Role Purpose

  • The MHPSS Officer will be responsible for the planning, implementation, and monitoring of MHPSS activities under the education and child protection project targeting conflict and climate affected children in Northwest Nigeria.
  • The Officer will ensure integration of MHPSS into education interventions, strengthen the capacity of teachers and school staff, and support safe learning environments that promote children's emotional wellbeing and learning outcomes.
  • The officer will also assist in providing clinical intervention children in distress and is required to travel to field sites regularly.

Key Areas of Accountability
Technical Quality:

  • Lead the design and implementation of MHPSS interventions integrated into education programming.
  • Ensure the provision of age-appropriate, culturally relevant psychosocial support activities in schools and learning spaces.
  • Conduct and support structured group and individual PSS activities with children, adolescents and caregivers.
  • Work with teachers, school aunts, and school fathers to identify children with protection and psychosocial concerns and refer appropriately

Capacity Building & Supervision:

  • Train and mentor teachers, school counsellors, education and PSS facilitators, school aunts and fathers on basic MHPSS principles, Psychological First Aid (PFA), and classroom-based psychosocial support.
  • Establish and build the capacity of school aunts and fathers to provide nurturing, gender-sensitive, and responsive care to children, especially those showing signs of distress.
  • Develop and adapt MHPSS training materials and tools for non-specialists in the school environment.

Coordination and Representation:

  • Work closely with education, and child protection teams to ensure holistic support for children.
  • Engage community and school-based support structures, including school aunts/fathers, in strengthening the MHPSS referral pathways.
  • Participate in local coordination forums, including education and protection sub-sectors.
  • Maintain effective communication with stakeholders including local authorities, schools, and community-based structures.

Monitoring, Evaluation, and Reporting:

  • Develop tools to monitor MHPSS interventions within the education and child protection program.
  • Contribute to regular reporting, success stories, and documentation of lessons learned.
  • Support in needs assessments and baseline surveys focused on children and caregivers’ psychosocial wellbeing.

Safeguarding:

  • Assess Safeguarding activities during field visits.

Qualifications and Experience

Role Purpose

  • The candidate will provide statistical analysis and other information to support management decision making within Child Protection Programs in Katsina, Kaduna and Zamfara state.
  • The CPIMS Officer will assist in the setting up and implementation of the information management system as part of case management responses for children vulnerable to abuse, exploitation, neglect and violence.
  • The candidate will ensure an up to date and quality data on both programme performance and quality delivery while maintaining high professional standards of all our Child Protection Programmes.

Scope of Role

  • To ensure all information collected from the field sites as part of case management responses for children harmed or at risk of being harmed are safely and accurately filed and stored.
  • To support caseworkers in managing their caseload by extracting individual caseload information.
  • To ensure that all data protection protocols are observed while managing information collected.
  • To uphold the SCI Child Safeguarding Policy and the Prevention of Sexual of Sexual Exploitation and Abuse within the workplace and communities of intervention.

Key Areas of Accountability
Technical Quality:

  • To ensure data of all cases registered under case management are correctly entered into the IA CPIMS database and provide data and information in response to requests from internal and external parties on a timely manner.
  • Support the CP team by generating a list of cases due for follow up on a weekly basis and monitor this against the number of cases followed up monthly.
  • To provide statistics, information and reports to show progress and trends, and in liaison with the CM officers and Specialist present a monthly analysis to Child protection staff.
  • To conduct regular data quality checks to ensure information collected as part of documentation and monitoring is accurate, reliable, complete, precise, timely and has high integrity.
  • Provide feedback to the case management supervisors on the case management process and strengthen the capacity of case workers to complete forms accurately through one-to-one and group mentoring and review sessions
  • To maintain confidentiality, privacy in the management of cases and observe data protection and confidentiality protocols while managing data. This includes and is not limited to the informed consent or use of data and privacy, but to all information sharing in the CPIMS.
  • To handle and respond to programmatic data request from Child Protection project team aptly on case management.
  • Supervise the coding for all cases registered in the various field sites.

Coordination & Representation:

  • Effectively communicate with caseworkers, CP Officers, Program Manager and Senior Child Protection Technical Advisor to provide necessary information concerning reporting.
  • Regularly attend case management meetings at field level.
  • Attend the inter-agency CPIMS meetings

Grant Monitoring and Reporting:

  • Provide input for weekly and staff activity reports.
  • Monitor and report trends in case management.

Accountability functions:

  • Actively seek complaints and provide feedback through engagement with the Community workers and beneficiaries at camp level – including through informal and focus group discussions and exit interviews
  • Maintain an updated complaints and feedback database at camp level, including tracking progress on actions from the complaints received and actions identified to mitigate the identified issues.

Safeguarding:

  • Assess Safeguarding activities during field visits.
  • Assess the mainstreaming of safeguarding in programme operations

Other:

Qualifications and Experience

  • Bachelor’s Degree in Information Management, Computer Science, Social Sciences or its equivalent or Diploma in Information Management with a minimum of three (4) years’ work experience in child protection sector
  • Knowledge of child protection in emergencies, case management, child rights and protection issues
  • Strong self-starter, able to take initiative and adapt to changing circumstances and priorities
  • Positive attitude towards community work with emphasis on the ability to learn from communities and support participatory, innovative approaches to problem solving
  • Excellent communication skills and a willingness to be respectful, kind, sensitive and empathise with all children and their carers
  • Fluent in written and spoken English, and Hausa will be an added advantage

3.) Construction Officer (ECW- FER) - Northwest

Child Safeguarding

  • Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting the country programs; or because they are responsible for implementing the police checking/vetting process staff.

Role Purpose

  • North-east region grapples with insurgency and armed conflicts, exacerbating the out-of-school crisis for girls and boys, the North-west has faced significant challenges from armed violence, kidnappings, insecurity and climate change.
  • These factors, compounded by existing issues like poverty and displacements have led to widespread disruption in education, health, and basic services, particularly impacting adolescent boys and girls.
  • The region’s extreme weather, marked by prolonged dry seasons, rising temperatures and flash floods, has damaged infrastructure and displaced communities, further hindering access to education.
  • Schools in states like Zamfara, Katsina and Kaduna have experienced attacks and kidnappings, instilling fear among students, teachers and parents, leading to absenteeism, dropouts and school closure.
  • Furthermore, conflict over grazing land and natural resources has jeopardized safe access to education.
  • With Funding from ECW, Save the Children is implementing a one-year project aimed In ensuring equitable access to safe learning environment for all, the project will assess existing learning facilities to ensure they are inclusive and sensitive to the needs of girls and boys with disabilities.
  • The WASH facilities will be assessed for availability, functionality, safety, gender-responsiveness and disability friendliness in learning centres.
  • The Construction Officer will be tasked with overseeing all functional aspects of construction related projects such as conducting feasibility assessment, preparing technical documents & tender documents, supporting supply chain team for the procurement process, mobilise contractors, conduct regular field visit and conduct intensive technical monitoring of construction related activities in close coordination with Education team in Zamfara, Kaduna and Katsina States.

Scope of Role
Key Areas of Accountabilities:

  • Conduct need assessment in the selected schools to identify needs of School WASH facilities in close coordination with Education team.
  • Conduct feasibility study to construct TLS, latrines and hand washing facilities in selected schools.
  • Prepare designs and BOQs for water supply, Classrooms and TLS constructions and installations for schools and host communities.
  • Conduct hazard assessment and verify availability of land to prepare designs and drawings.
  • Prepare design, Drawings, Bill of Quantity (BOQ), cost estimate and specifications of construction materials as per standard in close coordination with School Management Committee and Education team
  • Ensure quality of construction work carried by contractors per SCI construction policy.
  • Supervise construction work of Latrines, hand washing facilities and any other construction activities that SCI will undertake.
  • Prepare construction quality checklist and prepare periodic reports.
  • Conduct frequent field visit to conduct technical monitoring.
  • Provide necessary suggestion and technical backstopping to contractors, construction workers and School Management.
  • Maintain close contact with selected communities and inform them of issues related to the project;
  • Provide periodic progress reports and undertake verification of payment invoices.
  • Monitor construction budgets and overall performance with Program and Project Managers
  • Verify all construction work carried out at the completion stage in cooperation with the relevant authority and ensure that all requirements are fulfilled before a Certificate of Completion is issued, and final payments paid.
  • Liaise and collaborate with relevant local authorities and other key stakeholders.
  • Strategically lead and support implementation of WASH and construction and Construction component of the project including construction/rehabilitations of water and sanitation facilities in collaboration with Education and CP stakeholders at state/LGA levels.
  • Supervise borehole drilling and rehabilitation by contractors in the field to ensure adequate quality control is maintained and project specifications and timelines are adhered to.
  • Ensure Child Safeguarding Risk Assessments are conducted for all construction and programme activities.
  • Coordinate with logistics to facilitate procurement of necessary WASH items such and other materials and support in the distributions across the supported schools and communities.

Capacity Building:

  • Build the capacity of partners and SCI staffs on hygiene promotion.
  • Ensure that community mobilisation approaches on the project fully integrate hygiene promotion concepts.
  • Provide capacity to implementing partners that have less Construction experience
  • Engage community leaders and other key stakeholders at LGA level on hygiene promotion.

Representation & Advocacy & Organisational Learning:

  • Ensure that Save the Children's work is coordinated with efforts of other agencies and Government and support Interagency Coordination Sub Working Group, advocating for the specific needs of children. This may involve supporting the coordination of working groups and sub-working groups.
  • Under the guidance of the Project Manager, WASH and Construction TA, the Officer will ensure that the ECW funded project is implemented in selected communities in line with WASH and construction minimum standards.

  • The Head of Business Development is a key position to support successful pursuit of new funding for the country program.
  • His/her actions and decisions in managing multi-divisional proposal response teams directly impact the quality and competitiveness of Save the Children’s proposals for new funding.

General Management:

  • Identify and track relevant upcoming funding opportunities – through advance intelligence gathering, partner relationships, and other available resources – and inform Country Office SMT and relevant technical leads.
  • Lead the development, implementation and consolidation of private sector engagement processes. Serve as a point of contact on area of responsibility with public, private and non-government stakeholders, when needed.
  • Conduct ongoing proactive monitoring and research to identify potential partnerships with foundations, private sector and high net-worth philanthropic individual donors within the sector, both locally and internationally.
  • Facilitate the development of innovative funding products, including but not limited to diversification into social venture initiatives and other funding channels that could improve the Country Office bottom line.
  • Coordinate proposal development, including providing quality control to proposals through the design, implementation, and/or review of response strategies and action plans for technical and cost proposals, including writing, reviewing and editing proposal sections, graphics, work plans, budget spreadsheets and narratives; managing partner relations; and overseeing final proposal production for submission to donors.
  • Develop and/or maintain appropriate systems, procedures, policies, and materials to support the identification, selection and response to strategic opportunities.

  • Ensure that concept notes and funding proposals align closely with Country Strategy Plan, Thematic plans, geographic priorities, master budgets and Monitoring & Evaluations, Accountability and Learning (MEAL) frameworks as well as SLT decisions.
  • Develop and track proposal development timelines and work closely with PDQ, Programme Operations, ACCM, Finance, HR, Security and Supply Chain to ensure adequate and timely input into proposal and budget development.
  • In collaboration with Members, when relevant, broker technical assistance and other resources to support proposal development.
  • Facilitate engagement of consultants on large-scale proposals, or when technical specialists outside of Save the Children teams are needed.
  • Represent Save the Children generally (along with technical experts) in consortium meetings regarding proposal development.
  • Ensure that Programme Quality Framework is addressed in all new proposals and that key elements of programme quality are included (e.g. child participation, child safeguarding, lessons learned from past proposals, accountability, risk assessments, and effective partnership strategy).
  • Ensure all proposal and concept note submissions to donors are complete, done as per Save the Children and donors standards and guidelines, reviewed and approved by the SMT and other staff in country as appropriate before submission to the donor.
  • In collaboration with the Awards team, lead on maintaining the up-to-date database of proposals submitted, approved, rejected and reports submitted to donors/SC members.
  • Ensure the Program Development team supports preparing all the relevant information for Prime system; the awards kick-off process and budget and proposal re-alignments throughout the implementation, as well as cost and no cost extensions, assuring initial proposal compliance
  • Work with the Safeguarding Team to budget for Child Safeguarding Activities during proposal development and ensure that safeguarding activities are captured in project design and ensure inclusion of detailed Safeguarding narratives into all new proposals and opportunities.

People Management, Mentoring and Development:

  • Support the DCD/DPDQ to proactively build and maintain technical skills and competencies required for leading and/or in-putting for first class programs.
  • Be effective as a mentor and coach for the staff that report to this role, as well as other staff that contribute to developing proposals and writing reports.
  • Support the development of an organisational culture that reflects our broad-spectrum programming values, promotes accountability and high performance, encourages a team culture of learning, creativity and innovation, and frees up our people to deliver outstanding results for children and excellent customer service for our members and donors.

Qualifications & Experience
Essential:

  • Master’s Degree in social sciences and any of the development sectors.
  • 8-10 years of experience in international development, including at least 5 years of experience in successful proposal development for institutional and corporate donors, including pre-solicitation preparation.
  • Experience with major funding donor solicitations is required; substantive relevant experience in proposal development for other multilateral or bilateral donors may be considered within the years of experience sought.
  • Experience training staff and creating training modules and materials.
  • Experience managing a small team.
  • Master’s degree in international development or related field.
  • Preference for a candidate with overseas field experience.
  • Must be willing to travel to state offices up to 20%.
  • Ability to coordinate multiple projects simultaneously, work well under pressure and meet deadlines.
  • Ability to effectively communicate with and coordinate activities of multiple partners, including field-based staff.
  • Excellent technical skills in writing, editing, formatting, research, negotiation, and verbal communications, and attention to detail required.
