1.) Administration Officer - NOC

Job Summary

  • To lead the delivery of quality, customer-focused, value for money administrative services that enable staff in country/location operations to deliver food assistance to beneficiaries, in line with WFP’s strategy.

Responsibilities
(not all-inclusive, within delegated authority):

  • Develop and implement WFP regional/country plans, including administrative processes, aligned with regional and wider WFP strategies and policies to facilitate efficient and effective administration services.
  • Develop annual plans, contribute to longer term strategies and improvements to policies, systems and procedures to ensure services provided support WFP strategic objectives and are in compliance with corporate policies, standards, regulations and processes.
  • Manage and/or carry out complex data analysis to provide management and clients with the accurate information and reports for efficient planning and decision-making.
  • Manage the existing resources in the area of responsibility (e.g. WFP managed facilities, assets and travel management, etc.) and estimate new requirements aiming at efficiency, cost-effectiveness and timeliness of operations and services.
  • Facilitate the compliance of the services provided (e.g. WFP managed facilities, assets and travel management, etc.) with the corporate Occupational Safety and Health Policy and provide recommendations to the management on any improvements/changes, when required.
  • Promote a culture of environmental sustainability throughout WFP by role modelling actions that drive sustainability in all administrative activities.
  • Manage and motivate a multicultural team(s), provide coaching, training and guidance as required to ensure appropriate development and enable high performance.
  • Strengthen the capacity of WFP staff and partners through the delivery of trainings, workshops, daily interaction, etc. for efficient and effective delivery of food assistance to beneficiaries.
  • Oversee staff handling the protocol related matters including application for UN travel documents like UN Laissez-Passer, legal and administrative documents required to enter, stay, and live in Nigeria, privileges, including duty-free. Importation of household goods, importation/purchase of vehicles, and tax exemptions.
  • In the context of the UN system and multilateral fora, support the building of collaboration and joint events with government counterparts, civil society, and inter-governmental organizations to advocate for the SDGs and Zero Hunger on the global agenda and advance WFP priorities and objectives, based on a basic understanding of member states’ dynamics and interests.
  • Build productive collaboration with WFP stakeholders, other UN agencies & government officials by facilitating and supporting senior staff and creating linkage between public, private & external partners to attract policy support, resources, technical assistance & innovative solutions.
  • Contribute to preparedness actions such as risk analysis, and contingency planning, monitoring the management of risks and reporting on actions taken.
  • Issuing guidelines and preparing Standard Operating Procedures (SOPs) in accordance with WFP’s protocol rules and regulations.
  • Other as required.

Requirements

  • Advanced University degree in Business/Public Administration, Engineering, or other relevant field relating to office management and administration, or First University degree with additional years of related work experience and/or training/courses.
  • A minimum of five years of practical professional (managerial) work experience in overseeing & coordinating office administration operations related to budgeting, contracting, project planning, management processes & policies.
  • Experience in handling complex organizational issues at the international level is desirable.
  • Hands-on experience with UN administrative/financial policies and practices is an asset.
  • Experience in leading a small team of administrative staff with related areas of expertise.
  • Demonstrated experience in leading & supporting projects and input into functional policies.
  • Good coordination skills and ability to lead the management of administrative actions in the Country Office.
  • Capability to analyze resources and organize its prompt deployment in line with the corporate guidelines and changing priorities.

Job Description

  • The job holder will be required to deliver a wide range of business support processes and activities for a specific professional area of work, to facilitate effective service delivery.

Responsibilities

  • Collate information for inclusion in reports, documents, and correspondence, to support the effective work of other staff.
  • Respond to standard queries and provide timely and accurate guidance.
  • Process and manage routine administrative and financial tasks in various functional areas, to contribute to the effective and timely management of resources
  • Manage and maintain records and databases, to ensure information is organized and readily available for staff.
  • Maintain relationships with a range of individuals through provision of business support to assist in information sharing and service delivery to staff.
  • Proof-read reports, documentation, correspondence, etc., making changes in line with established guidelines where appropriate.
  • Contribute to improvement of business procedures and processes.

Qualifications

  • Customer Service and Coordination: Strong skills in managing customer relationships and coordinating with various stakeholders, including country and area offices and partner organizations, are essential. This includes handling queries and maintaining regular contact to meet UNHAS needs effectively.
  • Documentation and Reporting Expertise: The ability to prepare detailed reports, manage data effectively, and document processes accurately is important. This includes generating regular reports and requests such as PO, PR, NFRs, etc.
  • Communication Proficiency: Excellent written and verbal communication skills are necessary for briefing sessions, meetings, and preparing circulars and updates that comply with WFP/UNHAS standards.

About The Job at WFP

  • The job holder will work with a high degree of independence using technical knowledge and experience to plan and implement communication and media strategies, provide advice and solutions to problems, and deliver high-quality communications products.
  • The role reports to the Head of the function with the support from the Regional Communications Officer, to ensure that the Country Office (CO) communications activities serve WFP needs in the country assignment, taking into consideration the overall regional communications plan and WFP’s corporate communications goals.

  • Develop, maintain and update an appropriate communications strategy and work plan, which implements the corporate communications strategy, to build and expand the brand and reputation of WFP, and support fundraising activities.

Education, Desired Experiences, Standard Minimum Academic Qualifications

  • Advanced University Degree in Journalism, International Relations, Public Relations, Communications or other relevant field, or First University degree with additional years of related work experience and/or trainings/courses.
  • A minimum of five years of practical professional (managerial) work experience in communication, print and broadcast media, or interactive digital media. International and national work experience including field work experience. Experience in utilizing specialist communications techniques to enhance functional outputs.
  • Demonstrated leadership in managed small teams with related areas of expertise in the delivery of innovative communications projects.
  • Demonstrated success in planning and implementing social media campaigns to achieve advocacy goals.
  • Ability to translate technical and nuanced information into clear, emotional, and engaging content for broad public audiences.
  • Experience in overseeing the development and implementation of social media videos and wider digital strategies. Experience of optimizing video content in these platforms.
  • High level of analytical skills, excellent writing skills, communication campaign, Corporate Communications Strategy, Digital Media and ability and experience in the role of a spokesperson.
  • Fluency (level C) in English language and Fluency (level C) and the languages of the duty stations. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language) is an added advantage.
  • Background/familiarity with Humanitarian operations
