1.) Building and Facility Management Analyst

 

Location: Austria

Job Profile

  • The incumbent provides analytical and professional support to the Head of Building and Facility Management in overseeing the maintenance and facility management of the OPEC Fund’s HQ building(s) and the Director-General's residence; all in accordance with the building and facility management framework, manuals and processes.

Duties and Responsibilities

  • Responsible for providing assistance in the day-to-day maintenance and facility management of the OPEC Fund’s HQ building and the Director-General’s residence.
  • Analyzes, monitors and reports all project, workflow, inspection and maintenance work related tasks.
  • Assists in the coordination of the technical and administrative functions in support of Building and Facility Management in a preventive manner.
  • Coordinates and oversees the receipt, processing, and data entry of maintenance, repair and service requests and safety patrols within the Fund’s HQ building and the Director-General’s residence with Building Assistants.
  • Performs other related duties as assigned by the Head, Building and Facility Management.
  • Manages relationships with small clients while also helping senior colleagues manage more important client and customer relationships.
  • Coordination of the cooperation tasks with IT-Unit.
  • Updates and maintains building maps and drawings.
  • Collects and updates physical inventory data of the technical systems and maintains inventory records and files, and reports thereon on regular basis.
  • Maintains the building related documents in electronic data management system (EDMS).
  • Collects, compiles and prepares data for special reports and memorandums.
  • Coordinates regular and irregular inspection and maintenance of all technical systems and maintains the related documentation.
  • Assists in the preparation of procurement requests for maintenance supplies and purchase contracts for the Fund’s HQ building and the Director-General's residence.

Qualifications and Experience

  • Minimum qualification of a Degree plus additional technical certification in Civil / Mechanical / Electrical Engineering / other technical related disciplines.
  • Minimum of 5 years relevant experience (building maintenance and facility management).
  • Experience in assisting project management.
  • Excellent written and verbal communication skills in English and German.
  • A working knowledge of Arabic is an added advantage.

2.) Executive Assistant

 

Location: Austria

Job Profile

  • The Executive Assistant is responsible for providing secretarial/clerical services to the Office of the Director-General, performs auxiliary administrative duties relevant to the supervisor's responsibilities and coordinates overall Office activities, within overall policies or instructions.

Duties and Responsibilities
Correspondence:

  • Receives, logs, reviews and distributes all incoming mail.
  • Provides background information and files concerning correspondence and ensures that urgent/important items are drawn to the (Office of the) Director-General’s attention.
  • Drafts correspondence in one or more languages, upon own initiative or on-the-job instructions received, for the signature of the Director-General.
  • Checks outgoing mail for accuracy, conformity with overall policies or instructions, and use of the correct communication channels.

Business meetings / events arrangement:

  • Receives officials and other visitors to the Office of the Director-General and arranges meetings, notifies participants of place, date, time, and subject.
  • Makes arrangements for duty travel, prepares travel authorizations, ensures that visas, vaccination certificates, etc., are in order and completes the required forms.
  • Takes minutes of the meeting and prepares draft records for the Director-General’s approval.
  • Manages the (Office of the) Director-General calendar and assists and advises the Office on a variety of administrative and logistical matters.

Coordination:

  • Assists the (Office of the) Director-General with the coordination of submissions in relation to budget and work programs.
  • Adheres to deadlines and coordinates correspondence, reporting and submissions to Ministerial Council, Governing Board and committees chaired by the (Office of the) Director-General.
  • Ensures that the (Office of the) Director-General has all the relevant files needed for the Ministerial Council and Governing Board Meetings, as well as other high-level meetings, when necessary.
  • Coordinates overall department activities with other assistants within other departments.
  • Coordinates logistical arrangements of workshops and trainings.

Document management:

  • Designs and maintains accurate and effective physical and electronic filing system.

Performs other duties as required by the (Office of the) Director-General.

Qualifications and Experience

  • A Bachelor’s Degree in a relevant field.
  • A minimum of 10 years of professional experience in a relevant field.
  • Preferably at least three years at a responsible level in a large organization, preferably international in nature.
  • Fluent in English and good German proficiency. French, Arabic, or Spanish is an added advantage.

Competencies:

  • Extensive knowledge in the usage of office technologies, such as Microsoft Office applications (Word, Excel, PowerPoint, etc.), intra/internet as well as on-line database management.
  • Excellent verbal and written communication skills.
  • Ability to work independently with minimum supervision and guidance.

3.) Syndication Officer

Job Profile

  • The Syndication Officer is responsible for providing syndications and co-financing services for the private sector & trade finance lending activities of the OPEC Fund, provides support to and manages syndications and co-financing transactions and OPEC Fund’s relationships with syndication / co-financing partners, in accordance with the departmental strategy, in order to ensure a sustainable pipeline of syndication and co-financing activities.

Duties and Responsibilities
Syndication:

  • Leads syndicated loan transactions associated with the private sector & trade finance lending activities of the OPEC Fund.
  • Contributes to the delivery of the annual syndication targets for OPEC Fund.
  • Contributes to the development of internal operational processes and procedures for the syndication and co-financing of loans.
  • Performs market soundings, pricing and provides risk appetite feedback to ADG PSTFOD and BDU Team for their consideration.
  • Contribute to formulating and executing the strategic objectives and business model of the Syndication Function.
  • Support management in developing a network of syndication/co-financing/market participants.
  • Provide support to prepare departmental reports, and provide inputs for strategy, board papers, departmental balance score-card, pricing, and sector papers.

Support:

  • Prepares pitch books and market updates for clients, information memoranda for lead/co-lead transactions, and slides for partner meetings/roadshows as needed.
  • Supports the preparation of marketing strategy for coverage areas (infrastructure, Financial Institutions, Manufacturing & Services)

Stakeholder management and engagement:

  • Expands syndications and co-financiers base among development finance institutions and commercial banks.
  • Negotiates credit documents with syndicate/co-financing institutions in liaison with relevant internal departments (Business Development Unit, Portfolio Management Unit, Legal Department

Qualifications and Experience

  • Master's Degree in Accounting / Commerce / Finance / Economics  or other relevant disciplines.
  • A minimum of 7 years of relevant credit and origination experience, including at least 3 years of direct underwriting and or syndication experience gained in a major development Finance institution or an international commercial/investment bank.
  • In addition, preferably 1-2 years at an international development finance institution
  • Fluent in English. Good working knowledge of Arabic, French, or Spanish is an added advantage.

4.) Senior Counsel - Financial Operations

 

Location: Austria (AT)

Job Profile

  • The position is responsible for providing legal advice and assistance to the Financial Operations Department, including the Treasury and Funding Units, on funding, resource mobilisation, derivatives, liquid asset investment and other finance-related matters, with a view to ensuring the highest standards of legal advice and documentation, protection of the OPEC Fund’s interests and compliance with the OPEC Fund’s mandate, policies and procedures.

Duties and Responsibilities

  • Under the supervision of the Senior Director and General Counsel, the responsibilities of the Senior Counsel –Financial Operations will include:
  • Supporting and advising the Treasury and Funding Units in the negotiation and drafting of documentation for implementing the borrowing program and debt capital market transactions including the issuance of bonds and commercial papers
  • Assisting in the preparation and the review of documentation for derivatives and other risk management transactions, including the negotiation of ISDA master agreements, Credit Support Annexes and other transaction documents.
  • Reviewing and revising global clearing, custody, execution and repurchase agreements to facilitate OPEC Fund’s investment and risk management.
  • Providing support to the Treasury Team on funding related issues, including compliance with listing rules, swap and hedge transactions and documentation of debt  issuances, including comfort letters and due diligence exercises.
  • Providing interpretation and legal opinion on the OPEC Fund’s financial regulations, regulatory and relevant policies and rules.
  • Providing legal support to the OPEC Fund’s middle-office following the debt issuance, including drafting of specimen legal documentation to ensure adherence to best practices, applicable law and relevant OPEC fund standards and policies.
  • Reporting and providing recommendations to the Senior Director and General Counsel on significant developments, emerging opportunities and challenges in the area of finance operations.
  • Identifying issues of importance on finance matters in  relation to OPEC Fund’s operations and conducting research, analysis and studies on a wide range of legal issues, including interpretation of legal instruments;
  • Carrying out other tasks assigned by the supervisor that are related to the job functions.

Qualifications and Experience

  • At least a Master's Degree in Law or Finance plus a First Degree in Law or a Juris Doctor (JD)) and admission to the Bar.
  • At least ten years of relevant professional experience in a Multilateral Development Bank or a reputable international law firm, with proven technical competence and experiences in the debt capital markets and banking practice

Skills and Competences:

  • High level skills in communication and negotiation as well as the ability to build partnerships with a broad range of stakeholders and deliver results that meet the needs of the Legal Service Department’s work program.
  • Seasoned knowledge in the current trends of development and familiarity with international law, and related matters within the OPEC Fund and other international organizations.
  • Capacity to conceive and supervise the negotiation of complex legal documents including ISDA Master Agreements, Global Master Repurchase Agreements, and bond issues (standalone or medium-term note program).
  • Ability to work and deal with sensitive issues in a multi-cultural environment and to build effective working relations with colleagues.
  • Excellent command of English, including drafting and negotiating legal documents in English. Knowledge of other languages (French/Spanish/Arabic) will be advantage.
  • Ability to communicate effectively (written and oral) in English, preferably with a working knowledge of the other.
  • Ability to work within a multi-cultural and multi-disciplinary team.
  • Ability to work with little supervision and under pressure.
