1.) National Professional Officer (Nutrition)

Description of Duties

  • Advise on the planning, formulation, implementation, monitoring and evaluation of nutrition programmes and activities, in compliance with WHO's overall strategy, and guidelines. Strengthen the nutrition surveillance, identify the constraints and gaps and provide technical solutions to improve the system.
  • Develop response strategies and action plans based on the nutrition situation in the affected areas, in collaboration with partners.
  • Provide technical support to monitor the implementation of specific activities related to nutrition to improve data collection and reporting at all levels.
  • Strengthen the coordination of the prevention and control of malnutrition, including enhanced support to government systems, and referral systems.
  • Develop a strategic plan to strengthen the capacity building of health professionals involved in the management of malnutrition, where appropriate.
  • Ensure the nutrition programme pursues equitable access to emergency assistance particularly for affected and vulnerable populations, with a view to integrating gender equality and equity across all aspects of the incident nutrition programme, including supplementation and food fortification with essential micronutrients, IYCF,treatment cases of severe acute malnutrition, and other community nutrition programmes.
  • Represent WHO in the interagency Nutrition Cluster and contribute to the development and implementation of interagency SMART surveys and other nutrition assessment tools.
  • Perform any other related incident-specific duties, as required by the functional supervisor.

Required Qualifications
Education:

  • Essential: University Degree in one of the disciplines relevant to the following areas: Public Health & Nutrition, International Health &Nutrition, Nutritional Epidemiology, Nutrition policy or development studies,Health & Nutrition Education, Nutrition Promotion and Disease Prevention,or other closely related field of study to nutritional issues.
  • Desirable: Post graduate studies or specialized training in emergency management, international aid or humanitarian principles.

Experience

  • Essential: At least five (5) years of relevant experience in development and management of nutrition programmes. Related working experience in outbreaks and/or health emergency operations in the area of nutrition. Experience in developing and promoting collaborative actions with national authorities.
  • Desirable: Experience and skills inproviding in-country technical support and building capacity in national Health and nutrition programing, preferably in developing countries. Relevant work experience in WHO, other UN agencies, relevant non-governmental, health cluster partners or recognized humanitarian organizations.

Skills

Objectives of the Programme

  • The Mission of the WHO Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

Description of Duties

  • During deployment, the duty station may change, and duties may be modified, based upon the technical needs of the Programme.

The incumbent will perform all or some of the following duties:

  • Plan, recommend and implement systems, norms and procedures, in compliance with existing policies and SOPs, for the administration monitoring, control and evaluation of human, financial and material resources processes within the incident management system.
  • Support planning processes, and formulate general and specific budgetary estimates for the emergency preparedness, response and recovery activities; ensure the management of funding allocations and awards; track and report on financing against budget; support, monitor and report on financial implementation in compliance with WHO rules, emergency SOPs and delegations of authority.
  • Provide managerial and administrative support in the implementation of the emergency operations through initiation of relevant proposals for all planned activities, in cooperation with the resource mobilization team, monitor and follow-up on donor proposals and reporting deadlines; ensure payments are made to support emergency programme plans and in compliance with rules and procedures.
  • Provide a range of human resources services,including forecasting future needs, coordinating/ facilitating rapid deployment of surge staff and international responders, sourcing, recruitment, medical clearance, travel to the relevant duty station, entry formalities, briefing and training, on-site administrative support, de-briefing and performance evaluations.
  • Track and report on HR requirements against plans, status of filled positions/vacancies, in collaboration with the relevant Regional Office and/or HQ
  • Manage procurement of services and all necessary supplies required for support of the emergency programme, track inventory, coordinate with logistics and HR to provide supplies and equipment to the local response team. Participate in local contract review committees and ensure best value for money in procurement practices as per the delegated authority. Ensure appropriate asset management; provide relevant reports to the management
  • In case the Field Security Officer position is not established in the duty station, coordinate with the United Nations Department of Safety and Security (UNDSS) and the Regional Field Security Officer to ensure the safety of all WHO staff and responders, Minimum Operating Security Standards (MOSS) compliance, timely report on security related incidents, disseminate security and travel advisory information and arrange security briefings and training of staff.
  • As required, supervise Information Technology support services provided either by local Information technology technicians. Oversee the monitoring and assessment of end user support, management of the local office infrastructure. 8. Oversee and consolidate the replies to audit reports and comments, review and follow- up on any outstanding audit recommendations related to the different areas of management and administration9. Required Qualifications
Education:

  • Essential: First University Degree, in Public or Business Administration, Public Health, Finance or Accounting, Human Resources Management or other Social Studies from an accredited/recognized institute.
  • Desirable: Advanced university degree in public health, business or public administration.

Experience:

  • Essential: At least seven years of relevant experience, combined at the national and international levels in management and administration, including supervision of staff. Experience in supporting emergency or health outbreak operations.
  • Desirable: Experience in in developing countries. Prior humanitarian working experience at field level, with WHO, other UN agency, health cluster partners, recognized humanitarian organizations or with an international nongovernmental organization.

Remuneration

  • WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3194 per month for the duty station indicated above.
  • Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.

Objectives of the Programme

  • WHO Ministry of Health in Nigeria is working to strengthen the capacity to establish minimum bases for the International Health Regulations. In this regard, WHO will support the health system including the response to public health and nutrition emergencies through laboratory capacity building.
  • The programme covers the following areas of the Diagnostics and Laboratory:
    • Systems, Clinical,Epidemiological, Surveillance, Disease Prevention and Control, Quality, Bio-safety and Bio-security, and Research.

The objectives of the programme are as follows:

  • To promote the development of an effective national laboratory system through the development and implementation of comprehensive national policies on laboratory services.
  • Contribute to the adaptation and implementation of international and regional standards and guidelines at the national level.
  • Supporting laboratory-based surveillance of diseases, including emerging and re-emerging infectious risks.
  • Strengthen national laboratory networks in the context of IDSR and IHR.

Description Of Duties

  • Provide advice,technical expertise and support operations for the development, implementation and monitoring of national policies, strategies and plans.

  • Support the development and implementation of regulatory functions related to diagnostics and Laboratory services.

  • Support the development and implementation of technical guidelines and standard operating procedures for laboratory testing and practices, including for the safe collection, handling, shipment, storage and analysis of the human and environmental samples.

Required Qualifications
Education:

  • Essential: University Degree or Diploma in Clinical Laboratory Sciences or in Medical Biology
  • Desirable: Master's Degree or Higher Diploma in Laboratory Technology with specialisation in infectiology or related laboratory fields.2-Superior Diploma in Public Health or Epidemiology would be an asset.

Experience:

  • Essential: At least 2 years in clinical laboratory fields /public with the national authorities

Objectives of the Programme

  • Country Management Support Units (CSUs) have been established in the organizational structure to provide support for Managers and staff to fully assume their responsibilities in the GSM environment and to ensure compliance with organizational policies, procedures, rules and regulations on all administrative and financial matters and transactions in the context of an Enterprise Resource Planning (ERP) system.

Description of Duties

  • Under the general supervision of the National Procurement officer and general guidance of the Logistics, Procurement and Travel Officer, the Logistics and Procurement Assistant will assist in coordinating the WHO Operation activities in the Lagos liaison office for effective programmes delivery in the 36 states + FCT for responsive and cost-effective supply chain management, and support the implement the related procurement activities.

The incumbent performs the following functions:

  • Assist to coordinate and direct all activities related to the procurement section
  • Receives and reviews purchase requests for goods and services from Requestors (in Technical Units) for clarity, compliance, detail, completeness, and obtains additional information considered necessary;
  • Compiles lists of sources of procurement (supplier database), to request for quotations and proposals for bids.
  • Reviews and performs analysis of responses from suppliers as required by WHO rules.
  • Compiles and analyzes information contained in quotations or proposals to submit for selection
  • Dispatch requests for quotations to vendors and follow up on response.
  • Prices Requests for Price Estimate (RPE) when using the Procurement Module of Global Management System;
  • Tracks the status of requisitions, POs and contracts and updates procurement orders tracker;
  • Responses to Requestors and Suppliers enquiries about status of orders, charges and cancellations;
  • Liaise with the receiving unit and coordinate the completion of the supplier performance evaluation and upload in ECM;
  • Take minutes of meetings and other secretarial duties as may be required in the unit.
  • Ensure the backup of the secretariat of the LPC (Local Procurement Committee)
  • Make necessary arrangements for meetings as may be required.
  • Maintains records and files for the unit as may be necessary including the management of common shared folders.
  • Perform other duties as may be required.
  • Assist to coordinate and direct all activities related to the logistics section
  • Assist for the planning and organization of the effective transportation, delivery and storage of national and international operational support and programme supplies in the field and ensure adequate means transportation for the staff and the goods.
  • When requested, support the national authorities in organizing national distribution of commodities.
  • Liaise with the shipment officer for timely and efficient custom clearance and reception of international supplies.
  • In close collaboration with the Logistics Officer, assist for the organization of field trip to visit state offices and keep track of all action point and unsure the follow up for the implementation.
  • Proactively participate in regular field assessments to monitor supply management, stock movements and storage conditions.
  • In close collaboration with the Logistics Officer and in compliance with WHO standard, provide support to the fleet management, including planning, maintenance, monitoring and reporting.
  • Provide regular reporting to supervisors and colleagues on logistics activities, drawing attention to needs, gaps and problems and proposing solutions.
  • Provide support to the state offices space improvement and follow up with the implementation and the rehabilitation projects.
  • Maintain the required stockpiles of essential incident management equipment, e.g. personal deployment material, radios, satellite telephones, IT equipment, etc.
  • Assist to conduct periodic physical verification as requested of WHO Assets and reconcile them against the Fixed Asset register.
  • Prepare discrepancies report for management control and financial decision purposes (items not recorded, not found or disposed off).
  • Follow up the transfer of assets from person-to-person or unit-to-unit and ensure that this is reflected in the central fixed assets
  • Ensure accuracy of entries by checking information registered in the CSU Fixed Assets Register;
  • Support the process of disposal of obsolete assets and ensure that assets are disposed off in the best interest of the Organization and that records are updated in the Fixed Asset Register.
  • Facilities maintenance and movement of stocks, office consumables and office equipment.
  • Prepare monthly inventory report with indicative analysis giving recommendations replenishment/replacement and/or purchase of additional equipment.
  • Set up buffer stock and minimum level Perform other duties assigned by supervisor.

Required Qualifications
Education:

  • Essential: Completion of Secondary Education or equivalent.
  • Additional training in business administration and management procedures
  • Desirable: Training in Procurement and Supply management in WHO or UN system will be an advantage. Higher education is an asset.

Experience:

  • Essential: At least 10 years' experience in general Procurement and Supply work. Some experience
    Desirable: Experience in of purchasing in an ERP such as Oraclee-business environment will be an asset;
  • Import and Export Business such as customs clearing and forwarding; other areas such as Administration,Program Management, would be an asset.

Skills & Use of Language Skills:

  • Ability to identify various categories of supplies andequipment to facilitate procurement.
  • Ability to acquire (and apply) a sound knowledge of policies, practices and procedures connected with assigned duties;
  • Ability to work with minimum supervision;
  • Ability to use systems pertaining to the treatment and processing of procurement such as the WHO Global Management System (GSM).
  • Ability to use standard Office software such as Word, Excel and PowerPoint.

  • The objective of the function is to support the organization in managing inventory covering assets, consumables and vehicle spare parts.

Description of Duties

  • Assist in office asset inventory for WHO Liaison Office, Lagos
  • Ensure proper update of office assets in each office and ensure reports are sent to zone and WCO
  • Receive stationery, issue and maintain stock control cards for all consumables
  • Receive goods in store and arrange for inspection by technical officers.
  • Receive vehicle spare parts from overseas, WCO and zone.
  • Issue and update stock card and send report.
  • Raise goods inward note for goods received and (or) goods outward note for goods transferred out of store.
  • Collate,inspect and move obsolete assets from individual offices for disposal
  • Receive mails for staff register, and forward to concerned
  • Send mails received to staff across SWZ office and collect mails from the post office.
  • Perform other duties assigned by supervisors.
  • The incumbent now handles:
    • Vehicle spare parts store inventory of assets WHO procured/donated materials imported through Lagos airport and sea port receives and dispatches mails
    • Ensuring inventory records are up to date
    • Ensuring proper storage of vehicle spare parts Ensuring proper arrangement of items for easy identification.

Required Qualifications
Education:

  • Under the supervision and guidance of the Zonal Coordinator and in close collaboration with the Operations officer of the cluster or other support structures, the incumbent provides support in the following areas;
  • Check all obligating documents, entering relevant information available from GSM or other on-line systems, ensuring the availability of funds, updating files, and transferring funds as instructed oras delegated.
