The Opportunity

  • Reporting to the Head of Finance & Accounting, Strategic Partnerships/Human Capital/Thematic area(s), the Finance Lead, Strategic Programs will be Partnering the Programs teams (Strategic Partnerships/Human Capital/Thematic area(s)) in the management of the end-to-end financial processes as pertains to large ($ Value & Impact) programs cutting across multiple territories (from Roadmap development to Deliver) to ensure that the programs are adequately funded, and the funding is being utilized to deliver the intended outcomes.
  • The role also partners the programs teams to ensure that the foundation assets are safeguarded against financial risks as well as ensuring regulatory compliance (CRA) within our programming approach as part of first line defense.
  • The successful candidate will be based in Canada or any of our listed offices in Africa (Rwanda, Ethiopia, Uganda, Kenya, Senegal, Ghana and Nigeria).

Ways You Can Contribute

    • Manage the full cycle of Finance program partner contracts, i.e., Expression of Interest (EOI), proposal, contract approval, conduct due diligence, budget reviews, program execution and monitoring, and program completion.
    • Guide and train external program partners on all financial aspects of contract execution, including budgeting and reporting, due diligence, financial controls, and Canadian regulatory requirements.
    • Provide financial expertise and advice internally to the Foundation’s Programs team on the development and implementation of comprehensive programming strategies.
    • Provide ad-hoc data and support for learning and evaluation activities, including analysis of program outputs and value-for-money.
    • Maintain accurate and timely financial documentation and data, and report on contract commitments, disbursements, and cash flow projections.
    • Ensure the managements grants systems is updated in a timely & Accurate manner with the correct financial information for each program.
    • Ongoing monitoring & reporting on program financial performance post kick off (Deliver phase) per agreed timelines to ensure foundation resources are deployed as envisaged and there is sufficient funding & financials controls in place to support the delivery expected program outcomes as well as ensuring compliance to the CRA requirements on Books and records.
    • Ensure there are adequate business controls with the programs to ensure the safeguarding of the foundation’s assets.




  • Accountable for compliance with local and international financial regulations and requirements, e.g., Canada Revenue Agency standards, anti-money laundering and anti-terrorism laws, etc. within programs.
  • Provide periodic reporting on partner finance matters as determined by the partner contracts and ensure follow up action items are closed as required.
  • Troubleshooting and management of financial issues that arise during program implementation.
  • Perform due diligence procedures on partners & sub-contractors (i.e., evaluating financial statements, tax returns, financial capacity, watchlist screening) to safeguard the foundation against financial and operational risks as well as ensure alignment to CRA requirements.
  • Assess alignment with charity law (i.e., private benefit and charitable purpose rules) in coordination with the Legal & Compliance teams.
  • Lead comprehensive program assessment processes ensuring quality control of the plans (Accountable for the quality of the Due diligence assessment).
  • Lead the assessment of the organization capacity together with the program finance teams especially as relate to the financials capacity of potential partners.
  • Drive annual due diligence review process and updating yearly workplans with Programs teams and partners.
  • Ensure programs comply with Canadian regulatory requirements (e.g., charitable purposes and private benefit), and international financial regulations (e.g., anti-money laundering and anti-terrorism laws etc.), escalating to Legal and Compliance team as required.
  • Lead the risk assessment of a programs together with the program teams within the various foundation frameworks to ensure the risks are correctly identified and risk mitigations are put in place and monitored to safeguard the foundation.
  • Drive and manage the governance framework of the partnership together with the Head of F&A, Africa and the Regional Heads to ensure risks is proactively managed
  • Provide Financial Information & insights as pertains to program finance to support decision making.
  • Provide input into the foundation financial planning & budgeting routines within the required timelines and guidance as provided by the financial planning & Analysis team.
  • From time to time manage analysts and interns who support them in delivery of the program finance tasks; assign work and review outputs of the resources.
  • Management of vendor who managing reporting.
  • Engaging and cultivating relationships with regional partners to ensure good governance and partner the programs teams to enable the achievement of the intended strategic objectives/outcomes of the program.

Who You Are

    • Full Accounting qualification with a minimum of 10 years in progressively senior financial roles within large and/or global organizations, leading significantly large budgets and scope of financial responsibility.
    • Senior leadership experience that spans multiple territories/countries, cutting across various thematic areas in private, development sector and public environments.
    • At least 7 years’ experience in a management capacity, leading finance, and teams of multiple technical competencies.
    • Experience managing and building capabilities and capacity of accounting and operations teams in high growth organizations including supporting expansion in multi-jurisdictional and multi-currency environments.
    • Finance contract negotiations and management for the mutual benefit of both parties with impact on beneficiaries.
    • Determine and apply correct accounting treatments.
    • Strong analytical skills with a high level of attention to detail.
    • Working knowledge of Financial Internal Controls Management.
    • Financials Reporting & Analysis experience including Budgeting, Financial Forecasting.
    • Problem solving skills and good influencing skills.
    • Fluent in English, French is an added advantage.

  • The Customer Solutions Center is a new structure which enables Mastercard to develop better solutions & bundles for prioritized customer segments in markets.
  • It is the housing for all Mastercard capabilities in a geography, and it aims to drive Mastercard growth and revenue by creating and selling compelling data-driven, scalable needs-based solutions to new and existing customers by tapping into Mastercard’s extensive toolbox of products and services offerings.
  • Products and Solutions roles will support the Customer Solution Center Lead & Solution Architects to bring together existing MA capabilities, products and solutions in a holistic, bundled way to customers.
  • They also act as an expert for their products/solutions portfolio in their geography, to drive market enablement and support sales as well as acting as key interface with regional product teams to ensure an effective feedback loop.
  • This role reports to the Customer Solution Center Lead + regional function team (e.g. regional Consumer Product  lead).

Key Responsibilities
Act as an expert for their geography/solution portfolio:

  • Ensure products strategy is implemented in close alignment to market objectives and deliver product launches and success.
  • The candidate will align the regional & global product development organization with the in-market account management, merchant management and operations teams to deliver on performance indicators.
  • The candidate will be required to  demonstrate initiative and ownership as an individual contributor, raise the bar and challenge the boundaries to make payments safer and more convenient for our market.

The Opportunity

  • Reporting to the Country Director Nigeria, the Country Program Head will support the Country Director in the delivery on the Young Africa Works Roadmap locally, including the development of country programs, implementation work, reporting and stakeholder management, inclusive of implementation of the country agricultural programming.

  • Support and ensure country program team are providing technical and oversite support to partners on the ground.
  • Lead an effective knowledge management approach, which includes documenting the evolution of the roadmap and helping to surface and frame lessons learned for incorporation in future strategic choices.
  • Lead Team to deliver high quality interactions and clear and consistent communications with stakeholders and partners, including site visits, providing strategic thought partnership, joint planning, coordination and convening meetings of key stakeholders.
  • Represent the Foundation to key program-related external stakeholders, in forums related to Foundation’s areas of work.

Who You Are

    • At least 15 years of progressive experience in strategic planning, sustainable development policy, project/program management, or resource management.
    • At least 12 years of experience in managing multi-sectoral projects and partnership development in livelihoods, agricultural development (i.e., crops, livestock, and agribusiness programming), food security, market-based approaches to economic development, climate change, financial inclusion (especially in MSME finance), and related programs.
    • A minimum of 10 years of management experience at a senior level in a comparable international organization or working on donor-funded mechanisms, with strong leadership ability, as well as experience managing large multicultural teams at country or regional level.
    • Advanced University Degree (MBA / Master’s or equivalent Degree) in Business or Public Administration, Project Management, Public Policy, Sustainable Development, Social Sciences, or related areas is desirable.
    • Demonstrated ability to build and maintain relationships with host governments, donors, private sector stakeholders, local organizations, and partners.
    • Prior experience working in sub-Saharan Africa, with appreciable knowledge of Nigeria’s political and social development context.
    • Experience applying design thinking approaches to programming and innovation.
    • Demonstrated financial management experience including preparation and management of budgets in a development context.
    • Ability to think and work in an integrated and holistic way, keeping the Mastercard Foundation’s Young Africa Works strategy at the center.
    • Ability to apply execution techniques including agile methodologies and strong Project management skills that ensure the delivery of work.
    • Experience and ability to effectively engage and manage relationships with senior external stakeholders, particularly implementing partners and governments.
