Job Description
- Nigeria is Africa’s most populous country with an estimated population of 206 Million and an annual population growth rate of 2.6%2. By 2050, the country’s population is expected to have doubled, reaching more than 400 million and thereby becoming the third largest country in the world. More than half of its population will be under the age of 30 years.
- At the same time, unemployment and under-employment are one of the key development challenges facing young people in Nigeria and undermining the prospects of the country to achieve its development aspirations and fulfil its potential as the continent’s largest economy.
- According to the National Bureau for Statistics’ report of 2018, over 13.9 million youth are unemployed. The highest unemployment rate was recorded for youths between 15 - 24 years standing at 40.8%, followed by those aged between 25 - 34 years at 30.7%4. Investing in Nigeria’s youth is therefore becoming more urgent than ever.
- The Jubilee Fellows Programme will expand opportunities for learning to work transitions for fresh graduates in Nigeria through placement opportunities, job market information, skills transfer and facilitated learning.
- It is designed as a partnership platform that brings together private and public sector actors – including learning institutions to co-create and deploy to scale a viable solution that enhances youth employability, entrepreneurship and retention of national talent.
- To this end, UNDP Nigeria is seeking a Project Finance Associate to ensure effective delivery of programme finance services and transparent utilization of financial resources ensuring the integrity of financial services.
- The Project Finance Associate contributes to the effective implementation of financial monitoring and evaluation policies, works with the operations finance team and ensures the financial integrity of the Jubilee Fellowship.
- With proper and accurate project financing, the incumbent, supports the design, planning and management of the Jubilee Fellowship.
- In doing so, s/he works in close collaboration with project staff, other staff of the Unit, operations team, Programme and projects staff in the CO and UNDP HQs staff for resolving complex programme and operations-related issues, ensuring successful CO performance in Finance.
Scope of Work

- Ensure that advance payments and direct payments are properly reviewed and recorded in a timely manner into Atlas;
- Follow up on the disbursement of funds to facilitate timely review of cash position to ensure sufficient funds on hand for disbursements.
Ensure effective information management and reporting:
- Prepare regular analysis and reporting on the Jubilee Fellowship project funds and Country Office budget approvals, including on the delivery of programme activities.
- Support the preparation of annual project workplans, agreements, and budgets;
- Prepare forecasts necessary to support disbursements requests;
- Conduct verification and posting of disbursement requests, expenditure reports, and supporting documentation;
- Submit timely and accurate required financial reports to the donor, as relevant;
- Maintain information flows between non-finance actors to effectively link programmatic results to work plan expenditure and budgets agreed with the donor;
- Respond to HQ requests to resolve financial data issues or to provide information required.
Ensure proper financial tracking controls and risk management mechanisms:
- Develop and support the PMSU to maintain risk management and mitigation approaches relating to finance.
- Design and implement effective internal controls and financial resources management system.
- Map, establish and maintain standard operating procedures in the project finance unit, implementing improvements where possible.
Ensure implementation of operational and financial management strategies, and adapts processes and procedures:
- Full compliance of financial activities, financial recording/reporting system and audit follow up with UN/UNDP rules, regulations, policies and strategies; implementation of the effective internal control, proper design and functioning of the financial resources management system;
- Continuous analysis and monitoring of the financial situation, presentation of forecasts for development and management projects;
- Implementation of cost saving and reduction strategies in consultation with office management;
- Routinely monitors financial exception reports for unusual activities, transactions, and investigates anomalies or unusual transactions. Informs supervisors and other UNDP staff at Headquarters of the results of the investigation when satisfactory answers are not obtained;
- Preparation of cost-recovery bills in Atlas for the services provided by UNDP.
Institutional Arrangement:
- Under the direct supervision of the direct supervision of the Project Team Lead (Jubilee Fellows Programme) with matrix reporting to the Operations Manager, the Programme Finance Associate will support and work in close collaboration with the operations and programme teams within the Country Office and the field office in Lagos.
Required Skills and Experience
Education:
- Completion of Secondary Education preferably with specialized certification is required or Bachelor’s Degree in Business or Public Administration, Economics, Political or Social Sciences and other relevant fields is desirable.
Experience:
- Minimum of 7 years with Secondary Education or 4 years with Bachelor’s Degree of progressively responsible administrative or programme experience is required at the national or international level.
Required Skills:
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems and ERP financials, preferably PeopleSoft;

Job Description
- Insecurity in the North West region of Nigeria – especially Katsina, Zamfara and Sokoto is characterized by a complex blend of communal conflicts, farmer-herder conflict, armed banditry and organized crime.
- These conflict drivers are further amplified by demographic pressure, relative deprivation, perceptions of economic exclusion and climate-induced risks. While numerous peace agreements and amnesties including in Sokoto and Zamfara provided some short-term stability, violence that resurged in the North West, especially in 2020 poses a significant stability risk to the region and country as a whole. In Katsina and Kaduna States for example, organized communal violence and banditry attacks tripled from April to June 2021 and at least 80,150 and 67,192 people respectively are now in IDP camps with many more urbanely displaced.
- The conflict – and especially the bandit phenomenon in the Northwest is also rooted in the degraded socio-economic and political context that they occur. Bandit groups are understood to be materially motivated, and not ideologically driven – leading to an emerging “banditry economic system” that is locally embedded.
- This has had a dramatic impact on the lives and livelihoods of populations in the region. Over 12,000 people have lost their lives since 2016; livelihoods mostly agricultural activities have been significantly affected. In addition, the violence has led to the forcible displacement of over 1,000,0000 people, who, in the absence of dedicated humanitarian support, have been forced to seek refuge with already burdened host communities who have continued to suffer mental health impacts by protracted conflict.
- The adverse effects of climate change on natural resource availability and scarcity have been identified among the root causes of the conflict.
- The violent conflict has altered the local coping capacities of the rural communities to deal with climatic risks affecting their livelihoods, creating a vicious cycle where natural disasters hit harder, aggravating existing tensions and leading to new conflicts.
- Environmental degradation has increased in urban centres as the people cannot go to forested areas to get wood for cooking and heating because these areas are now inhabited by bandits.
- To support the Federal and State Governments in addressing these issues, UNDP has played a key role in mobilizing and catalyzing key partnerships around a prevention agenda to find lasting solutions to the NW Security challenge to prevent a deterioration into a full-blown humanitarian crisis.
- The violence in the southeast has a distinct uniqueness and peculiarity in comparison to the conflicts affecting other regions in Nigeria and therefore must be approached differently.
- Of recent the region has seen sustained episodes of secessionist-linked violence that have turned increasingly fatal.
- The increasing frequency of confrontations between the state and the pro-Biafra secessionist group is cause for concern for Nigeria and partners. In response to these challenges - the Anambra State Government has inaugurated a 15 person Committee On Truth, Justice, And Peace with a mandate to seek a restorative justice approach for truth-telling or real facts, to initiate healing of the victims of the violence, accounting for responsibility and accountability of the actors, and conditional mercy for the repentant perpetrators, restitution for certain losses and rehabilitation of the perpetrators, for the overall aim of restoration of peace and justice as well as the promotion of development in the State, and the region/Nigeria. UNDP together with the Anambra State Government are exploring collaborative ways of expanding on this peace agenda.
- In the middle-belt, the Farmer-Herder Conflict remains one of the most challenging threats to peace, security, and development. The violence has exacted a heavy toll on thousands of people and frayed many inter-ethnic and inter-religious connectors at the local level.
- The socio-economic and developmental implications of the conflict are far reaching – affecting the food basket of the country.
- The Strategic Conflict Assessment of Nigeria, carried out by the Institute for Peace and Conflict Resolution (IPCR) in 2016, identified the conflict between herders and farmers in Nigeria as the single most widely spread peace and security threat in the country.
- Although the conflict has evolved into other forms of violence in other parts of the country since then, in the middle belt – the farmer – herder conflict remains the same with inherent livelihood differences still at the core of the problem.
- Livelihood development therefore is a significant part of the overall Country Office’s conflict prevention and peacebuilding offer to Nigeria. Particularly, promoting emergency income-generation, jump-starting local businesses, exploring seed financing for green micro-businesses led by young people, catalyzing investments that will focus on businesses that foster ecological restoration, digital enabled systems and renewable energies.
Position Purpose
Under the direct supervision of the Conflict & Political Economy Specialist, the Livelihood Analyst will support implementation of livelihood interventions in peace and security contexts in the North West Region of Nigeria and other parts of the country including the South East, to:
- Support the development of programme strategies and project activities with strong technical soundness to enhance livelihoods and local economic recovery.
- Support the field office in implementing day-to-day activities on livelihoods, climate-smart agriculture and local economy recovery of the NW interventions, including monitoring the livelihood interventions
- Provide technical inputs to the respective stakeholders for ensuring effective emergency income-earning support, livelihood enhancement and economic recovery.
- Support knowledge management and information sharing, including M&E, Reporting and Communications around the livelihood interventions in the NW, and other regions including the SE
Impact of Results:
- The key results have an impact on the success of the NW programme and other livelihood and economic recovery projects to undertake effective crisis response and promote resilience in the communities to on-going crises in the NW Region of Nigeria through high-quality of design, operation and programming of activities with strong technical inputs.
Duties and Responsibilities
Support development and implementation of programme strategies focusing on achievement of enhancement of livelihoods and local economic recovery:
- Identify the appropriate modality of implementation and partnerships for various livelihoods interventions for the livelihood and integrated recovery projects, including short-term employment creation; entrepreneurship development; vocational training and other thematic-focused interventions (micro and small enterprise development; business development services, economic empowerment of women and youth, based on the assessment and facilitate the procurement and agreement process;
- Design and formulate activity plans for livelihood support activities for the livelihood and economic recovery projects;
- Maintain the quality assurance and the validation of livelihoods and economic recovery portfolio data (indicators, targets, results) in the established information management system for measuring the qualitative and quantitative impact, and report on the progress;
- Conduct analysis of data, case evidence and research findings to distill relevant lessons from projects and programmes to support strategy and project development and innovation on livelihoods, and community economic revitalization;
- Support implementation of livelihoods activities to ensure the quality delivery on time on the livelihood and economic recovery projects, including short-term employment creation (Cash for work, asset distribution); entrepreneurship and business development; Study different modalities of active labour market interventions and conduct assessments; and establish innovative programmes to target women, youth, and other vulnerable groups;
- Oversee and monitor day-to-day project activities, providing technical support to ensure the project activities are implemented in line with the planned timeline and results. Promptly report to Conflict & Political Economy Specialist, Senior Management in UNDP, and relevant actors whenever the issues that require their attention arise.
Provision technical inputs to the respective stakeholders for ensuring effective emergency income-earning support, livelihood enhancement and economic recovery:
- Identify the latest trends in local socio-political/economic market situations and other relevant areas that can have an impact on the delivery of the results of livelihood interventions;
- Provide technical support and inputs to the relevant coordination mechanisms, such as Early Recovery and Livelihood Sector and Cash Working Group, to leverage UNDP’s stance and strategic policies and promote coordination with other partners;
- Outreach and coordinate with UN agencies and other actors, such as the governments, the private sector, and NGOs/CSOs, to create synergies and collaboration for greater positive impacts of the UNDP interventions in the area of livelihood and economic recovery;

- Ensure that female-headed households are specifically targeted to participate in cash for work and other livelihood activities. These interventions should incorporate measures that address women’s additional needs such as childcare responsibilities, clean domestic energy and time poverty;
- Identify and implement livelihood interventions specifically targeted to women, including increase of their access to and control over financial, social, human and political assets; strengthening of their ability to participate in community and leadership structures; and provision of resources to mitigate women’s disproportionate care-giving responsibilities;
- Support regular monitoring of the implementation of the livelihood and economic recovery activities in UNDP’s project location.
Required Skills and Experience
Education:
- Master's Degree in Economics, International Development/Relations, Economics, Business Management, Political Science, or other relevant fields.
Experience, Knowledge and Skills:
- Minimum of 2 years of relevant experience in economic development, livelihood enhancement, or poverty reduction;
- Experience in post conflict environment with knowledge of socio-economic, culture, and community development issues in complex crisis situation is a strong advantage;
- Strong knowledge on employment creation, emergency livelihoods interventions, cash-for-work activities, economic recovery;
- Experience with diverse projects in complex environments, involving multi-disciplinary teams, broad ranges of stakeholders, and within volatile security situations is strongly preferred.

Background
- Promoting inclusive growth and innovative financing including risk and insurance solutions is one of UNDP’s key priorities in Nigeria under its strategic policy and inclusive economic growth unit. In this regard, UNDP has been facilitating public-private knowledge-sharing dialogue and partnerships to promote risk financing and inclusive insurance in Nigeria.
- In order to streamline its financial and investment engagement, UNDP launched the Finance Sector Hub, a finance and innovation platform, that draws on a critical mass of UNDP expertise, initiatives, and partnerships to support the mobilization and leveraging of resources for the SDGs and lead the implementation of the new UNDP private sector strategy and other initiatives.
- The Hub is an integral part of both the Bureau for Policy and Programme Support (BPPS) and the Bureau of External Relations and Advocacy (BERA), as well as part of the GPN. The Finance Sector Hub team in Geneva works across a range of work relevant to financing and investment for the SDGs, with strong links to financial, private and institutional sectors.
- UNDP’s growing work in this space has led to the creation of a flagship initiative on insurance and risk finance, and the creation of a dedicated facility for supporting UNDP Country Offices and country partners worldwide, within the newly created Finance Sector Hub. This work covers a range of critical areas where insurance and risk transfer solutions and collaboration with the industry can add significantly to achieving and delivering on the Sustainable Development Goals (SDGs.)
- The UNDP Nigeria Country Office seeks to engage the services of a National Project Coordinator who will be responsible for Day-to-Day Administration and will manage and deliver the work of the insurance/risk finance portfolio in-country, supported by the CO Programme Support Unit as well as dedicated consultancy support (both technical and logistical) through the life of the Programme. The Coordinator will work closely with national stakeholders and lead on the planning of workshops and events, liaise with the insurance industry working on ISF initiatives at the country level including national monitoring, evaluation and reporting.
- S/he will ensure implementation mechanisms such as a technical working groups are established and meet regularly and that that all planned activities are organized in a timely manner and that they meet expected quality standards.
Duties and Responsibilities
Project Planning and Management:
- Oversee the identification, selection and supervision of national consultants and experts, in close consultation with the UNDP Country Office Programme Support Unit and the IRFF Regional Advisor;
- In consultation with the UNDP Country Office and Global IRFF Team S/he will undertake the work-planning process. He/se shall ensure that the workplan and a fully costed budget are prepared in accordance with POPP/PPM Guidelines and signed off by the Deputy Resident Representative and Team Leader of the IRFF;
- Supervise the work of national experts and coordinate with institutions to ensure outputs are delivered on time, within the set budget, and to high quality standards;
- Liaise with the Finance team to ensure administrative requirements and budgets are managed and executed in a timely and appropriate manner and within UNDP and donor rules and regulations;
- Organize all relevant project workshops in a consultative manner, involving a wide variety of Insurance and Risk Finance stakeholders, including the government, private sector, NGOs, donors and academia;

Project Administration:

- Supports project audit and facilitate access by auditors to project documentation, personnel, and institutions involved in the project;
- Supports organization of HACT assurance activities, including spot checks and programme visits;
- Regularly advises Implementing Partners or Responsible Partners on HACT related issues;
- Initiates procurement actions for ICs, goods, works and services according to procurement plans;
- Compiles supporting documents for procurement processes and ensures that supporting documents are complete;
- Creates e-requisitions in ATLAS to initiate procurement processes, ensures the accuracy of the COA of the e-req;

Reporting / Communication / M&E:
- Signal any delays in national deliverables compared to the workplan to the UNDP Country Office and the Global IRFF Team;
- Lead project monitoring, reporting and evaluation at national level, draft monthly and quarterly reports for review by the lead expert and submission to the global IRFF team;
- Update Country Risk Log and monitor UNDP SES Requirements;
- Prepare quarterly and Annual Progress Report;
- Develop workshop reports for the inception workshop and all technical workshops;
- Develop briefing notes, case studies, press releases, web articles and other media products as required;
- Assist with research and write and edit sections of technical reports as required;
- Review all national level deliverables to ensure quality and consistency with the IRFF methodology.
Institutional Arrangement:
- The National Project Coordinator will be based in the Strategic Policy and Inclusive Economic Growth (SPIEG) unit and work under the direct supervision of the Head of the unit (Economics Advisor) with a secondary reporting line to the IRFF Regional Specialist.

Duties and Responsibilities
The objectives of the project include:
- Enhance the capacity of the Police Complaints Response Unit (CRU) in Kano and FCT to effectively receive, investigate and respond to complaints of police misconduct using a human rights approach that is conflict and gender sensitive.
- Develop and roll-out a CRU public outreach and engagement strategy to increase citizen’s access to police oversight mechanisms, particularly for women, girls, young men, the elderly, and persons with disabilities (PLWD) in Kano and FCT.
- Strengthen the capacity of external police oversight bodies to handle complaints against the Police and engage in external monitoring using a human rights-based and gender sensitive M & E toolkit.
- Strengthen the capacities of external oversight bodies to collect information and analyse data disaggregated by age, class, geographic location, sex and other human rights standards to promote transparency and strengthen accountability.
- Foster cooperation and collaboration between the CRU and other external oversight bodies for the effective monitoring, reporting and referral of complaints of police misconduct and violations to accountability structures using a human rights-based approach.
- Promote the use of CRU data and other related data for NPF management decisions and improve police accountability to the public through strengthened data and M & E mechanisms.
Scope of Work
- The consultancy assignment will be undertaken at the state level and will be coordinated by OHCHR Nigeria with inputs from Project Coordination Committee (PCC) and the Project Steering Committee (PSC) at the federal and state level. During the assignment, the consultants will also work very closely with UNODC to deliver the project. This will include strategy development, development of toolkits, capacity building for key stakeholders and community members, joint advocacy and awareness.
- The consultants will undertake monthly monitoring visits to the focal states to conduct joint training, consultation and validation meetings to promote trust building and cooperation between the CRU, the public and external oversight bodies as well strengthen referral pathways. The consultants shall work with the NHRC, Local Governance Peace Committees, CSOs, women led organizations and youth representatives, and other Project partners to mitigate police impunity and human rights abuses through rigorous trainings of CRU staff on gender-sensitive human rights-based investigation techniques, the monitoring of rights abuses by NHRC, CSOs and media organizations, as well as the consequences of police misconduct on livelihoods and social cohesion. campaigns on peace building and prevention responses to conflict risks in the focal states.
- The consultants will draft reports, reviews and other types of communications in compliance with established standards and in particular with respect to the human rights situation in communities in the focal states. The consultants will further work with INGOs, LNGOs, CSOs, Academic Experts and other relevant stakeholders focused on human rights architectures, conflict resolution and peacebuilding to build off experience and achieve tangible peace dividends for affected states and communities.
Tasks and Responsibilities
The following are the key activities and deliverables expected from the consultants for the period of the assignment:
- Conduct in-depth research and analysis to identify gaps, good practices relevant to addressing police misconduct, impunity and other human rights violations as well as the referral tools being utilized by external oversight bodies.
- Also assist in the conduct of in-depth scoping missions to assess CRU capacity needs in Kano and FCT. Also support the identification and establishment of functional CRU offices in Kano and FCT, including the recruitment and training of CRU staff.
- Assist in the development and roll-out of CRU organizational tools for processing, investigating and responding to complaints. Also, support the establishment and effective functioning of mechanisms for cooperation and referral arrangements between the CRU and external oversight bodies.
- Assist in the development and roll-out of CRU public outreach and engagement strategy including the testing of key messages to strengthen public engagement on CRU platforms.
- Assists in delivery of training packages for police internal and external oversight bodies including the roll out of toolkits based on human rights and gender sensitive approaches.
- Assists in the development and dissemination of a CRU monitoring and evaluation plan, including the training and mentoring of CRU staff on data collection, analysis and report writing for the NPF management and for the public.
- Assists in integrating human rights in joint-capacity building initiatives of key stakeholders and community members, joint advocacy and awareness campaigns on peace building and prevention responses to conflict risks.
- Assists in supporting UN and humanitarian actors in mission area on protection activities and compliance with human rights, and where appropriate, relevant authorities, including on the implementation of outcomes of UN human rights mechanisms.
- Assists in drafting reports, reviews and other types of communications in compliance with established standards and in particular with respect to reporting on human rights situation.
- Support collection, analysis and publication of aggregated data by external bodies with the aim to promote transparency and strengthen accountability in the complaints handling process.
- Liaises with other UN actors present in the mission area for the collection and verification of information on the human rights situation and informs on human rights considerations that should be taken into account by other actors, including those delivering humanitarian response or coordinating emergency preparedness and response activities, as well as by the UN mission in respect of future operations.
- Assists in integration of gender perspectives/considerations and specific women/girls’ rights issues in all activities.
Duty Station:
- The selected consultants will be based in Abuja (FCT) with travel to selected locations in the focal area Kano (North-West) and communities within the FCT (North-Central) as appropriate.

Required Skills and Experience
Educational Experience:
- Qualified consultants are expected to have a Master’s Degree in Law, Political Science, International Relations, Social Sciences or in a related area.
- Specialization in Human Rights, conflict prevention & peacebuilding, governance, development planning, or other relevant fields.
- Professional Experience
- Qualified consultants are expected to have 3 years’ work experience in conflict situations in the area of human rights and humanitarian response, including in the monitoring and resolution of human rights violations and programme management.
- Experience in the use of computer and office software packages (MS Word, Excel, PowerPoint etc.).
