1.) State Technical Assistant - Measles / Yellow Fever Campaigns

Objectives of the Program

  • The World Health Organization (WHO) Nigeria continues to provide technical and programme management support to the GoN of Nigeria to achieve Accelerated Disease Control targets through routine and Supplemental Immunization activities.
  • Following a successful application for the follow up measles nation wide campaigns as well as preventive mass campaigns to Gavi and receipt of Decision letters to Nigeria, initial planning activities have commenced as part po pre-implementation towards a successful vaccination campaign
  • These campaigns are part of the strategic plan adopted by Nigeria towards measles and yellow fever control. In Q3 and Q4 of 2021 Nigeria intends to vaccinate 45,541,201 children aged 9Months -59 Months with a supplementary dose of measles across all states plus FCT.
  • Also as part of approved the accelerated EYE strategy plan was shared with the EYE secretariat, Preventive mass vaccination campaigns with yellow fever vaccines will be conducted also across 6 States targeting 40,825,243 persons aged 9Months-44years across 7 states.
  • These campaigns will be conducted in an integrated approach where feasible considering the different antigens to be administered through SIAs in 2021.This is expected to contribute to prevention of epidemics and pandemics (outcome 2.2) of the GPW 13.

Description of Duties
In conjunction with the Vaccine preventable disease (VPD) team and WHO Nigeria based staff, the State Technical Officers (STO) will provide support to:

  • Strengthening state coordination teams for the Planned SIAs
  • Conducting pre-implementation activities including preparedness dashboard,
  • Support training of health workers, team deployment of vaccination teams and
  • Support data management including monitoring and evaluation.
  • The STO is expected to bring to the state/LGAs  previous experience from  planning and implementation of previous  VPD mass campaigns as well as  vast understanding of the WHO guidelines of the implementation of mass campaigns in the context of Covid-19 while working closely with the National Primary Health Care Development Agency (NPHCDA) ,State primary health care Boards partners and several stakeholders. It is desirable that they consultant also brings a good understanding of issues relating to immunization, vaccine preventable diseases (VPDs) surveillance, and gender equity.
  • Based on the primary and secondary information gathered, and in accordance with Gavi proposal, firstly a) support the drafting of the proposal including chronogram of activities and annexes, and secondly b) support the review of the budget.
  • Meet with government authorities, such as NPHCDA, Ministry of Health, and other stakeholders to collect feedback on planned activities.




Required Qualifications

Education
Essential:

  • University Degree, preferably in one of the following: Medicine, Pharmacy, Nursing, Public Health

Desirable:

  • Post-graduate degree in Public Health, preferably in Epidemiology or other related public health fields.

Experience
Essential:

  • At least 5 years’ experience in Immunization activities in similar roles in an organization concerned with public health management.

Desirable:

  • Prior working experience with international nongovernmental organization (INGOs), WHO/UN, health clusters partners, recognized humanitarian organizations.
  • Understanding of WHO guidelines for implementation of mass campaigns in the context of Covid-19

Skills:

  • Public speaking and communication
  • Technical presentation skills

2.) International Consultant

Objectives of the Program

  • As part of the efforts to implement Eliminate Yellow Fever Epidemics (EYE) strategy, Nigeria has been conducting phased vaccination campaign to reach people aged 9 months to 44 years since October 2017. The country has also received approval and will be implementing a mini catch up Men A campaign in high risk states as well as a nationwide Measles follow up campaign
  • The objective of the Measles SIA is to reduce the measles transmission in Nigeria by achieving 95% measles vaccination coverage among children in all States, in line with the National Measles Elimination Strategic Plan. The objectives of the Yellow Fever Preventive Mass Vaccination Campaigns and Men A catch-ups include the attainment of 80% coverage in all implementing states.
  • The objective of these surveys is to determine the coverages of the campaigns, validate administrative data coverages at state level, identify subpopulation not vaccinated (EAs with Zero doses), reasons for non-vaccination and the strengths and weaknesses from the SIAs. PCCS is important to track and guide the immunization programme.

Description of Duties
The incumbent will support national authorities, partners and other appropriate stake-holders in the following specific tasks:

  • Development of methodology (protocols) and design of tools for the post campaign coverage survey
  • Support in the conduct of the SIAs post campaign coverage survey.
  • Data analysis and reporting of the immunization coverage survey
  • Ensure a very close functional relationship between the survey team as well as overall Health Information Management System Strengthening efforts.
  • Perform other activities as required by WHO Representative

Required Qualifications

Education
Essential:

  • Master's Degree in Medicine, Health Engineering, Health Statistics, Public Health or related field




Experience
Essential:

  • At least 7 years’ experience in public health programmes in low-income countries, including specific experience in conducting population-based surveys and the planning, monitoring and/or evaluation of SIAs

Desirable:

  • Prior working experience with international nongovernmental organization (INGOs), WHO/UN, health clusters partners, recognized humanitarian organizations.
  • Experience with post-SIA coverage survey implementation, data management, and analysis would be an asset
  • Experience with post-SIA coverage survey implementation, data management, and analysis would be an asset.

Objectives of The Program

  • Differentiated Service Delivery (DSD) denotes various HIV service delivery approaches centered on people living with HIV (PLHIV) need for simplified and adapted services across the HIV care continuum, including HIV prevention, testing, linkage, ART services, and chronic care. DSD reflects the preferences and expectations of the various sub-populations while reducing unnecessary burdens on the health system.
  • This approach involves the thorough assessment of PLHIV to determine the needed level of care and matching them to appropriate services. DSD offers less intensive and less frequent services that are more easily accessible for PLHIV who are clinically stable on antiretroviral therapy (ART), thus reducing the barriers to treatment and care.
  • It also refocuses health system resources on those who require more intensive care and follow-up. Similarly, it includes offering more intensive care for clinically unstable people and/or who present with advanced HIV disease.

Description of Duties
Under the general coordination of the WHO Country Representative, the HIV/AIDS Technical Officer's supervision, the DSD ART consultant will work to accelerate and strengthen the coordination of the DSD SI and DSD ART according to WHO recommendations. Specifically, the WHO DSD ART Consultant will support the Government of Nigeria, NACA/NASCP, and DSD SI providers (local and international):

  • Coordinate the DSD SI and the overall DSD activities (including all three areas: HTS, ART & AHD).
  • Participate in introduction and engagement meetings to support the selected DSD SI local and international providers engagement in country DSD scenario and key stakeholders.
  • Oversee the implementation and monitor the DSD SI (HTS, ART & AHD) progress in the country:
  • Facilitate national stakeholders’ meetings/workshops (in-person or virtual considering Covid-19 constraints) to ensure country dialogue on DSD and DSD SI for better understanding, engagement, and implementation.
  • Monitor and Evaluate DSD SI implementation outcomes and progress and ensure it follows the country workplan.
  • Participate in WHO weekly and/or bi-weekly meetings to report the DSD SI implementation and coordination efforts.
  • Conduct situational and ongoing data analysis, technical assistance, produce supporting materials and publications:
  • Support the dissemination of policies/approaches to accelerate DSD ART implementation, including alignment with WHO recommendations.
  • Support planning and facilitation of meetings and learning sessions with key stakeholders, share WHO resources.
  • Conduct and support monthly data collection, reviews, and detailed quarterly analysis of DSD ART scale-up/implementation in coordination with key stakeholders.
  • Provide technical and programmatic support, including reviewing national technical documents (aligned with WHO guidelines and national norms and policies) and implementing DSD ART tools (key DSD SI deliverables).
  • Support the development of materials and publications on national experiences, best practices on DSD (and DSD SI).
  • Perform any other task of its competence assigned by the hierarchy.




Required Qualifications
Education
Essential:

  • University degree in Medicine / Public Health

Desirable:

  • Masters level and above in Medicine / Public Health

Experience
Essential:

  • At least 2 years of technical and programmatic experience working on HIV treatment and care in Nigeria, including experience on differentiated HIV treatment services (desirable: experience on HIV service delivery for underserved populations).
  • Expertise and experience providing technical support, and experience working with the Global Fund and other HIV actors, including the Ministry of Health and civil societies.

Desirable:

  • Experience on HIV service delivery for underserved populations

Skills:

  • Experience with technical writing, literature review, data synthesis and report writing. Good communication, presentation and coordination skills also needed.
  • Demonstrated ability to work with experts at national and regional levels, and to establish and maintain effective working relationships with people of different national and cultural backgrounds. Excellent organizational skills.
  • Other Skills (e.g. IT): Proficient in MS Office Software applications, data analysis and technical presentations
