/other forms of feedback on processes and systems from the organisation.
  • Responsible for training employees across Plan International Inc. and National Offices on system usage & upgrades
  • This role will also have an emphasis on determining how to innovate through automation, process improvement and system enhancement whilst focusing on continuous improvement.
  • Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Technical Expertise, Skills and Knowledge
Desirable:

  • Bachelor’s Degree in Development, Business Administration, IT or other related field.
  • Spanish and/or French verbal and written communication skills is an advantage
  • Good project management skills and/or Project Management qualification
  • Salesforce Certified Administrator.

Essential:

  • Proven experience of supporting Project Management and/or Salesforce/Force.com systems in a large and matrix organisation.
  • Knowledge of Project Management operations, principles, practices and processes.
  • Experience of business process design and mapping.
  • Ability to understand Project Management workflow and lateral processes, understanding where to probe for inefficiencies and clarity and to lead these discussions with the organisation.
  • Experienced in the use of reporting tools to develop standard and ad hoc reports.
  • Customer focused and strong influencing and stakeholder management skills.
  • Excellent understanding and application of MS Excel, Visio
  • Must be adaptable and able to work independently on multiple tasks, prioritise workload effectively and meet deadlines in a fast paced environment.
  • Experience in setting metrics and analytics and the ability to analyse data for operational and strategic decision making.
  • Strong analytical skills and robust problem solving skills.
  • Attention to detail; accurate and observant.
  • Fluent in English with strong verbal and written communication and interpersonal skills.
