Purpose of consultancy

  • Working for WHO Global Service Centre (GSC), Kuala Lumpur, the consultant contributes to establishing first level support to 500+ US tax filers of WHO and partner entities (UNAIDS, UNITAID, ICC and IARC) by clarifying the roles and responsibilities of different stakeholders involved in the process and in collaboration with UN Income tax unit for seamless execution of administrative process steps that are the responsibility of WHO.

Background  

  • United States does not exempt its nationals and permanent resident holders from taxation on the salaries and emoluments paid to them by the United Nations (UN) or specialized agencies of the UN Common System.
  • To ensure equality within the UN common system between nationals from different countries, UN/WHO reimburses its US Nationals and permanent residents, taxes paid by them on their UN/WHO earnings.
  • WHO GSC has partnered with UN Income Tax unit (UNIT), New York to facilitate the tax reimbursement process for US tax filers.
  • For the end to end process to work seamlessly, all the three stakeholders – staff member, GSC tax service under Payroll Services and UN Income Tax Unit must perform their tasks on time correctly.
  • Role of Global Service Centre, Kuala Lumpur is key in ensuring that staff members understand their roles and responsibilities and necessary information is rendered to UN Income Tax timely by WHO.

Deliverables

  • Contribute to providing first level support to US Tax filers by developing a presentation to all new staff to ensure their understanding of their roles and responsibilities in filing taxes vis-a-vis the role of WHO and UNITS.
  • Expected by: end of month 2.
  • Develop a report to perform regular reconciliations to ensure all US tax filers on record have their Tax Advances prepared by UNITS in a timely manner and ensure updates made to UNITS on a regular basis for any new hires.

Purpose of Consultancy

  • The purpose of this consultancy is to enhance WHO’s capacity to integrate gender -responsive, rights-based, inclusive and equity-oriented principles and approaches into WHO’s policies, programmes, and operations through a strategic and sustainable approach to capacity development and knowledge management.
  • The consultant will focus on three main (inter-related) streams: (1) Developing, implementing and assessing GRED learning modules and approaches, (2) building and maintaining a GRED knowledge management system, and (3) Supporting and managing the roll-out of a GRED certification programme targeting WHO business units across the three levels of the organization.

Background

  • The Department for Gender, Rights, Equity and Diversity (GRED), situated in the Director General’s Office, supports and catalyzes the integration of gender equality, human rights and equity perspectives in WHO at global, regional and country levels in line with the commitment to leave no one behind. Using a twin-track approach, GRED Department promotes systematic change embedded in WHO’s policies and practices, making GRED a core part of the health agenda, and by delivering targeted interventions for populations living in vulnerable and often marginalized situations to prevent a one-size-fits-all approach.
  • The programme works closely with an organization-wide network of gender equality, human rights, health equity and DEI focal points. It collaborates across the UN and multilateral system on related topics and represents the Organization in external activities on these issues.
  • To drive this, the GRED Department developed the Roadmap for the WHO Secretariat to Advance Gender Equality, Human Rights, and Health Equity, which outlines strategic priorities for capacity building, knowledge management, and mainstreaming these principles across the organization. WHO is now entering a critical phase of implementing this plan to equip its workforce to integrate GRED principles effectively across all programs and levels. The GRED Department has also developed WHO’s DEI strategy through a fully participatory organization-wide process.

Background

  • The HR Consultant (Internal Justice) (“Consultant”) will work within the Human Resources Policy Coordination and Internal Justice (HPJ) of the Human Resources Talent Management Department (HRT). HPJ is responsible, inter alia, for the preparation of advice on internal disciplinary matters, administrative review and representation of the Organization in appeals before the Global Board of Appeal, as well as for human resources policies. The Consultant will provide technical expertise to the work of HPJ (IJ).
  • WHO is the directing and coordinating authority on international health within the United Nations’ system. WHO has 194 Member States and more than 7000 people working in 150 country offices, in 6 regional offices and at headquarters in Geneva.
  • Within HRT, HPJ is responsible for the development of WHO's human resource management policies reflecting organizational needs and best practice. HPJ (Internal Justice) provides advisory services to the Organization, with a view to ensuring consistent and equitable policy application.
  • Against this background, HPJ (Internal Justice) team provides legal support in the operations and implementation of legally sound, fair and effective human resources management across all three levels of the Organization, particularly with respect to the Administration's response to requests for administrative review, appeals before the Global Board of Appeal (GBA), and disciplinary cases. Additionally, it provides legal support in the development and application of human resources polices processes and statutory provisions

Reporting:

  • The consultant will report to the Manager, HPJ (Internal Justice) and support the HPJ (Internal Justice) team composed of seven lawyers.

Work plan:

  • Manager HPJ (Internal Justice) will provide assignments to the consultants related to the internal justice system and will discuss with them the work plan before the commencement of the consultant contract. This will include: an outline of the work schedule; regular reports on progress at agreed dates; and dates for deliverables.

Deliverables
Under the supervision of the Manager, HPJ (Internal Justice), the consultant will produce the following deliverables:

  • Deliverable 1: Provide technical expertise to the work of HPJ (Internal Justice) with the contribution to administrative review drafts, replies, surrejoinders and other submissions in relation to administrative review request and appeals filed before the GBA by WHO staff members (and by staff of WHO-related entities, such as UNAIDS and UNICC).
    Expected by: The tasks will need to be conducted within two weeks (14 days) from their assignment.
  • Deliverable 2: Facilitate the work of HPJ (Internal Justice) by conducting legal research and analysis. In particular, the consultant will review the applicability of legal precedents from the ILO Administrative Tribunal (ILOAT) jurisprudence, and related case law from the GBA on the implementation of the Organization's policies and procedures, and conducts other legal research in order to provide input on proposed legal actions.

  • Deliverable 3: Provide technical expertise to the work of the Office of the Legal Counsel/International Administrative Law (LEG/IAL) through the review investigation reports involving staff misconduct and any other legal issues related to the internal justice system and Internal Justice with a view to assisting the Manager, HPJ (Internal Justice) in the preparation of legal advice for senior management.

  • The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.
  • The Learning and Capacity Development unit (LCD) in the Executive Director’s (EXD) Office seeks to provide a learning environment for WHO staff and partners in which they can share and acquire health emergency-specific knowledge, skills and competencies.
  • In addition, LCD is nurturing a learning ecosystem
  • that involves a wide range of stakeholders and that facilitates resilience of national and local systems, supports preparedness capacity development, and enables emergency learning for staff, response partners and frontline responders, facilitating a safe, efficient and effective response.

The immediate strategic objectives of LCD are:

  • To provide a strategic and operational framework in which WHE-related learning can evolve.

5.) Consultant - Epidemiology and Risk Analysis of Yellow Fever

Purpose of Consultancy

  • To define the risk level for countries endemic for yellow fever using standardized methodologies.

Background

  • To respond to the increased risk of large urban yellow fever outbreaks with international spread that could threaten global health security, the comprehensive, multicomponent Global Eliminate Yellow Fever Epidemics (EYE) strategy was developed by EYE partners. The EYE Strategy endorses a continuum of preventive activities, ranging from preventive vaccination activities with implementation tiered according to risk, to rapid detection and response to outbreaks. The EYE vaccine delivery working group (VDWG) is one of the four technical working groups of the EYE Strategy that provides technical guidance on vaccination.
  • Since 2020, a resurgence of yellow fever (YF) outbreaks in Africa has caused concerns about the sustainable elimination of these epidemics. Since late 2020, 15 countries have reported confirmed and probable YF cases, with 30 outbreaks recorded, of which 12 were disruptive. A large-scale investment has been made under the EYE Strategy. Since the Strategy’s inception, mass vaccination campaigns have protected around 264 million African people against yellow fever. This investment risks being jeopardized in 10-15 years unless a targeted policy is operationalized.
  • This consultancy aims to support yellow fever risk assessment initiatives. The consultant will provide direct assistance to the EYE Strategy secretariat and the EYE Risk Analysis Working Group (EYE-RAWG), helping with national and subnational risk analysis assessments in countries across the African, Eastern Mediterranean, Latin American, and Caribbean regions. They will also develop and adapt tools and resources for these purposes.
  • The consultant will prepare background documents and outputs for the annual risk assessment for vaccine allocation and support workshops to discuss methodologies for national and subnational risk assessments. Additionally, the consultant will assist with a risk prioritization exercise in urban centers in countries with high to moderate yellow fever risk.

Deliverables
Output 1: To enhance risk assessment for endemic and epidemic yellow fever in high-risk countries by optimizing data, standards, and sources:

  • Output 1.1.: Identify additional data sources that more accurately reflect the risk of yellow fever.
  • Expected by: end of the consultancy.
  • Output 1.2.: Utilize these identified data sources to update the national and the subnational risk assessment tools.

Output 2: To assess sub-national yellow fever risk in African countries:

Deliverables

  • To synthesize evidence and draft technical guidance on prioritization of pathogens for context specific multi-pathogen wastewater and environmental surveillance (WES).

Background

  • Since the COVID-19 pandemic, there is growing interest in the potential of WES to inform public health decision making for a range of pathogens and targets as part of collaborative surveillance for existing and future public health threats.
  • Guidance is needed on how to prioritize pathogens for WES implementation considering; public health significance and actionability of WES results, technical and operational feasibility, acceptability and potential for optimization for integration in overall surveillance and with any existing WES. Countries also need support to use the guidance to determine localized and contextualized WES priority targets and plan their implementation considering  local capability and capacity for WES including all aspects of sampling, laboratory analysis and reporting.
  • Given the cross-cutting nature of WES – across disease programmes and among WES specialists and initiatives globally – there is a high need for coordination and consultation at all levels.   The consultant will work under the supervision of the WHO HQ WSH team and in coordination with: a consultant environmental microbiologist, a WES expert review group, disease focal points for all selected WES-relevant diseases, regional focal points for guidance implementation, WHO HQ collaborative surveillance teams.

Deliverables

  • Deliverable 1: Final guidance package on public health considerations for prioritization and implementation of multi-pathogen WES

Tasks:

  • Review draft prioritization package

  • To provide technical expertise and training to expand laboratory capacity for measles/rubella (MR) enzyme immunoassay (EIA) serology and molecular detection of virus by real-time reverse transcriptase polymerase chain reaction (RTPCR) in the Solomon Islands as part of the expansion of the Western Pacific Regional Laboratory Network in the Pacific Island Countries and Areas (PICs).
  • The Consultant will provide training in quality assurance of serology and molecular tests for the Vaccine Preventable Diseases (VPD) National Laboratories of Kiribati, Solomon Islands, Tonga and Vanuatu.

Background

  • The PICs are in the elimination phase of measles with a target of verification of elimination by 2025.
  • There are four countries/areas that have laboratory testing capacity for MR in the PICs: Fiji, French Polynesia, Guam, and New Caledonia. Other countries must rely on the referral of samples to their nearest regional reference laboratory, usually Australia.
  • This can result in longer times for samples to reach the laboratory and the provision of results thus delaying confirmation of measles cases and the appropriate public health response.
  • The development of in-country, high quality laboratory testing would improve the turnaround time of tests and public health decision-making.

Deliverables

  • Provide training in EIA and RTPCR methods for the detection of suspected cases of measles and rubella virus;
  • Provide training to laboratory staff / healthcare workers of national laboratories in Kiribati, Solomon Islands, Tonga and Vanuatu in quality assurance in preparation for EQA performance and WHO accreditation; and
  • Implement a delivery protocol of MR serology and molecular EQA panels for national VPD laboratories of Kiribati, Solomon Islands, Tonga and Vanuatu.

Output/s:

  • Working closely with the responsible focal points within the Department of Immunization Vaccines and Biologicals (IVB), the Consultant will align and collate the implementation of Big Catch-up activities, and liaise with the global BCU Task Team and regional and/or Inter-Country Support Team focal points to provide technical guidance.

Background

  • In April 2023, the World Health Organization (WHO) targeted a global effort to facilitate recovery of immunization systems and close immunization gaps among children following declines driven by the COVID-19 pandemic, called the “Big Catch-up” (BCU).
  • The BCU has three objectives: (1) restoring routine immunization coverage to at least 2019 levels; (2) catching-up missed children; and (3) strengthening health systems to sustainably reach zero-dose children and communities.
  • Given the urgency to catch-up missed children and control growing outbreaks, the IA2030 Partnership has encouraged Heads of State and ministers of health to prioritize implementation of the BCU from 2023-2025. In December 2023, the Gavi Board approved to exceptionally offer fully financed doses for the BCU; all antigens already in a country’s routine programme in the period 2019-2022 can be supported, and children up to 5 years of age are eligible.
  • WHO and the United Nations Children’s Fund (UNICEF), through the Regional Working Group (RWG) mechanism, have been providing support to countries to develop catch-up plans, and 35 countries are now set to receive Gavi-supported BCU vaccine doses in 2024 and 2025. With the implementation phase of the BCU now fully underway and expected to continue into 2025, WHO is playing a key role in supporting its implementation, monitoring and evaluation.

Deliverables

  • Deliverable 1: Contribute to the BCU project across the three levels of the Organization:
    • Facilitate timely reporting of BCU activities by liaising closely with global, regional and country-level stakeholders.
    • Facilitate the provision of global guidance and provide technical contributions to regional counterparts and countries.

  • Desirable: Specialization in planning and/or information management systems. Specific training in humanitarian response or emergency information management.
  • At least 7 years' experience in outbreak-prone infectious disease analysis and response including some years of demonstrated international exposure and considerable experience in the management of outbreak-prone infectious diseases obtained in developing countries

Desirable:

  • Experience with WHO and/or the UN system in the areas of outbreak response and data analysis.
  • Experience of working with a UN agency, Experience in risk assessment or risk analysis experience with scientific working

Skills:

  • In-depth knowledge in zoonoses, international public health and event-based surveillance.
  • Proven organizational and analytical skills, together with excellent interpersonal skills
  • Capacity to promote and implement collaboration and exchange with partners, towards the implementation of best practices.
  • Proven ability to write technical documents in a clear and concise manner.
