How Can You Make A Difference?
- In this role, under the supervision of the Deputy Representative Operations, the Operations Specialist will be responsible for strengthening risk assurance and compliance efforts in the context of a large/medium/small scale country office.
- You will also be responsible for providing complementary expertise, support, and monitoring related to the management of risk, including but not limited to the development, implementation, and continuous improvement of risk management practices at a process, systems, and entity level. In addition to this, the successful candidate will ensure the achievement of risk management objectives follows organizational rules and regulations, and acceptable ethical behavior; internal control; information and technology security; sustainability; and quality assurance.
- Moreover, he/she will provide analysis and reports on the adequacy and effectiveness of risk management and internal control.
Key Responsibilities
- Risk management support: Provide guidance and support the office in the annual risk assessment process and monitor the reliability of reports and their compliance with applicable rules and regulations
- Compliance support: Review the office systems, procedures, and processes for compliance with organizational rules and regulations and Enforce and strengthen internal controls
- Fraud risk Management support: Support the management of the office in collecting evidence to respond to OIAI’s queries when initially assessing allegations of fraud and misconduct or during actual investigations
- Oversight and advisory to the Management: Advise the management on actions to be taken to enforce and strengthen accountabilities for a robust, responsive, and transparent governance framework
- Create awareness/capacity building: Establish a system to document and report weaknesses in internal control and implement actions aimed at addressing internal controls gaps
- Any support needed from the regional office: On request, support the Regional Office in conducting reviews exercises in countries where Risk and Compliance positions are not established
Requirements
To qualify as an advocate for every child you will have:
- An advanced University Degree in Business Administration and Financial Management. Operations Management, Strategic Management, Risk Management, Audit, Investigation, Internal Control, Statistics and Data Analysis or Accounting certifications are considered as assets.
- At least 8 (eight) years of continuous professional work experience in Internal Audit, Internal Control, Risk and Compliance or another directly relevant area, several of which in internal audit. Experience in financial management, particularly developing and implementing financial control systems, ERM, audits, internal control preferably with international organizations, NGOs, and the UN.
- Field experience /familiarity with the Emergency context
- Fluency in English is required. Knowledge of another official UN language or local language of the duty station is considered an asset.

Purpose of Activity/Assignment
How can you make a difference?
- UNICEF Nigeria is commencing a new country programme, 2023-27. At the same time, new UNICEF processes for reporting and work planning have been introduced and will add to the office workload.
- The objective of the consultant is to provide support and quality assurance to end-year reporting, 2023-24 work planning, and ongoing front office processes including support to the country office management team (CMT) and maintaining the office risk register.
Scope of Work
- Under the overall guidance of the Deputy Representative, the Consultant will support the development and quality assurance of Donor reporting and Resource Mobilization materials and support the new Country Programme Development processes.
Key activities will include:
- Review and provide quality assurance of end-of-year reporting, including the Results Assessment Module (RAM) narratives and particularly the end-year summary narrative and the new CSI indicators.
- The consultant will work with inputs from outcome and output leads, the M4R monitoring manager, to provide editorial support for the outcome and output narratives and draft the end-year summary narrative.
- With the programme and planning manager in M4R, the consultant will provide quality assurance to federal and state work plans for 2023-24, based on the new country programme document and inputs from section chiefs, chiefs of field offices, and government partners.
- The consultant will provide guidance to sections on how to implement the work planning module of the RAM.
- Support secretariat functions for the Senior Management Team and Country Office Management Team (CMT), responsible for monitoring actions and the follow-up mechanisms.
- Ensure information is available for the management prior to the meeting and decisions are communicated to relevant people, responsible for the monitoring of actions and the follow-up mechanisms.
- Support sections and FO in maintaining updated risk registers and keeping the management abreast of critical risks, associated actions, and support.
- Maintain risk register as a special agenda item in the CMT meetings every quarter.

Summary of Main Responsibilities and Tasks
- The Gender and Development manager provides authoritative technical guidance/operational support throughout all stages of programming to facilitate the management and delivery of results contributing to gender equality and adolescent development.
- The role of the Gender and Development Manager is primarily technical and programmatic, with the normative advocacy and coordination roles serving as a secondary function.
Responsibilities include:
- Advise on strategic inclusion of gender and adolescent programming in all country-specific programming and planning and monitoring of budget allocation for gender equality and adolescent development.
- Support the evidence-based programme planning on gender and adolescents, incorporating robust measurement and evaluation of results.
- Provide technical leadership on integration of gender and adolescent into country programming phases, and in the programmatic assessment and institutional strengthening components of gender reviews
- Lead cross-sectoral collaboration and coordination on key programmatic results on gender and adolescent, ensuring coherence, maximization of synergies and efficiency in utilization of resources and delivery of results
- Support the strengthening of data systems and collection, as well as accountability mechanisms to monitor and evaluate progress on gender and adolescent results.

Academic credentials in gender are a strong asset
- Minimum of eight years of progressively responsible professional experience and demonstrated track record of having undertaken and led substantive programming and research on gender and development in key issue areas that are the focus of UNICEF’s Gender Action Plan.

Scope of Work:
- We are seeking expertise on strengthening the country's basic education system, specifically on making education spending more efficient, inclusive, and responsive to the needs of the most vulnerable children, with due emphasis on gender and disability.
The Country Office is requesting support concerning the following areas:
- Conduct a structural review of the education finance system in Nigeria.
- Develop a generic methodology to analyze education finance in Nigeria.
- Conduct a five years (2018-2022) trend analysis on education financing in Nigeria. Assess adequacy, efficiency, equity, transparency, and accountability of education finance in Nigeria using global, national level, state level and education institutional level data.
- Formulate results of estimates of adequate level of funding per pupil and identify factors contributing to better education finance for basic education with equity lens from policy perspectives.
- Building on the comprehensive review and analysis, produce a report, policy brief(s) and PowerPoint presentation(s) with key findings and concrete recommendations to improve education financing in Nigeria.
Qualifications
- Master's or Higher Degree Education in Public Policy, Economics, Education / ECE Policy or a related discipline
- A minimum of 5 years relevant professional experience in public sector analysis and its financing is required.
- At least 5 years experience conducting analysis and assessments, research, and writing technical papers and policy briefs or other publications on social sector and/or ECE/education and fiscal policy required.
- Experience in conducting efficiency analysis in the education sector with education data, and quantitative research, including conducting econometric modeling and microsimulations, programmatic and statistical support required.
- Knowledge of child- and gender-sensitive inclusive education, theories, and practices.
- Demonstrated experience working in the Sub-Saharan Africa region and knowledge of their education systems
- Experience in using school/district level data including assessment of learning outcomes is an asset
Other Skills and Attributes:
