Project Description
- Northeast Nigeria is currently facing a growing humanitarian crisis with a vast number of Internally Displaced Persons in need of emergency assistance.
- These IDPs are living among host communities, lacking access to livelihoods and resources, ultimately leading to unprecedented levels of malnutrition and food insecurity.
- FHI 360 has been working in Nigeria for over 30 years and responded to the humanitarian crisis in the NE for five years. In anticipation of a new project, and in support of ongoing ones, FHI360 seeks an experienced Technical Officer, Health & Nutrition Services to support our response to the humanitarian crisis in NE Nigeria.
Basic Function
- The Technical Officer (Health & Nutrition Services) will provide technical and programmatic support to implement high quality care and support activities with primary focus on clinical management of integrated medical services at the LGA level.
Duties and Responsibilities
- Provide day to day technical and programmatic support related nutritional and integrated medical services at the facility level guided by strategies and approaches related to the implementation programs.
- Contribute to the development of lessons learned from programs and projects related to nutritional and integrated medical services and apply these lessons to modify existing programs and improve the design of new programs.
- Assist in strengthening a system of reporting on program progress against stated objectives and monitoring and evaluation frameworks.
- Contribute to the development of program strategies, subproject documents and work plans.
- Sensitize main stakeholders on CMAM and need for support and commitment for long term access to life saving activities for children; at this stage the overall entry/exit strategy can be shared emphasizing the vital role of the stakeholders to make this happen Works closely with assigned team to ensure activities are implemented according to standard operating procedures (SOP’s).
- Build capacity of Community Health Workers (CHWs) through organized trainings. Serve as organization liaison at coordinated external meetings and conferences if assigned.
- Plan and deliver trainings with support capacity building team on CMAM and IYCF Develop work plan for OTP, Stabilization Centre and IYCF activities according to the expected progress of the project Remain informed on current programs in the field of medical and nutritional management and related developments by assessing the needs of current IDPs and staying alert to any implication of such experience and research to the project implementation
Network and coordinate with the relevant sectors:
- Establish good relationship with the Local Government Area authorities and community leaders.
- Establish a network with the other actors in the working area (I/NGO).
- Establish a good understanding of the program within the community.
- Establish link and meetings with the community leaders and different group existing in the working area.
Coordination and participation in Nutrition Cluster, and nutrition assessment/ survey groups and filing of meeting minutes Support, and actively participate the sub-Nutrition Cluster group meetings at district level constructively. - Represent FHI 360 nutrition programs when and if necessary vis-a-vis donors during their field visits
Qualifications and Requirements
- MB.BS / MD /Ph.D. with at least 5 years relevant experience in program management and clinical care with a sound understanding of humanitarian integrated health program delivery in resource-constrained settings.
- B.SN or similar related Degree with more than 8 years of program management and clinical care with a sound understanding of humanitarian integrated health program delivery in resource-constrained settings.
- Familiarity with Nigerian public health sector systems and NGOs and CBOs is highly desirable.
Knowledge, Skills & Attributes:
- Knowledge of health and nutrition in humanitarian programs.
- Clinical management and training experience and ability to understand full range of issues around the integrated program.
- Knowledge of Nigerian clinical settings, including government and non-government settings.
- Sensitivity to cultural differences and understanding of the social, political and ethical issues in the communities.

Basic Function
- Under the direction of the Technical Director, the Senior Technical Advisor-TQLA/DSD will provide technical leadership in the design and execution of sound technical strategies and best practices in the program areas targeted by this project.
- This includes strengthening the capacity of the supported project offices and health facilities assigned and other key stakeholders to apply FHI 360's Total Quality Leadership and Accountability (TQLA)O model and to ensure strong linkages to care and treatment for HIV, prevention of mother-to-child transmission of HIV (PMTCT) services, clinical management of HIV/AIDS and reproductive health (RH) services towards the achievement of UNAIDS 95-95-95.
- The Senior Technical Advisor-TQLA/C&T will coordinate needs-based, targeted technical assistance (TA) to the project's government partners, including the provision of continuous mentorship of multi-level managers in the assigned LGAs a on TQLA as well as the promotion of data utilization for daily course correction and adaptive management both among project staff and our government partners.
- As a core component of effective DSD service provision and TQLA, ensure that project stakeholders maintain a focus on the client experience and strive to improve the quality of services, tailoring them to the needs of the clients/patients.
Duties and Responsibilities
- Adopt participatory approaches to review program data and identify emerging issues for intervention, as well as determine priority sites for intensive technical support.
- Support the development of capacity optimization plan(s) for identified sites, covering clients' experience/performance; technical performance; internal processes; and innovations, learning and growth.
- Provide support to the overall leadership and management of project sites Co-facilitate, as required, at program workshops/trainings, contributing on the integration of TQLA principles into training activities.
- Provide technical expertise in the development, design and operationalization of TQLA tools, such as target setting tools, burndown charts, data visualization windows, power point slides, etc.
- Integrate TQLA concepts and support the development of various innovative processes for optimizing management/leadership abilities for improved program performance.

- Possession of an MPH or post graduate degree in a related field with 7-9 years is required.
- Proven experience in project development, planning and facilitating technical training.

- Knowledge of health and development programs in developing countries in general and Nigeria specifically.

- The Maximizing Options to Advance Informed Choice for HIV Prevention (MOSAIC) project is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) through the U.S. Agency for International Development (USAID) to help women prevent HIV by accelerating introduction and scale-up of new and emerging biomedical prevention products.
- MOSAIC works globally and across multiple countries in sub-Saharan Africa to implement user-centered research and research translation efforts to identify, understand, and remove barriers to new product introduction, access, and use; coordinate and provide technical assistance to global, national, and subnational stakeholders to expedite product launch and scale-up; and strengthen the capacity of a wide range of local partners to perform essential functions that support the introduction of HIV prevention products.
Job Summary
- The MOSAIC Nigeria Project Director will have overall responsibility for the implementation and oversight of all aspects of the MOSAIC project in Nigeria, including managing the planning, execution, monitoring and reporting of project activities, providing leadership to the project team, overseeing research activities, and establishing and maintaining partnerships with stakeholders.
- S/he will serve as the primary point of contact for the project liaising closely with donor representatives, Ministry of Health, local partners, and other stakeholders.
- S/he will report to the Country Director.
Accountabilities
