Context and Justification
- Following the ratification of the Paris Agreement in 2017, Nigeria committed itself to reduce its Greenhouse Gas (GHG) emissions unconditionally by 20% and conditionally by 47% come 2030 in line with its Nationally Determined Contributions (NDC) pledge.
- To support the Federal Government of Nigeria’s efforts towards the fulfilment of its conditional NDC target, the European Union (EUD) through the provision of technical assistance for the implementation of the Nigerian Climate Change Response Programme (NCCRP) is supporting the country with the objective (among others) to establish the Measurement, Reporting and Verification (MRV) framework and implement sustainable MRV systems for waste and energy sectors (Task 1).
- The technical assistance for the implementation of the NCCRP is being provided by the Conseil Santé Consortium (French consulting company) in accordance with the methodology document that it developed in this regard (NCCRP methodology), to support the Department of Climate Change (DCC), Federal Ministry of Environment, as the main beneficiary. A participatory approach is adopted by the Conseil Santé Consortium (see annex) involving consultations between the Technical Assistance Team (TAT), the staff of the DCC and other institutions involved in the institutional MRV framework.
- Largely focused on mitigation-related MRV, the NCCRP Task 1 covers the MRV of GHG emissions and MRV of mitigation actions. The main activities to be developed under this task are the following:
- Development of the legal architecture for the institutional MRV;
- Set up the MRV for the energy and the waste sectors;
- Capacity development of data management and reporting procedures (e.g. training, capacity building, workshops).
- National greenhouse gas (GHG) inventories constitute a major component of the information communicated by countries under the current MRV system and also the upcoming reporting under the Enhanced Transparency Framework (ETF) for action and support referred to in Article 13 of the Paris Agreement. They are required to keep track of GHG emissions and removals and progress towards implementing Parties NDC under Article 4 of the Paris Agreement.
- Some activities were already carried out under the development of the legal architecture for the institutional MRV including the analysis of the international regulations on MRV and Enhanced Transparency Framework (ETF) established under the Paris Agreement, and the analysis of the Nigeria’s current legal and institutional capacity frameworks in the energy sector.
- The purpose of the consultancy is to build the capacity of stakeholders on greenhouse gas inventories (GHG) in the energy sector in accordance with the NCCRP methodology (Intervention 1.4 “Development and implementation of the sectoral MRV frameworks” and Intervention 1.5 “Pilot application for the energy and waste sectors”). The Conseil Santé Consortium is seeking the services of an international consultant who needs to be engaged to carry out this mission, as described below.

Objective of the Mission
- The goal of the consultancy is to provide Nigeria with capacity-building and technical support for preparing and reporting GHG inventories in the energy sector.
Specific Objectives of the Mission
The main objectives of this consultancy are outlined as follows:
- Specific objective 1: Develop data collection templates and an associated data collection tool
- Specific objective 2: Train stakeholders on GHG inventory 2006 IPCC methodologies and the use of GHG inventories tools.

- General Experience: Minimum of 10 years’ professional experience in missions with similar tasks, out of which at least 3 years in African countries; Experience in the field of climate change, and specifically in capacity building for the GHG inventories, and development of GHG inventory tools.
- Specific Experience: Knowledge in:
- Knowledge in transparency framework and reporting requirements based on the UNFCCC and Paris agreement
- Thorough knowledge and hands-on experience with the 2006 IPCC Guidelines and IPCC software;
- Familiar with 2019 Refinement for the 2006 IPCC Guidelines; Specific Experience with GHG monitoring using IPCC software and reporting requirements under UNFCCC (e.g. national communications, biennial update reports, etc.); Carried out at least two assignments of a similar nature in developing countries, Nigeria would be an asset.

Context and Justification
- A National Consultant (Website Coordinator) is being recruited as a resource person and advisor to provide technical support for the management and coordination of maintenance of the NCCRP website. This is a key activity and an integral part of the Nigerian Climate Change Response (NCCRP) Task 2.
- The dissemination of climate change knowledge and raising awareness of climate change issues among diverse Nigerian audiences constitute the essential core of the NCCRP task.
- Scheduled for execution in collaboration with Working Groups, subject-matter specialists, officials of the Department of Climate Change and other external stakeholders.
- The activity, in line with the approved NCCRP Communications and Visibility Plan and under the supervision of Key Expert, Capacity Building & Communications is intended to promote the awareness of climate change issues among both internal and external NCCRP audiences.

- To support Nigeria’s efforts towards the fulfilment of its conditional NDC target, the Federal Government of Nigeria is being supported by the European Union (EUD) through the provision of technical assistance for the implementation of the Nigerian Climate Change Response Programme (NCCRP) with the following objectives:
- Implement appropriate mitigation measures;
- Enhance the national capacity to adapt to climate change;
- Raise the profile of Climate Change Science, technology, research, and development;
- Increase public awareness and encourage private sector participation in combating climate change;
- Strengthen national institutions and mechanisms for effective climate change governance.
- Operational since January 2020, the NCCRP in a bid to support the dissemination of climate change knowledge and raise awareness through campaigns finds it necessary to endow itself with a website as a tool to reach out to external audiences.
- The programme therefore intends to digitise, catalogue and display on its website, initiatives that speak to Nigeria´s efforts of living up to its pledge on Nationally Determined Contributions, along with other pertinent programme information and allied content.
- It is hoped that the NCCRP´s move towards a more robust web presence will make it more accessible to key stakeholders and the public. Additionally, the website will position the programme as a readily accessible source of credible information on climate change across Nigeria and beyond.
- Largely mitigation focused, the technical assistance for the implementation of the NCCRP is being provided by the Conseil Santé Consortium (French consulting company) with the Department of Climate Change (DCC), Federal Ministry of Environment, as the main beneficiary.
- A participatory approach is adopted by the Conseil Santé Consortium (see annex) involving consultations between a Technical Assistance Team (TAT), the staff of DCC and sectoral stakeholders brought together in technical Working Groups during the NCCRP inception phase workshop.
- The Working Groups are instrumental to the smooth preparation and execution of technical aspects of the NCCRP. In this process, based on their expertise and knowledge of the Nigerian situation, they shall identify task-related priorities, potential problems, options for solutions, action plans, and recommendations for a smooth implementation of action plans, etc.
- It is expected that TAT members with the support of Non-Key Experts and National Short-Term Experts will facilitate the day-to-day execution of planned activities.
Objectives of the Mission
- The goal of the consultancy is to provide technical support to and facilitate the redesign, production of content, management, and maintenance of the NCCRP website, which is the programme’s window to prioritised audiences as emphasised in the NCCRP Communication and Visibility Plan.
Specific Objectives of the Mission
The main objectives of this consultancy are outlined as follows:
- If necessary, redesign the website to augment its ability to disseminate informative and engaging content.
- Provide technical support (assistance, guidance, analytical tools, concepts, etc.) to the provision of a strong design sense, including modern web design trends and best practices and execution of compelling visual user experiences.
- Highlight the impact of climate change, sectoral contributions, and efforts of both the Nigerian Government as well as the private sector to mitigate the impact of climate change.
- Amplify the voices of residents from different communities on climate change issues affecting them.
Tasks to be Carried Out - No. of WDs
The Mission will be carried out in three steps, according to the provisional Work Schedule found below:
- If necessary, make propositions to the Key Expert for the improvement of the methodology suggested by Conseil Santé Consortium to achieve the objective of the Mission;
- In coordination with the Key Expert, organise meetings with the Working Group and external stakeholders as required to perform stipulated tasks;
- Participate in other organised meetings and consultations taking place during the Mission;
- Undertake other tasks as required to achieve the Mission´s objectives.
The duration of the 70-day mission will be spread over 24 months, and the consultant will be expected to carry out the mission in consultation with the Key Experts and the Conseil Santé / SOFRECO information technology team in France. However that during the mission, and beyond key tasks, the Consultant will be required to carry out the following:

The total duration of this segment of the Mission is estimated at 10 Working Days. The Mission will be carried out in different steps, according to the schedule outlined below.
The duration of the first step of the Mission will be 10 Working Days spread over a period of 1 month during which a new and revamped website design architecture will be presented to Conseil Sante for approval.
The subsequent steps will last 60 Working days spread over a period of 24 months during which web pages will be updated, new content solicited and uploaded, and website maintenance performed.
Website Coordination - Specific Tasks:
- Implement the proposed revisions and redesign of the website, as approved by Conseil Santé. This website should be in WordPress format;
- Create artwork with Photoshop and InDesign for awareness and sensitisation campaigns/mailers/pitches;
- Manage the movement of communication product samples among programme implementing partners;
- Coordinate content creation;
- Solicit and aggregate missing required communication product information from the Technical Assistance Team (TAT);
- Create all web content and site updates, e-newsletters, landing pages, and online campaigns;
- Research, inventory, and analyse existing content;
- Procure existing content and edit/adapt the information for public audiences;
- Responsible for assuring content quality and accessibility of digital assets;
- Responsible for content-driven website analytics.
The total duration of this segment of the Mission is estimated at 70 Working Days.
The Mission will be carried out in three steps, according to the provisional Work Schedule found below. The duration of the first step of this segment will be 10 Working Days spread over a period of 1 month, while the second step will last 60 Working Days spread over a period of 23 months (content upload and maintenance at a minimum rhythm of 2 days per month).

Context and Justification
- A Senior Consultant is being recruited as a resource person and advisor to provide technical support to the production of NCCRP radio programmes, short videos, and a 26-minute long NCCRP documentary video. This is a key activity and an integral part of the Nigerian Climate Change Response (NCCRP) Task 2.
- The dissemination of climate change knowledge and raising awareness of climate change issues among diverse Nigerian audiences constitute the essential core of the NCCRP task
- Scheduled for execution in collaboration with Working Groups, subject-matter specialists, officials of the Department of Climate Change and other external stakeholders, the activity is intended to promote the visibility of the programme in line with the approved NCCRP Communications and Visibility Plan under the supervision of Key Expert Capacity Building & Communications.
- Following the ratification of the Paris Agreement in 2017, Nigeria committed itself to reducing its Greenhouse Gas (GHGs) emissions unconditionally by 20% and conditionally by 45% by 2030 in line with its Nationally Determined Contributions (NDC) pledge.
- To support Nigeria’s efforts towards the fulfilment of its conditional NDC target, the Federal Government of Nigeria is being supported by the European Union (EUD) through the provision of technical assistance for the implementation of the Nigerian Climate Change Response Programme (NCCRP) with the following objectives:
- Implement appropriate mitigation measures;
- Enhance the national capacity to adapt to climate change;
- Raise the profile of Climate Change Science, technology, research and development;
- Increase public awareness and encourage private sector participation in combating climate change;
- Strengthen national institutions and mechanisms for effective climate change governance.
- Largely mitigation-focused, the technical assistance for the implementation of the NCCRP is being provided by the Conseil Santé Consortium (French consulting company) with the Department of Climate Change (DCC), Federal Ministry of Environment, as the main beneficiary.
- A participatory approach is adopted by the Conseil Santé Consortium (see Annex) involving consultations between a Technical Assistance Team (TAT), the staff of DCC and sectoral stakeholders brought together in technical Working Groups during the NCCRP inception phase workshop.
- The Working Groups are instrumental to the smooth preparation and execution of technical aspects of the NCCRP. In this process, based on their expertise and knowledge of the Nigerian situation, they shall identify task-related priorities, potential problems, options for solutions, action plans, and recommendations for a smooth implementation of action plans, etc.
- It is expected that TAT members with the support of Non-Key Experts and Short-Term International Expert will facilitate the day-to-day execution of the planned activities.
Objectives of the Mission
- The goal of the consultancy is to provide technical support to and facilitate the production of the following:
- 40 episodes of “Save Our Planet” radio programmes (30 minutes each);
- Short video stories;
- A 26-minute-long video documentary.
- In summary, the content of the radio and video programmes ranges from the definition of climate change, its manifestations across different zones in Nigeria, its impact on health, human experiences of climate change and the practice of adaptation measures to concrete climate change mitigation efforts of the Federal Govern of Nigeria and contributions from the Private Sector.
- The deliverables are key components of the NCCRP Communication and Visibility Plan.
Specific Objectives of the Mission
The main objectives of this consultancy are outlined as follows:
- Provide technical support (assistance, guidance, analytical tools, concepts, etc.) to the pre-production, production, and post-production operations of the 26-minute NCCRP video documentary and “Save Our Planet” radio programmes;
- Highlight and educate Nigerian audiences on the causes, the impact of climate change across different sectors, sectoral contributions to climate and efforts of both the Nigerian Government and the private sector to mitigate the impact of climate change;
- Translate the content of developed radio and video scripts into appealing audio/visual media;
- Amplify the voices of diverse community residents on climate change issues affecting them;
- Empower Nigerian audiences to better understand the roles and contributions of different actors towards addressing the impact of climate change on Nigerians.

The Mission will be carried out in three steps, according to the provisional Work Schedule found below.
- The duration of the 160-day mission will be spread over 11 months, and the consultant will be expected to carry out the mission in consultation with the Key Expert across designated States and locations in Nigeria as identified in the shooting script/production schedule.
- Note however that during the mission, and beyond key tasks, the Consultant will be required to carry out the following:
- If necessary, make propositions to the Key Expert for the improvement of the methodology suggested by Conseil Santé Consortium to achieve the Mission;
- In coordination with the Key Expert, organise meetings with the Working Group and external stakeholders as required to perform stipulated tasks;
- Participate in other organised meetings and consultations taking place during the Mission;
- Undertake other tasks as required to achieve the Mission´s objectives.
- Indicative Commencement Date: 10/2022
- Specific objective 1: Provide technical support to produce 40 episodes of NCCRP “Save Our Planet” radio programmes (30 minutes each), short video stories for upload on to NCCRP website and approved social media pages as well as a 26-minute-long video documentary in collaboration with the established Working Groups and other subject-matter specialists as directed by KE4.
- Sub-objective 1.1: Facilitate the presentation, recording of radio programmes in the studio, execution of pre-production and post-production of integral video clips, (recording of audio tracks, interviews/testimonies of subject-matter specialists and characters as outlined in the script).
- Intervention A 2.2: Climate Change focused radio and video programmes are produced and disseminated to different Nigerian audiences
- A 2.2.1 Review of the scripts and development of production schedules (radio & video) carry out the identification of key locations, including the logging of gathered audio-visual assets as outlined in the shooting script of the NCCRP video programmes
The Consultant will be required to carry out the following:
- If necessary, make propositions to the Key Experts for the improvement of the methodology suggested by Conseil Santé Consortium to achieve the Mission;
- In coordination with the Key Expert, organise meetings with the Working Group as required to perform the above tasks;
- Participate in other organised during workshops/meetings taking place during the Mission;
- Undertake other tasks as required to achieve the Mission´s objectives.
- The total duration of this segment of the Mission is estimated at 48 Working Days and dedicated to the review of scripts identification of key locations, including the logging of gathered audio-visual assets. The Mission will be carried out in three steps, according to the provisional Work Schedule found below.
- The duration of the first step of the Mission will be 18 Working Days spread over a period of 1 month, while the second step will last 30 Working days.
- The remaining working days are spread over a period of 11 months to take care of the actual production and transmission of programmes (radio & video).
Radio Programme Production-Specific Tasks
- Undertaking general research for programmes and general administrative duties;
- Arranging and overseeing guest visits and other freelance staff;
- Maintaining up-to-date contact lists and producing transcripts, programme logs and running orders;
- Recording programme costs and preparing contracts and payments for guests and contributors;
- Answering and archiving past programmes including details of calls for phone-ins and competitions;
- Booking resources, facilities, studio time and equipment;
- Editing audio packages with digital editing software;
- Assisting the production teams with timekeeping and recording of transmissions;
- 'Driving the desk' for some pre-recorded or live programmes;
- Contributing to the creative input of a show, for example writing cues and updating scripts;
- Liaising with publicity departments about programme trailers and competition prizes.
Video Production-Specific Tasks
- Review the documentary shooting script and develop a storyboard to be used in the shooting and production of the documentary;
- Conduct field visits to identified sites in the shooting script and interview residents of communities and local leaders on climate change impact that they have experienced;
- Interview selected interviewees for the documentary who shall include women, local government officials, the NCCRP implementation team and entrepreneurs from the private sector ;
- Present a draft documentary to NCCRP for review/comments;
- Incorporate the comment and produce a final 26-minute documentary on DVD and raw footage for the NCCRP.

Expert(s)’ Profile(s)
- Education & Training: Minimum of Bachelor's Degree in Media Communications, Journalism, Film Making, Broadcast Technology, Social Sciences, or any other related field. A Master's Degree in Communications, Journalism, Film Making, Broadcast Technology, Multimedia Production or other related fields will be an added advantage.
- Significant experience (five years or more) of working with audio and video production may be considered in place of an academic degree.
- A professional certificate from a multimedia production institute is an asset.
- General Experience At least 5 years of professional experience in producing quality audio (podcasts), High-Definition videos for social media, particularly Youtube.
- Experience in the field: Development of communications and advocacy pieces for dissemination via a mix of communication channels in conformity with the emerging and ongoing needs of the Nigerian Climate Change Response Programme.
- Specific Experience: Knowledge of using audio editing software (Audacity, Adobe Audition, Sound Forge or Protools) graphic design software packages for social media, Final Cut Pro (FCP), Adobe Premiere or other professional video editing software.
- Specific Experience Familiarity with Nigeria's environmental/climate laws and ability to proactively engage sound studio/filming crew members in different settings. Understanding video and social media communications of other development organisations (e.g., UNICEF, European Union, World Bank, ADB) is an asset.

- To support the Federal Government of Nigeria’s efforts towards the fulfilment of its conditional NDC target, the European Union (EUD) through the provision of technical assistance for the implementation of the Nigerian Climate Change Response Programme (NCCRP) is supporting the country with the objective (among others) to establish the Measurement, Reporting and Verification (MRV) framework and implement sustainable MRV systems for waste and energy sectors (Task 1).
- The technical assistance for the implementation of the NCCRP is being provided by the Conseil Santé Consortium (French consulting company) in accordance with the methodology document that it developed in this regard (NCCRP methodology), to support the Department of Climate Change (DCC), Federal Ministry of Environment, as the main beneficiary.
- A participatory approach is adopted by the Conseil Santé Consortium (see annex) involving consultations between the Technical Assistance Team (TAT), the staff of the DCC and other institutions involved in the institutional MRV framework.
- Largely focused on mitigation-related MRV, the NCCRP Task 1 covers the MRV of GHG emissions and MRV of mitigation actions.
- The main activities to be developed under this task are the following:
- Development of the legal architecture for the institutional MRV;
- Set up the MRV for the energy and the waste sectors;
- Capacity development of data management and reporting procedures (e.g. training, capacity building, workshops).
- National greenhouse gas (GHG) inventories constitute a major component of the information communicated by countries under the current MRV system and also the upcoming reporting under the Enhanced Transparency Framework (ETF) for action and support referred to in Article 13 of the Paris Agreement.
- They are required to keep track of GHG emissions and removals and progress towards implementing Parties NDC under Article 4 of the Paris Agreement.
- Some activities were already carried out under the development of the legal architecture for the institutional MRV including the analysis of the international regulations on MRV and Enhanced Transparency Framework (ETF) established under the Paris Agreement, and the analysis of the Nigeria’s current legal and institutional capacity frameworks in the waste sector.
- The purpose of the consultancy is to build the capacity of stakeholders on greenhouse gas inventories (GHG) in the waste sector in accordance with the NCCRP methodology (Intervention 1.4 “Development and implementation of the sectoral MRV frameworks” and Intervention 1.5 “Pilot application for the energy and waste sectors”).

- Education and Training: Minimum Qualification: relevant University Degree, preferably M.Sc, or equivalent, in Environmental Sciences, Policy, Engineering, or Economics or other related fields (e.g. Waste Sector).
- General Experience: Minimum of 10 years’ professional experience in missions with similar tasks, out of which at least 3 years in African countries; Experience in the field of climate change, and specifically in capacity building for the GHG inventories, and development of GHG inventory tools.
- Specific Experience: Knowledge in (i) knowledge in transparency framework and reporting requirements based on the UNFCCC and Paris agreement (ii) thorough knowledge and hands-on experience with the 2006 IPCC Guidelines and IPCC software; (iii) familiar with 2019 Refinement for the 2006 IPCC Guidelines; Specific Experience with GHG monitoring using IPCC software and reporting requirements under UNFCCC (e.g. national communications, biennial update reports, etc.); Carried out at least two assignments of a similar nature in developing countries, Nigeria would be an asset.

- Set up the MRV for the energy and the waste sectors;
- Capacity development of data management and reporting procedures (e.g. training, capacity building, workshops).
- A robust mitigation actions and their effects measurement system is needed for assessing mitigation actions and their effects on a more continuous basis. It is a way to organise and structure all the steps and elements needed to assess, report, review, archive, and improve assessment mitigation actions and their effects.
- It comprises both the documentation of the measurement of mitigation actions and their effects themselves as well as documents associated with the measurement e.g., work plans, manual of procedures, legal and organisational basis, responsibilities, reporting obligations, etc.
- The purpose of the consultancy is to develop a manual of procedures for preparing and managing the mitigation actions and their effects measurement in Nigeria in accordance with the NCCRP methodology (Intervention 1.3 “Development and implementation of the institutional MRV framework”, Activity 1.3.2: Capacity building for the implementation of the MRV framework).

- The main objective of this consultancy is to develop a mitigation actions and their effects measurement manual of procedures for providing guidance for the measurement planning, preparation and management in Nigeria.

Title of the Position(s):
- One international expert will be recruited to carry out this mission: International Technical Expert for the development of a manual of mitigation actions and their effects measurement procedures
Expert Profile
- Education & Training: Candidates should possess relevant University Degree, preferably with MSc, or equivalent, in Environmental Sciences, Policy, Engineering, or Economics or other related fields.
- General Experience: Minimum of 10 years’ professional experience in missions with similar tasks, out of which at least 3 years in African countries; Experience in the field of climate change, and specifically in building mitigation actions and their effects measurement systems.
- Specific Experience: Knowledge in:
- In transparency framework and reporting requirements based on the UNFCCC and Paris agreement
- 2006 IPCC Guidelines for National Greenhouse Gas Inventories;
- Assessment of mitigation actions and their effects;
- Mitigation actions and their effects measurement management system; Specific Experience with the design of a mitigation actions and their effects measurement manual of procedures, reporting requirements under UNFCCC (e.g. national communications, biennial update reports, etc.); Carried out at least two assignments of a similar nature.
