The Opportunity
- As the West Africa, Middle East, and North Africa (WAMENA) Regional Vice President (RVP) you will drive growth by cultivating client relationships, establishing new business opportunities, selling all Abt’s offerings, and providing strategic leadership across the WAMENA project management teams and experts.
- You will advance Abt’s reputational capital by actively engaging in thought leadership through industry associations, and client events.
- This position is a key contributing role to growing Abt’s mission impact and financial health.
- In this multi-faceted role, you will serve as a member of the International Development Division’s (IDD’s) leadership team, reporting to the Senior Vice President of IDD.
- Your responsibilities and accountabilities are focused on client engagement, portfolio strategy, sales and revenue growth, project performance, and project and loss management.
- To be successful, you will have a track-record of being a strategic partner and trusted advisor to key clients in the region, including USAID and FCDO.
- To provide strategic vision, expand client relationships, drive increases in revenue and sales, and inform and influence our technical capability services, you will continually translate client and stakeholder priorities and needs into impactful solutions.

Core Responsibilities
- Leads the WAMENA portfolio consisting of multiple clients, projects, and programs to meet and exceed client satisfaction, portfolio financial performance objectives, and project performance and quality standards
- Drives growth in WAMENA region by collaborating with Division, Department and Capability teams to build, maintain, and grow a healthy pipeline of opportunities within the region. In doing so, delivers a strong book-to-bill ratio, strong re-compete and new business win percentages, and YoY new business growth.
- Serves as a member of the International Development Division’s Leadership Team, actively contributing to the strategic direction of the Division, including business operations decisions, development and implementation of policies and guidelines, strategic resource/talent management, implementation of project management best practices, and division communications.
- Models and reinforces Abt values of equity, diversity, inclusion, accessibility and belonging throughout the WAMENA portfolio.
- Fosters an environment to elevate and support Abt’s, vision, mission, values and culture and strategic priorities
- Sets the strategic and operating plan for the WAMENA region. Sets team priorities and objectives, translated from organizational priorities.
- Oversees regional fiscal year budgets, including revenue and costs and profit and loss. Develops accurate quarterly financial forecasts for the region and develops and executes plans to correct any variances from the region’s yearly financial plan.
- Develops and implements a growth strategy for the region. Leads a team of business development professionals to develop and execute client account plan. Works with Abt capability teams and departments to build sales and marketing plans and pitches, white papers, and targeted campaigns related to salient client needs and topics.
- Ensures successful implementation and client satisfaction on existing programs in assigned region. Builds and maintains strong relationships with clients and partners. Engages and leverages the capability teams to bring state of the art solutions to existing and new clients.
- Builds and manages effective teams focused on high quality delivery, financial performance, and client relationship development. Meets regularly with direct reports to align on priorities, actions, owners, and deadlines; holds direct reports accountable to delivering results on organizational priorities.
- Contributes to, influences, supports, and aligns with company and division strategic plans, initiatives, changes, and decisions.
- Builds and maintains strong working relationships with other corporate leaders in business units and support departments.

What We Value
- Bachelor’s Degree + 15 years of relevant experience, or Master's Degree + 12 years of relevant experience, or Ph.D + 10 years of relevant experience.
- Skilled collaborator with a history of maintaining successful relationships internally and externally. Prior experience working in highly collaborative, dynamic, matrixed environments.
- Demonstrated success managing large, complex USAID/FCDO and other donor-funded international development projects or experience leading a multi-country portfolio of donor-funded programs of at least $30 million annual revenue.
- Demonstrated experience developing and successfully implementing a business development strategy. Successful track record leading winning proposals, particularly with USAID/FCDO funded bi-lateral and multi-country programs.
- Proven experience building and maintaining strong client relationships, including problem-solving complex project issues with client relationship in mind.
- Demonstrated experience leading and building effective teams, identifying talent, managing workloads and assignments, and developing technical, project management, and operational skill sets in staff, and comfortable providing and receiving constructive feedback.
- Experience leading financial management activities, including target-setting, forecasting, and managing project revenue budgets and operating budgets in line with strategic objectives.
- Experience working with both contracts and cooperative agreements/accountable grants desired.
- Experience working in the WAMENA region required.
- Lived experience and/or long-term overseas work experience on a donor-funded program preferred.
- Fluency in English required; ability to conduct business in French or Arabic is strongly preferred.

What We Offer
- Abt Associates provides market-competitive salaries and comprehensive employee benefits.
- This position has flexibility to be based in the U.S., U.K., or within the WAMNEA region. This position will not be eligible for relocation benefits or visa sponsorship.
- This position offers an anticipated annual base salary range of approximately $213,000 - $260,000 for U.S. based staff and may vary by ten percent depending on candidate's geographic location within the U.S. Candidates hired outside the United States will be provided an offer on based on local/regional salary ranges.
- Salary offers are made based on internal equity and market analysis.

Opportunity Summary
- Abt Associates seeks a qualified Chief of Party a health facility electrification (HFE) and telecommunication activity.
- The activity will advance sub-Saharan Africa’s goals to improve the health and well-being of communities by drawing on private sector capacity and resources to provide rural and semi-rural health facilities with clean, reliable electricity generation and Internet connectivity.
- The activity will address the challenges in health electrification through a market-based approach, leveraging technical and financial resources.
- These efforts will complement USAID’s Global Health Strategy and the USAID Climate Strategy through the promotion and uptake of cleaner, renewable energy solutions that sustainably power health facilities, advancing better health while mitigating air pollution and creating employment and business opportunities.
- The Chief of Party is responsible for leadership of the HFE and telecommunications project in Nigeria, Eswatini, Tanzania, Cote d'Ivoire, or the Democratic Republic of Congo and ensuring the effective implementation of the project.
- The Chief of Party represents the HFE project and is responsible for coordination among key local stakeholders including national, state and local government, private sector partners, other implementing partners and donor agencies.
- The Chief of Party will ensure the project achieves results including project deliverables and targets in an effective and compliant manner.
- The Chief of Party will promote collaboration with other similar projects, government decision makers, and stakeholders to ensure the alignment of this project with their priorities and guidelines. This activity will focus on both the public and private sectors.
- This position will be based in the capital and cover activities in nationwide. Applicants should be a local resident or have a work permit.
Key Roles and Responsibilities
- Provide management leadership (programmatic, financial and administrative) for the project ensuring full alignment with national and international standards.
- Oversee the implementation of the project ensuring the achievement of all project deliverables and targets in a timely manner.

Preferred Qualifications:
- Master’s Degree in relevant field.
- At least 10 years of relevant experience, including 5 years in managing complex energy or health programs or programs of similar scope and size.
- Experience engaging private sector partners.
- Proven experience in administration, financial management, award compliance, sub-award management, and tracking project performance and costs.
- Excellent management and organizational skills to lead teams to deliver high quality program results.
- Demonstrated strategic vision for the energy and/or health sector, leadership qualities, depth and breadth of technical and management expertise and experience.
- Excellent professional reputation and a proven success interacting with host country government agencies, counterparts, donors, and international experts.
- Proven ability to gather data and document program activities, successes, and lessons learned.
- Excellent oral and written communications skills in English and French (if French speaking country). Local languages an advantage.

- The Local Health System Sustainability (LHSS) Project is a 5-year, $209 million global task order that works to strengthen health systems as a means to achieve universal health coverage and improve population health and well-being.
- Interventions will focus on reducing financial barriers, holding health services accountable for meeting all clients’ needs and making sure that the care patients receive meets minimum standards.
- LHSS’s Nigeria activity will support the Government of Nigeria to support targeted states to expand sustainable pro-poor health financing options to reduce health inequalities, improve access to essential health services for the most vulnerable populations, and increase government expenditure on health services for greater sustainability of health service delivery.
- The activity tentatively has five main objectives:
- Financial risk protection
- Increased health coverage
- Increase number of fully functional facilities
- Increase utilization of state health insurance schemes
- Increase government funding for HIV/AIDs and TB services

Key Responsibilities
- Manage all subcontract and grants processes following USAID/Abt Regulations, including following LHSS’s approved grants manual, including pre-award, post award, monitoring, and implementation.
- Coordinate closely with Home Office Grants Manager to draft Grant Strategy during project start up.
- Responsible for subcontracts and grants issuance and payments,
- This includes participating in pre-award or precontractual assessment processes to ensure the proposed organization has the appropriate internal structures to manage the grant or contract according to USAID/Abt regulations.
- Includes reviewing and ensuring completeness of all USAID approval submission package documentation
- Tracks grant and subcontract deliverables and disbursements, ensuring they are proceeding on schedule, and documenting any delays.
- Provide deliverable reviews for accuracy and completeness per the parameters within the grants/subcontracts
- Responsible for grantee/subcontractor performance monitoring and capacity building of recipients in the following areas wherever applicable:
- Provide oversight to grantees or subcontractors, working with the technical leads and the Grant Specialist, to ensure grant/subcontract compliance and timely deliverables of grant-funded activities.
- Ensuring the grantee/contractor is meeting with the technical lead and Grant Specialist on a regular basis
- Site visits when needed
- Internal control procedures.
- Allowable costs/cost principles under USAID regulations.
- Oversees the grant and subcontract close-out process, working closely with the Grants Specialist, Procurement Specialist, and the Technical Points of Contact to ensure closeout and appropriate transfer of grants files.
- If the grant or subcontract is cost reimbursable, analyze the monthly financial reports of each grant, including:
- Checking the supporting documentation of each report (invoices, receipts, quotations, etc.)
- Providing and reconciling bank statements for each monthly/quarterly report
- Verifying that monthly spending and cumulative spending is consistent with the approved budget
- Confirming that the counterpart report complies with the general budget of the project
- Develops and maintains a project control system which tracks the status and progress of ongoing grant and subcontract activities supported by the project
- Prepares inputs for LHSS reporting and planning (work planning, quarterly progress reports, M&E planning, etc.).
Minimum Qualifications
- Master's Degree + Six to Eight years of relevant experience
Preferred Qualifications:
- Previous field experience on USAID-funded projects in Nigeria. Experience managing USAID grants and/or proven expertise in USAID Federal Acquisition Regulations (FAR) highly desirable.
- Strong relationship management skills. Must be able to manage relationships with internal and external program stakeholders and partners.
- Good computer skills, including excellent knowledge of Microsoft Office applications, particularly Excel.
- Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.
- Ability and track record of working as part of a busy team and working effectively under pressure to tight deadlines.
- Excellent written and spoken English required.
