1.) Human Resources Temporary Staff

Overview

  • The HR Temp hire will report to the Senior HR Specialist. S/He will support in posting and longlisting applications for Jhpiego open vacancies.
  • The successful candidate will also assist in documenting HR procedures and processes.

Responsibilities

  • Manage the posting of job advertisements on relevant job boards
  • Work with the HR team to longlist applications for various vacancies.
  • Provide critical recruitment administrative support to Human Resources Office
  • Work with HR Officers to manage staff on-boarding across all Jhpiego offices in the country
  • Ensure adequate documentation of recruitment processes
  • Work with HR Assistant to create new staff files meeting checklist requirements
  • Assists in tracking staff insurance claims and other cases liaising with the Insurer;
  • Checks medical reimbursements of staff and dependents for completeness and files claims to the Insurer for a refund; follows up on these claims, enabling on-time reimbursement
  • Assist in maintaining up-to-date employee records in both electronic and hard copy files and ensure the files are complete and all required documentation maintained in a confidential and secure manner
  • Assist in creating personal files of new Joinees as per the checklist.
  • Assume other duties as assigned by the supervisor.

Required Qualifications

  • B.Sc Degree in Business Administration, Human Resources Management or any related field.
  • 3-4 years of proven Human Resources management experience in a multi-cultural work environment.
  • Knowledge of Nigerian Labour Law.
  • Experience in managing full recruitment cycle.
  • Experience working in an iNGO will be an added advantage
  • Experience working in a busy office
  • Computer skills including demonstrated hands on-experience with MS Word, MS Outlook, and MS Excel.
  • Proficiency in both written and spoken English
  • A broad variety of administrative and office management skills.
  • A team player with experience working in a multi-cultural environment.
  • Be self-motivated, proactive and have a positive attitude to work requiring minimum supervision.

2.) Project Driver

Overview

  • The Project Driver will work closely with Logistics Assistant and State Admin Officer both at the Country Office and State office respectively to ensure that vehicles are properly used and used in line with JHPIEGO’s Fleet Policy.
  • He will also follow up and ensure that routine preventative maintenance schedules for the vehicles are strictly adhered to in a manner that will assure reliable transportation of JHPIEGO staff, assets and other goods.

Responsibilities
Vehicle Fleet Management:

  • Coordinate with Country Office Logistics Assistant and State Office Admin and make recommendations and implement measures that will safeguard the JHPIEGO’s vehicles and vehicle equipment to enhance efficiency and reduce the possibility of theft or damage.
  • Ensure that vehicle requests are well attended to.
  • Receives all request for transportation for trips.
  • Coordinate with Logistics Assistant/State Admin and ensure that all journeys and trips (no matter how short) are recorded using the Vehicle Log Book provided in each vehicle.
  • Coordinate with Logistics Assistance and State Admin Officer to ensure Maintenance of a folder of Vehicle Log Books for audit purposes.
  • Responsible for ensuring that JHPIEGO vehicles are clean at all times
  • Responsible for using all vehicle management tools like, logsheet, vehicle checklist to monitor the usage, behavior and maintenance of vehicle.
  • Be familiar with, and ensure adherence to the policies and guidelines in the Vehicle Usage and Maintenance Manuals
  • Ensure that all travel planning procedures are followed by staff traveling in JHPIEGO vehicles and that all the relevant forms are completed
  • Maintain a file for all internal vehicle request forms

Vehicle Fleet maintenance /Repairs:

  • Be involved in the proper diagnosis of vehicle faults and recommend repairs.
  • Responsible for ensuring that procurement procedures /documentation are completed before vehicles are released for repairs by workshops
  • Constantly Monitor and provide feedback on the quality of service of outside garages used by JHPIEGO

Others:

  • Drive JHPIEGO vehicles when requested

Required Qualifications

  • Relevant Diploma, SSCE, or other relevant educational background combined with relevant professional experience.
  • Minimum of 3 years experience working in a similar position in the INGO sector
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform.
  • Defensive Driving experience
  • Excellent verbal and written communications skills.
  • Documented results related to the position’s responsibilities
  • Good negotiation skills
  • Proficiency in use of computer and vehicle software
  • Ability to travel at least 25% of work time.

3.) Senior Procurement Officer

Responsibilities
Procurement of Goods and Services:

Sourcing:

  • Enhance supplier relationships to drive sourcing & supplier initiatives to meet or exceed product quality, service & deliver sustainable cost reductions, while reducing or mitigating risk in procurement management.

Required Qualifications

  • Bachelor's Degree in Business Administration or equivalent related qualification
  • MBA is highly desired
  • Purchasing-related certifications will be an added advantage.
  • 7+ years’ experience in procurement required; in USAID- funded procurement preferred.
  • Knowledge of global sourcing and procurement strategies, tactics, processes, procedures, and systems.
  • Proficiency in Microsoft office tools

  • In February 2017, Nigeria connected with nine (9) other countries and partners, to join the World Health Organization (WHO)-led Quality, Equity and Dignity (QED) global network to improve quality of care to mothers and newborns.
  • The aim of the QED network is to reduce maternal and newborn mortality by half and improve the experience of care by 2030
  • The FMoH through the Reproductive, Maternal, Newborn, Child, Adolescent, Elderly Health plus Nutrition (RMNCAEH+N) National technical working group developed the following documents:
    • A 2-year costed RMNCAEH+N QoC Operational Plan 2021-2022.
    • The National Reproductive, Maternal, Newborn, Child, Adolescent, Elderly Health plus Nutrition (RMNCAEH+N) Quality of Care Monitoring, Evaluation, Accountability and Learning (MEAL) Plan 2022-2027. (RMNCAEH+N QoC MEAL Plan 2022-2027) and incorporated the learning component into the Plan.
    • The National Implementation Guide for Reproductive, Maternal, Newborn, Child, Adolescent, Elderly Health plus Nutrition (RMNCAEH+N) Quality of Care.
  • The outputs achieved above was through an all-inclusive and extensive stakeholder process projected to ensure better coordination of QoC and focusing on the eight (8) domains of the WHO conceptual framework of quality of care.
  • The RMNCAEH+N continuum of care connects essential maternal, newborn, and child health (MNCH) packages, throughout adolescence, pregnancy, childbirth, postnatal and newborn periods and into childhood, building upon their natural interactions throughout the lifecycle.   • The Federal Ministry of Health and partners require the services of a consultant to lead the process of developing/updating new and/or existing technical briefs arising from RMNCAEH+N Quality of Care Implementation Guide and strategic documents relating to quality of care including sick and small newborn.

The scope of the review process would involve the following:

  • Project Goal.
  • To strengthen and create uniformity in RMNCAE+N Quality of Care information dissemination through national and state-level technical and strategic briefs advocacy materials and learning technical briefs

  • Conduct a situational analysis (rapid assessment), to identify already existing technical briefs on RMNCAEH+N QoC that speaks to the QoC Implementation Guide in Nigeria.

  • First Degree in Medical Science (MBBS, Nursing / Midwifery, Pharmacy, etc.)
  • Master's Degree in Medical Sciences / Public Health (necessary for medical related consultancies). (Preferably not less than 8 years’ experience)
  • Ph.D will be an added advantage and/or professional certification in related field is an added advantage,

Desirable:

  • Post-graduate Degree in Public Health or Obstetrics and Gynecology.

Experience:
Essential:

  • At least 12 years working experience in related field,
  • Extensive consultancy experience in Maternal, Newborn and Child Health and Public Health with local and international organizations of at least 7 years
  • Previous experience working with the Federal and State Ministry of Health
    stakeholders.

Desirable
