Duties
- Incumbent will assist on a rotational basis in the Immigrant Visa (IV), Nonimmigrant Visa (NIV), and Correspondence (CU) Units, consisting of Locally Employed (LE) staff responsible for processing more than 170,000 NIV and 9000 IV applications annually.
- Will also act part-time as a consular cashier in the course of his or her assignment in IV, NIV, or CU. Screens incoming documentation and information from a variety of sources (public counters, the National Visa Center (NVC), the Department of Homeland Security (DHS), mail, phone calls).
- Checks documents submitted by pending IV and NIV applicants; organizes and tracks visa requests according to a complicated set of laws and procedures so that a Consular Officer can make decisions and ensure that they legal requirements of the application have been met. Works in a team to manage the day-to-day functions of the unit.
- The job holder is required to assist and provide support for all officers and Team Leads as needed.
- Performs highly complex work for CU, including providing NIV and IV information to the public and responding to inquiries.
Qualifications and Evaluations
Education Requirements:
- Completion of two (2) years of College or University studies is required.
Experience:
- Three (3) years of experience in areas related to customer service or work applying regulatory material is required.
Job Knowledge:
- Must develop a detailed knowledge of U.S. immigration laws, regulations, and procedures.
- Working knowledge of NIV and IV software and Consular Consolidated Database is required post entry. Before working as a cashier, incumbent must also be thoroughly familiar with the management controls outlined in the Foreign Affairs Handbook and the ACRS Cashier User Manual
Evaluations:

Language:
- Fluent in speaking/reading/writing of English is required. Fluent in speaking/reading/writing of Yoruba, Igbo or Hausa is required.

Basic Function:
- The incumbent is responsible for the management, planning, programming, administration, and execution of the Office of Security Cooperation's (OSC's) military training portfolio with the Armed Forces of Nigeria, which includes the International Military Education and Training (IMET) program, the Expanded IMET (E-IMET) program, the Combatting Terrorism Fellowship Program (CTFP), Foreign Military Sales (FMS) program, and the Aviation Leadership Program (ALP). Combined budgets of IMET, E-IMET, CTFP, and ALP approaches over $3M annually, while Foreign Military Financing (FMF) training programs are approximately $22M in value. Position is directly supervised by the OSC Chief.
Qualifications and Evaluations
Education Requirements:
- University Degree or equivalent specifically in Training Management, Human Resources, Management, Public Administration or Business Administration is required.
Experience:
- Minimum of two (2) years administrative, financial and management related skills is required. An additional minimum of (2) years experience in project planning, execution, and management is required.
Skills and Abilities:
- Must be able to establish and maintain effective, diplomatic relationships with high-ranking Nigerian military officials and the U.S., and work with international military and governmental students of different ranks and educational backgrounds.
- In addition, the ability to organize, plan, write reports, and work independently is required.
Job Knowledge:
- Thorough knowledge of both host country and U.S. military technical regulations and procedures pertaining to the implementation of IMET, E-IMET, FMS, CTFP, and ALP training programs is required. Start Date: Candidate must be able to begin working within a reasonable period of time (6 weeks) of receipt of agency authorization and/or clearances/certifications or their candidacy may end.
Duties
- This position is located in the Financial Management Center (FMC) and acts as the principal Payroll Liaison and a Voucher Examiner for the U.S. Mission in Nigeria.
- The incumbent coordinates the Mission payroll activities for State Department and other agencies employees with the Financial Service Center in Charleston.
- The position also reviews and processes all types of vouchers submitted for payment from State Department and more than 13 other agencies, e.g. Foreign Agricultural Service, Foreign Commercial Service, Federal Bureau of Investigation, Drug Enforcement, Health & Human Services, USAID, various military agencies, etc.
Requirements, Qualifications and Evaluations
Education Requirements:
- At least two (2) years of University Studies is required.
Experince:
- A minimum of three (3) years of financial experience is required.
Job Knowledge:
- Advanced knowledge of regulations governing voucher examination and sensitive payroll information is required.
Evaluations:
- This may be tested. Please specify your level of proficiency in the language listed.

- Fluency in speaking/reading/writing of English is required.
Skills and Abilities:
- Ability to work with little guidance, good attention to details, ability to work under pressure, excellent interpersonal skills, ability to analyze and resolve issues, excellent customer service skills, ability to effectively utilize computer and financial software is required.
- Moderate keyboard/typing skills with good working speed and accuracy is required.
- Proficiency in Microsoft Office suite and in a vast array of proprietary software is required to maintain post databases and execute daily job functions.
- Must possess an eye for compliance and audit functions, with ability to quickly assess and adjudicate whether supporting documentation is valid.
- Strong quantitative and numerical skills required for the job are essential for ensuring the accuracy of voucher calculations and time and attendance reports.
Benefits
Salary:
- NGN 6,455,212 (USD 38,894) Annually.
