Background

  • The nexus of security-humanitarian-development issues around Lake Chad has given rise to an intractable extremist insurgency that has left tens of thousands of people dead, approximately 2.5 million displaced, and more than 10 million people in the region affected and in need.
  • While robust national and multi-national military operations have re-taken territory previously controlled by Boko Haram, UNDP recognizes that a new approach is required to consolidate these gains and establish the conditions necessary to transition from military to civilian responsibility for security, and from the provision of humanitarian assistance to the resumption of stalled development processes.
  • In this context, the UNDP is strengthening its presence in the Northeast region by establishing a sub-office in Maiduguri.
  • The sub-office will serve as the center of operations for programming which will include a Regional Stabilization Facility, a Disengagement, Disassociation, Reconciliation and Reintegration (DDRR) and Recovery and Resilience programme.
  • The Sub-Office (SO) for Northeast (NE) Region of Nigeria has been operational since 2017 and UNDP has established an Operations Service Centre to support management and operations functions related to the effective delivery of programmatic results.
  • Under the guidance and direct supervision of the Head of the Service Centre, the ICT Associate provides ICT services, implements ICT management systems and strategies, provides daily technical support to users of information management tools and technology infrastructure. The ICT Associate promotes a client-oriented approach.
  • The ICT Associate works in close collaboration with the Front Office, Management Support and Business Development, Programme and Operations teams in the Sub-office, the Country Office and as and when necessary, UNDP HQ staff for resolving complex ICT-related issues, collaborates with the ICT support team in the Country Office and as and when necessary, with Regional ICT Officers (RIO), Regional Bureau ICT Managers (RBIMs), ICT Managers and other ICT Staff.




Key Duties and Accountabilities
Ensures implementation of ICT strategies and introduction/implementation of new technologies, focusing on achievement of the following results:

  • Compliance with Country Office and corporate information management and technology standards, guidelines and procedures for the Sub-Office technology environment.
  • Participation in development and implementation of ICT annual plan and Standard Operating Procedures in ICT services.
  • Provision of support to the use of Atlas (UNDP’s implementation of ERP) functionality for improved business results and improved client services.

Ensures effective functioning of hardware and software packages in the Sub-Office, focusing on the achievement of the following results:

  • Effective functioning (installation, operation and maintenance) of all UNDP hardware equipment and acquisition of hardware supplies.
  • Performance of specific technical functions, including changing of hardware electronic components (disks, memories, network wiring, power sources, etc.) and routine repairs.
  • Installation of commercial and in-house developed software and related upgrades, anti-virus programs on a timely basis.

Ensures efficient networks administration, focusing on achievement of the following results:

  • Monitoring of the network connection of the Sub-office on a daily basis to ensure a stable and responsive network environment.
  • Troubleshooting and monitoring of network problems. Ensure that the UNDP desktop and network resources are protected from malicious virus attacks and deploy countermeasures in the event of the attacks.
  • Response to user needs and questions regarding network access.
  • Maintenance of up-to-date parameters of information for the network clients and electronic mail.
  • Implementation of backup and restoration procedures for local drives. Maintenance of backup logs. Organization of off-site storage of backups.
  • Maintenance of measures in place for business continuity and disaster recovery processes and procedures including backup and restoration of both server and local storage facilities.
  • Networks administration support to other UN agencies in Maiduguri as required and preparation of bills for Sub-offices recovery of costs for the services provided.

Provides web management services, focusing on achievement of the following results:

  • Support to the maintenance of the Sub-Office websites and Intranet in close liaison with Communication Unit in SO/CO.
  • Troubleshooting and monitoring of websites for UNDP and other UN agencies upon request and preparation of bills for cost recovery for the service provided.

Provides administrative support, focusing on achievement of the following results:

  • Provision of advice on and assistance in procurement of new ICT equipment for the Sub-Office and projects, provision of technical specifications and information on best options in both local and international markets, review of quotations and bids
  • Maintenance of an up-to-date inventory of the software and hardware.
  • Maintenance of a library of ICT related reference materials.
  • Maintenance of the inventory and stock of supplies and spare parts in cooperation with the Sub-office Administration and Procurement Teams.
  • Provision of ICT support to key onsite and offsite events.




Ensures facilitation of knowledge building and knowledge sharing in the Sub-Office, focusing on achievement of the following results:

  • Identification and promotion of different systems and applications for optimal content management, knowledge management and sharing, information provision. Participation in the organization of training for the Sub-Office staff on ICT issues. Maintenance of staff training profiles.
  • Synthesis of lessons learned and best practices in ICT.
  • Sound contributions to knowledge networks and communities of practice.

Requirements
Education:

  • University Degree in Computer Science with relevant experience of 3 years will be given due consideration
  • Secondary education is required with relevant certifications in hardware and software management and application (Microsoft Certification, Cisco-office Certification).
  • Cisco Certified Network Administrator (CCNA) and Microsoft Certified Professional (MCP) are required.

 Experience, Knowledge, and Skills:

  • Minimum 6 years (Secondary) or 3 years (Bachelors) of relevant working experience, including network administration, management of hardware and software platforms, data management, knowledge of Windows-based packages/applications.
  • Fluency in written and spoken English is required. The ability to communicate effectively in Kanuri, Hausa, orany other local language spoken in NE Region of Nigeria is an asset.

  • Nigeria is Africa’s most populous country with an estimated population of 206 Million1 and an annual population growth rate of 2.6%2. By 2050, the country’s population is expected to have doubled, reaching more than 400 million and thereby becoming the third-largest country in the world3. More than half of its population will be under the age of 30 years.
  • At the same time, unemployment and under-employment are one of the key development challenges facing young people in Nigeria and undermining the prospects of the country to achieve its development aspirations and fulfill its potential as the continent’s largest economy.
  • According to the National Bureau for Statistics’ report of 2018, over 13.9 million youth are unemployed. The highest unemployment rate was recorded for youths between 15 – 24 years standing at 40.8%, followed by those aged between 25 – 34 years at 30.7%4. Investing in Nigeria’s youth is therefore becoming more urgent than ever.
  • In response to this complex development challenge, the Federal Government of Nigeria, in collaboration with the United Nations Development Programme (UNDP) and other partners, seeks to invest in the next generation of leaders through the establishment of the Nigeria Jubilee Fellows Programme (JFP) - a platform for empowering young Nigerian graduates with practical on-the-job skills and leadership competencies through a twelve-month paid placement opportunity.
  • Under this programme, highly qualified recent graduates of the National Youth Service Corps (NYSC) scheme will be provided with work opportunities within private sector organisations, the public sector, UN agencies and development organisations.
  • The goal of the NJPF is to enhance these Fellows with professional and leadership capacities thereby enabling them to positively contribute to the social and economic development prospects of Nigeria. The enrolment of an initial 20,000 Fellows is envisaged followed by a scaling up of the programme in the coming years.
  • The Jubilee Fellows Programme will expand opportunities for learning to work transitions for fresh graduates in Nigeria through placement opportunities, job market information, skills transfer and facilitated learning. It is designed as a partnership platform that brings together private and public sector actors – including learning institutions to co-create and deploy to scale a viable solution that enhances youth employability, entrepreneurship and retention of national talent.




Position Purpose

  • To this end, UNDP Nigeria is seeking a Private Sector Engagement Analyst, to further elaborate the private sector engagement strategy and coordinate the implementation of the strategy.
  • The Private Sector Engagement Analyst will be responsible for the engagement of the private sector, influencing private sector organizations to participate in the Jubilee Fellowship project as host entities, providing placement opportunities for the Fellows, and as knowledge partners or potential donors of the Fellowship for sustainability.
  • The Private Sector Engagement Officer will support the implementation of partnership building strategies to upscale and deepen the impact of the Jubilee Fellowship, by contributing to the establishment and growth of new partnerships, with the view of achieving broader and systematic change towards youth unemployment in Nigeria.

Duties & Responsibilities
Under the direct supervision of Crisis Prevention and Recovery Advisor, the Private Sector Engagement Officer will be responsible for the following functions and tasks:

  • Private Sector Engagement project planning, implementation & follow-up;
  • Develop knowledge tools and guidance on engagement with private sector tailored to the programme’s needs;
  • Provide substantive inputs to advocacy, knowledge building and communication efforts, as well as to resource mobilization strategies.

Private Sector Engagement Project Planning, Implementation & Follow-up:

  • In coordination with Talent Management team and Youth Engagement officer, identify high potential Fellows for placement opportunities in private sector host entities.
  • Contribute to a detailed rapid market assessment of key economic sectors that will inform placements
  • Liaise and coordinate with multiple stakeholders in different economic sectors, to provide successful matching of selected Fellows for the 12-month placement opportunities.
  • Identify, advertise, attract & select, and actively cooperate with private companies and employers able to absorb additional Jubilee Fellows.
  • Continuously monitor and analyze the market for data and information relating to current and future employment trends and develop reports or case studies to be shared with project stakeholders where required.
  • Assess desired and most needed skills required by private sector and employers in project implementation area and work closely with the PM to ensure linkage to other project outputs and the development of appropriate and effective training mechanisms and tools.
  • In coordination with the Talent Management team, develop Jubilee Fellows selection criteria, workplans and monitoring, evaluation & mentorship/support plans for the entire duration of the 12-month Fellowship.
  • Advertise, identify and attract would-be entrepreneurs with business ideas and match them with the appropriate mentors.
  • Ensure lessons learnt and periodic review of activities are utilized and result in adaptations for the improved quality of programming and implementation.
  • Conduct routine and regular monitoring visits to participating private sector enterprises to ensure appropriate follow-up, guidance and quality. Monitoring and follow-up should have a view toward continually improving skills acquisition of Jubilee Fellows, tailoring professional development toward business needs and supporting selected Fellows for negotiating long-term employment.
  • Support the articulation of private sector engagement in line with development efforts towards achievement of the SDGs in close cooperation with the PMU.




Develop knowledge tools and guidance on private sector engagement tailored to the project’s needs:

  • Undertake tailored research and analysis on relevant industries and sectors, analyzing trends and developments in the labour market, including latest technologies and innovation, and how it affects the future of work for youth in Nigeria.
  • Support the interpretation of the findings of this research and analysis to influence the development of evidence-based policies on youth employment.
  • Conduct skills-based needs assessment on private sector host entities representing all the key economic sectors to guide the placement of Jubilee Fellows.
  • In close consultation with the PMU and other relevant colleagues, ensure that the tools and guidance developed are aligned to the planning, implementation, monitoring and evaluation, and reporting guidance of the project and activities.
  • Organize meetings, roundtables and briefings aimed at strengthening strategic partnerships and joint initiatives with the business community, government representatives, youth networks and other key stakeholders

Provide substantive inputs to advocacy, knowledge building and communication efforts, as well as to resource mobilization strategies:

  • Develop background documents, briefs and presentations related to private sector’s engagement for youth employment
  • Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products targeted toward private sector organizations.
  • Coordinate the development of knowledge management methodologies, and products on private sector engagement and partnership cultivation.
  • Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases.
  • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.

Requirements
Education:

  • Master's Degree or equivalent in Social Policy, Public Policy, Politics, Development Studies, Statistics, Political Science, International Relations, or related field.
  • Bachelor's Degree with additional  2 years of qualifying experience may be considered in lieu of the Master’s degree.

Experience:

  • 2 years (Master’s Degree) or 4 years (Bachelor’s Degree) work experience in private sector in national and international levels.
  • Experience in devising strategies, knowledge tools and guidance in relation to private sector and adapted to the economic context of the country.

Position Purpose

  • To this end, UNDP Nigeria is seeking a qualified Impact Learning and Monitoring Analyst to provide technical leadership in the implementation of the Jubilee Fellowship program framework, plans and indicators to capture project performance results and provide effective, accurate and timely monitoring, evaluation and reporting of all project activities.
  • The ILM Analyst will work with UNDP CO, JFP project team, and relevant partners to ensure that lessons learned are consistently identified and integrated into the program implementation to continuously improve the quality of interventions and outcomes.
  • The ILM Analyst is responsible for documenting and disseminating program results with partners and leads impact evaluation activities.

Duties & Responsibilities
Under the direct supervision of Crisis Prevention and Recovery Advisor (Jubilee Fellows Team Lead), the Impact Learning and Monitoring Analyst will be responsible for the following functions and tasks:

Summary of Key Functions:

  • Support the coordination and planning of the JFP project outputs and results in collaboration with project team members, private sector host entities, Government partners and UNDP CO.
  • Provide leadership in project monitoring and implementation to align with project goals and objectives
  • Ensure effective management of the project evaluation process in accordance with UNDP evaluation policies, procedures and practices.
  • Coordinate knowledge building and sharing activities amongst partners to enhance capacity development and improve project implementation.

Support the coordination and planning of the JFP project outputs and results in collaboration with project team members, private sector host entities, Government partners, and UNDP CO:

  • Oversee the development and implementation of the Performance Monitoring Plan (PMP) to capture project performance and results, including routine service delivery data reporting, baseline, and endline assessments, and all monitoring for process and outcome evaluations
  • Develop and oversee data flow patterns for the program that will ensure timely data collection and reporting
  • Ensure quality of data through data verification procedures, including routine data quality audits
  • Coordinate progress of project activities and outputs within the project to ensure synergies within components.
  • Develop and implement monitoring and evaluation plans in coordination with component coordinators and other relevant project staff.

Provide leadership in project monitoring and implementation to align with project goals and objectives:

  • Design and implement a monitoring mechanism to monitor and ensure the timely implementation of all activities under each component of the Jubilee Fellowship including the development of performance indicators and success criteria for each component.
  • Coordinate the implementation of different components of the Jubilee Fellowship in collaboration with the program team, private sector host entities, Government partners and the talent management team.
  • Monitor financial expenditure of the project and ensure that financial delivery of the project is in accordance with the project plans.
  • Support liaison with all relevant partners to determine the level of effectiveness of the activities and outputs of the project.
  • Monitor risks and develop strategies to mitigate them.
  • Prepare presentations and briefings including performance monitoring charts and tables on all components of the project.

Ensure effective management of the project evaluation process in accordance with UNDP evaluation policies, procedures and practices:

  • Lead efforts to monitor and evaluate project interventions, document results and provide feedback to stakeholders to guide decision-making.
  • Prepare an evaluation plan to ensure effective and efficient implementation of the project and to ensure that activities and outputs result in positive outcomes.

  • Integrate evaluation findings and feedback into project implementation activities to improve project outcomes.




Coordinate knowledge building and sharing activities amongst partners to enhance capacity development and improve project implementation:

  • Identify and formulate lessons learned and recommendations to be integrated into project implementation efforts.
  • Contribute to relevant knowledge networks and communities of practice, with a view to facilitating innovation and knowledge sharing mechanisms among countries and programmes.
  • Liaise with the Communication team to finalize outreach, communication and reporting materials and packages to support for resource mobilization and general communication efforts.
  • Liaise with the Communication team to develop and publish success stories of the Jubilee Fellowship on social media platforms as well as on the JFP digital platform.
  • Coordinate the development and dissemination of quarterly reports in collaboration with project team members, UNDP CO, private sector host entities, and Government partners.

  • The key results have an impact on the overall effectiveness and success of UNDP’s interventions and activities in achieving the country’s development and the SGDs.
  • Effective implementation of evaluation policies and strategies, as well as efficient management of the evaluation process, enhance the organization’s capacity and credibility to provide leadership and high-quality technical advice on the formulation of innovative programme strategies and projects which address specific needs of the country in the UNDP Practice Areas.
  • As an active UNDP CO team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNDP and its beneficiaries in the accomplishment of her/his M&E duties, resulting in a positive impact on the overall success of UNDP’s programming to support the Jubilee fellows programme.

People Management:

Requirements
Education:

  • Master's Degree or equivalent in Social Policy, Public Policy, Politics, Development Studies, Statistics, Political Science, International Relations or related field.
  • A Bachelor's Degree with additional 2 years of qualifying experience may be considered in lieu of the Masters's degree.

Experience:

  • 2 years (Masters Degree) or 4 years (Bachelors Degree) of progressively responsible experience in programme management, design, monitoring, and learning is required.
  • Experience in monitoring and reporting on projects/programmes funded by multiple donors and with political sensitivity is desirable.
  • Previous experience working within private sector institutions is desirable
  • Experience in gender analysis and gender mainstreaming is desirable
  • Expertise in analyzing data using statistical software is desirable.
  • Strong inter-personal and teamwork skills.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advanced knowledge of spreadsheet and database packages, as well as experienced in the handling of web-based management systems.

Language Requirements:

  • Proficiency in oral and written English.
  • Knowledge of other official UN languages is an asset
