1.) Research applications – Academic Institutions Programme Officer

 

Role Overview

• Under the supervision of the Principal Programme Officer Research and Grants, the incumbent shall be responsible for research and academics institutions, development and implementation of regional research programs in the region, development and the implementation of regional research capacities strengthening and the dissemination, synthesizing and translation of the research results into policy and practices.

Role and Responsibilities

The incumbent shall:

• Assess the research needs, research develop process, research dissemination and the research environment within the research and academics institutions.
• Advocate for collaborative r esearch program with the research and academics institutions, develop the regional research program in collaboration with research and academics institutions, building research capacities and skills programs, constituencies and identifying resources, s etting research priorities in the WAHO thematic priorities area, developing plans and policies to address research
priority needs and building inter-sectoral action to support research objectives with research and academics institutions.
• Assemble research evidence, develop and implement a knowledge transfer platform for translating evidence into policy and practices.
• Provide regional leadership on research interventions.
• Evaluate research programs and providing quality assurance.






Qualification Required & Experience

• Bachelor’s degree in Public Health or Pharmacy or Epidemiology from a recognized university;

Experience:

• 5 to 7 years of progressive responsible experience in the implementation of public health programs involving test and research laboratories, Non epidemic diseases, neglected tropical disease
• knowledge of health policies and related laboratory work environment in the ECOWAS member State
• ability to coordinate a range of diverse actors and activities to achieve a common objective in the area of public health
• proficiency in working with standard office IT applications in research area;

2.) Healthcare Standards and Quality Programme Officer

 

Role Overview

• Under the supervision of the Directorate’s Director, the incumbent shall be responsible for ensuring health facilities quality assurance, patient safety, risk management programmes and systems-level outcomes within the organization.
• He/she shall direct the efforts of all the performance improvement initiatives to ensure
compliance with all regulatory standards. S/He shall focus on quality systems, patient experience and
management of clinical risks.
• This role shall involve working independently and collaboratively with other Programme Officers to ensure the establishment of quality healthcare standards and effective functioning of clinical risk frameworks.

Role and Responsibilities

The incumbent shall:

• Advocate and establish a culture of safety and quality standards throughout WAHO’s programmes;
• Plan and create a Regional Standards and Quality Procedure Manual;
• Review quality assurance standards in the ECOWAS region;
• Develop training material and practice guidelines and other decision-making tools in Healthcare Services;
• Coordinate the development of strategic work-plans with clear objectives and achievement benchmarks, short and long term priorities, implementation plans and tools for evaluation;
• Monitor Healthcare Service performance by gathering relevant data and produce statistical reports;
• Provide technical assistance to countries in using relevant quality tools to ensure that managers and other staff understand how to improve their work;
• Identify technical assistance on needs assessment when needed;
• Coordinate and manage relationships with partner organisations, Ministries of Health and other relevant
regulatory bodies to foster solid cooperation;
• Coordinate the training of health personnel on health care standards and quality;
• Provide technical assistance to Member States in setting up and maintaining Healthcare Service controls and documentation of procedures;
• Provide technical assistance to countries to regularly update existing policies and procedures of health
facilities;
• Perform other related duties as might be assigned by supervisor.






Qualification Required & Experience

• A minimum of a Bachelor’s Degree in Medicine or Pharmacy or Nursing or Medical Science or any of the Allied Health Sciences from a recognised university.

Experience:

• At least 5 to 7 years of progressive responsible experience in the implementation of healthcare programs;

3.) Research Applications – Industry & Third Sector Programme Officer

 

Role Overview

Under the supervision of the Principal Professional Officer, Research and Grants, The Programme Officer, Research Applications - Industry & Third Sector shall be responsible for the linkage of WAHO with the Industries and third sector on the following aspects:

• development and implementation of regional research programs in WAHO’s areas of interest,
• development and the implementation of regional research capacities strengthening and dissemination, synthesizing and translation of the research results into policy and practices.

Role and Responsibilities

The incumbent shall be engaged at regional level on:

• Assess the research development needs and the third sector research needs at regional level,
• Analyse the determinants of third sector research programs success.
• Assess the implementation of research development and the third sector programs,
• Investigate the occurrence of drug effects,
• Strengthen regional pharmacovigilance,
• Advocate for research development programs in collaboration with industries,
• Identify research development priorities in the third sector,
• Develop a database of actors in research development and research in third sector,
• Build inter-sectoral action to support research development or research in the third sector,
• Develop and implement research development programs in the third sector in collaboration with all stakeholders.
• Document research development and research in third sector evidence and transform these into policies and practices.
• Provide quality assurance mechanisms on research development programs or research programs in third sector
• Take a lead role in regional research development or research in third sector.

Qualification Required & Experience

• A minimum of a Bachelor’s Degree in Medicine or Pharmacy or Public Health or Medical Science or any of the Allied Health Sciences from a recognised university.

Experience

• 5 to 7 years of professional experience in management and implementation of public health programs on Non-Epidemic Diseases & Neglected Tropical Diseases, particularly Malaria and in the implementation of public health programs involving test and research laboratories,
• knowledge of the health needs, health policies and related laboratory work environment in the ECOWAS member States;

JOB DESCRIPTION JOB CODE:

• ability to investigate the occurrence of health effects and health hazards, strengthen disease surveillance, disease prevention, control and notification and analyse the determinants of identified health needs.
• Knowledge of the International Health Regulations, the epidemiology of infectious diseases and other threats to regional health security, as well as issues and practices related to disease prevention and control in the West African region.
• Knowledge and understanding of the policies and procedures on Non-Epidemic Diseases & Neglected Tropical Diseases and in implementation of public health strategies on Non-Epidemic Diseases & Neglected Tropical Diseases, particularly Malaria,
• Demonstrated knowledge of WAHO mandates and operations in the areas of public health, epidemiology, Tuberculosis, HIV and other communicable disease prevention and control strategies and programmes.
• Knowledge of problems and needs in the pharmaceutical sector at country and regional levels, and the ability to develop suggestions for resolving pharmaceutical challenges;
• Ability to develop programs to support local pharmaceutical manufacturers to upgrade their facilities to attain GMP/WHO standards;
• Knowledge the principles and practice of public health management in the ECOWAS region, and proven ability to conduct Research Development or research with the third sector in West Africa.

4.) Nursing and Midwifery Programme Officer

 

Role Overview

• Under the supervision of the Human Resources Development for Health, the incumbent shall organise workshops, seminars and update course modules; engage in the certification processes for nurses at basic and post basic levels; develop curriculum for nursing training; work closely with the West African College of Nursing (WACN) to identify suitable highly trained nurses; produce a monthly journal on nursing activities in the region.

Role and Responsibilities

The incumbent will:

• Organize workshops, seminars, and update courses for nurses in the sub-region.
• Maintain a directory of nursing and midwifery schools and other institutions involved with nursing education.
• Identify appropriate training institutions for specialised nurse training.
• Take lead in the development of curriculum for training of nurses and take appropriate steps to harmonise nurse training curriculum in the sub-region.
• Collaborate closely with the West African College of Nursing to ensure its progressive development and expansion and assist in the implementation and strengthening of their programmes.
• Provide technical guidance in the publication of suitable educational materials e.g. Journals, modules etc.
• Identity and keep record of suitably trained nurses for Technical Assistance Programmes to the in member states.

5.) Traditional Medicine Programme Officer

 

Role Overview

• Under the supervision of the Principal Programme Officer Healthcare Delivery, the incumbent shall lead and effectively coordinate the Traditional Medicine programme to support the ECOWAS member states to integrate it in their health systems.
• The incumbent shall be required to consolidate the gains made and introduce other innovative activities, particularly in the areas of harmonization of national policies and regulatory frameworks, development of training tools for traditional medicine practitioners and other health professionals, promotion of dialogue between the practitioners of traditional Medicine and conventional medicine, promotion of research and development of plant medicines, conservation of medicinal plants and protection of indigenous knowledge.

Role And Responsibilities
The incumbent shall:

• Consolidate the gains made in its traditional medicine promotion effort.
• Provide leadership to the Member States on the promotion of rational traditional medicine practices and its integration into their national health systems.
• Promote strategies for the development of national policies, legal frameworks and codes of conduct for the practice of traditional medicine.
• Advocate strongly for the inclusion of traditional medicine in undergraduate courses of medical schools and other healthcare institutions.
• Facilitate the development of structured training programmes in traditional medicine.
• Facilitate the establishment of traditional medicine practitioners' associations for effective implementation of national and regional policies.
• Organize the compilation of inventories of medicinal plants of proven efficacy.
• Establish an effective and sustainable network of West African scientists to undertake research in traditional medicine.
• Provide guidance on local production of evidence-based traditional medicine products, and work with Member States and other technical units to ensure the registration and inclusion of some products in the national essential drug lists.
• Put in place mechanisms to promote dialogue between practitioners of traditional medicine and other health professionals and scientists.
• Undertake resource mobilization (technical and financial) activities to support the Member States to integrate traditional medicine into their national health systems.
• Collaborate with key regional and global partners engaged in traditional medicine promotion.

WAHO Job description

• Promote ongoing efforts to conserve medicinal plants by the establishment of botanical gardens and protection of intellectual property rights.
• Collaborate with allied professionals in other Departments to undertake related tasks.

6.) Program Officer, Pharmacy & Allied Health

 

Role Overview

• Under the supervision of the Principal Programme Officer Human Resource in Health, the incumbent shall update course modules as well as lead the development and standardisation of training (basic and post-basic); within the region.
• S/he shall advocate for the development of Pharmacy and Allied Health Profession as well as develop the harmonised drug regulation policy. • S/he shall collaborate with the West African Postgraduate College of Pharmacists (WAPCP) in identifying suitably trained pharmacists, allied health professionals; and drug quality
control.
• S/he shall be responsible for the production of a regular journal,

Role and Responsibilities

The incumbent will:

• Organise workshops, seminars, and update courses for pharmacists and allied health professionals in the ECOWAS region.
• Maintain a directory and interact with pharmacy and allied health schools and related institutions.
• Identify appropriate training institutions for post-basic and specialist pharmacy and allied health training.
• Take a lead role in the development of curriculum for training pharmacists and allied health professionals.
• Develop a harmonised drug regulation policy for the sub-region.
• Publish suitable educational materials e.g. journals, modules etc. for the continuing education of pharmacists and allied health professional.
• Identity and maintain records of suitably trained pharmacist and allied health professionals for any Technical Assistance Programme to Member States.
• Develop of a drug policy for the sub-region.
• Collaborate closely with the West African Postgraduate Colleges to ensure their progressive development and expansion.
• Collaborate closely with ECOWAS member states and other relevant International Organisations and Partners in the development of human resources in pharmacy and allied health.
• Collaborate with appropriate regional Institutions and Organisations to ensure progressive development of the structures necessary for the maintenance of standards of training and practice of the Allied Health Professions and pharmacists in the region.
• Monitor and evaluate the training programme of institutions training pharmacists and allied health professionals.
