1.) Deputy Head of Department Monitoring, Evaluation, Accountability and Learning

Job Description

  • Action Against Hunger is currently looking to fill the role of Deputy Head of Department MEAL who will be responsible for ensuring the MEAL teams are implementing an effective system to monitor progress, outcomes, impacts and successes of project activities and performance at all levels.

Key Responsibilities

  • Support the HOD MEAL in ensuring appropriate and rigorous MEAL systems are developed to guide project start-up, implementation, adjustment, accountability and learning in compliance with ACF’s MEAL guidelines and minimum requirements for MEAL;
  • Ensure systemized data collection, mobile data collection systems and other technologies to strengthen monitoring and reporting of activities;
  • Coordinate with field teams during preparation of comprehensive MEAL plans for each project to capture quantitative and qualitative data for project performance tracking and reporting;
  • Support field health, nutrition, FSL and WASH teams to design the framework for the physical and process monitoring of project activities;
  • Support development and revision of internal and external reports, ensuring compliance with donor requirements and that reports reflect an actual representation of field implementation activities and results based on MEAL findings;
  • To support MEAL HOD to build  capacity of the MEAL department staff on Monitoring, Evaluation, Accountability and Learning related topics, through trainings, coaching and mentoring;
  • Support the MEAL HOD to organize and coordinate mid-term reviews, learning workshops/review of program work plans with program teams at field level and other stakeholders;
  • Review documentation of project activities with clear articulation of lessons learned, case studies and short articles for each project for internal and external sharing;
  • In collaboration with MEAL HOD, ensure proper budget follow up for MEAL budget lines per projects;
  • To represent ACF at state level and where appropriate, cluster, working groups, workshops and strategic think tanks related to the department;
  • To proactively collaborate with national authorities, ACF counterparts and staff, partner agencies and consortia/alliances/partnerships.

Position Requirements

  • Minimum of a Bachelor’s Degree in Economics, Social Sciences, Business Administration, Statistics, Demography or related field with at least 6 years of professional experience working in humanitarian context, or Master’s Degree in any specified fields with at least 4 years of relevant experience;
  • Previous experience working with NGOs/INGOs covering multi-sectorial programming, in the domain of MEAL
  • Fluency in English (both written and spoken skills)
  • Relevant professional certifications in M&E Fields will be an added advantage

Starting Gross Basic Salary

  • NGN718,840 per month (excluding other benefits)

2.) Country Director

Job Summary

  • We are looking for a Country Director to lead our activities in the country.

Responsibilities

  • As Country Director you are responsible for overseeing the development, funding and implementation of the country strategy and the growth of the program portfolio that effectively addresses the underlying causes and effects of malnutrition in line with ACF's values, programming principles, and strategy.
  • You also ensure that systems/procedures are in place and being properly implemented and that they ensure the proper management, well being and safety of ACF staff, and the proper use of ACF resources.
  • You will spend a lot of time working on advocacy, and representation with donors, diplomats and Nigerian authorities.
  • ACF is very well recognized by donors and the international community for its role in North-East Nigeria.
  • It gives a special role to ACF in terms of advocating for a principled humanitarian response.

More Specifically, You:

  • Lead the implementation of the 2025 country strategy
  • Develop and adapt on a permanent basis ACF program to the humanitarian context in North-East Nigeria? and develop programming in other States (North West, other to be determined) to help health and other states' services fight undernutrition
  • Lead the whole team, 9 people are under your direct management line
  • Represent ACF in coordination bodies and participate in advocacy efforts to make sure that a principled humanitarian response takes place
  • Are responsible for the ACF team security and staff care
  • Ensure a positive collaboration between the field team and HQ teams

Requested Profile

  • You hold a Master's Degree in Development Studies or in Management.
  • You show at least 8 years of humanitarian experience including in conflict settings with 5 years of senior management or leadership experience, including team leadership.
  • You also have 3 years of successful previous experience as Country Director.
  • You show excellent organizational and interpersonal skills.
  • You are known for your excellent negotiation skills, and political astuteness as well as your excellent adaptation and culturally sensitivity skills.
  • You also have a significant experience with external representation and promotion of programs with stakeholders and potential donors and are able to generate goodwill towards the program with the intention of raising funds and the country grant portfolio.
  • You are experienced in managing security in a volatile environment.
  • Fluent spoken and written English skills.

Specific Conditions / Salary

  • 24 months fixed term contract under French legislation
  • Monthly gross salary from 2800 to 3300€ upon experience
  • Monthly per diem and living allowance: 657€ net, field paid
  • Monthly country allowance: 150€
  • Child allowance: 1500€ per year per child present in the country of origin (maximum 6000€/year)
  • 16% of the gross monthly salary for pension insurance reimbursement for non-French citizens

Purpose and Objectives of the Study
Specific Objectives:
FSL:

  • The Purpose of the assignment is to document and produce two short films and High Resolution

(HD) Photographs Highlighting:

  • Food distribution
  • Cash disbursement
  • Nutrition (porridge mum activities) and Health
  • WASH

Nutrition:

  • To highlight the benefits and nutritional improvement for Pregnant and Lactating
  • Women (PLWs) using videos and high-resolution photographs that highlight successes:
    • a) Mother to child MUAC
    • b) Food distribution activities
    • c) Impact of cash disbursement on beneficiary

Health:
To highlight the impact of health program activities on the lives of program participants in MMC/JERE

  • Health facility
  • NFI distribution sites
  • CMAM and IYCF: these are key to nutrition programming, specially the B3J project.
  • WASH: To highlight the impact of WASH program activities on the lives of program participants in MMC/JERE
    • a) Good photos from water points with captions
    • b) NFI distribution sites
    • c) Hygiene promotion, Latrine and showers rehabilitation, Latrine dislodgment, Latrine construction,
  • Borehole rehabilitation, Borehole construction, and waste management.

Profile of the Consultant (Qualification and Experience)
To be eligible to apply for this role the consultant/firm must:

  • Have been in existence for at least 5-10 years prior to January 2022.
  • The Team Lead must hold a Degree in a relevant field: Communication, Journalism, Media studies, Fine Arts.
  • Other team members should also hold relevant qualifications in any of these areas.
  • Demonstrate Firm’s experience in undertaking similar assignments by use of samples (Youtube links) of successfully and recently completed work.
  • Team Lead must have at-least five to ten years working experience in development of documentary or film production that meets national and international broadcast standards.
  • Proposed team must have working knowledge of French, good knowledge of multicultural aspects in the region, cultural nuances, gender and crosscutting issues.
  • Team Lead must possess excellent communication skills-fluency in oral and written English Previous proven experience in documenting donor supported projects using digital media.
  • Firm must have excellent technical capacities to ensure smooth and high quality production (video production staff, owner of its own video production studio or a documentary proof of an access to a rented video studio) etc.
  • Clear articulation of capacity and skills, and innovative approaches to carry out the assignment; as well as ·a clear work plan and articulation of expected methodologies and outputs within the tight timeframe.
  • Track record of successful materials filmed in the region and/or on similar topics by would be an asset

  • Through our interventions in health and nutrition, water and sanitation, food security and livelihoods, and social protection programs, we save the lives of malnourished children.

  • The capacity of traditional and new media stakeholders in accurately representing humanitarian actions conducted for vulnerable populations remains essential in the delivery and uptake of these lifesaving interventions different media opportunities including digital communications to highlight and further engage with stakeholders relevant to influencing policies that necessitate the good of vulnerable populations in Nigeria.

Project Goal:

  • The objective of this consultancy is to conduct specific mapping of print media in the states; active State and national radio and television houses and agencies (public and private) who reflect and promote Action Against Hunger’s humanitarian values in regions of intervention as well as other potential expansion areas subject to funding.
  • The proposed consultancy also aims at presenting an advocacy/media structure and context sensitive activities for AAH Groundwater programming.
  • In addition, the proposed consultancy would engage with information desks, recognized at various state and federal government MGAs relevant to AAH’s pillars of implementation.
  • Outcomes of this consultancy is expected to inform the Action Against Hunger’s understanding of the media landscape, inform media engagement and communication strategy and enrich its overall Programme and specifically groundwater project implementation mechanism.
  • This consultancy will assist the Advocacy and Communications unit of the mission to identify and target media partners relevant to our humanitarian and development programs and projects.

Purpose and Objectives of the Study
Specific Objectives:
Specific objectives include, but are not limited to:

  • Entrance meeting with the communications unit
  • Desk research on traditional (Radio, TV, Print) and digital (Bloggers, Influencers) working and active in Northeast, northwest and north central reporting on the humanitarian crisis and response
  • Conduct extensive review and mapping within selected region. This includes but not limited to: audience demography, the listening habits of the audience including prime times, frequency, media ratings, local ratings, preferred format and length for radio programs, and preferred language of broadcast. Identify media outlets
  • Profile TV and Radio agencies indicating reach and airing cost, how the number of reach is being estimated. Also providing an online link for broadcast
  • Consult and provide Action Against Hunger with a report containing the list of prospective TV and radio outlets suitable to promote Humanitarian actions.
  • Present Specific Groundwater media community C4D guides, that is context specific to North East Nigeria.

Profile of the Consultant (Qualification and Experience)
