1.) Administration Coordinator

Child Safeguarding

Role Purpose
- This position is specifically responsible for coordinating all the various administrative related activities such as event planning, local and international travels, booking of accommodation, facility management and maintenance, and provide general administrative support to staff.
- The role holder will coordinate the effective functioning of all facilities to provide an efficient and safe working environment for employees and their activities by using best business practices to manage relations, resources, services, and processes to meet the needs of the Country Office. This will include the development and institutionalization of sustainable management practices that are suited for the SCI Nigeria context.
Scope of Role
- Report writing, budgeting/cash forecasting, supervise the booking of accommodation and flight tickets, event coordination, facility management and vendor management, ensure efficient operations.
Key Areas of Accountability
Facility Management:
- Supervise the Admin officer (facility) and ensure that all spaces are in good condition, and the basic SCI security standards are maintained.
- Oversee all facilities and equipment’s leased by SCI and ensure that they are used in compliance with the contractual agreement between both parties while maintaining security and safety standards.
- Ensure offices, guesthouses and residences have all the minimum required materials for emergencies, such as signs indicators, fire extinguishers, smoke detectors alerts, etc.
- Manage relationships with utility agencies providing electricity, water, air-conditioning maintenance services. Assessing the quality of services and sharing analysis with the Administration Manager. Ensure that all related bills are paid on time and that all related contracts are renewed on time.
- Ensure that the offices and guest house are well maintained. When repairs are needed, initiate the repair requests, once the service provider is chosen, manage the whole process up to the final payment of the invoice.
- Ensure that the offices and guest house are well maintained (ambience, aesthetics, branding and outlook).
- Support availability and suitability of options for new premises (i.e office and homes for international staff), initiate the request, when the choice is done, ensure all required approval in compliance with SCI policy are in files, drafting the contract using the approved template. Once the contract is signed by both parties, managing the relations with the landlord.
- Liaise with relevant Admin staff to facilitate compliance with Government of Nigeria Immigration requirements for SCI/Nigeria International staff and families.
Event Management (Trainings/ Workshops/ Corporate Events):
- Ensure that meetings, workshops, and conferences are effectively managed.
- Work closely with requesting departments and external contacts (service providers) to coordinate events.
Travel Management:
- Management of all travels, business visas and accommodation for visitors, consultants, and staff on official assignment. Ensure that all travels are on schedule and cost effective.
- Support with consular services (processing of of visa(s), visa on arrival (VOA), STR, CERPAC, Introduction letters, Invitation letters etc.).
- Coordinate all logistics arrangements (airport transfers, hotel reservations, for all SCI local/international staff and partners.
- Coordinate the procurement of local tickets for SCI Staff and partners.
Contract Management:
- Supervise framework agreements of ALL service contractors after prequalification.
- Supervise contractual agreement of all offices (state and field offices) in SCI’s network.
Policy and Procedure Administration:
- Support the Admin manager to develop, keep updated the Administration policies and procedures manual; ensure communication of the policies across the program; monitor implementation and compliance.
- Follow up with field colleagues and ensure compliance with quality standards in relation to office management, travel and general administration (facilities, rents, NGO registration etc.) and streamlined processes.
Staff Supervision, Mentorship, and Development:
- Coordinate the Administration team; provide technical guidance and support on each team members expectation, develop and evaluate direct reports adequately and regularly.
- Incorporate staff development strategies and Performance Management Systems into team building process
- Ensure that the performance of all staff in the Administration Unit is optimised to their potential in pursuit of Save the Children's objectives.
Third party/Vendors’ Payments:
- Supervise to ensure prompt processing/submission of all third-party vendor payment to the Finance repository for processing and manage the process for swift payment. (Travel agencies, hotels, facility management, janitorial and all ancillary services etc.)
- Filing systems: Develop and maintain efficient filing and archiving systems in Windows and Outlook, including address lists, and hard copy filing.
Safeguarding Responsibility:
- Ensure that the office facility & creche are set up in compliance with SCI Safeguarding policy.
- Ensure that the vendors we engage and work with are fully aware of and maintain SCI Safeguarding policy standards by not employing minors (below 18 years) in their services
- Ensure that SCI safeguarding visibility materials (awareness posters) are placed at strategic points around the facility.
Other Responsibilities:
The role holder may be assigned with other responsibilities as the need arises which would include but are not limited to the following:
- Provide administrative support to programme teams based in Abuja as delegated by the line manager.
- Support other functional areas of Admin in-country office and field offices.
- Assist in data gathering and Analysis.
- Manage costs and expenses posted to Admin’s petty cash purse.
- Providing cover when other administrative staff are absent, on leave or as a result of an increased level of Country Office activities.

Child Safeguarding

Role Purpose

- Ensure comprehensive vehicle tracking mechanism is in place to ensure daily vehicle check-up is done, mandatory periodic maintenance service is completed, repairs are made immediately and unidentified operational gaps are addressed.
- Ensure that all fleet assets are serviced, maintained and repaired according to standard maintenance guidelines and schedules through professional commercial workshops by setting highest possible quality standards to ensure safety of passengers and drivers
- Support in providing and ensuring professional training for all drivers in accordance with SCI Fleet manual, security regulations and technical requirements
- Collaborate with security team to Identify new potential routes to areas of responsibility that may reduce travel time and security risks to general operations.
- Ensure SCI fleet operations adhere to local and national traffic laws and regulations by proactively seeking regular updates from relevant government authority
- Collaborate with the fleet focal persons to collate the Profleet and Fleet Service Charge monthly data and share report to Logistics Manager on Monthly basis

Qualifications & Experience

- The Head of MEAL is responsible for leading the Country MEAL team and drives MEAL systems from conceptualization to implementation.
- S/he will ensure robust, innovative and high-quality program monitoring, research, evaluation and studies.
- The position holder will also ensure accessible and closed-loop accountability mechanisms and systems as well as deliberate learning and knowledge management.
- The person will be responsible for ensuring quality implementation of MEAL strategies, processes and standards, ensuring that they are institutionalized within the existing project cycle management framework.
Scope of Role
- Reports to: Deputy Country Director/ Director, Programme Quality & Development

- Budget Responsibilities: While not directing managing budgets, the role is responsible for overseeing MEAL budgeting components during proposal development
- Role Dimensions: Save the Children has been actively working in Nigeria since 2001. We currently operate from 14 States (Lagos, Adamawa, Cross River, Borno, Kogi, Oyo, Yobe, Ondo, Jigawa, Zamfara, Kaduna, Kano, Katsina and Abuja) Our localisation strategy aims to shift more of Save the Children’s resources and direct operations to our local partners in the years ahead.
- Our programme is implemented in various sectors including Protection, Food Security & Livelihoods, Health & Nutrition, Education and WASH.
- We engage in both humanitarian and development work and are developing a Triple Nexus strategy in 2024.
- The Nigeria Country Office employs over 550 staff and has an annual operating budget of approximately $50 million in FY24.

Key Areas of Accountability
Technical Leadership:
- Provide technical leadership for MEAL for the Country Office as well as review and update CO MEAL systems and processes in with line SCI MEAL standards.
- Build capacity of country office staff and partners in key technical approaches related to MEAL

Evidence & Learning:

- Ensure that learning from Accountability data especially from the Feedback & Response Mechanism (FRM) & participation activities are used in project adaptation and proposal development.
- Ensure that communities and children participate in decision making in the various stages of the project cycle
- Promote information sharing with key stakeholders, including affected persons, ensuring that Save the Children promotes transparency throughout all stages of implementation.

People Management & Development:
- Provide leadership to the MEAL team, including strategic vision and direction, team cohesion and team building and an enabling environment where staff can be supported to develop to their full potential
- Lead, in coordination with HR, the recruitment and professional development of MEAL staff as appropriate, including the identification of development opportunities, such as coaching/training/stretch assignments to build and maintain technical skills and competencies
- Provide technical supportive supervision of the field-based MEAL staff through regular contact, field visits and meetings.
Safeguarding:
- Lead on ensuring linkages between MEAL, Child safeguarding systems, and safe programming.
- Ensure risk assessments are done before any data collection activity that involves children
- Ensure MEAL related Core Operational Safeguarding Activities (COSA) are implemented, and requisite standards met.
- Ensure that Information sharing activities are carried out to raise awareness of prevention of sexual exploitation and abuse and handling of serious complaints in line with child safeguarding policy.
Qualifications, Experience and Skills
- Advanced leadership, technical and people management skills.
- Minimum of 8 years’ experience in leading the developing and implementing monitoring and evaluation strategies, with in depth knowledge in the design, operationalization and use of monitoring and evaluation techniques and approaches in the development and/or humanitarian context.
- Bachelor’s degree in relevant degree required, Master’s degree or equivalent preferred.
- Experience working in at least one of the five SCI global thematic areas required (Child Protection, Child Poverty, Child Rights Governance, Education, Health & Nutrition).
- Extensive experience in research, monitoring and evaluation methodology and analysis (qualitative, quantitative, participatory) including design of systems and tools, data analysis and report writing
- Able to generate and use data and evidence to innovate, deliver, learn and share what works and what doesn’t work for children
- Significant experience in leading teams and building MEAL team capacity (developing training tools, training, coaching and mentoring)
- Strong organizational skills and ability to effectively handle multiple tasks and meet strict deadlines.
- Significant understanding of development of MIS and data and information management as well as experience in the use of data analysis software e.g. STATA.

Job Summary
- The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
- Support the program, The driver will be responsible for transporting SCI staff and visitors between office and other locations, as well as equipment’s and materials, also Maintaining the vehicles, updating log sheet and vehicle report.
Responsibilities
Documentation:
- Maintain the vehicle log and fuel consumption documentation
- Keep the Vehicle Documents Folder up to date:
- Support the Fleet Assistant with the Vehicle Usage report, including trip use, mileage and fuel consumption.
- Maintain a valid driver license, registration and valid permits all the time
Control of Vehicles:
- Ensure that all vehicle journeys are authorized in advance by Line Managers.
- Ensure that all vehicle journeys are to be recorded in the logbook at the start and completion of the journey
- Ensure that the keys and vehicle documents are kept in a secure place when the vehicle is not in use.
- Ensure that s/he wears the vehicle safety belt, and all passengers also wear seat belts before driving the vehicle.
On the Road:
- Drive all SCI vehicles on the approve speed limit of SCI
- Ensure that the line manager is immediately informed of any accidents, the Accident report is filled immediately, and the accident reported to the police as soon as possible.

Vehicle Checks:
- Check the vehicle prior to its use in the morning and after use
- Check the vehicle before departing from work.
- Check, on taking over a vehicle, that the items listed on the Vehicle Check List and the items listed in the Vehicle Tools and Materials Inventory are present and in full functioning order.
Vehicle Defects:
- A driver is to check for vehicle defects and damage to the vehicle and ensure that he reports them to his line manager. After consulting a mechanic, the line manager will make the decision as to whether the vehicle should be taken off the road for repair.
- Report and supervise all maintenance and repair needs of assign vehicle.
Cleanliness & Visibility:
- The driver is responsible for ensuring that his vehicle is kept clean on the outside and inside at all times. The driver is also to keep the vehicle tidy and ensure that all rubbish is removed from the vehicle after a journey.
- The driver is to ensure visibility protocols are adhered to at all times
- Emergency Preparedness and Response.
- In case of emergency prepare to contribute to delivery of an appropriate and timely response.

Requirements
- Must have qualified Secondary School Certificate Examination
- A minimum of 2 year working experience working as a driver with reputable organizations (INGOs, Corporate, Government)
- Trade test certificate desirable

- Possession of valid driving license
- Excellent verbal communication and listening skills.
- Experience working in in a relatively insecure location
- Able to communicate with English and other Nigerian languages
