1.) Deputy Chief of Party, Nigeria Livestock
Location: Abuja

Job Description
- We are seeking a Deputy Chief of Party for an anticipated livestock program in Nigeria funded by USAID.
- The Activity will explore practical, cost effective, and multi-stakeholder adaptation solutions to improve livelihoods of poor and vulnerable communities in target states.
- The Deputy Chief of Party will support the Chief of Party in providing leadership management and general technical direction to the Activity.
- The program is anticipated to start in late December 2022 and this position will be based in Nigeria.
Responsibilities
- Provide technical leadership to activities that improve agricultural productivity, livelihoods agroecosystem resilience, livestock and nutrition using a market systems approach.
- In collaboration with Home Office Program Management Team, ensure overall management of ACDI / VOCA’s team and resources
- Design, test, and scale resilient market-led mechanisms to promote and deliver inputs and services to livestock producers
- Design embedded extension solutions to facilitate the transfer of improved livestock rearing practices to producers
- Develop interventions that address system constraints and identify leverage points for appropriate action, support, or investment
- Prepare and contribute to work plan, financial, logistical, and other documents
- Provide leadership to continually stay on top of evolving market trends, conducting targeted research on new/potential market channels and technologies, business models, and partnerships
- Identify risks related to the implementation of the program in a timely manner and suggest corrective measures
- Integrate adaptive management systems and a culture of collaborating, learning, and adapting that encourages the flow of information and reflection to maximize performance and continuous improvement across project teams and external partners
- Ensure compliance with program objectives and USAID rules and regulations
- Support the overall knowledge management process, contributing to quarterly reports and the M&E and learning processes
- Represent ACDI / VOCA at meetings, workshops, and other events
- Coordinate activities with government officials, other development partners, stakeholders, and institutions active in the target areas.

Qualifications
- Bachelor’s Degree in Livestock Management, Agriculture, Animal Sciences, or relevant field is required; Master’s Degree preferred
- 10 years of experience implementing agricultural value chain development activities in the Nigerian livestock sector
- Prior experience as a Deputy Chief of Party for USAID-funded activities strongly preferred
- Proven experience coordinating with other donors, government institutions, and private sector organizations, effectively interacting with municipal government counterparts and local organizations
- Strong writing and oral presentation skills
- Fluency in English (written and oral) required; Knowledge of regional languages is a plus.

2.) Monitoring, Evaluation and Learning (MEL) and Collaborating, Learning and Adapting (CLA) Director, Nigeria Livestock

Overview
- ACDI/VOCA is seeking a MEL and CLA Director for an anticipated livestock program in Nigeria funded by USAID. The Activity will explore practical, cost effective, and multi-stakeholder adaptation solutions to improve livelihoods of poor and vulnerable communities in target states.
- The MEL and CLA Director will design and manage the MEL and CLA plan and learning agenda on technical and management processes.
- They will supervise the MEL, KM, communication, and reporting functions to systematically generate, synthesize, share, and apply learning, effective, and adaptive management.
- The program is anticipated to start in late December 2022 and this position will be based in Nigeria (most likely Abuja).
Responsibilities
- Facilitate learning workshops with MEL and technical leads, engaging partners in identifying evidence-based ways to adapt and scale interventions
- Create, share, and manage relevant knowledge assets that support program outcomes
- Ensure that programmatic learning and results are fully documented, shared, and used to drive adaptive management processes
- Lead the collection, analysis, documentation, dissemination, and use of best practices and lessons learned
- Design and implement internal and external knowledge exchange and learning events to improve peer-to-peer learning, knowledge sharing and application
- Supervise the detailed work plan for implementation of the program’s Communication and Outreach Strategy
- Develop and/or maintain strategic relationships with relevant stakeholders to promote effective coordination, collaboration, and dissemination of program learning
- Support the design of and manage the MEL framework and plan that incorporates CLA principles and components
- Ensure effective reporting, data collection, and monitoring systems are in place
- Provide technical assistance to ACDI/VOCA staff members and partner organization staff in the utilization and management of monitoring and impact assessment tools
- Develop and test instruments for data collection; collect, analyze, and summarize field visit reports from program technical staff and implementing partners
- Evaluate the integration of project design with the program strategy and the impact of business and technical processes to the program
- Conduct qualitative and quantitative program impact surveys to ensure that project goals are met and that the team constantly improves program implementation quality
- Conduct data quality reviews to ensure that all information required for submission to donor is collected in a valid, reliable, and timely manner
- Complete impact assessment, baseline, midline, and end line surveys to assess the impact of the project on livelihoods
- Design learning approaches that enable analysis of data, context, and emerging experience, as well as iterative adaptive management for the Activity's technical approaches

Qualifications
- Bachelor’s Degree in Agriculture, Economics, Business Administration, or relevant field required
- 8 years of experience implementing knowledge management and sharing/learning, using CLA principles and approaches
- Demonstrated experience using a mix of informational sources and research methods to analyze project progress, communicate findings to a range of external and internal stakeholders, and apply learning to work planning
- Proven leadership in supervising staff, managing multiple complex project components, and convening people across technical teams to build consensus and achieve an outcome
- Ability to provide technical assistance and advisory services to a range of financial service providers
- Fluency in English (written and oral) is required; Knowledge of regional languages is a plus.

3.) Gender and Social Inclusion (GSI) Manager, Nigeria Livestock

Job Description
- We are seeking an experienced Gender and Social Inclusion (GSI) Manager for an anticipated livestock program in Nigeria funded by USAID.
- The Activity will explore practical, cost effective, and multi-stakeholder adaptation solutions to improve livelihoods of poor and vulnerable communities in target states.
- The GSI Manager will lead the development and implementation of the program’s overall strategy for GSI and will ensure the integration of women and other vulnerable populations into all program activities.
- The program is anticipated to start in late December 2022 and this position will be based in Nigeria.
Responsibilities
- Provide GSI technical advice and trainings to program staff, partners, and stakeholders to build their capacity to integrate gender considerations into designing interventions, implementation, and monitoring and evaluation
- Lead or assist in the design and implementation of GSI analyses, impact assessments, and other learning studies
- Review and provide input to project work plans, with attention to GSI dimensions of technical activities and operations and discuss GSI issues and priorities with project senior management and other technical specialists
- Liaise with technical component leaders to ensure that gender considerations are assessed and accounted for
- Support the M&E Lead to plan the collection and analysis of relevant data and assist in the collection and analysis of sex-disaggregated data
- Work with M&E team to identify GSI learning questions and outcomes
- Incorporate gender considerations into the Performance Monitoring Plan, with an emphasis on designing indicators that will drive high-value project activities
- Maintain an up-to-date and thorough understanding of gender issues related to project components
- Write, coordinate, and disseminate lessons learned among team and program partners.
Qualifications
- Bachelor’s Degree in Gender Studies, Sociology, or relevant field required; Master’s Degree preferred
- 7 years of relevant experience working including five years focused on GSI issues
- Knowledge of do no harm and women’s empowerment frameworks and approaches is required
- Previous USAID-funded project experience strongly preferred
- Experience conducting gender analysis and research a plus
- Strong oral and written communication skills required
- Fluency in English (written and oral) is required; Knowledge of regional languages is a plus.

5.) Director of Finance and Administration, Nigeria Livestock

Job Description
- We are seeking a Director of Finance and Administration for an anticipated livestock program in Nigeria funded by USAID.
- The Activity will explore practical, cost effective, and multi-stakeholder adaptation solutions to improve livelihoods of poor and vulnerable communities in target states.
- The Director of Finance and Administration will provide leadership and direction to the Finance and Administration team with close oversight of the project’s financial position.
- The program is anticipated to start in late December 2022 and this position will be based in Nigeria.
Responsibilities
- Provide leadership and direction to the Finance and Administration team with close oversight of the project’s finances, including financial analysis and accounting management
- Develop, oversee, and monitor all financial and accounting systems, policies, procedures, and internal controls, adapting them as necessary to meet changing regulations and best practices
- Establish efficient financial and operational systems including internal audits, compliance, and risk management
- Lead the annual budgeting process and review all financial plans and budgets, monitoring progress and changes
- Prepare and execute action plans to improve the efficiency and effectiveness of finance and administrative operations and to mitigate operational and compliance risks
- Periodically assess the efficiency and effectiveness of finance and administration procedures in relation to the delivery of technical activities on time and at optimum cost
- Ensure compliance with all USAID rules and regulations and ACDI/VOCA policies and procedures relating to finance, grants, procurement, and administration.

- 10 years of progressive work experience in financial control and audit related field in Nigeria
- At least 5 years of experience in a senior management position, providing administrative oversight and management systems development
- Knowledge of and experience with USAID and/or other international Donor programs’ rules and regulations is required
- Strong written communication skills required, with a demonstrated ability to write reports in a clear, concise, and well-organized manner
