Job Organizational Context

  • The Health Officer reports to the Health Specialist, under the overall guidance of the Chief Field Office Bauchi Field Office, for supervision.
  • The Health Officer supports professional technical, operational, and administrative assistance throughout the programming process for the Health Programme within the field office, from development planning to delivery of results, by preparing, executing, managing, and implementing a variety of technical and administrative programme tasks to facilitate programme development, implementation, programme progress monitoring, and evaluating and reporting of results.

Support to Programme Development and Planning:

  • Contribute to the development and establishment of sectoral Programme goals, objectives, strategies, and results-based planning through analysis of health needs and areas for intervention and submission of recommendations for priority and goal setting.

Programme Management, Monitoring and Delivery of Results:

  • Work closely and collaboratively with colleagues and partners to discuss operational and implementation issues, provide solutions, recommendations, and/or to alert appropriate officials and stakeholders for higher-level intervention and decisions. Keep record of reports and assessments for easy reference and to capture and institutionalize lessons learned.
  • Support the development of program workplans, State Annual Operational Plans (AOPs), Immunization plans (REW Microplans) guidelines and operational tools.
  • Participate in monitoring and evaluation exercises, Programme reviews and annual sectoral reviews with government and other counterparts to assess programmes and to report on required action/interventions at the higher level of Programme management.
  • Participate in health data management ensuring regular update and granular data analyses using Health Management Information System (DHIS2) and Community Health Information System, and program monitoring exercises, including Integrated Monitoring and Supportive Supervision (IMSS) for PHC programs.
  • Monitor and report on the use of sectoral Programme resources (financial, administrative and other assets), and verify compliance with approved allocation and goals, organizational rules, regulations, procedures, as well as donor commitments, standards of accountability, and integrity. Report on issues identified to ensure timely resolution by management and stakeholders. Follow up on unresolved issues to ensure resolution.
  • Prepare regular and mandated sectoral programme/project reports for management, donors and partners to keep them informed of programme progress.

Technical and Operational Support to Programme Implementation:

  • Support capacity-building exercises including the development and application of training materials, tools and guidelines for PHC, RMNCAH+N, Routine Immunization, immunization campaigns and other related interventions.
  • Participate in collaborative implementation of convergence, and Child Survival and Development (CSD) interventions with other UNICEF sections – WASH, Nutrition, SBC, Child Protection, and Social Policy.
  • Contribute to the implementation of RMNCAH+N interventions, including Routine Immunization, outreach, polio and non-polio supplementary immunization campaigns, including integrated COVID and RI exercises.
  • Conduct regular Programme field visits and surveys and share information with partners and stakeholders to assess progress and provide technical support and/or refer to relevant officials for resolution. Report on critical issues, bottlenecks and potential problems for timely action to achieve results.
  • Provide technical and operational support to government counterparts, NGO partners, UN system partners, and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes, and best practices on health-related issues to support Programme implementation, operations and delivery of results.

Networking and Partnership Building:

  • Build and sustain effective close working partnerships with health sector government counterparts and national stakeholders through active sharing of information and knowledge to enhance Programme implementation and build the capacity of stakeholders to deliver concrete and sustainable results.
  • Draft communication and information materials for CO Programme advocacy to promote awareness, establish partnerships/alliances, and support fundraising for health programmes.

Requirements
To qualify as an advocate for every child you will have:

Education:

  • A University Degree in one of the following fields is required: Public Health / Nutrition, Pediatric Health, Family Health, Health Research, Global / International Health, Health Policy and/or Management, Environmental Health Sciences, Biostatistics, Socio-medical, Health Education, Epidemiology, or another relevant technical field.

Experience:

  • A minimum of two years of professional experience in one or more of the following areas is required: public health/nutrition planning and management, maternal and neonatal health care, or health emergency/humanitarian preparedness.
  • Experience working in a developing country is considered as an asset.
  • Relevant experience in a UN system agency or organization is considered as an asset.

Language Requirements:

Scope of Work

  • Under the overall supervision of the Chief of Education and the guidance from Education Specialist (Access and Equity), the consultant will be responsible for the following tasks over the course of the contract:
  • Organize a kick-off meeting with UNICEF and the counterpart governments (i.e., the Federal Ministry of Education (FME) and Universal Basic Education Commission (UBEC) and the steering Committee to agree on the project scope and plan.
  • Conduct initial regional mapping of successful global practices on alternative learning pathways and distance learning opportunities, which include policies, frameworks, models (types and modalities), curriculum and guidance, in the sub-Saharan African region (primary focus on anglophone countries). The mapping should cover alternative learning pathways for the following groups:
    • Primary school-aged children, both inside and outside of schools.
    • Junior secondary school-aged children, both inside and outside of schools.
    • Senior secondary school-aged adolescents, both inside and outside of schools.
    • Gender, disability, and emergency/conflict considerations should also apply across all identified groups.
  • In collaboration with and consultation with key stakeholders including the FME and UBEC, conduct mapping of alternative learning pathways and distance learning opportunities in Nigeria, for both in-school and out-of-school children from primary to senior secondary level. The mapping should include types and forms, operational modalities, providers, target groups,pedagogical content,learning content, teaching and learning methodologies, design and mechanisms to facilitate transition to formal education, and evidence/evaluation of impact on learning and transition to formal education.
  • Using available data and the information collected though the mapping exercises, analyze the existing gaps in practices and knowledge of alternative learning pathways and distance learning opportunities in Nigeria, identify challenges and bottlenecks in provision and delivery of alternative learning pathways and distance learning for different categories of learners, and develop a set of policy recommendations to expand quality, inclusive alternative learning pathways and distance learning in Nigeria. The consultant will develop a report and PPT presentation on the analysis, findings and recommendations.
  • Support UNICEF to organize a meeting with the governments and development partners to present the study findings and recommendations and facilitate discusions and policy dialogue on strategies to strengthen alternative learning pathways and distance learning in Nigeria.

Qualifications

  • A minimum of 5 years of experience in designing, implementing and/or evaluating education programs related to alternative learning pathways (e.g., non-formal education, remote learning).
  • A minimum of 3 years of experience in conducting studies and surveys on education and developing policy recommendations and strategy papers.
  • Strong understanding of the current issues and phenomenon on out-of-school children in the sub-Saharan Africa is required.

Language Requirements:

  • Fluency in English is required.

How can you make a difference?

  • Under the general guidance and supervision of the Health Manager, Immunization, the Health Specialist (cold chain) is responsible for supporting and leading the management, implementation, monitoring, evaluation, and reporting of the immunization cold chain and immunization supply chain management programme within the country programme.
  • S/He provides technical guidance and operational support throughout the programming process to facilitate the achievement of concrete and sustainable results, according to plans, allocation, reresults-based-managementpproaches and methodology (RBM), organizational Strategic Plans and goals, standards of performance, and accountability framework.
  • The portfolio is focused on identifying and scaling up innovative, transformative approaches to optimize immunization supply chain, including using e-tools, efficiency analysis, and other strategies to support the Government to revamp the Nigerian immunization supply chain.
  • On-going initiatives include the scale-up of e-LMIS and analytical tools such as Thrive 360; the re-organization of the national immunization supply chain around the 3-Hubs model; and analysis of the environmental impact of the supply chain.
  • The Health Specialist (cold chain) must be a passionate, seasoned health professional with leadership and strategic skills to rally others around the vision of a revamped immunization supply chain system.

Summary of Key Functions / Accountabilities
Programme development and planning:

  • Plan and provide technical support and guidance for the preparation, design and updating of the situation analysis to establish a comprehensive and updated strategic plan for development, design and management of immunization cold chain and supply chain related programmes.
  • Consult and collaborate with colleagues and partners to provide technical and operational support on programme planning, management and implementation, and to ensure integration, coherence and harmonization of programmes/projects with other UNICEF sectors throughout all stages of programming processes.

Programme management, monitoring and delivery of results:

  • Lead and guide the Federal and States Health authorities to the preparation of the Situation Analysis for immunization cold chain and supply chain management programme development.
  • Support preparation of iSCM programme work plans/rehabilitation plan/maintenance plan as required.
  • Provide technical support to the EPI managers of national immunization programme and State managers to conduct capacity building of the EPI managers responsible for cold chain equipment rehabilitation, expansion, maintenance and logistics management.
  • Guide and lead to conduct cold chain inventory updating, cold chain gap analysis of capacity needs, effective vaccine management (EVM) and supply chain analysis and management at national and state levels.
  •  Conduct capacities on preventive and repair of cold chain equipment, (WIC, ILR, Freezer, solar refrigerators/ SDD, RTMD and voltage stabilizers). Provide technical support for the installation and commissioning of new CCE, its spare parts at each level.
  • Provide technical support to the national immunization programme and NLWG to maintain an updated cold chain inventory and spare parts up to the last mile of the supply chain.
  • Strategic leadership in expansion of the iSC system in Nigeria through availability of functioning cold chain equipment in 3 hubs and all levels of the immunization supply chain.

  • Collaborate and consult with key government officials, NGO partners, UN system partners and other country office partners/donors on policies, strategies, best practices, and approaches on related issues to support immunization cold chain system development planning, management, implementation, and delivery of results.

Key Functions & Accountabilities:

  • Below is a list of Key functions & accountabilities expected of this role:

Reliable and safe driving services for staff and officials:

  • Drives office vehicles for the transport of UN staff, officials, visitors and delivery and collection of mail, documents and other items.
  • Meets official personnel and visitors at the airport and may assist with basic visa and customs formalities and arrangements when required.

Maintenance of assigned vehicle:

  • Ensures vehicle is kept in good running condition at all times through addressing minor repairs, making arrangements for major repairs, timely changes of oil, check of tires, brakes, water levels, and car washing.

Documentation of vehicle related information:

  • Ensures availability of all the required documents/supplies including vehicle insurance, vehicle registration, vehicle logs, office directory, map of the city/country, first aid kit, and necessary spare parts in the assigned vehicle; keeps track of insurance and other tax formalities.

Requirements
To qualify as an advocate for every child you will have:

  • A Secondary Education is required, along with a valid driver’s license and knowledge of local driving rules and regulations.
  • A minimum of two (2) years of work experience as a driver in an international organization, embassy or UN system with a safe driving record is required.
  • Fluency of the local language of the duty station as well as proficiency in English is required.

Core Skills Required:

  • Good knowledge of the city, local roads and conditions where the office is located

Support to programme development and planning:

  • Support and contribute to the preparation, design and updating of the situation analysis for the sector(s) to establish a strategic plan for development, design and management of health related programmes. Keep abreast of development trends to enhance programme management, efficiency and delivery.
  • Participate in strategic programme discussions on the planning of health programmes. Formulate, design and prepare a sector of the health programme proposal, ensuring alignment with UNICEF’s Strategic Plan, the Country Programme, as well as coherence/integration with the UN Development Assistance Framework (UNDAF), regional strategies, and national priorities, plans and competencies.
  • Establish specific programme goals, objectives, strategies, and implementation plans based on results-based planning terminology and methodology (RBM). Prepare required documentations for programme review and approval.
  • Work closely and collaboratively with colleagues and partners to discuss strategies and methodologies, and to determine national priorities and competencies to ensure the achievement of concrete and sustainable results.
  • Provide technical and operational support throughout all stages of programming processes to ensure integration, coherence and harmonization of programmes/projects with other UNICEF sectors and achievement of results as planned and allocated.

Programme management, monitoring and delivery of results:

  • Plan and/or collaborate with internal and external partners to establish monitoring benchmarks, performance indicators, and other UNICEF/UN system indicators and measurements to assess and strengthen performance accountability, coherence and delivery of concrete and sustainable results for the assigned sector in health programmes.
  • Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with the government and other counterparts to assess progress and to determine required action/interventions to achieve results.

  • Participate in discussions with national partners, clients and stakeholders to promote health and development issues, especially in the areas of gender, emergency preparedness, maternal and neonatal health, and child survival and development.
  • Draft policy papers, briefs and other strategic programme materials for management use, information and consideration.
  • Participate in emergency preparedness initiatives for programme development, contingency planning and/or to respond to emergencies in country or where designated.

Networking and partnership building:

  • Build and sustain effective close working partnerships with health sector government counterparts, national stakeholders, as well as global partners, allies, donors, and academia. Through active networking, advocacy and effective communication, build capacity and exchange knowledge and expertise to facilitate the achievement of programme goals on child rights, social justice and equity.
  • Prepare communication and information materials for CO programme advocacy to promote awareness, establish partnerships/alliances, and support fund raising for health programmes (maternal, neonatal and child survival and development).
  • Participate and/or represent UNICEF in appropriate inter-agency (UNCT) discussions and planning on health-related issues to collaborate with inter-agency partners/colleagues on UNDAF planning and preparation of health programmes/projects, ensuring organizational position, interests and priorities are fully considered and integrated in the UNDAF process in development planning and agenda setting.

Innovation, knowledge management and capacity building:

  • Apply and introduce innovative approaches and good practices to build the capacity of partners and stakeholders, and to support the implementation and delivery of concrete and sustainable programme results.

Requirements
Educational Qualifications:

  • An Advanced University Degree in one of the following fields is required: Public Health / Nutrition, Pediatric Health, Family Health, Health Research, Global / International Health, Health Policy and / or Management, Environmental Health Sciences, Bio-Statistics, Socio-Medical, Health Education, Epidemiology, or another relevant technical field.

Experience:

  • A minimum of five years of professional experience in one or more of the following areas is required: public health/Immunization/nutrition planning and management, maternal and neonatal health care, or health emergency/humanitarian preparedness.
  • Experience working in a developing country is considered as an asset.
  • Relevant experience in a UN system agency or organization is considered as an asset.

Language Requirements:

  • Fluency in English is required. Knowledge of another official UN language or a local language is an asset.
