Background

  • Danish Refugee Council (DRC), and its Humanitarian Disarmament and Peacebuilding technical unit - the Danish Demining Group (DDG), has had an operational presence in Nigeria since 2015. DRC Nigeria is the largest DRC country mission in the West Africa region and one of the largest DRC country missions globally.
  • Currently, DRC delivers life-saving assistance and protection to vulnerable, conflict-affected populations including internally displaced persons, returnees and host communities in the areas of armed violence reduction, humanitarian mine action, livelihoods, nutrition and food security, protection, shelter and non-food items (NFI) and water, sanitation and hygiene (WASH) in 30+ Local Government Areas (LGAs) across Borno, Adamawa and Yobe states in northeast Nigeria.

Purpose

  • The DRC Nigeria is looking to recruit an experienced, highly- qualified and enthusiastic professional to join our great Human Resources team in Nigeria.
  • This role is a key partner to the Head of Suppport Services role in order to ensure proper implementation and updating of DRC procedures and guidelines within the country with a focus on compliance and functionality.
  • The role mainly oversees all support, research and/or technical guidance on HR issues in Nigeria. The role includes regular travels to field locations in Nigeria following a need assessment conducted by the Senior Management Team of Nigeria.
  • The role also contributes to the development of country strategies which are translated into action plans and day-to-day tasks.
  • This position is a technical one, requiring a consistent previous experience in a similar position. This position also requires solid knowledge in HR and safeguarding. This position also requires a full professional proficiency in English language.

Duties and Responsibilities

  • Under the authority of the Head of Support Services, with strong supervision of the Regional Human Resources Coordinator, the HR Coordinator is a key partner to the Head of Support Services for managing all aspects of the HR function.
  • She/ he is responsible for providing HR technical guidance and support in the best possible delay while providing accurate and easy to read/ understand HR information.
  • The HR Coordinator will also ensure full mastering and technical support over the HR digital solutions (HR Manager, Homère, Dynamics) used by DRC in West Africa.

The main responsibilities and tasks of the HR Coordinator are the following :

Recruitment and people planning:

  • Work with senior management to identify needs for recruitments or replacements and come up with a planning and action plan for each
  • Draft and update an organizational chart for Nigeria country mission on a monthly basis.
  • Contribute to the project development on all aspects related to HR (organizational charts, narratives, etc)
  • Drive and support all recruitment processes for Nigeria while ensuring they are unfolding in strict compliance with DRC policies and principles

Onboarding and Contracts:

  • Oversee the necessary steps, including the documentation, for the work contact edition and the smooth integration of the staff when and where needed.
  • Establish an onboarding process for Nigeria country mission, taking into account the variety of roles, and oversee its global and systematic implementation to all new hires
  • Ensure that staff receive a proper briefing on HR, Code of Conduct, Conflict of Interest when and where needed. The result is that they fully understand what is expected of them individually and collectively and what they benefit from.
  • Oversee the regular updating of the visa tracker and follow up with international staff and HR Office Abuja for visa renewal as well as with other administrative formalities.

Employee well-being:

  • Proactively respond to and manage performance counselling, employee grievances and disciplinary issues as required, with a focus on building manager competency and ensuring compliance in terms of practice and documentation
  • Act as an impartial mediator in disciplinary procedures and ensure it is administered in an equitable and fair manner and meets all legal and labor regulations and requirements
  • Contribute to the identification, launching and technical assistance on staff well-being initiatives. Make sure that they are diverse enough and match the staff needs
  • Ensure oversight and consistency in how well-being  is implemented across the different field locations in Nigeria

Compensations & Benefits:

  • Oversee the benchmarking the compensation and benefits situation in Nigeria (Birches Group, local surveys with International NGOS, etc)
  • Establish the monthly payroll for Nigeria mission in a timely manner and in close collaboration with the HR Team Leaders and the Roving HR Specialist when needed.
  • Supervise the review of the Compensation and Benefits system when and where needed and apply strict confidentiality to that topic until senior management authorizes the communication about it.
  • Support communication and explication on that topic upon request from Nigeria Senior Management Team.
  • Work with Nigeria Senior Management team to establish who is eligible to an individual salary increase based on performance on a yearly basis
  • Ensure oversight and consistency in how compensation and benefits are implemented across the different field locations in Nigeria

HR Capacity- building:

  • Oversee the provision overall technical support and advice to the country HR teams on all aspects of the HR function in close collaboration with the Roving HR Specialist
  • Act as the HR Focal Point for all audits. Contribute to the analysis and implementation of all recommendations regarding HR
  • Oversee the review and continuous improvement of Human Resources processes, policies, tools and templates and draft/update as needed, providing feedback on areas for improvement
  • Oversee the updating of  any board/ sitrep linked with HR piloting in Nigeria
  • Advise on Nigeria legal framework
  • Prepare and submit monthly, quarterly / annual reports as per the fixed deadlines and provide ad hoc reports as required by management.

Learning and Development:

  • Oversee the global and systematic implementation (and documentation) of Performance and Development meetings between managers and their team members.
  • When the employee profile and performance does not suit the position and its expectations, make sure to follow-up on the situation and guide managers into taking a proper course of action.
  • Oversee the development of the Learning & Development Country Strategy for Nigeria
  • Supervise the editing and regular updating of a catalogue of development and learning opportunities that staff in DRC Nigeria would benefit from. Feed it regularly with recommendations and collect feedbacks
  • Work with senior management to enlist staff who are eligible to benefiting from a learning and development opportunity. Keep track of that information and contribute to the successful and timely implementation
  • Ensure oversight and consistency in how learning and development is implemented across the different field locations in Nigeria

Required Qualifications
Required:

  • University Degree, preferably in Social Sciences, Development Studies, Human Resources and International / Humanitarian Law, Communications or similar.
  • Minimum of 5 years working experience in Human Resources with at least 3 years in a senior Human Resources management role within an NGO
  • Minimum of 2 years of experience working with INGOs and international organizations with the following sectors in their portfolio – protection, food security, WASH, shelter, NFIs, mine action, mine risk education, and armed violence reduction
  • Strong working experience with ERP -HR software solutions (Homère, Saga, other)
  • Proficiency in common computer packages i.e. Word, Excel, Power point etc
  • Experience and willingness to work in the field in volatile and insecure areas;
  • Experience living and working in a cross-cultural, multi-sector, team environment
  • Ability to work well under pressure and in adverse conditions;
  • Demonstrated commitment and strict adherence to confidentiality
  • Effective communication skills (written and verbal);
  • Languages: Fluency in written and spoken English and Knowledge of Hausa and/or other languages used in northeast Nigeria would be a plus.

Desirable:

About the Job

  • The Country Director is accountable for all aspects of DRC's work in Nigeria. This role will be expected to lead and consolidate DRC programming and impact while overseeing the efficient use of resources.
  • The Country Director will be also responsible to ensure that the organizational set up is adapted to the context of operations. This role is expected to be strong in management.
  • The Country Director should be able to delegate specific duties as necessary while maintaining global oversight and accountability.
  • The main responsibilities and tasks of the Country Director are the following:

Representation:

  • Represent DRC to authorities, donors, partners, and in selected co-ordination forums
  • Strengthen DRC’s position nationally and regionally
  • Ensure that DRC maintains excellent and productive relations with all key stakeholders, especially beneficiaries, local authorities, the humanitarian community and donors

Direct managerial oversight and support:

  • Overall management of the operation and direct manager for senior staff members. This includes coaching, ensuring co-ordination between managers, recruiting, and development of staff
  • Frequent travel to the field offices for direct operational support and representation
  • Ensure compliance with internal and external reporting requirements including procurement

Fundraising & Advocacy:

  • As the majority of the fundraising is done locally, the Country Director will lead the process of applying for funding and broadening the funding basis in a challenging funding environment
  • The Country Director will lead his/her team in the submission of high-quality concept papers, project proposals and budgets in line with the approved country and donor strategies
  • Maintain high quality exchanges with the Regional Office team and mobilize the country team to participate in regional projects and strategies
  • Lead in the team’s advocacy on all DRC key messages
  • Actively engage with government and donor agencies to help influence the humanitarian response in Nigeria

Security & Safety:

  • Be accountable for ensuring that DRC country programme is delivered in a safe and secure manner
  • Provide overall accountability for security, including development of and ensuring adherence to security procedures, monitoring of the security situation, analyzing the context, and ensure the implementation safety improvement plans

Support Services:

  • Together with the Head of Support Services, ensure that overall budget monitoring, financial management and expenses control, including compliance with minimum DRC and donor requirements, are done and ensure that necessary systems for risk mitigation are in place
  • Manage the resources allocated effectively and transparently by respecting and meeting all legal requirements in country
  • Together with the HR team, provide leadership support to staff and promote best practices in human resources management
    • Provide coaching and counselling advice to staff when necessary and lead initiatives to develop staff capacity
    • Organize regular meetings with the senior management team and all staff for the purpose of exchanging information, coordination and learning
  • Ensure that the country senior management team is effective, mutually supporting and sufficiently involved in decision making

Programme Development:

  • Lead the development and update of the programme strategy, within DRC’s overall regional and global strategic frameworks
  • Lead the development of the programme within the strategic objectives and not being constrained by the current limitations of existing programming
  • Ensure that DRC standard regulations and operational procedures (Code of Conduct, DRC Management handbooks, SPHERE standards etc.) are followed

Accountability & Quality:

  • Be accountable for ensuring that programmes comply with the organizational quality and accountability commitments
  • Guided by the Programme Handbook, continuously monitor and develop relevant accountability initiatives in the field as well as strengthening the effort to document the impact of DRC’s activities in Nigeria
  • In addition to the above, the Country Director may be asked to carry out other duties requested by the Regional Operations Director and/ or the Regional Executive Director. As stated above, the Country Director is based in Abuja but is expected quite frequently, especially in the States of Borno and Adamawa.

About You
To be successful in this role we expect you to posses the following:

Required:

  • Master's Degree in Political Science, International Development, Economics, Management, International Relations or other relevant field;
  • Minimum of 5 years' relevant work experience in emergency contexts for a humanitarian agency or similar;
  • Minimum 5 years' experience in people management;
  • Experience in representing a large international organization with donors, external partners and authorities;
  • Experience with networking, advocacy, and coordination;
  • Proven leadership skills and significant experience in managing large teams containing both national and expatriate team-members;

Designation of Duty Station:

  • Accompanied Duty Station l This position is based in Abuja but requires frequent travels to other DRC implementing locations – in particular in the Northeast states of Borno and Adamawa. Abuja is a modern city with access to most amenities, although power cuts can be frequent. Abuja has several international schools and wide variety of restaurants.

Salary

  • Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Expatriates.

Other benefits:

  • In addition to the regular leave days provided, the position also comes with ten additional rest days to be used in addition to the accrued leave.
  • As home leave, DRC provides a paid for return ticket to the employee’s country of origin every six months, provided there is at least six more months remaining on the employment contract of the employee.

Purpose

  • The responsibility of the Driver will be to; drive assigned DRC vehicle safely and efficiently in accordance with DRC policy and national safety rules and regulations.
  • Will be responsible for the vehicle to which he/she will be assigned and the completion of log books and fuel records.
  • Under the supervision of the Supply Chain Team Leader Logistics the Driver shall perform the following under listed duties and responsibilities:

  • Ensure that all vehicle journeys are to be recorded in the log book at the start and completion of the journey
  • Ensure that the keys and vehicle documents are kept in a secure place when the vehicle is not in use.
  • Ensure that s/he wears the vehicle safety belt and all passengers also wear seat belts before driving the vehicle.

  • Report and supervise all maintenance and repair needs of assign vehicle.

Cleanliness & Visibility:

  • The driver is responsible for ensuring that his vehicle is kept clean on the outside and inside at all times. The driver is also to keep the vehicle tidy and ensure that all rubbish is removed from the vehicle after a journey.
  • Driver is to ensure DRC visibility protocols are adhered to at all times.

Others:

  • Ensure that all vehicles comply with the Minimum Operating Security Standards (MOSS).
  • Any other duty assigned to him / her by the supervisor.

Qualifications
Essential:

  • Senior Secondary School Certificate / OND in Relevant field.
  • A Valid driver’s license.
  • Should have 3-5 years’ experience of professional driving.
  • Prior experience as a driver in an international NGO (hired or owned fleet), UN agency or private company
  • Ability to multi-task and work calmly under pressure is essential for this position.
  • Ability to work without or with minimum supervision.
  • A people orientated person who enjoys working in a team.
  • A keen interest in self-development.
  • Ability to work on shift.

Desirable:

  • Flexible & willing to work in a remote setting & to travel to other field locations.
  • A certificate in Defensive driving from an established driving school/firm is an added advantage.
  • Experience from working in an (I)NGO
  • Holding a certificate (e.g trade certificate) in automobile mechanics is an added advantage.

Duties and Responsibilities

  • Assist the team leader in the identification of areas for NTS processes.
  • Assist the team leader and the HMA manager in the planning of NTS & EORE tasks when required.
  • Identify and mobilize targeted communities for NTS tasks base on reported suspected hazardous areas.
  • Implement NTS & EORE processes in compliance with relevant SOPs and guidelines, including desk research, individual interviews, focus group discussions, key stakeholder’s interviews, and reporting
  • Provide basic risk education to affected communities and recommend more advanced risk education intervention by the Risk Education team whenever needed.
  • Conduct explosive ordnance risk education activities and sessions as required.
  • Deliver EORE training alongside other DRC/HDP activities in the communities, ensuring close coordination, collaboration, and programmatic synergies.
  • Be familiar with and follow all safety SOPs in DRC Nigeria and communicate any change on the security situation to the Team Leader and DRC Safety unit.
  • Establish and maintain working relations with local authorities and communities.
  • Carry out all other responsibilities included in the approved NTS and EORE SOPs.
  • The responsibilities listed in the JD are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role.

Qualifications

  • University degree or equivalent in social science or any other relevant field.
  • Certificate/Accreditation of participation in a Non-Technical Survey Training by recognized INGO.
  • Certificate/Accreditation of participation in a EORE (or similar) Training by recognized INGO.
  • Experience living and working in a cross-cultural, multi-sector team environment especially North East Nigeria
  • Ability to manage sensitive and confidential information.
  • Ability to gather information using new technologies and Apps.
  • Previous experience in conducting interviews and surveys.
  • At least 3 years of proven previous experience in NTS and EORE.
  • Fluency in English and Hausa (and/or Kanuri)
  • Excellent planning and organisational skills.
  • Excellent communicational skills.
  • Excellent ability to work in a team.

Desirable:

  • Good Knowledge of local communities in Borno State.
  • Excellent Computer skills.

General Regulations:

  • The employee shall follow DRC instructions on safety, confidentiality and ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework.
  • Employee should not engage in any other paid activity during the DRC contract period without prior authorization.
  • Employee should not engage in any activity that could harm DRC or the implementation of any project during the DRC contract period.
  • Employee should not give interviews to the media or publish project-related photos or other material without prior authorization.
  • Employee shall return all borrowed equipment for the project to DRC after the end of the contract period or upon request.
