1.) Finance & Admin Coordinator

Job Title: Finance & Admin Coordinator

Job Purpose

  • The Finance and Admin Co-ordinator will contribute to the effectiveness and impact of the Global media development team by supporting the Senior Finance and Operations Manager to ensure sound financial, grant management, and administrative practices across the two projects.
  • The post holder will work with other members of the project team, with finance staff across country offices and with project consortium partners, as well as the wider cross-country finance team.
  • The role will report into the Senior Finance and Operations Manager and work closely alongside the Partnerships, Compliance and Due Diligence Manager.

Main Responsibilities
General Team Finance:

  • Monitor and track invoices received in the Global media development team and ensure they are processed promptly and accurately.
  • Track and reconcile consultants’ invoices.
  • Support Senior Finance and Operations Manager in the budgeting and forecasting process.
  • Collate and review timesheets for all staff working across Global media development projects.
  • Check reports for financial accuracy and proper coding of expenses in line with relevant systems and procedures.
  • Support with the delivery of financial and compliance training to project teams and partners.

Project Finance:

  • Ensure project budgets are up to date, accurate and available to all.
  • Liaise with and provide support to BBC Media Action country office finance staff in relation to recording expenditure, project financial reporting and forecasting.
  • Assist in compiling donor financial reports, including preparation of supporting documentation.
  • Support the Senior Finance and Operations Manager in the set-up of project budgets.
  • Track donor income.
  • Review expenditure to ensure compliance with donor guidelines.
  • Provide support on project audits, including preparation of audit file.

Partner Finance:

  • Receive and review consortium partner financial reports to ensure financial monitoring is up to date and correctly documented.
  • Work closely with the Partnerships, Compliance and Due Diligence Manager to assess partner compliance, including reviewing supporting documentation.
  • Support with reviewing and processing partner payment requests.
  • Support the Senior Finance and Operations Manager in evaluating partner capacities and establishing support measures.

Administrative support:

  • Support the Global media development team with project related procurement.
  • Ensuring accurate and up-to-date filing and storage of Global media development projects team related documents.
  • Assist with preparation, planning and arrangement of project related meetings, events or activities, including travel and logistical support.

Are you the right candidate?

  • Organised with ability to prioritise own workload effectively, to coordinate activities and conflicting demands to ensure that tight deadlines are met.
  • Experience of working in the charity sector and knowledge of donor funding.
  • Effective communication skills with the ability to work well with range of people at all levels.
  • Meticulous attention to detail, particularly in regards of financial data management
  • Proficient computer skills with strong experience of office software packages and experience of finance packages(i.e. Word, Excel and PowerPoint.).
  • Ability to use own initiative with minimal supervision and deal with routine queries as they arise, escalating to others as necessary.
  • Experience of reviewing project financial reports and reconciling financial data.

Desirable skills, knowledge, and experience:

  • Relevant finance qualification.
  • Experience of SAP and/or Access Dimensions.
  • Familiarity with FCDO or EC funding and compliance requirements (ideally both).
  • Good contextual understanding of one or more of the anticipated focus geographies for the portfolio (Afghanistan, Bangladesh, Ethiopia, Indonesia, Nigeria, Sierra Leone, Zambia).

2.) Partnerships, Compliance and Due Diligence Manager

Job Purpose

  • The Partnerships, Compliance and Due Diligence Manager will contribute to the effectiveness and impact of both projects by supporting the Senior Finance and Operations Manager to ensure that our partner financial systems, procedures and reporting are high quality and compliant with requirements of BBC Media Action and our donors.
  • The post holder will work with other members of the project team, with finance staff across country offices and with project consortium partners, as well as the wider cross-country finance team.
  • The role will report into the Senior Finance and Operations Manager and work closely alongside the Finance and Admin Co-ordinator.

Main Responsibilities

  • Support organization’s receiving grants from BBC Media Action in the proper management of their grants.
  • Carry out due diligence checks and reviews on partner organization including collection of partner policies and documentation.
  • Ensure partners understand rules, regulations and requirements of BBC Media Action and donors.
  • Carry out spot checks for partner organisations to review supporting documentation and ensure accuracy of financial reports.
  • Ensure all relevant organisations and personnel are checked against relevant sanctions lists.
  • Receive and review partner reports to ensure financial monitoring is up to date and correctly documented.  Alert the Senior Finance and Operations Manager regarding any performance or financial reporting issues.
  • Update and monitor partners’ budget to ensure the partners are following the forecast and spending to plan.
  • Support the Senior Finance and Operations Manager in evaluating partner capacities and concluding appropriate contracts. Including supporting the development and monitoring of capacity building plans.
  • Work with the Senior Finance and Operations Manager and Project Lead to develop guidance notes and training for partners.
  • Responsible to ensure the monthly/quarterly advance requests submitted on time by the partners and are properly verified, checked, and obtained signature from appropriate authorized person
  • Support Partner with any project close out.
  • If required, conduct field visit to monitor partners for the financial matters and prepare monitoring field visit report to highlight the observation, implication, and recommendation on the respect of the matters identified.
  • Support BBC Media Action country office staff to ensure processes are in place to ensure compliance with donor requirements.
  • Provide support on project audits, including preparation of audit file.

Are you the right candidate?

  • Experience of working in the charity sector and working knowledge of EC and FCDO grant compliance requirements.
  • Experience in sub-grant management.
  • Experience of reviewing project financial reports and reconciling financial data.
  • Ability to provide suggestion or recommendation to partners on their activities.
  • Organised with ability to prioritise own workload effectively, to coordinate activities and conflicting demands to ensure that tight deadlines are met.
  • Effective communication skills with the ability to work well with range of people at all levels.

3.) Senior Thematic Adviser, Governance & Democracy

Job Title: Senior Thematic Adviser, Governance & Democracy

Job Introduction

  • This post is responsible for providing in-depth knowledge and specialist technical advice to BBC Media Action’s portfolio of governance and democracy projects and the development of new projects in this area.
  • This post will guide BBC Media Action’s strategy on governance and democracy work (including the role of media and communication in supporting political participation, civic space, accountability, transparency, anti-corruption, conflict-prevention and social cohesion), contributing to the organisation’s ‘stronger democracies’  impact area, and ensuring that the organisation becomes increasingly respected for its practice, evidence and impact in this area.

Main Responsibilities

  • Advisory: Ensuring the best learning, evidence and technical advice on how media and communication can support political participation, civic space, accountability, transparency, anti-corruption, conflict-prevention and social cohesion is made available across the organisation.
  • Business Development: Supporting the development of external international donor and other business development relationships on governance and democracy support, exploring and generating business development opportunities.
  • Evidence: Working closely with BBC Media Action’s research team to drive the development of an evidence generation strategy sufficient to improve the organisation’s reputation for impact supporting good governance and stronger democracies.
  • External Policy Engagement: This post supports the organisation’s external evidence-based policy engagement in this field.  This will involve building the institutional reputation of the organisation and its influence in deploying its own experience, insight and evidence to inform and help shape donor and development strategies.

Are you the right candidate?

  • A relevant post graduate qualification or demonstrable record in delivering relevant projects, research or learning.
  • Strong experience of, and a proven reputation in, the role of media and communication in supporting political participation, civic space, accountability, transparency, anti-corruption, conflict-prevention and social cohesion (or some combination of these).
  • Proficiency in adapting programming strategies to diverse political environments, including those with varying levels of democratic freedoms.
  • Possess a nuanced understanding of the unique challenges and opportunities for civic engagement in the global majority, and particularly for those most marginalized.
  • Experience of working with multi-disciplinary, diverse and geographically dispersed teams, to mobilize resources and achieve impact.
  • Demonstrate a commitment to inclusive and equitable approaches to governance and democracy support work.
  • Experience in forming and maintaining relationships with expert external stakeholders in the governance and democracy support sector.
  • Excellent communication and writing skills.
  • Ability and willingness to travel as required to deliver the job.
  • Able to drive and support performance while embodying BBC values.
