Purpose of the Consultancy

  • The purpose of the local APW consultant (NOA) is to work with Communicable and Non-Communicable Disease Cluster (UCN) to support FMOH in designing the monitoring and evaluation system for the Nigerian Hypertension Control Initiative.

Background

  • Hypertension is the number one cardiovascular disease (CVDs) and leading cause of death worldwide. Nearly 80% of the CVD burden occur in the low- and middle-income countries including Nigeria. According to the 2018 WHO Country Profiles, NCDs accounted for 29% of all deaths in Nigeria of which CVD, predominantly hypertension, is responsible for 11% of all the NCDs mortality. Most of the deaths occur prematurely in persons below 69 years of age.
  • Nigeria Hypertension Control Initiative is a project aimed at strengthening hypertension management at the primary healthcare level.
  • The project was launched in November 2020 in Ogun and Kano State with 12 facilities each in both states. The project is currently working on scaling up to 160 facilities in both states. With the scale up, the project will be generating a lot of data that will be useful for project decision making hence the request for a consultant to support systematic data collection and archiving.

Rationale:

  • Data on NCDs collected on NHMIS and DHIS 2 currently does not capture most of the indicators required necessitating the need to develop a systematic way to collect, store, analyze and use data generated from the project for decision making. The system developed will be piloted in the project, once validated will be migrated to the national platform. To achieve thus, WCO Nigeria is supporting the Federal Ministry of Health to recruit an APW Consultant (NOA).
  • In view of this, the proposed recruitment is for a period of three (3) months from December to February 2021. The consultant will work for 10 days at the beginning of every month to support data collection, analysis, reporting.

Planned Timelines:

  • Start date: 15th January, 2021
  • End date: 15th April, 2021 (10 days per month for 3 months).




Work To Be Performed

  • Contribute to the development and revision of NHCI’s performance frameworks/monitoring plans and other relevant MEL documents in line with best practices.
  • Contribute to and provide timely data for the preparation of routine and periodic programmatic reports.
  • Undertake on-site monitoring of activities, verify accuracy of data/reports and provide capacity development support as necessary
  • Contribute to the MEL system strengthening processes- documentation of lessons learned and improving data collection, analysis, reporting, and quality assurance processes.
  • Support MEL-related deliberations and ensure effective result-driven stakeholder engagement processes.
  • Contribute to the development of information products, briefs, and success stories for dissemination to stakeholders.
  • Support training, and technical support to relevant officers at the sub-national and national levels.
  • Other duties as required.

Technical Supervision:

  • The selected Local Consultant will work under the supervision of; Dr Jean Baptiste Achoribo, Anne Eudes.

Specific Requirements
The required qualifications for the consultant include the following:

  • Advanced Degree in Epidemiology, Biostatistics, Public Health, Economics, Information Management, or relevant subject matter with at least 5 years’ professional experience, strongly preferred.
  • Knowledge and experience in project-level or state/national-level MEL system implementation.
  • Experience in data collection, analysis, management, and development of reports.
  • Experience with health information management systems and relevant platforms, such as the DHIS 2.
  • Proven ability to use MS Office software (especially Word, PowerPoint, and Excel) is essential. Experience with other computer programs such as Power BI, SPSS, Epi info, Stata would be an advantage.
  • Knowledge of health programs in developing countries in general and Nigeria specifically.
  • Sensitivity to cultural differences and understanding of the social, political, and ethical issues surrounding Public health
  • A high degree of proficiency in written and spoken English communication.
  • Ability to work remotely, manage tight deadlines and deliver high volumes of work with minimal supervision.
  • Be conversant with the tools and framework of NCDs control.

Qualifications Required:

  • Advance degree in epidemiology, biostatistics, public health, economics, information management, or relevant subject matter with at least 5 years professional experience
  • Knowledge of and experience in public health/non-communicable diseases programme
  • Be conversant with the tools and framework of NCDs control

Skills / Technical Skills and Knowledge:

  • This support includes the creation of synergies with the WHO Regional Office for Africa, the Ministry of Health of Nigeria and partners, including academic institutions, to:
    • Align investments with the national health information and monitoring system and the evaluation
    • The provision of technical support for the production, collection, analysis and synthesis, and dissemination of health data and information
    • For the development and promotion of harmonized standards, tools and methodologies for the collection, analysis and synthesis of data, and the dissemination of health data and information and the application of knowledge.

Description of Duties
The incumbent will perform the following duties:

  • Provide technical support to the Ministry of Health for the strengthening of data collection, analysis, reporting and information dissemination for communicable and non-communicable disease.
  • To that end contribute to the scaling up of diseases surveillance timeliness and completeness of reporting.
  • Contribute to the building the Ministry of health Data base within the framework of Health Information System, Integrated Disease Surveillance and Response and Monitoring and evaluation national strategic national plans within the WCO,
  • Coordinate and manage all data from disease surveillance including SIA and routine immunization, outbreak investigation and produce weekly reports on epidemic prone diseases, monthly and quarterly reports as component of the WCO monthly report.
  • Facilitate regular training needs assessment for data management and support the organization of training sessions for data mangers and other health personnel
  • Coordinate, in close collaboration with other NPOs, the support to the Ministry of Health Data Quality Control and assurance programme

WHO only considers higher educational qualifications obtained from an institution accredited/recognized in the World Higher Education Database (WHED), a list updated by the International Association of Universities (IAU)/United Nations Educational, Scientific and Cultural Organization (UNESCO). The list can be accessed through the link: http://www.whed.net/. Some professional certificates may not appear in the WHED and will require individual review.
