ECOWAS Parliament was established by the ECOWAS Revised Treaty of 24 July 1993 as one of the Institutions of the Community. The Parliament is the House of Representatives of the peoples of the Community. It is composed of 115 Representatives from the 15 Member States of ECOWAS: Benin, Burkina Faso, Cape Verde, Côte d’Ivoire, The Gambia, Ghana, Guinea, Guinea Bissau, Liberia, Mali, Niger, Nigeria, Senegal, Sierra Leone and Togo.

Role Overview

  • Under the supervision of the Administrative officer, the incumbent shall be responsible for managing the administrative functions of the office including maintaining paper and electronic files, providing notes and records of meetings, managing office supply inventories and assistance to the Registry.

Role and Responsibilities

  • Establish, maintains and updates filing system for the department;
  • Receive and record incoming and outgoing mails/circulation and dispatch services;
  • Retrieve needed information from files;
  • Seek direction, clarity and accuracy of final copy of document;
  • Assist in Office management;
  • Assist in charge of Reprographic services;
  • Manage office supply inventories;
  • Answering telephone calls;
  • Relaying messages;
  • Receiving guest/visitors;
  • Responding to inquiries
  • Perform any other duty assigned by the superiors.

Academic QualificatIons and Experience

  • West African School Certificate or equivalent certificate;
  • 2 years of demonstrated experience working in an office as an intern, entry level office worker or receptionist;
  • Practical experience completing simple highly routine clerical and office tasks requiring minimal judgment and limited knowledge of office procedures;
  • Understanding of processes and procedures of relevance to assigned responsibilities;
  • Ability to quickly assimilate and apply standard office routines and tasks to complete assigned tasks according to performance expectations.

Role Overview

  • Under the supervision of the Principal Officer, Parliamentary Affairs the incumbent shall serve as the administrator, coordinator, and adviser to the Parliamentary Committees to which one is assigned, and to assist the Principal Parliamentary Affairs Officer in managing the business of the Plenary.

Role and Responsibilities

  • Assists in preparing the draft agenda of Parliamentary Sessions.
  • Assists in drafting minutes of the proceedings of Plenary Sessions and draft reports of Parliamentary Sessions.
  • Plans and organises the activities of Committees in liaison with relevant units of the General Secretariat.
  • Prepares the draft agenda and draft work programmes of the Committees.
  • Prepares draft speeches for the Chairmen of the Committees.

Role Overview

  • Under the supervision of the Principal Officer, Library, Documentation & Research, the incumbent shall assist Members of Parliament  by providing them relevant well researched information for their work.

Role and Responsibilities

  • Respond in a timely manner to requests for information or enquiries from Committee members and other Members of Parliament;
  • Undertake research, usually from readily available sources, on clearly defined subjects;
  • Analyse and evaluate research and interpret data in order to identify the key issues;
  • Prepare and present, in both written and oral forms, the results of research in a manner appropriate for answering parliamentary questions, providing briefings to Committee members, or for providing content for newspaper articles and press releases ;
  • Prepare and provide briefings for Committee Clerks to be tabled at meetings of the Committee;
  • Monitor motions, petitions, legislations, Hansard, and other parliamentary activity as appropriate;
  • Monitor coverage in the media issues before the Committees;
  • Advise and guide the Committees, Members of Parliament, the Secretary-General and Committee Clerks on relevant policy matters;

Role Overview

  • Under the supervision of the Protocol Officer , the incumbent shall  assist in providing protocol services and ensuring the smooth delivery of services to the Parliament.

Role and Responsibilities

  • Contribute in providing protocol services and advice to the organization and its constituents.
  • Maintain up-to-date information on partner institutions within the Diplomatic Community, such as Governments, missions, delegations, governmental and non-governmental bodies.
  • Receive, evaluate and process requests for diplomatic privileges and immunities and provide related information and advice.
  • Request visas and changes in visa status from the host country;
  • Facilitate the organization of official ceremonies, such as official visits, the signing of protocol agreements, and official social functions, such as receptions and luncheons.
  • Performs other tasks as may be assigned by the supervisor.

Academic QualificatIons and Experience

  • Bachelor’s Degree in the Humanities, Arts, Public Relations or in a similar field from a recognized university.
  • 2 years of work in the specific area of protocol relevant to job function, organizing events/meetings and conference support in a multi-lateral setting, and/or experience in international travel arrangements, procedures and processes or a related area ;
  • Knowledge of accepted norms, rules and customs of international diplomatic protocol, including practices developed within ECOWAS System or similar international organization;

Role Overview

  • Under the supervision of the Librarian/Documentalist, incumbent shall assist in providing, organizing and preserving information materials including documents produced by the Parliament, for reference in Parliamentary work as well as for access by Researchers on ECOWAS activities.

Role and Responsibilities

  • Assist in ensuring the production, preservation and availability of desired documents to meet the needs of all organs of the Parliament;
  • Assist with policies and procedures for the management of the library and documentation of the Parliament;
  • Assist with establishing links with other libraries and international resource centres to facilitate access to scarce sources of information;
  • Assist in encouraging and facilitating the usage of the library by developing information tools on the library collection and facilities, as well as on the ways to access these;
  • Assist from time-to-time on the modernisation and up-dating of the library to take advantage of advances in information technology and diversified forms of research;
  • Perform any other duties as may be assigned by the supervisor.

Academic Qualifications and Experience

  • Bachelor's Degree in Library Science, Public Administration or any similar field from a recognized University.
  • 2 years of professional working experience in documentation and organizing of parliamentary documents;
  • Understanding of the ECOWAS parliamentary process;
  • Demonstrated skills in proofreading and attention to detail.

6.) Driver

Role Overview

  • Under the supervison of the Transport Officer, the incumbent shall  assist in the safe and timely movement of Members of Parliament, guests of the Parliament and members of staff in the performance of their duties.

Roles and Responsibilities

  • Drive safely and with courtesy ECOWAS Parliament’s official vehicles for any given assignment.
  • Maintain an up to date log book of all movements for the official vehicles;
  • Conduct basic checks on each vehicle and promptly report to the Transport Officer any fault, anomaly or deficiency for immediate action;
  • Ensure the availability of standard safety equipment (such as spare tyre, fire extinguisher, warning triangle, basic tools, first aid box) in the vehicle prior to any movement of the vehicle;
  • Promptly report the due dates for maintenance as well as the expiry dates of official vehicle documents such as road worthiness certificate, insurance, etc.
  • Ensure safety of the vehicle, passengers and other roads users by strict adherence to all safety and driving codes;
  • Ensure cleanliness, tidiness and comfort in each official vehicle.
  • Perform any other duties as may be assigned by the supervisor.

Academic Qualifications and Experience

  • West African School Certificate or equivalent certificate with a formal driver training certificate and a valid driver’s license/ certification to operate assigned vehicle;
  • 2 years of work experience as a driver, preferably for an international organization involving a variety of makes and models of vehicles;
  • Good knowledge of traffic rules and regulations, and ability to read and interpret traffic signs and  documents such as safety rules, and operating and maintenance instructions;
  • Maintain a log book;
  • Knowledge of defensive driving practices, chauffeur protocol and courtesies, local roads and conditions, and protocols of relevance to safety and security of passengers during inclement weather, terrorism events, motor accidents, criminal and violent incidents;
  • Knowledge of basic vehicle maintenance (e.g. circle check) and ability to assess vehicles for mechanical fitness and minor vehicle repairs.

  • In collaboration with the Office Aide, operate the Registry Unit of the institution;
  • Maintain a proper and user friendly filing and document control system for recording and tracking of all documents; .
  • Support other officers of the Division in daily administrative roles;.
  • Put up purchase requests for items needed for the work of the Division;
  • Create and maintain useful databases for the Division;
  • Perform research duties as and when required;
  • Assist on any ad-hoc tasks as may be required;

Academic Qualifications and Experience

  • Bachelor's Degree in Business Administration, Social Sciences or Humanities from a recognized University.
  • 2 years relevant work experience in human resources, administration or related area, is required;
  • Familiarity with administrative and financial policies and procedures related to conference services.

8.) Security Officer

Role Overview

  • Under the supervision of the Principal Officer, Infrastructure, the incumbent shall ensure the safety of lives and property within the office premises and in the official residences of the institution.

Role and Responsibilities

  • Assist the Facility Manager and Transport Officer in arranging for a supply of Security Men from the Nigerian Legion as and when necessary;
  • Deploy Security Men tactically to give security cover to all sensitive points on the premises and official residences;
  • Supervise and manage Security Men, plan shifts and leave roaster to ensure adequate rest and effective performance by the Men;
  • Operate an effective communication system to facilitate coordination among team members in dealing with any security situation on hand;
  • Supervise parking within the office premises;
  • Maintain active contact with security services such as the Police Service and the Fire Service as well as the paramedical services to be able to deal with any emergency beyond the control of the Security Unit;
  • Assist the Facility Manager and Transport Officer in giving training and security/safety information to staff members and other users of the office premises;
  • Investigate and report all cases of security breaches within the office premises and/or official residences;
  • Perform any other duties as may be assigned by the supervisor.

Academic QualificatIons and Experience

  • Bachelor’s Degree in Social Sciences or Humanities from a recognized University.
  • 2 years of experience with a security agency or relevant security related military experience;
  • Demonstrated sound judgment in applying ECOWAS Security policies, procedures and practices;
  • Specialized trainings in safety and security is desirable;
  • Excellent knowledge of public safety and security procedures/protocols;
  • Knowledge of the laws, regulations, and guidelines related to securing personnel, facilities, and information, including the requirements for handling, transporting, and protecting classified information and proper reporting of security incidents;
  • Knowledge of weaponry, and intelligence operations, public safety and security operations; occupational health and safety.
