Alliance for a Green Revolution in Africa (AGRA) is recruiting to fill the following positions:

1.) Procurement Specialist in West Africa
2.) Country Manager

 

Alliance for a Green Revolution in Africa (AGRA) is an organization dealing with agricultural products in Africa. It is funded by the Bill and Melinda Gates Foundation as well as the Rockefeller Foundation. Broadly, it deals with improving agricultural products and supporting local farm owners and labor.

1.) Procurement Specialist in West Africa

 

To ensure efficiency in our procurement processes, AGRA needs services of a procurement specialist to give support to the Procurement Unit in West Africa for a period of 12 months. The procurement process is automated from requisitioning to contracting, the successful candidate shall be familiar with use of ERP systems.

Objective of the assignment

The main objective of this assignment is to provide procurement support including review of terms of references/specifications, preparation of RFPs, coordination of the sourcing process and evaluation of proposals through use of the oracle e-procurement system.
Scope of Work

This consultancy assignment will be based in Accra, Ghana.

The procurement specialist will be required to carry out the following activities:

• In consultation with the Senior Manager – Procurement, the specialist shall review terms of references/specifications, preparation of RFPs, coordination of the sourcing process and evaluation of proposals through use of the oracle-based e-procurement system.
• Coordinate the responses to procurement inquiries and communicate the result of the evaluation processes to the applicants in a timely manner.
• Provide advice and on-the-job training for relevant procurement staff and champions. Training will cover all stages of the procurement cycle and will be based on AGRA procurement policy and procedures.
• The specialist shall assist in carrying out due diligence/background checks on consultants/vendors before contracting.
• The procurement specialist shall provide support in coordination of disposal of AGRA assets in all AGRA country offices.
• Provide support in establishment of framework agreements with service providers in AGRA Countries;
• Provide support during procurement planning and ensure timely implementation of the plan;
• Participate in contract negotiations and contract management;
• Ensure a proper filing system is maintained;
• Provide support in timely procurement reporting;
• The specialist shall carry out any other relevant activities that may from time to time be assigned by the Senior Manager – Procurement as per agreed work plan.

Deliverables

• The specialist will provide weekly and monthly reports of activities carried out as per agreed work plan.

Duration

• The assignment shall be carried out within a period of 12 months.

The Procurement Specialist will report to the Senior Manager – Procurement
Profile of the procurement specialist

The procurement specialist shall possess the following:

• A post graduate degree in procurement or Chartered Instituted of Purchasing and Supply (CIPS);
• Demonstrated experience in carrying out procurement of consultancy services;
• Over 8 years’ experience in public procurement;
• Knowledge of best practices such as guidelines of donors including Governments, Private Foundations and Multilateral Agencies;
• Experience working with Not for Profit international organizations will be an advantage;
• Experience in carrying out procurement training;
• Strong analytical skills and attention to details;
• Strong analytical skills, commitment to accuracy, attention to detail and to maintaining a timely and efficient work flow;
• Excellent communication skills, ability to work in multicultural environments, and ease in interpersonal relationships;
• Reliable and responsible personality and capacity to work under demanding professional circumstances and in an international environment;

Criteria for selection of the Individual Consultant

Only individuals meeting the below criteria are eligible to bid. The successful candidate shall be a person of high integrity with a track record of high performance. The candidate shall provide a detailed curriculum vitae and academic certificates. The consultant will be selected based on the following criteria:

General qualifications (general education and training): [20%]

• Post graduate degree in procurement and supply chain or equivalent qualification
• CIPS Membership

Experience in use of e-procurement systems and other ERP systems: [15%]

• Demonstrate experience in use of e-procurement systems. Knowledge of oracle SCM system will be preferred.
• Knowledge of ERP systems and other ICT applications.

General experience and experience working with similar international organizations: [20%]

• Over eight years general experience in procurement and with at least two years working with public and donor funded organizations such as international Non-Government Organizations, World Bank, African Development Bank and Governments

Adequacy for the Assignment (understanding of the assignment and similar assignments): [35%]

• A maximum of two-page executive summary of the understanding of the assignment
• Share list and description of similar assignments carried out as a procurement specialist, including client contact details and dates when the assignment was carried out

Regional experience (West Africa) and fluency in English: [10%]

Total weight: 100%

NB: Only the candidate with the best technical proposal equal or above 75% shall be considered for financial negotiations

A. Technical Proposal

• Detailed Curriculum Vitae
• Detailed reference list indicating the scope and magnitude of similar assignments carried out
• Demonstrate possession of qualification and experience required
• Provide methodology, work plan and understanding of the assignment

B. Financial Proposal

• The consultant shall provide a monthly fee for carrying out the assignment
• All applicable taxes (withholding taxes) should be quoted separately
• The financial proposal shall be inclusive of the applicable withholding taxes. If the financial proposal is silent on taxes, AGRA shall assume that these are inclusive;
• Reimbursable costs if applicable shall be quoted separately.
• Price must be quoted in USD ($) or Kenyan Shillings
• The financial proposal shall be submitted separately from the technical proposal and should be password protected. Only the best candidate shall be requested for the password to their financial proposal

Guidelines for Preparations and Submission of Proposals

The proposals SHALL be submitted to:

• The proposal and ALL Attachments submitted via email SHALL NOT exceed 10MB
• VALIDITY of the proposal shall be for a period of 90 days from the date of bid closure.
• Financial proposal shall be sent as a separate attachment and MUST be password protected. The password shall be requested from the best technically qualified individual

2.) Country Manager

 

Under its 5-year strategy, AGRA looks to catalyze and sustain an Inclusive Agricultural Transformation in Africa to increase incomes and improve food security for 30 million farmers. Under this strategy, AGRA will deliver through an approach that simultaneously catalyzes change at farmer level, strengthens input and output market systems and puts government at the center to enable and champion private-sector-led agricultural growth at national level.

To support this transformation from a country perspective, AGRA is seeking to recruit an experienced and exceptional individual to the role of Country Manager, Ghana: Job Reference CM/GH/03/2021

The role will be based in Accra, Ghana.

The Position

• Reporting to the Regional Head, West Africa the Country Manager, Ghana will represent AGRA in Ghana and will act as the catalyst for AGRA’s integrated interventions by coordinating activities and building necessary relationships with the government, private sector, donors and other key stakeholders.
• S/He will lead the country to actively manage the AGRA Ghana strategies, while maintaining close linkages with Nairobi technical divisions.

Key Duties and Responsibilities

• Develop the country plans on an annual basis in collaboration with wider AGRA teams.
• Identify and pursue opportunities to mobilize resources in support of AGRA’s priorities and/or advocating for public and private sector stakeholders to scale AGRA’s demonstrated intervention models in country.
• Direct program officers to research and develop grantee portfolios dealing with constraints, resources, and opportunities for increasing and improving seed and technology supply at farmer levels.
• Convene and build relationships with domestic government, private sector, donors, civil society organizations and others with a presence in country, to build and nurture country-level partnerships deemed essential to AGRA’s mission in the country.
• Lead in representing AGRA in key meetings and forums of the government and its development partners including donor coordination meetings that contribute to the advancement of AGRA’s investments in the country.
• Provide advisory based working knowledge of national agricultural sector development plans, to identify and pursue opportunities in the following areas (i) mobilizing of resources to support AGRA’s priorities and/or (ii) advocate for public and private sector stakeholders to scale AGRA’s demonstrated intervention models in Ghana.
• Advise and relay feedback from AGRA’s partners, especially the government and development partners to other parts of the organization.
• Engage donors in the relevant countries, furnishing them with required reports, day-to-day communications, and timely insights on program challenges and breakthroughs in a manner which maintains positive engagement with the program.
• Inspire and grow teamwork, partnership and collaboration among the team to raise overall team contributions and performance
• Support development of existing staff, hiring new staff as necessary and managing team dynamics to ensure a high-performance team
• Direct and provide coaching to relevant technical and administrative staff.
• Oversee country-level interventions set out in the country plan, working with program teams to deliver innovative intervention models across the value chain.
• Plan, facilitate, and oversee implementation of AGRA-supported investments in Ghana and foster the integration of AGRA’s investments.
• Oversee country level research required to complete the country plan on a periodic basis, to safeguard that country and program objectives are aligned to the national/government goals and objectives.
• Guide, oversee, manage, and professionally develop the Ghana Country Team, as well as oversee the work of AGRA consultants in the country as needed
• Build on the expertise of AGRA program officers in the areas of soil fertility, policy, and farmer organizations to enhance the operations of country strategies and link program investments and activities to other AGRA initiatives.

Qualification Required & Experience

Key Qualifications and Experience required

• Master’s degree in Agriculture, Economics or related disciplines
• A relevant Doctorate degree will be an added advantage.
• Minimum of 10 years’ experience in agriculture related international development work.
• At least 5 years of management experience, particularly over diverse teams working across diverse geographies.
• Experience working with a large multinational development agency in a management and coordination role is an advantage.
• Experience working on teams with a purview over both domestic-wide and regional activities.
• Professional development programs in leadership and management including financial and staff supervision/performance management.
• Proficient in program management, program design and M&E.
• Good command of English and a working knowledge of French will be an advantage.

An attractive remuneration package commensurate with the responsibilities of the position will be negotiated with the successful candidate.
