Purpose of Consultancy

  • Facilitate the timely production of high-quality, data-centric descriptive reports and infographics for countries using the Health Service Availability and Monitoring System (HeRAMS).
  • Maintain and further develop the existing codebase for descriptive data analysis and data quality assurance.

Background

  • To support countries with continuous analysis and dissemination of HeRAMS results, the HeRAMS support team has developed a suite of products and services designed to assist countries in monitoring data quality, conducting detailed descriptive analyses, and producing comprehensive descriptive reports.

Deliverables
Output 1: Development of HeRAMS standard descriptive reports and infographics:

  • Deliverable 1.1: Produce HeRAMS standard descriptive reports and other descriptive analyses based on country requests.
  • Deliverable 1.2: Review existing workflows, identify areas for improvement, and develop an enhanced process to ensure the quality and accuracy of products. (First draft expected by March 2025)
  • Deliverable 1.3: Design and pilot new, complementary data centric information products based on country request.

Output 2: Configuration and development of data quality monitoring tools:

  • Deliverable 2.1: Adapt existing data quality scripts and templates for new countries implementing HeRAMS.
  • Deliverable 2.2.  Review existing templates and contribute to the development additional templates to support countries with monitoring and enhancing data quality. (First draft by June 2025)

Output 3: Maintenance and documentation of data analysis scripts:

  • Deliverable 3.1: Identify and ensure the timely resolution of bugs and errors reported by team members.
  • Deliverable 3.2: Contribute to the development of comprehensive documentations for scripts and workflows, including detailed inline comments and user-friendly SOPs tailored for non-technical users. (Expected by June 2025)

Qualifications, experience, skills and languages
Educational Qualifications:

  • First university degree in data science or a related field with strong focus on data analysis and quantitative methods including but not limited to statistics, epidemiology, finance or quantitative economics.

  • Postgraduate degree in a related discipline.

Purpose of consultancy

  • To enhance the capacity of the Data, Evidence and Digital Health (DDH) programme and support its work, a roster of qualified specialists/consultants in artificial intelligence (AI) is being established.
  • This roster will feature a diverse group of experts, representing various technical domains, regions, genders, and levels of experience.
  • In this context, AI encompasses all current and emerging domains and sub-domains, including but not limited to Machine Learning, Deep Learning, Natural Language Processing, Computer Vision, Expert Systems, Robotics, and Data Science.
  • These areas will be applied across various health contexts, such as clinical diagnosis and decision support, care delivery, health promotion, health systems, health information systems, and public health.

Background

  • Strengthening Digital Health is a key priority identified in the European Programme of Work (EPW)1.
  • The Data, Evidence and Digital Health programme (DDH), part of the Division of Country Health Policies and Systems (CPS) at the WHO Regional Office for Europe (WHO Europe), coordinates the digital health flagship.
  • It provides technical and policy guidance on the safety and efficacy of digital health solutions, while ensuring that health equity, gender equality, equity, and human rights remain central in their implementation.
  • Through its work, the DHH supports countries to leverage the use of digital technologies to improve the interface between people and health services, enhance health system performance, and strengthen critical public health functions, including disease surveillance, early warning, and risk assessment.
  • The DDH unit also monitors and measures progress toward achieving the Sustainable Development Goals (SDGs) and the Triple Billion Goals, while developing and implementing a measurement framework for the EPW.
  • It offers strategic direction, technical assistance, and tailored support to countries to strengthen their capacity to generate timely, credible, reliable, and actionable data.
  • Additionally, the unit seeks to develop new approaches and methodologies for the use of new digital technologies in healthcare, such as telemedicine and big data, to complement traditional methods for measuring and monitoring health status and health system performance.
  • The key priorities for the DDH unit are outlined in the Regional Digital Health Action Plan for the WHO European Region 2023–2030 (RC72)2.

Deliverables

  • Experts on the roster will collaborate with WHO Europe technical units, country offices, and partners to support the development of data and digital health products, with a particular focus on AI implementation across the identified health contexts.
  • They will provide consultancy to strengthen all areas relevant to and impacting the implementation of responsible and ethical AI at the national level for countries of the WHO European Region. This includes expertise across a range of socio-political, technical, and operational aspects of AI in health, such as:
  • AI strategy, policy, governance, legislation, regulation, and financing
  • National and cross-border sourcing for training, testing, and validating AI models
  • Application of standards and data quality measures to AI, facilitating its reliability, accuracy and transparency
  • AI computing architectures (native, cloud, and quantum computing)
  • Security of AI systems
  • Research, ethics, gender, equity, and human rights considerations in AI operations
  • In achieving the scope of work outlined in the objectives above, the consultant will deliver a portfolio of the following products and activities tailored on a case-by-case basis to an individual request for support made by the DDH programme:

Provide assistance to the Data and Digital Health Programme and WHO Country Offices on strengthening AI strategy and governance in countries, including:

  • Support the development of policies and guidelines related to the ethical and responsible use of AI in health, in alignment with WHO's strategic objectives;
  • Conduct assessments that evaluate existing and proposed strategy/policy/action plans of AI along with situational analyses and baseline evaluation of AI implementations;
  • Conduct mapping and analysis of existing and proposed governance models, along with the regulatory and legislative frameworks for AI, in the WHO European Region;
  • Provide expert and specialized advice and technical leadership on the attainment of programme objectives and execution options, developing concrete proposals and implementation plans for concrete actions;
  • Conduct research and analysis on emerging trends, opportunities, and challenges in the field of AI and health to inform policy development;

Provide technical guidance and support related to the development, implementation, monitoring, and evaluation of AI services and applications and their integration into existing national health system and public health environments, including:

  • Provide support and guidance to implementing teams in the country to ensure the success of implementation and scale-up of AI activities;
  • Provide technical assistance and support to countries in developing their own AI strategies and frameworks for health;
  • Provide guidance to countries on the development of regulatory and legislative frameworks supporting implementation and scaling of AI and that enshrine gender, equity, and human rights.

Support implementation of capacity-building activities in countries to strengthen knowledge of AI, and the data and data subsystems used to train, test, and validate AI. This includes:

  • Design and/or delivery of capacity-building workshops in countries to address the planning, implementation, management, resource requirements, governance, and integration of AI as part of national health system transformation programmes;
  • Develop and deliver training programs, workshops, and capacity-building initiatives to enhance understanding of AI technologies among WHO staff and Member States;

Promote and strengthen collaboration for AI with partners operating at the national and regional levels and through multi-country/multi-stakeholder AI networks hosted by WHO Europe. This includes:

  • Collaborate with internal and external stakeholders, including governments, academia, industry partners, and civil society organizations, to gather input and build consensus on AI policy priorities;
  • Support with organizing and facilitating events and workshops to strengthen cooperation and collaboration between experts and stakeholders in the field of AI and foster international cooperation and collaboration as well as the exchange of expertise.
  • The exact format of each individual support request is to be agreed on a case-by-case basis between CPS/DDH and the consultant prior to the commencement of any work.

Qualifications, experience, skills, and languages
Educational Qualifications:
Essential:

  • First university degree in science/computer science/data science, digital health, public health, or medical informatics.

Desirable:

  • Relevant AI specialized training and/or additional university degree in any of the above fields.

Experience
Essential:

  • Minimum of five years combined national and international work experience in designing, implementing, managing, and/or assessing health AI programmes and services including the design and implementation of strategy and policy for AI in health.

Desirable:

  • Experience in management and oversight of complex AI and/or enterprise digital service implementation and operation in large-scale healthcare or public health environments.
  • Experience in designing and conducting workshops for a multi-stakeholder audience.

  • The WHO RSV surveillance project leverages the capacities of the Global Influenza Surveillance and Response System (GISRS) to monitor the geographic spread, seasonality, disease burden and genetic evolution of the RSV.
  • With the licensure of RSV prevention products by regulatory authorities, WHO intends to strengthen capacities for integrated surveillance and RSV disease burden estimation in low- and lower-middle income countries in Sub-Saharan Africa and South/Southeast Asia to better inform the development and introduction of RSV prevention products as they become widely available and affordable in the coming years.

Purpose of consultancy

  • To provide technical expertise to deliver on the surveillance pillar of the defeat meningitis by 2030 roadmap at all levels of the organization by enhancing e-surveillance implementation and disease surveillance standards.

Background

  • In 2020, the WHA adopted the defeating meningitis by 2030 roadmap. Within this roadmap, three visionary goals were set: 1) to eliminate bacterial meningitis epidemics, 2) to reduce cases of vaccine-preventable bacterial meningitis by 50% and deaths by 70%, and 3) to reduce disability and improve quality of life after meningitis due to any cause. The consultant will focus their work on the first two goals of the roadmap, specifically within the pillar of disease surveillance.

Deliverables

  • The consultant is expected to conduct most activities within the contract with little supervision while working collaboratively with the rest of the meningitis teams in HQ and the region.
  • Deliverable 1: develop the meningitis SMART guidelines in conjunction with the Surveillance Systems Department by the end of the consultancy.
  • Deliverable 2: throughout the consultancy, coordinate the DHIS2 developers group by coordinating the development of the technical products and the administrative procedures of the developers group.
  • Deliverable 3: implement jointly with AFRO the DHIS2 the implementation of the DHIS2-developed dashboards for automatic sitreps and ICG requests in four countries in the AFRO region.
  • Deliverable 4: implement jointly with EMRO the implementation of the e-surveillance dashboards in two countries in EMRO.
  • Deliverable 5: by the end of the consultancy, write a manuscript for a peer-reviewed publication about the e-surveillance project with examples from the countries.

Purpose of consultancy

  • To coordinate the development of a robust framework for assessing the severity of influenza globally. Additionally, to 1) undertake regular analysis of the seasonal influenza and other respiratory virus surveillance data to understand trends and advance the incorporation of severity assessments from countries and the global assessment into regular global influenza and other respiratory virus situation updates and 2) facilitate epidemiological technical support to countries for RSV surveillance.

Background

  • Influenza severity assessment is crucial to guide the timing and scale of interventions during seasonal epidemic and pandemics due to influenza.
  • With Member States and partners, WHO updated global guidance for severity assessment during an influenza pandemic (PISA) in 2024, considering lessons learned and changes to surveillance objectives and systems.
  • Countries implement PISA methods themselves, can incorporate in their own respiratory virus surveillance reports, and can report their assessments on a weekly basis to WHO’s global data platform on respiratory virus surveillance (Respimart). These country assessments can be used to arrive at regional and global assessments and situation updates which are complementary to other surveillance information gathered at national, regional and global levels.
  • A global severity assessment is anticipated to be derived from multiple sources of epidemiologic, virologic and clinical information, including but not limited to case-based data reported to Respimart, national PISA assessments informed from stable surveillance systems reported to Respimart, time-limited, intensive special studies and investigations and advanced analytics (modelling and statistical methods), as outlined in the draft pandemic surveillance guidance.
  • There is a need for a global framework that outlines how and when these sources of information can inform global severity assessments in the case of an influenza pandemic and that can be practiced during seasonal influenza epidemics.
  • The expanded GISRS leverages its capacities to monitor the geographic spread, seasonality, disease burden and genetic evolution of non-influenza viruses of pandemic or epidemic potential such as the RSV. With the licensure of RSV prevention products by regulatory authorities, WHO intends to strengthen capacities for integrated surveillance and RSV disease burden estimation in low- and lower-middle income countries in Sub-Saharan Africa and South/Southeast Asia to better inform the development and introduction of RSV prevention products as they become widely available and affordable in the coming years.

Deliverables

  • Develop Global training materials and tools for implementation of PISA framework,
  • Adapt PISA database to the updated PISA framework and migration of historical PISA data to the new framework,
  • Develop a comprehensive Global Influenza Severity framework that defines synergies of PISA, pandemic and epidemic modelling, clinical severity, disease burden, impact on health systems, special studies to assess global severity during an influenza pandemic,
  • Assist countries in implementing national protocols for integrated surveillance and disease burden estimation.

Qualifications, experience, skills and languages
Educational Qualifications
Essential:

  • Advanced university degree (Master’s level) preferably in infectious diseases, epidemiology, statistics, biological sciences.

Experience
Essential:

  • 5 to 10 years of combined national and international relevant experience in public health.
  • Proven experience with influenza and other respiratory virus surveillance.

Desirable:

  • Work experience with WHO or another UN or international public health agency.

Skills/Knowledge
Essential:

  • Knowledge of influenza severity assessment methods
  • Excellent writing and communications skills
  • Strong analytic skills and ability to analyze and synthesize information from multiple sources
