In 2019, Mercy Corps was awarded a five-year, $30 million USAID-funded Rural Resilience Activity in Nigeria’s northeastern states. The purpose of the Rural Resilience Activity is to sustainably move people out of chronic vulnerability and poverty. The Rural Resilience activity will enable individuals and communities to engage in strong and sustainable market systems rather than continuing to rely on humanitarian assistance and faltering with each new shock.
  • The Rural Resilience Activity is a five-year, $49 million USAID-funded Program in Nigeria’s northeast. The purpose of the Rural Resilience Activity is to sustainably move people out of chronic vulnerability and poverty.     • Component 2: Stimulate market systems growth and diverse economic opportunities (Pull activities).

General Position Summary

  • The Deputy Chief of Party (DCOP) will support the Chief of Party (COP) in managing and leading the Rural Resilience Activity. The DCOP will assist the COP in program oversight and directly manage the technical, administrative, operational and logistical aspects of the program.
  • The DCOP will work closely with the various Thematic Teams and support functions to ensure effective program coordination and implementation, monitoring and evaluation, quality assurance, and accountability. The DCOP will also work directly with partner agencies, both national and international, to achieve the objectives of the program.

Essential Job Responsibilities
Strategy And Vision:

  • Provide technical leadership and strategic vision to the technical components of the program including work plan development, market analysis, partnership selection and management, and overall sector strategy.
  • Monitor adherence to grant agreement, Mercy Corps policies and procedures and relevant external rules and regulations.
  • Oversee the performance of consortium partners and sub-grantees.

Program Management:

  • Ensure technical learning briefs are well documented and shared.
  • Integrate community approaches, gender sensitivity and capacity building into all activities as appropriate.
  • Provide managerial and programmatic oversight to Partners and Sub-grantee(s).
  • Document processes and achievements to ensure best practices are captured and disseminated. This will include the continual re-evaluation of program activities and information, with resulting activity adjustments in keeping with new insights.
  • Produce written reports on program activities, capturing the impacts of the activities.
  • Oversee efforts to design effective M&E systems for the program, and linkages with internal M&E systems.
  • Create and follow effective stakeholder management plans, ensuring sound and proactive communications with Mercy Corps Nigeria, partner organizations, Mercy Corps Headquarters, USAID, Government of Nigeria authorities, and colleague agencies.
  • Conduct frequent field visits to all project sites – spend up to 50% of the time in the field.

Knowledge and Experience

  • Master’s Degree or higher Degree in Economics, or Business Administration.
  • Demonstrated expertise and a minimum of three (3) years of Deputy Chief of Party experience in managing large to medium (preferably $10 million and above) livelihood, agricultural development activities with knowledge of resilience programming and the African context preferred.
  • At least three (3) years of field-based work in a conflict-prone and/or active insurgency environment.
  • Strong technical experience in Market Systems Approach to development.
  • Demonstrated ability to be collaborative across activities utilizing strong communication and interpersonal skills, with evidence of the ability to productively interact with a wide range and levels of organizations (government, private sector, other activities, NGOs).
  • Strong written and verbal communication skills (proficiency in English).

  • THRIVE is providing context-specific humanitarian assistance with the goal of initiating early recovery in four wards in Jere LGA: Mairi, Mashamari, Dusuman, and Maimusari., while ensuring vulnerable families access food needs, shelter, clean water, and sanitation while receiving health, nutrition, protection, agricultural and enterprise growth support services needed to survive, sustain lives, and be protected.

General Position Summary

  • This position offers overall coordination of deliverables and team leadership functions on the Mercy Corps tasks under THRIVE Consortium. The Senior Program Manager is a cross-functional manager and leader who takes full responsibility for the successful delivery of Mercy Corps’ responsibilities within the THRIVE consortium.

  • You will be a self-starter with the acumen to appreciate the dynamics of setting up a new project.   • Advanced Degree in a program that places you at the position of interacting frequently with rural and peri-urban communities.   • At least two years of qualified experience and competencies in a position of managing an integrated multisector portfolio or program. We are looking for years consistently spent in mid to senior management of assistance or development programs.
  • Familiarity with USAID Bureau for Humanitarian Assistance (BHA) Assistance Guidelines. Previous experience with management of activity under what was formerly USAID OFDA and FFP is welcome.

  • The Technical Manager will assist the COP in oversight of IFDC’s (consortium partner’s) technical work, and directly manage the technical aspects of IFDC’s, providing technical oversight of RRA climate-smart interventions/climate-resilient model. The technical Manager will assist the COP in oversight of agricultural-facing interventions in RRA.

Essential Job Responsibilities
Scope of Work:

  • The Technical Manager will provide strategic guidance and management for program studies, intervention development, and planning.S/he must establish and manage relationships with potential partners and stakeholders.
  • The Technical Manager will be a key member of the technical advisory team.This role will also work with the MRM and Program teams, developing and implementing a marketing and communications strategy across various reactive and strategically planned opportunities in print, media, events, and online.
  • S/he will liaise with the CoP, DCoP, Communications Manager, and MRM Manager to identify and design key communications materials and disseminate them to identified audiences. studies and develop strategies for coming up with Intervention plans and implementing them.
  • S/he will be responsible for ensuring strong linkages between the Activity interventions and the Results Measurement team of the program. This position is based in Gombe, but requires frequent travel to the Northeast. The RRA staff work as an integrated team.The Technical Manager will be expected to contribute to other aspects of the program.

Specific Responsibilities
The Technical Manager will be responsible for the following:-

Providing technical input to the Markets Group team

  • Guide all cross-cutting market assessments and studies, ensuring that Terms of References (TORs) and expected outputs/deliverables are well defined, guide the technical approach to the assessments/studies, comments and provide input to improve quality of such studies and advise RRA on the overall quality.
  • Plan the marketing and communications strategies for specific areas of RRA’s work and for different audiences. Work with the communication, program and RRA management team to implement the strategy.
  • Design and develop creative communication and marketing products – presentations, briefings, etc. that will maximize RRA’s message, support program objectives, and contribute to the research sector.
  • Support (Senior) Intervention Officers to undertake market-specific studies, providing inputs into the development of TORs, review and input weekly and quarterly reports, comment and provide guidance to Implementation Team and partnership managers on the quality of reports and help identify potential use for the outputs of such specific studies.
  • Provide support to Implementation in designing identified interventions.This will entail supporting the clarification of the pitch, elaboration of the results chain logic and the measurement plans, development of the interventions plans and, where necessary, supporting the rollout and close out of interventions.
  • Support scoping of new ideas and new partners. This will entail identifying potential markets/areas/engagement partners, presenting a pitch for such ideas to the technical team, once approved, and supporting the relevant Implementation Teams in designing and implementing the intervention.
  • Advise RRA on the Strategic and Technical fit of any agreed intervention, study and partnership as requested.

Leadership:

  • Contribute to the overall leadership of the program as part of the senior management team.
  • As tasked by the CoP, represent RRA to industry stakeholders, development partners, government representatives, and other parties.
  • Support the CoP and DCoP inproviding technical team leadership, guidance, and mentoring.
  • Provide strategic leadership and direction on the Program’s strategy to improve private sector development.
  • Develop products and campaigns to promote private sector-led investments in the RLP interventions.
  • Conduct research into relevant private sector-facing opportunities and trends to identify opportunities for interventions that grow the private sector in the livestock value chain.
  • Assist in stakeholder analysis of selected businesses in the livestock value chains and identify and establish contact with potential firms or other market actors.

  • Assist in collecting baseline data related to interventions targeted for study or implementation by the project.

Closeout Management:

  • Develop intervention strategies and sustainability mechanisms in a participatory manner with key stakeholders.
  • Ensure the appropriate communication of clear intervention guidelines, expected outcomes, timeframe and workplan to all relevant parties.
  • Assist the implementation and results measurement teams in developing relevant grant agreements, MoUs, ToRs and any other administrative requirements for the interventions.
  • Remain well aware of developments in the relevant sectors/markets/commodity and value chains
  • Work with the Results Measurement (RM) to design appropriate tools for monitoring the progress of interventions within the various market sectors. Also liaise with the RM on the conduct of impact assessments for ongoing program interventions

  • Refine and adapt the selected intervention strategies in light of participant and stakeholder requests and changing needs, within the overall program.

  • Represent the program in selected markets, displaying courtesy, tact, consideration and discretion in all interactions with partners, other private sector members, and with public.
  • Understand how the political economy impacts rural private sector and markets and how changes in the functioning of markets may impact the political economy.

Knowledge and Experience

  • A Master’s Degree in Business, Economics or Agriculture, Development Studies or another related field with over 5 years relevant experience or BS degree in Business, Economics or Agriculture, Development Studies, Finance and Agribusiness or another related field with 8 years relevant experience.
  • Experience in implementing M4P, Value chain Development or Private sector development programs or investment promotion programs.
  • Experience using marketing tools and techniques to increase the visibility, profile and reputation of an organization
  • Relevant work experience should include activities related to agricultural commodities and rural development or with experience working with the private sector. Critical will be to know the institutions, companies and organizations that provide services to the agricultural sector in Nigeria.
  • Experience writing reports; ability to influence a range of people including client organizations, government agencies and other key stakeholders by building constructive relationships through clear communication and generating effective discussion and mutual support for plans and ideas.
  • Strong project management expertise and exposure to guide technical teams in implementing projects and the ability to bring together sector stakeholders would be advantageous.

4.) WASH Utility Engineer

Job Title: WASH Utility Engineer

Program / Department Summary

  • Mercy Corps is currently implementing the STWASH activity in Borno, Adamawa, and Yobe states as well as Abia, Delta and Imo State under the E-WASH program.
  • The activity was awarded on March 20, 2020. STWASH is expanding access to improved water resources by increasing the supply and maintenance of key water distribution infrastructure (including piping systems / reticulation, water storage tanks, and tap stands for public use towns) that will provide access to safe, reliable, and inclusive water sources for at least 140,000 people. Its approach to reaching the target population is to focus on rehabilitation, improvement, and repair of existing water points that serve the communities most in need of water and sites that have the potential for the highest increase in water yield.
  • STWASH is also strengthening the WASH service authorities, management entities, and service providers, as well as the civil society actors who hold them accountable. This is critical to expanding WASH access and ensuring the overall sustainability of services.

General Position Summary

  • The Water Engineer will organize activities related to the implementation of water infrastructure, from design to implementation, including logistics and monitoring.
  • Responsible for the identification, design, implementation, monitoring and reporting of all WASH program activities and associated administrative tasks.
  • Supervises all water and sanitation engineering contractors in order to effectively implement planned projects.
  • Manages all administration and security of MC engineering activities in the assigned district.
  • S/he will have to show full adherence to MC security protocols.

Essential Job Responsibilities
Program Management:

  • Develop and maintain good relationships and lines of communication with relevant local authorities and communities, explaining MC’s role as an NGO and liaising with them during all phases of the project.
  • Guarantee community involvement at all phases of the project (identification, design, implementation, and monitoring) to ensure the development of community ownership for the projects.
  • Develop plans for the implementation of the water and sanitation engineering projects in the assigned district. This should include planned delegation of responsibility to appropriate staff, plans and rationale for projects (including technical designs), plans for material and cash needs over the course of the project, and work schedules (timelines) for the various phases of the project.
  • Prior to the commencement of project implementation, complete a standard Memorandum of Understanding (MoU) with community representatives and local authorities for each community identified for project activities. Ensure that all elements of the MoU are adhered to. Report any problems relating to the MoUs.
  • Implement projects as planned according to developed technical standards, schedules, and timelines. Ensure correct surface engineering around the well to allow for the correct drainage of excess water using soak-away pits and aprons.
  • Keep detailed technical records for every site.
  • Report any variations or problems with the implementation of projects (in regard to staffing, costs, schedules, and technical matters). Where necessary, regularly update project implementation plans with associated timelines.
  • Ensure full adherence to the MC security plans and protocols conscientiously respecting the declared ‘go and no-go’ zones ensuring that staff respects them.
  • Supervise the procurement of any materials needed through a competitive and transparent bidding process following the MC policies design for this purpose.
  • Organize competitive bidding processes to select the most qualified and cost-effective contractors and manage the contracts, certifying the quality of the works performed.
  • Coordinate with local authorities to obtain all licenses needed.
  • Provide feedback to the Monitoring and Evaluation system in order to assess the effectiveness of the projects and impact and propose recommendations for improvements.
  • Provide regular written and verbal reports to the Chief of Party and Project Manager on infrastructure development activity.
  • Organize site visits to the project sites and hostess missions/consultants.

Security:

  • Ensure compliance with security procedures and policies as determined by country leadership.
  • Proactively ensure that team members operate in a secure environment and are aware of policies.

Education, Knowledge and Experience

  • A BSc or Master’s Degree in Civil Engineering, Water Resources Management, Water Treatment Technologies or a related field.
  • 5-10 years of management of development programs including infrastructure rehabilitation and supervision projects.
  • Knowledge of the issues and challenges of the water and sanitation sector in Nigeria
  • Experience in preparing and reviewing water utility infrastructure tender documents including design specifications, technical drawings, and Bill of Quantities (BOQs)
  • Ability to conduct investigations of complex issues involving water utility systems and practices
  • Good knowledge of water utility Asset Maintenance Management Systems
  • Experience in preparing persuasive technical reports and making verbal presentations, explaining issues in a clear and concise manner
  • Ability to innovate and improve the efficiency and effectiveness of a utility
  • Experience working with computer software such as Microsoft Office, AutoCAD, design packages, and other applications relevant to the sector
