1.) Monitoring, Evaluation and Learning (MEL) Officer

Program / Department Summary

  • Mercy Corps is currently implementing the STWASH activity in Borno, Adamawa, and Yobe states as well as moving into Abia, Delta and Imo State under the E-WASH program.
  • The activity was awarded on March 20, 2020. STWASH is expanding access to improved water resources by increasing the supply and maintenance of key water distribution infrastructure (including piping systems/reticulation, water storage tanks, and tap stands for public use towns) that will provide access to safe, reliable, and inclusive water sources for at least 140,000 people. Its approach to reaching the target population is to focus on rehabilitation, improvement, and repair of existing water points that serve the communities most in need of water and sites that have the potential for the highest increase in water yield.
  • STWASH is also strengthening the WASH service authorities, management entities, and service providers, as well as the civil society actors who hold them accountable. This is critical to expanding WASH access and ensuring the overall sustainability of services.

General Position Summary

  • The Monitoring, Evaluation and Learning (MEL) Officer will work with the Mercy Corps program team as well as partner organizations in Abia, Delta and Imo States to oversee and ensure the collection of quality MEL data for the program.
  • The MEL Officer will be responsible for supporting the MEL Advisor to oversee the monitoring and data collection of programs, lead baseline, midterm, and end-line surveys, analyze data to provide insight to project team, and contribute to report writing.
  • S/he will ensure that performance monitoring and results reporting tools and processes across the entire program are in place, effectively implemented and well synchronized between the three program states.
  • The MEL officer will be an integral member of the program team's learning and reflection processes, leading discussions on participant feedback.

Essential Job Responsibilities
Strategy and Vision:

  • Develop MEL Plan(s) for programs and
  • Develop a system for reporting and validating program data (Excel, Tola, Access)
  • Work closely with the program teams and local partners, to ensure effective monitoring, evaluation and reporting of program activities and results.
  • Coordinate reporting with partners, specifically tracking deadlines, ensuring adherence to monitoring formats and requirements, ensuring reporting quality and accuracy, and periodic report writing, editing, and
  • Compile progress against indicators and report back to the team according to the monitoring
  • Develop Data Quality Assessment
  • Perform spot checks on the team’s data collection and reports each
  • Actively participate in any additional evaluation MEL activities including but not limited to baseline surveys, mid-term, end-line surveys, evaluations, and household surveys.

MEL Technical Support:

  • Develop and adopt M&E tools with approval from the MEL Lead for measuring and reporting indicators performance.
  • Provide technical support in developing baseline surveys, assessments, and studies.
  • Contribute to updating the log frame and results against program indicators with more detailed input for preparing monthly, quarterly, and annual reports.
  • Develop questionnaires and conduct field interviews of the various stakeholders involved in the project
  • Visit project sites for monitoring and quality assurance of water point construction and repairs.
  • Monitoring and data checks on urban water supply activities to ensure reporting compliance.
  • Capacity building of partners and state government authorities.
  • To undertake regular data collection through state partners and ensure the quality of the data by verifications and validations.
  • Provide feedback to state partners and staff on project performance based on data collected and findings, and lead state partner staff in reviewing project plans as part of the learning and sharing process.

Program Management:

  • Contribute to learning/research
  • Build the capacity of all relevant team members to implement program monitoring tools, accurately enter program data into relevant databases, and enable them to develop excellent reports and other documents.
  • Build the capacity of our local partner organizations through ongoing training and support on monitoring tools, entering program data into databases, the development of reports and other documents.
  • Document lessons learned and success stories on the project.
  • Ensure adherence to program management minimum standards in carrying out his/her duties,advising and supporting other staff in the same as required.

Knowledge and Experience

  • BA/S or equivalent, preferable in Economics, Statistics, Business Administration, Public Administration, International Development or similar field.
  • 1 - 3 years MEL experience.
  • Fluent in both spoken and written English with a good knowledge of Igbo.
  • Previous experience working on USAID-funded programs is preferred.
  • Relevant experience in field survey/data collection techniques, data entry, data verification, analysis, and reporting.
  • Good understanding and skills in data management.
  • Strong computer literacy with full knowledge of MS Office applications; knowledge of data science and programming is plus but not required.
  • Strong team coordination, listening, and consensus-building skills.

2.) Subaward and Organizational Capacity Building Senior Officer

Program / Department Summary

  • Waves of resource-based, ethnic, and sectarian conflict, rising criminality and banditry, and expanding violent extremism are rendering North Central and Northwest Nigeria increasingly insecure.
  • While multiple initiatives seek to address the complex causes of violence, community and security responses to drivers and triggers are often piecemeal at best, and ineffectual at worst.
  • Existing Early Warning and Early Response (EWER) systems suffer from slow responses, poor coordination, top-down mandates that limit community ownership, weak dispute resolution skills among responders, little political and financial investment, leadership structures that exclude women and youth, and scant rigorous evidence. The result of ineffective EWER systems is that unchecked, violence proliferates.
  • To examine and mitigate these barriers, Peace Action for Rapid and Transformative Nigerian Early Response (PARTNER) will pursue a bold approach to collaboration across local, international, government, non-government, community, state, and security stakeholders. Our consortium of Government Agencies and CSOs will be led by Mercy Corps in a mentorship capacity in Years 1 and 2, after which local partners will assume leadership, working hand-in-hand with other consortium members. Local ownership, fueled by iterative organizational performance assessment and capacity strengthening, will inform each component of the proposed sustainable, flexible, and evidence-based national EWER system that builds on existing locally-led and gender-sensitive conflict management mechanisms for vertical integration; incentivizes quick responses through horizontal coordination; and fosters increased trust in security and government actors to promote inclusive and collective action.
  • By embedding EWER innovations within formal structures from the beginning, PARTNER will increase Nigeria’s self-reliance in leading a holistic, coordinated, and effective effort to promote sustainable peace.

General Position Summary

  • The Subaward and Capacity Building Senior Officer (SCB Senior Officer) will support the development, implementation and review of capacity-building activities for PARTNER subaward partner, West African Network for Peacebuilding (WANEP) under the PARTNER project.
  • The position is based in Abuja with frequent travel to Lagos and the North Central and North West states. The position requires a strong background in institutional capacity development of CSOs, experience with conflict and civil society development programs, and a sound understanding of general program implementation in challenging environments.
  • The SCB Senior Officer will assess the strengths and gaps related to technical, MEL, financial, operations, compliance, advocacy, human resources, and other areas, focusing on standard organizational practices and systems, which should set the organization on a healthy, sustainable track.
  • The outcome of this assessment will be a succinct report that includes both qualitative reflections as well as self-assigned scores for each category.
  • The SCB Senior Officer will develop a detailed capacity strengthening plan that outlines capacity goals for WANEP and specific strategies to meet those goals.
  • In consultation with USAID, the SCB will set specific milestones each year that will indicate the degree to which WANEP is prepared to take over the leadership role of the program, and when.
  • These milestones will cover technical skills and knowledge capacities related to EWER and peacebuilding, financial systems, skills, and compliance procedures, including sub-grant management, as well as harder-to-quantify ‘soft skills’ in convening, advocacy, influence, and other traits determined to be essential for the success of the PARTNER project
  • SCB Senior Officer is responsible for the development and/or context-appropriate refinement and adaptation of training elements, modules and tools to ensure high-quality organizational development and growth for WANEP and other consortium partners.
  • This includes leading facilitative processes to assess partners’ capacity strengths and gaps and using results to design targeted skills-building programs.
  • S/he will work with national staff to develop and implement trainings, support peer-to-peer knowledge sharing and strengthen organizational systems and structures for PARTNER’s partners.
  • The SCB Senior Officer works in coordination with a Technical Advisor within the offices of WANEP, who will work closely within the team to provide guidance on technical approaches related to EWER, social cohesion strengthening, and MEL and CLA. This placement will ensure continuous support as well as seamless coordination between WANEP and Mercy Corps.
  • In addition to the Technical Advisor, financial and compliance support will be continuous throughout the program. Mercy Corps’ finance, sub-award, HR, and operations/procurement officers and WANEP will establish regular touchpoints, by facilitating a monthly ‘accompaniment’ day in which Mercy Corps’ Mercy Corps’ finance, sub-award, HR, and operations/procurement team sits within the WANEP office to help strengthen financial and operational systems.
  • The SCB is responsible for managing the programmatic and operational aspects of sub-awards issued under the program in Mercy Corps Nigeria.
  • Working with the sub-award team, identifying new sub-grantees & participating in the due diligence process and drafting sub-award agreements.
  • S/he will also lead efforts to build the capacity of local sub-recipients to meet the finance and compliance requirements of the relevant program’s prime donor and other donors so that these local organizations develop professional personnel and systems.
  • Work closely with consortium-level sub-recipient organizations to ensure they are issuing, managing and monitoring subawards in accordance with the sub-award agreement.

Essential Job Responsibilities
Partner Capacity Building:

  • Provide strategic program guidance and technical support for the CSO capacity-building portion of the program, through the provision of support to field staff and partner organizations as required and in coordination with the relevant program team
  • Develop strong relationships with partner organizations.
  • Supervise the capacity assessment of identified organizations using Mercy Corps’ Organizational Capacity Index (OCI) tool and using OCI findings, support partner organizations to create capacity development plans.
  • Refine organizational development tools and recommend best approaches for partner capacity development based on existing Mercy Corps knowledge and experience.
  • Develop and/or refine existing CSO capacity-building curricula to fit local context and capacity.

  • Review sub-recipient programmatic reports for correctness and completeness in line with finance reports and ensure that reports are submitted on time. Follow up in resolution of program & finance performance report issues.
  • Organize coordination meetings & programmatic correspondence with the sub-recipient for creating smooth relationships.
  • Process the request for procurement for grant & sub-grants, assist in developing forecast & activity plan & review Actual versus budget variance analysis together with finance

  • A minimum of 4 years of experience and proven high-level competence in working with NGO/INGO capacity-building programs, ideally in relief and/or post-conflict settings.
  • An understanding of the status of CSOs in Nigeria and the challenges to strengthening the capacities of civil society is an advantage.
  • Strong knowledge of, and experience with organizational development of CSOs in challenging environments and an ability to inform the content and method of organizational development training.
  • Proven track record in staff and stakeholder training and capacity building.
  • Strong knowledge and understanding of conflict mitigation, peace building and negotiation is an advantage.
  • Strong knowledge of gender-related activities.
  • Strong leadership, communication and project management skills.

With the ongoing insurgency in Northeast Nigeria causing the displacement of millions of individuals, Mercy Corps started its humanitarian response in 2014 to address the rising humanitarian needs.

  • The cashTransfer Programming (CTP) Program Assistant is responsible for assisting in the implementation of CTP activities in the intervention community of Damboa in Southern Borno State.
  • With support from the program officer – Cash & Voucher He/she will assist the program Officer to supervise all project selection and planning project assets, Local Government and Community liaison work, monitoring and payment.
  • The CTP program assistant will report to the cash and Voucher Program Officer and work collaboratively with fellow programs and MEAL staff.

General Position Summary

  • The program assistant will assist the program teams in the day-to-day implementation of all Cash Transfer in the area of intervention

Essential Responsibilities

  • Assist the Cash Transfer Officer to ensure program progress according to the developed schedule and work plan
  • Monitor voucher redemption process, ensuring they are conducted according to the minimum SOP
  • Support in the process of beneficiary registration community mobilization and sensitization
  • Assist in promoting community participation and inclusion to encourage community ownership over activity implemented

5.) Consultant, Business Case for Disability Inclusion in Market Place and Economic Opportunity in Northeast Nigeria

Background

  • The Feed the Future Nigeria Rural Resilience Activity is funded by the United States Agency for International Development (USAID) and implemented by Mercy Corps in partnership with Save the Children International (SCI) and the International Fertilizer Development Centre (IFDC).
  • The goal of the Rural Resilience Activity is to ‘facilitate and protect economic recovery and growth in vulnerable, conflict-affected areas and sustainably move people out of chronic vulnerability and poverty via expanded opportunities.
  • The Activity seeks to increase incomes, improve the livelihood and resilience of households through market-led growth in 4 States in Northeast Nigeria. This will ensure long-term improvements to markets that will sustainably move nearly 600,000 households out of chronic poverty.
  • RRA uses Market Systems Development (MSD) as an approach that seeks to influence incentives and relationships among actors to affect how public and private actors behave, helping important market functions to perform more effectively and encouraging businesses to innovate, adapt, grow, and serve wider populations.
  • In the Northeast, RRA is taking a closer look at who is included in these wider populations and who is excluded and placing more attention on purposefully including frequently excluded groups like women and people with disabilities (PWD).

Purpose / Project Description

  • Through this consultancy, RRA seeks to use a market lens and economic rationale to facilitate greater inclusion of PWDs into the market and economic opportunities in a meaningful and sustainable manner. The Activity seeks the services of a professional consultancy agency or consultant to develop evidence-based, practical and market-driven solutions and innovative business for persons living with disabilities in the marketplace.
  • RRA considers PWDs as potential employees in companies, as entrepreneurs, as suppliers, as owners of microenterprises and other businesses, and as consumers, too. The project therefore supports the development of business cases which must be informed by the incentives that drive a market and its actors to engage PWDs in marketplaces. RRA works with the private sector to align or introduce incentives that are often closely linked to enhancing business performance and increasing profits. Companies—large and small, in Northeast Nigeria—may be driven by a “double bottom line” of social impact and business performance. Given this complexity, it is essential that RRA understands the incentives of the private sector partners with which they seek to work, how gender plays into these incentives, and how these incentives can be leveraged to benefit people living with disability.

Consultant Objectives
The consultancy will address the following questions:

  • What are the most promising areas in the marketplace that offer the best opportunities for PWDs in Northeast?
  • How well can PWDs be engaged in a meaningful and impactful manner in a marketplace?
  • What are the major barriers that limit the chances for PWDs from seizing the market opportunities?
  • What are the incentives for market players to engage with PWDs?
  • What are the institutional structures of PWDs in Northeast Nigeria? Are there opportunities for engaging them in economic activities on a commercial and sustainable manner?

The PWD business case will lead to investment partnerships that will support initiatives within sectors that provide the greatest economic opportunity, whether directly or indirectly, to PWD. These sectors can include, but are not limited to agriculture, manufacturing, services, healthcare, technology, and logistics and transportation. Through the consultancy service, RRA seeks to channel business resources, expertise, technology, and influence to contribute to one or more of the following objectives:

  • Testing, amplifying, or scaling new opportunities for people living with disability.
  • Enhancing the ability of people with disabilities to operate their economic activities independently.
  • Expanding and improving the quality of paid services that PWD offer or demand.
  • Expanding equitable access to affordable, quality, good and services.
  • Expand opportunities that could benefit PWD as employees, consumers, entrepreneurs, suppliers, business owners.
  • Developing the capacity of workplaces/companies to provide and deliver goods and services that are demanded by the persons living with disability.
  • Increase the chances of PWD on economic and income generating activities.
