1.) Paralegal

Job Title: Paralegal

Job Profile

  • The Paralegal assists senior/legal counsels in preparing legal documents or conducting research and benchmarking, preparing legal notes and legal opinions under the supervision of the Director, all in accordance with the Strategic Framework 2030 and future institutional/ strategic frameworks, as well as contributing to solving legal problems and providing technical input into complex matters for the achievement of departmental objectives.

Duties and Responsibilities
In coordination with the assigned supervisor:
Legal drafting:

  • Drafting and finalizing legal documentation for private sector operations and trade finance transactions as well as amendments/consents/cancellations and waivers to those agreements;
  • Serving as project assistant for projects in the private sector portfolio during the project implementation phase.

Research and analysis:
Specific tasks will include:

  • Conducting research on a diverse range of policy and legal issues using varied research sources.
  • Presenting findings/recommendations on policy issues and procedure
  • Preparing background papers, written records of proceedings, memoranda summarizing documents, legislation and other legal source material, or equivalent.
  • Assisting in drafting and reviewing draft documents, highlighting issues, inconsistencies, etc.
  • Responding to inquiries ranging in complexity and providing feedback with guidance from Legal/Senior Counsels.
  • Handling any other relevant tasks and working with project teams as assigned.
  • Organizes project and departmental documents and records in accordance with appropriate standards and files in the appropriate document management system.
  • Handling tasks in the absence of the designated senior or legal counsel with limited supervision.
  • Assisting with organizing team meetings, taking minutes and preparing reports related to various tasks.
  • Supporting the Private Sector Legal- team in any other matters as may be assigned by the Director or the Senior Director and General Counsel.

Stakeholder management and engagement:

  • Supports the Senior Counsels working with external stakeholders (authorized legal officials of partner countries/institutions) and internal stakeholders (e.g. all OPEC Fund departments/units) on the subject of legal services and advice on an ongoing basis.
  • Carries out other tasks assigned by the respective supervisor that are related to the job functions.

Qualifications and Experience

  • Master’s Degree in Law or a related field or Bachelor’s Degree in law or a related field with an additional two years of experience
  • A minimum of two years (with Master’s) or four years (with Bachelor’s) of relevant experience.
  • A minimum of 1 year experience at an international development finance institution
  • Fluent in English. Good working knowledge of Arabic, French or Spanish is an added advantage.

2.) Driver / Service Staff

Job Title: Driver / Service Staff

Job Profile

  • The incumbent provides transportation services for official purposes, driving cars/vans, by following established procedures, in order to transport the organization’s personnel or visitors as well as perform other duties/ business needs as required by supervisor(s).

Duties and Responsibilities
Driving Services:

  • Driving services for the President.
  • Responsibly driving a duty motor vehicle on assignments, in all weather conditions within the country and to neighbouring countries on official missions, to transport the President and/or dignitaries as directed by the President.
  • Completing logbooks and records detailing official trips, daily mileages, petrol consumption, oil changes.
  • On-call as may be required from time to time.

Work scheduling and allocation:

  • Organizing own work schedule each day in line with changing priorities, liaising with the supervisor as required.

Maintenance services:

  • Responsible for the day-to-day control and maintenance of the assigned vehicle, checking oil, water, battery, tyres.
  • Maintaining proper and clean appearance of vehicles inside at all times and outside when conditions permits.
  • Facilitating vehicle servicing.
  • Reporting defects and repairs needed to the vehicles.

Qualifications and Experience

  • A Secondary School leaving certificate
  • A valid driving license of minimum type B.
  • A minimum of five (5) years driving experience, with excellent record either as a taxi, bus or coach driver, or as a tour guide in Vienna and its surroundings.
  • A minimum of two (2) years as support staff dealing with event preparations, movement of fixtures.
  • Experience in driving high ranking diplomatic officials is a compulsory requirement.
  • Fluent in English. Good working knowledge of German, Arabic, French or Spanish is an added advantage.

Job Profile

  • The Head, OFBS assists the Senior Director & General Counsel (SD & GC) in overseeing the Board Secretariat Function.
  • This includes coordinating the OFBS team responsible for organizing meetings and other matters related to the Ministerial Council (MC), Governing Board (GB) and Board Committees (BCs).
  • The incumbent assists the SD & GC in implementing the OFBS annual work plan, GB effectiveness assessment, member country engagement, and any other special initiatives.
  • The incumbent also supervises the team in providing secretariat services of a general nature, and executing tasks incidental to the effective functioning of OFBS, in coordination with relevant departments.

Duties and Responsibilities
Secretariat Functions:

  • Leads the OFBS team in implementing the annual work plan and ensuring the achievement of mid- to long-term goals, strategic targets and annual objectives. Specifically, the incumbent will oversee the execution and delivery of all aspects of OFBS’ responsibilities covering:

MC, GB and BC Meetings:
Organizing and conducting the meetings of the MC, GB and BCs, including:

  • Arranging meeting logistics
  • Facilitating meeting proceedings
  • Organizing associated events before or after the MC meeting
  • Preparing minutes of meetings
  • Drafting decisions/resolutions (for meetings, motions, fast track process, and special sessions)
  • Monitoring the implementation of decisions and progress reporting; and
  • Implementing strategic initiatives designated at the MC or GB level.

MC, GB and BCs documents/information package:
Coordinating the production and dispatch of MC, GB and BCs documents and information packages, including:

  • Ensuring document quality control, ensuring compliance with standards, and providing guidance on requirements
  • Documents/information sharing, and preparing briefings for chairpersons before meetings
  • distribution of documents to the members within the specified timelines
  • EDMS document filing and management
  • Management of the Board Intelligence system
  • Coordinating the monthly approval by motion process; and
  • Organizing special sessions (if requested by the MC or GB).

Relationship between Management and the MC, GB and BC, and correspondence amongst these organs:

  • Managing the communication and coordination with MC, GB and BCs, including:
  • Facilitating the communication between Management and the MC/GB and Member Countries
  • MC/GB mailbox management, and responding to inquiries/requests from the MC/GB
  • Drafting the President’s official correspondence in response to such matters; and
  • Coordinating events, such as member country visits.

Board Capacity Building and Effectiveness/Related Items:
Board training, learning and development, including:

  • Organizing inductions for new Board members and periodic trainings/knowledge sharing for GB/BC members
  • Arranging retreats involving the Board and Management, as approved; and
  • Organizing periodic Board effectiveness reviews.

Secretariat Function for Board Committees:
Supervising matters relevant to the efficient and effective functioning of BCs, including

  • Seeking approval of the date and agenda of meetings from the Chairman of the BC
  • Facilitating effective communication and a smooth flow of information between Management and the assigned BCs
  • Maintaining the electronic folders and committee files on the EDMS
  • Arranging for independent experts to advise on technical issues for specific BCs, if required
  • Facilitating BCs effectiveness evaluation exercises
  • Updating the Terms of Reference and Rules of Procedures of the BCs, if required
  • Drafting the minutes and keeping records of the meetings of specific BCs
  • Preparing briefing notes for the Chairman, as well as presentations, documents and reports to be submitted at the relevant GB sessions, for specific BCs and
  • Conducting benchmarking and preparing documents for reconstitution of BCs at the expiration of their three years term.

Policy development and implementation:

  • Providing input on OFBS related aspects or leading the development or review of relevant institutional and/or departmental strategy and objectives.

Leadership and direction:

  • Leading, mentoring and assessing the OFBS team, providing goals and expectations, as well as feedback and technical guidance to optimize their performance and enhance quality of service delivery.
  • Contributing to the development and maintenance of the knowledge assets of OFBS as well as capacity building and knowledge sharing within the department and organization.
  • Supporting the SD & GC in the management of the strategic objectives of OFBS and carrying out other tasks assigned by the SD & GC that are related to the job function.

Stakeholder management and engagement:

  • Managing the communication with member countries and initiatives aimed at enhancing member country engagement.
  • Representing the OPEC Fund in any external events as authorized.
  • Working with external stakeholders (member countries – MC, GB and BCs, other partner institutions, and engaged consultants or technical experts) and internal stakeholders (all OPEC Fund departments/units/functions) as required to discharge OFBS’ responsibilities.

Qualifications and Experience

  • Master's Degree in in Law / Business Administration, or other related fields.
  • A minimum of 10 years relevant professional experience is required, preferably five years of which should have been in an international development finance institution.
  • Fluent in English.
