How can you make a difference?
- Under the supervision of the Supply Specialist, the Supply Associate provides a broad range of transactional, procedural and administrative tasks in support of the efficient supply and procurement of the country office, construction and engineering services, ensuring timely and efficient output that is in compliance with UNICEF rules and regulations, whilst demonstrating the capacity to research, adapt and evaluate irregular cases, and also to recommend improvements to process delivery and design.
Key functions, accountabilities and related duties/tasks
Below is a summary of key functions and accountabilities:
- Receives supply requisitions, ensuring accuracy of specifications of items, and confirms availability of funds, obtaining additional information from the programme sections as necessary. Monitors assigned requisitions to ensure completion of procurement actions in a timely manner.
- Obtains quotations, issues invitation to bids to approved and listed suppliers; arranges and participates in bid openings with the Supply Specialist, compiles price tabulations with price ratings and recommendations for order placement, prepares CRC submissions for finalization by the Supply Chief (or OiC).
- Corresponds with programme Sections/Field offices and suppliers on supply, construction and procurement matters.
- Generates and compiles a variety of warehouse reports from vision and monitoring reports from the supply dashboard/pipeline reports.
- Ensures continuous availability of data related to procurement, including forecasting, requisitions received, orders placed, incoming goods, actual delivery schedules. Prepares periodic reports, and ad-hoc reports including construction as needed.
- Drafts submissions to Contract Review Committee.
- Maintains supplier database and files with full information for procurement and construction, in accordance with UNICEF supply guidelines.
- Prepares Direct Orders (Purchase Orders) against existing Long-Term Agreements (LTAs) ensuring that the LTA has valid quantities and lead-time meets requirements.
- Quality control and ensure accuracy of VISION generated reports. Prepares monthly reports on management performance indicators for procurement.
- Maintains purchase order/contract files with all required procurement documentation (POs, invoices, delivery receipts, payment requests, correspondence, contracts etc).
- Responsible for conducting local market surveys on ongoing basis.
- Correspond with offshore suppliers and contractors when required and Copenhagen for standard warehouse items and obtain LPA when required.

Purpose Of the Job
- The Knowledge Management Specialist ensures that UNICEF Nigeria has a strategic approach and culture on knowledge management in line with the rights and results-based programming approach of UNICEF and ensures that valid and reliable information, lessons learned and knowledge products on the situation of children’s and women’s rights are disseminated and utilized for programme designing and child rights advocacy; relevant, effective and timely use of programme lessons and insights for strategic and programmatic decision making, including insights for coverage, coordination, and coherence in emergency contexts.
- The Knowledge Management Specialist will lead the implementation of a structured knowledge management approach based on the global and NCO knowledge management strategy, which will be inclusive of and responsive to the needs of the Country Office at both central and field levels. This position will work closely with the Planning, Monitoring and Reporting (PMR), Evaluation, Communication and Advocacy, programme sections and field offices teams as well as with UNICEF regional office leads on knowledge management.
- The incumbent will be responsible for implementing a framework/approach to (i) systematically establish UNICEF as a center of knowledge on children in Nigeria; (ii) continuously identify and promote opportunities for innovation that deliver results for children; and (iii) support the sharing of promising and good practices and lessons learned. A key deliverable of this position is supporting the roll-out of the UNICEF Knowledge Management Strategy via the Office KM Implementation Plan.
- The incumbent will be responsible for the development, oversight and maintenance of systems, tools and products that support effective knowledge management. - Promotion of a country programme-wide culture on knowledge management and learning
- Develop/ update an operational action plan for Knowledge for Use (K4U) of the country programme, covering both field and country programme level strategy, including a strategy for internal and external dissemination.
- Ensure that KM needs are systematically identified and integrated across organizational processes and aligned to organizational goals.
- Update country programme accountability matrix to include KM roles and responsibilities at the field and country programme level.

- In Nigeria, the COVID-19 pandemic and increasing insecurity has exposed and exacerbated systemic weaknesses within the social protection systems, highlighting the critical need for strengthened social protection mechanisms. The Government of Nigeria, guided by the National Social Protection Policy (NSPP revised 2023) and the Medium Term National Development Plan (2021 – 2025), is committed to advancing social protection for all. However, challenges such as low expenditure, weak institutional capacities and coordination framework, and complex administrative mechanisms persist.
- UNICEF is committed to supporting the Government of Nigeria in addressing these challenges through system strengthening, shock-responsive social protection, and resource mobilization, with a focus on improving the coverage and impact of social protection programs for children. Hence, UNICEF and ILO have developed a Join program with EU financial assistance to support “Sustainable Social Protection System in Nigeria”. This joint program focuses on Federal and four states namely Abia, Benue, Oyo and Sokoto.
Purpose of the Assignment
- Under the general supervision of the Social Protection Specialist in Abuja, the Social Protection officer is accountable for providing technical support and assistance in the implementation of the Joint program.
- The position located in Sokoto field office, will support social protection programming and related advocacy to deliver concrete and sustainable results across the four states (Abia, Benue, Oyo and Sokoto).

Major Responsibilities
Strengthening social protection coverage and impact for children:
- Supports strengthening of integrated social protection systems, providing technical support to partners to improve expansion of social registry and design of child grants and improve linkages with social services health insurance, public works, and social care services.
- Supports the development of social protection policies, legislation, and programmes with attention to increasing coverage of and impact on children, with special attention the most marginalized. Identifies, generates and presents evidence to support this goal in collaboration with partners.
- Supports improved monitoring and research around social protection impact on child outcomes, and use of data and research findings for strengthening programme results.
Improving use of public financial resources for social protection for children:
- Supports the identification of policy options for improved domestic financing of child-sensitive social protection interventions.
- Undertakes social protection budget analysis to inform UNICEF’s advocacy and technical assistance to Ministries of Finance, planning commissions and social sector ministries to improve equitable allocations for essential services for children.
Strengthening capacity of local governments to plan, budget, consult on and monitor child-focused social services:
- Where national decentralization processes are taking place, collaborates with central and local authorities to improve planning, budgeting, implementation, consultation and social protection accountability processes so that decisions and child-focused service delivery more closely respond to the needs of local communities.

- Oversee the timely preparation of the health programme recommendation and related documentation for inclusion in the Country Office Programme recommendation ensuring alignment with UNICEF’s Strategic Plans, regional strategies and national priorities, plans and competencies.
- Consult and collaborate with colleagues including cross sectoral programme (such as nutrition, WASH, Education and Child Protection) and partners to provide technical guidance and operational support on programme planning, management and implementation, and to ensure synergy, integration, coherence, and harmonization of programme/project initiatives with UNICEF Strategic Plans and priorities.
Programme management, monitoring and quality control of results:
