1.) Communications Director
Location: Austria
Job Profile
- The Communications Director leads the development, implementation, and execution of organization-wide communications strategy that contributes to awareness and engagement of employees and management, with the objective to strengthen its brand, manage reputational risks, engage key stakeholders and leverage relationships to promote the OPEC Fund’s interests, all in accordance with the institutional strategy and framework, to deliver progress on the organization's strategic objectives.
Duties and Responsibilities
- Defines the short-, medium- and long-term objectives of the department in line with the strategic framework.
- Leads the implementation of the OPEC Fund’s Communications Strategy.
- Advances OPEC Fund’s strategic goals by ensuring the production of high-impact campaigns.
- Develops a proactive engagement plan with media outlets, especially those from OPEC Fund’s partner and member countries.
- Maintains a crisis and reputational risk management mechanism for the organization in close coordination with Risk Management.
- Plans and submits the annual work program and budget for the department.
- Oversees the OPEC Fund’s external executive communications, ensuring consistent messaging so that the executive team speaks as one voice for the organization.
- Provides strategic and hands-on leadership to the department, and ensures staff is fully informed and engaged around the organization’s vision, mission, values and strategic direction.
- Effectively leads the department’s staff, facilitates development opportunities, and enables a productive, inclusive and respectful work environment.
- As member of Senior Management, interacts with members of the OPEC Fund Board and actively participates in Governing Board Meetings, as well as chairing/participating in related committees/meetings.
- Ensures close partnership with the OPEC Fund’s operational teams.
- Effectively collaborates with other members of OPEC Fund’s management team to achieve shared outcomes.
- Maintains close contacts with the communication departments of partners and develops joint campaigns.
- Assumes the role of spokesperson of the organization and engages with a variety of audiences and stakeholders.
- Expands relationships with high-level financial and development journalists, specialized business and investor outlets, high-ranking officials of OPEC Fund member countries, high-ranking government officials of partner countries, staff of development agencies, world media and production houses, country news agencies, and officials from other relevant organizations.

Qualifications and Experience
- Master's Degree in Communications, Journalism, Social Sciences or other relevant disciplines
- A minimum of 20 years relevant professional experience, including at least seven years at a managerial level
- Preferably five years in an international institution
- Fluent in English. Good working knowledge of Arabic, French, German or Spanish is an added advantage.

2.) Syndication Officer
Location: Austria
Job Profile
- The Syndication Officer is responsible for providing syndications and co-financing services for the private sector & trade finance lending activities of the OPEC Fund, provides support to and manages syndications and co-financing transactions and OPEC Fund’s relationships with syndication / co-financing partners, in accordance with the departmental strategy, in order to ensure a sustainable pipeline of syndication and co-financing activities.
Duties and Responsibilities
Syndication:
- Leads syndicated loan transactions associated with the private sector & trade finance lending activities of the OPEC Fund.
- Contributes to the delivery of the annual syndication targets for OPEC Fund.
- Contributes to the development of internal operational processes and procedures for the syndication and co-financing of loans.
- Performs market soundings, pricing and provides risk appetite feedback to ADG PSTFOD and BDU Team for their consideration.
- Contribute to formulating and executing the strategic objectives and business model of the Syndication Function.
- Support management in developing a network of syndication/co-financing/market participants.
- Provide support to prepare departmental reports, and provide inputs for strategy, board papers, departmental balance score-card, pricing, and sector papers.

Support:
- Prepares pitch books and market updates for clients, information memoranda for lead/co-lead transactions, and slides for partner meetings/roadshows as needed.
- Supports the preparation of marketing strategy for coverage areas (infrastructure, Financial Institutions, Manufacturing & Services)
Stakeholder management and engagement
- Expands syndications and co-financiers base among development finance institutions and commercial banks.
- Negotiates credit documents with syndicate/co-financing institutions in liaison with relevant internal departments (Business Development Unit, Portfolio Management Unit, Legal Department
Qualifications and Experience
- Master's Degree in Accounting / Commerce / Finance / Economics / or other relevant disciplines.
- A minimum of 7 years of relevant credit and origination experience, including at least 3 years of direct underwriting and or syndication experience gained in a major development Finance institution or an international commercial/investment bank.
- In addition, preferably 1-2 years at an international development finance institution
- Fluent in English. Good working knowledge of Arabic, French, or Spanish is an added advantage.
Competencies:
- Extensive knowledge in the usage of office technologies, such as Microsoft Office applications (Word, Excel, PowerPoint, etc.), intra/internet as well as online database management.
- Excellent verbal and written communication skills.

3.) Head of Protocol

Job Profile
- The Head of Protocol is responsible for coordinating relations between OPEC Fund and Member States, and for providing substantive technical and logistical support to the Ministerial Council and Governing Board meetings as well as to other high-level OPEC Fund meetings.
- This position also facilitates guests to OPEC Fund and ensures the proper logistics and etiquette is observed.
- The incumbent plans the programs and activities of protocol operations and supervises the implementation.
- The annual workload includes organizing and servicing a Ministerial Council meeting, four Governing Board meetings, 11-14 Board-level committee meetings, and 12-18 loan signature ceremonies, and the preparation of various receptions for other in-house and external meetings and events.
Duties and Responsibilities
Stakeholder management and engagement support:
- Responsible for coordinating relations between the OPEC Fund and Member States, and for providing substantive technical and logistical support to the Ministerial Council and Governing Board meetings as well as other high-level OPEC Fund meetings and visitors. Meeting coordination assistance:
- Provides assistance in coordinating the organization of ceremonies for the signature of loan/grant agreements, in cooperation with other concerned departments.
- Assists in the coordination of reception of visitors to the Fund, which includes the provision of any relevant high-level representational items (i.e. gifts, handouts).
- Arranging any necessary meeting-related reservations and appointments.

- Maintains a list of relevant contacts and partners in the hospitality industry, especially, hotels, restaurants, caterers, venues in Vienna.
- Contributes to a shared master contact list for the organization.
- Prepares checklists and guidance documents for meetings taking place outside of headquarters.
- Provides regular reports to the Chief of Staff on lessons learned and new best practices following conclusion of mission and meetings.
Administrative and Logistical Support:
- Coordinates the administrative and logistical support for the Fund’s high-level meetings, including arrangements for the transportation of VIPs from and to the airport.
Qualifications and Experience
- University Degree in Public Relations, International Relations, Communication, Business Administration, and/or other relevant field is required. A master’s in any of these fields is an asset.
- Minimum 10 years of relevant professional experience. At least five years of experience in an international institution, embassy, or ministry is desirable.
- Proficiency in Microsoft Office applications, especially Word and Excel.
- Experience in communicating with high-level VIPs, preferably in English, German and/or Arabic.
- Excellent written and verbal communication skills in English and German. A good working knowledge of Arabic, French, and/or Spanish is an asset.

4.) Executive Assistant

- The Executive Assistant is responsible for providing secretarial/clerical services to the Office of the Director-General, performs auxiliary administrative duties relevant to the supervisor's responsibilities and coordinates overall Office activities, within overall policies or instructions.
Duties and Responsibilities
Correspondence:
- Receives, logs, reviews and distributes all incoming mail.

5.) Senior Operational Risk Officer

- The Senior Operational Risk Officer coordinates, validates, and monitors operational risks across all units of the OPEC Fund, all in accordance with the institutional risk framework, in order to prevent, minimize, and mitigate risk.
Duties and Responsibilities
Policy development and implementation:
- Develops and implements OPEC Fund’s operational risk management framework comprising of policies, methodologies, and processes.
- Ensures that OPEC Fund’s operational risk management framework is up-to-date and relevant at all times.
Risk management and analysis:
- Oversees and coordinates assessment and mitigation of operational risks across all units of the OPEC Fund.
