How Can You Make a Difference?
Scope of Work:

  • The overall scope of work of the consultancy will be to support the Federal Ministry of Education in reviewing and updating the Minimum standards for Early Childhood Care, Development, and Education (ECCDE) centers in Nigeria and corresponding implementation guidelines.

Under the supervision of an Education Specialist, the consultant will be responsible for the following over the course of the 6-months contract:

    • Review the current national minimum standards for ECCDE centers: Conduct a desk review and a series of Focus Group Discussions (FGDs)/Key Informant Interviews (KIIs) with the relevant stakeholders. These include but not limited to the ECD Directors and desk officers at FME, State Universal Basic Education Board (SUBEBs) and State Ministries of Education (SMoE), ECD desk officers and Directors from the various line ministries (Health, Women Affairs, Water resources), teachers and caregivers (from private and public providers), parents and community members, Non-Government Organisations (NGOs) and Civil Society Organisations (CSOs). The analytical points and research questions to be addressed in the review include, but are not limited to:
    • To what extent are the minimum standards aligned with national and international evidence of best practices for early learning and development standards (including principles such as the early identification of children with disabilities and early intervention, nurturing care, and other key frameworks and theories for early childhood education)?
    • To what extent are the minimum standards inclusive and focused on reaching the most marginalized children in Nigeria (including specific population groups such as children with disabilities, children from the poorest families, children in conflict-affected communities and on the move, etc.)?
      • To what extent are the minimum standards relevant to state and local contexts?
      • To what extent are the minimum standards reflective of existing evidence that points towards a strong focus on teacher/child interactions and developmentally appropriate curricula?
      • To what extent are the minimum standards reflective of the child’s holistic development?
      • To what extent do the minimum standards demonstrate clear alignment of quality service standards with staff and curricular standards?
      • To what extent are the minimum standards contextualized to meet the specific needs of children within their immediate environment?
      • To what extent do the minimum standards focus on the progressive realization of children’s rights in early childhood (namely through the principle of progressive universalism)?
      • To what extent do the current standards address the responsibilities of key actors to ensure its implementation, and are effective monitoring and evaluation mechanisms and processes in place and operational to support this?
      • To what extent have the standard’s guide been followed by private and public ECCDE providers and what are the key enablers of and barriers to this?
      • What are remaining gaps and key challenges undermining the full application of the existing minimum standards and recommendations?
      • What innovative approaches should be employed and to what extent can these appropriately aligned with the minimum standards priorities and in support of their achievement?

  • Define what minimum standards mean in the various categories of ECCDE settings (for ages 0-2 years; 3-4 years and 3-5 years; they may be home based, centre based, or mobile) in Nigeria - considering the process and structural quality.
  • Develop first draft of the revised National Minimum Standards for ECCDE and implementation guidelines: The consultant will edit and revise the current minimum standards to include key recommendations across content and approaches based directly on the review conducted, paying particular attention to cross-cutting issues including gender, inclusion and use of technology. The consultant will participate in consultations with the Steering committee, ECE national working group (NWG) and other relevant stakeholders across the geopolitical zones including but not limited to ECD stakeholders, parents and teachers, school leaders and community leaders to agree beforehand on the structure of the document and to facilitate a review of the draft by the Steering committee to gather and document the feedback.
  • Develop a second draft of the standards: Based on the feedback provided in the first draft, revise and develop a second draft of the standards. The consultant will be expected to present the drafts to all stakeholders for national level critique.
  • Final policy document, implementation guidelines and slide deck: Based on the feedback received on the second draft, finalize the documents for submission and share a well curated and formatted slide deck on the minimum standards and the implementation guidelines. These will be finalized with endorsement from the steering committee and ECE NWG.
  • Validation: The consultant will be expected to deliver a presentation and actively participate in a national workshop for the dissemination of the revised ECCDE minimum standards.
  • Knowledge management: The consultant will be expected to create an online shared folder of all documents reviewed, minutes of consultations, and the draft and final versions of all deliverables and share them with UNICEF.

Requirements
To qualify as an advocate for every child you will have:

  • An Advanced University Degree (Master’s or higher) in  Primary and / or Secondary Education / Pedagogy, Education Development, Education Policy, Social Policy, International Relations, or a related field is required.
  • A minimum of 10 years of experience in Early Childhood Care and Development (ECCD) Education research, evaluation, and implementation and education policy is required.
  • Expert level technical knowledge about Early Childhood Development and Education, with demonstrated technical work experience in early learning provision, pedagogy, and curriculum.
  • Deep familiarity and understanding of ECCDE context and culture in developing contexts, especially sub-Saharan Africa. Strong knowledge of the Nigerian (or at least other developing countries) context and understanding of international development issues, including the status of the humanitarian-development nexus nationally and at the state level in Nigeria, particularly as it relates to education for girls and marginalized populations.
  • Fluency in English is required.

Other Skills and Attributes:

  • Working in or as a direct consultant for UN organizations is considered an asset
  • Excellent written and oral communication skills in English, with experience translating evidence for and communicating with a broad range of actors (including the government) on sensitive issues

How can you make a Difference?
Background and Purpose of the Assignment:

  • Nigeria is the most populous country in Africa with approximately 213 million people, with a half of the population is below 18 years of age, in 2021.
  • The country has strived to provide quality inclusive education for all children under the Sustainable Development Goal 4 (SDG4) and increased access to education and closed gender gaps particularly in primary education. However, the country falls short of the goal.
  • Nigeria accounts for the largest global share of out of school children (15 per cent). 10.2 million children at primary school age and 8.1 million children at junior secondary school age are still out of school, although the basic education is compulsory in the country.
  • This implies that approximately one in three children at basic education level are out of school. Equally concerning is children do not learn even if they attend school due to poor quality of education. For instance, about 70 per cent of students in grade 5 do not acquire foundational literacy and numeracy skills in 2021. Importantly, the educational challenges are not equally distributed across the country, with children from poor families, rural areas, and northern areas with a higher security risk more excluded from education and learning.
  • The lack of access to quality education has a significant impact on the future of children and the country. Children who do not complete basic education and acquire foundational skills are less likely to find a job in an increasingly knowledge-based economy, which in part contributes to the low employment at 37 per cent in Nigeria. These children are also less likely to increase their wellbeing, to be actively engaged citizens, and to nurture healthy and prosperous families.
  • This in turn limits the opportunities for the country to drive economy and reduce poverty and build more inclusive, democratic societies.

Scope of Work:

  • Under the supervision of the Education Manager, the Education Officer will provide technical support to programme planning, budgeting, monitoring and reporting, particularly financial aspects, to facilitate the achievement of education programme results and therein to improve children’s education and learning.
  • The post is responsible for ensuring the effective and efficient implementation of education pogrammes and funds in both development and humanitarian contexts. She/He will provide dedicated support to manage a large portfolio of grants in the section across 7 Field Offices, including supporting the development of costed workplans, monitoring funds utilization, and assuring the quality of donor reports, as well as engaging in communications with donors.
  • The post will also support fundraising through identifying funding gaps and drafting donor proposals and contribute to programme advocacy through developing knowledge products.

Programme Budget Development, Planning and Review:

  • Lead in the preparation of a fund allocation plan for the education programme based on the resource envelope and donor conditionality and ensure timely allocation of funds.
  • Ensure sufficient funds from the appropriate sources are allocated in line with donor conditions to ensure proper and timely implementation of programmatic activities.
  • Provide technical budget management support (project budgets and costed implementation plans) throughout all stages of programming processes to ensure achievement of results.
  • Support the coordination of section’s mid-year review process and meetings and consolidate and quality assure programme mid-year reports (RAM, PMS, CSI, COAR).

Donor Proposals and Reports and Maintaining donor relations:

  • Liaise with Planning Monitoring and Reporting (PMR) Unit to clarify and confirm donor reporting protocols and plan and monitor donor reporting schedule for the education programme.
  • Coordinate with education and other programme and operation sections to compile quality donor reports and ensure timely submission to donors.
  • Liaise with PMR to identify funding priorities and coordinate with education and other sections to draft and quality assure new funding proposals, concept notes and reprogramming and extension proposals and ensure timely submission to donors.
  • Liaise with PMR to support the coordination and planning of donor meetings, visits and events and develop briefing packs and presentations.

Grant Management, Monitoring and Reporting:

  • Monitor financial execution of resources allocated to the education programme, with analysis by funding source, cost center and results structure component presented at weekly and monthly section meetings.
  • Coordinate with PMR on incoming funds, grants, extension, and adjustments as well as reallocations, with close monitoring of grant conditionality and deviations.
  • Coordinate with education staff and PMR to prepare and finalize financial reporting for donor project reports.
  • Allocate and reallocate funding within education programme to maximize the efficiency of the programme fund utilization towards results and alert colleagues on low utilization and recommend budget reallocation based on the trend analysis

Evidence Generation and Knowledge sharing for Programme Advocacy:

  • Develop programme advocacy and knowledge products including briefing notes, videos, human interest stories, handouts, factsheets and infographics to support fundraising for education programme to deliver sustainable results
  • Support the conduct and dissemination of research, studies and evaluations to promote evidence generation
  • Facilitate conferences, events, seminars, webinars and workshops to strengthen programme advocacy and demonstrate programme results
  • Build capacity of colleagues on financial budgeting, monitoring and reporting skills to improve work efficiency and effectiveness

To Qualify as an Advocate for every child you will have

Organizational Context and Purpose for the Job

  • Nigeria has continued to experience emergencies/crisis situations of various forms and dimensions, which has resulted to increase in the incidence and prevalence of malnutrition and in some cases high mortality rates. While the main form of emergency is related to the insurgency in the Northern part of Nigeria particularly the Northeast and Northwest, Nigeria is also prone to other forms of emergencies, among them being flooding, community clashes, Herdsmen farmers clashes, Banditry and disease outbreaks including cholera, measles, COVID-19, meningitis, and Lassa Fever among others.
  • The 2022 Humanitarian Needs Overview (HNO) reported that the conflict stemming from the insurgency of non-state armed groups (NSAGs) has displaced more than two million Nigerians across the Northeast states of Borno, Adamawa and Yobe (BAY states), of whom 82% are women or children. Consequently, nearly 8.4 million people across the BAY states needed humanitarian assistance in 2022 because of the conflict and other concurrent shocks.
  • It is estimated that nearly 2.0 million children are likely suffering from acute malnutrition across the BAY states. In the same vein, three States (Sokoto, Zamfara and Katsina) in the Northwest are the worst affected states with insecurity due to herder-farmer tension. Since April 2020, over 500 people have been killed and over 180,000 displaced from Rural communities across the 3 states.
  • Furthermore, Northcentral is not left without crisis, Farmers- Herder’s crisis has caused a lot of homes to be destroyed, and houses burnt and over 3 million displaced living in the IDP Camps. The Southern part of the country are also facing one form of crisis or the other (Flooding, Erosion, Kidnapping, un-know Gunmen etc.).
  • Consequently, the prevalence for malnutrition varies significantly across the six geopolitical zones, the percentage of stunting in Northwest and North East is 30.7 percent and 26.3 percent respectively, compared to 10.5 percent in North Central, 4.8 percent in South-South, 8.6 percent in South West and 5.7 percent in South East, these also follow the same progression for Wasting and Underweight (NDHS, 2018). These percentages when translated into figures is unacceptably high and demand emergency response. It has been observed that humanitarian crisis has contributed largely to these poor indices in some of the states.
  • It can be recalled that Federal Ministry of Health (FMoH) in collaboration with UNICEF in 2018 held a Training of Trainers (ToT) for staff of FMoH and other Partners on Nutrition in Emergency, which was subsequently stepped down to four states namely Bayelsa, Delta, Borno, Akwa-Ibom, also within this period, FMoH carried out special intervention on the NE crisis tagged Health Intervention Programs with Food and Nutrition as a component. UNICEF procured RUTF and MNP among other medical commodities and distributed to IDP Camps in Borno State, while FMoH staff rendered supportive supervision in a holistic health intervention program.
  • Though there may be in existence documents by Partners that guide their various implementations in nutrition in an emergency, the nation does not have a uniform document that will speak to all Partners involved in nutrition in an emergency in the country.
  • Consequently, there is need for Nigeria to harmonize existing Strategies for nutrition interventions during humanitarian crises and public health emergencies and come up with one national document that will guide and direct every player in emergency situations. It is therefore important to develop a National Strategy on Nutrition in an emergency to give strategic direction and guidance on efficient delivery of Nutrition services and key interventions during emergencies and humanitarian crisis.

Key Responsibilities

  • The main purpose of the assignment is to provide technical support for the development of the National Strategy for Nutrition in an emergency in collaboration with relevant Nutrition partners and Stakeholders.
  • The consultant will be work closely with the funding organization, UNICEF (the Nutrition specialist) and also with the client, the Nutrition Division Federal Ministry of Health. In addition, the consultant will be guided by the Director and Head of Nutrition FMOH.

The consultant’s deliverables are as follows:

  • Desk review of relevant published and gray literature on Nutrition in Emergencies, Strategies, Guidelines, Protocols, Plans, Curriculum, and other materials.
  • Consult with relevant Stakeholders on Nutrition in Emergencies at National and Global levels.
  • Develop a National Strategy for the implementation of high-impact nutrition in emergency interventions.
  • The Strategy should cover key nutrition interventions across the life course/cycle from the unborn child to the aged, in the context of an emergency.
  • The Strategy should be user-friendly and explicit for all cadre of Healthcare Workers.
  • Facilitate Stakeholders’ technical review and validation meetings.
  • Collate inputs/comments from the stakeholders’ review meetings to produce a clean copy.
  • Submit the final edited draft of the National Strategy on Nutrition in Emergency to the FMOH for approval.
  • Launch and disseminate National Guideline on Nutrition in Emergency (NiE) to 6 Geopolitical Zones
  • Other tasks may be deemed necessary.

Expected results:

  • A User-friendly National Strategy on Nutrition in Emergency, explicit for all cadre of Healthcare Workers.
  • End of assignment report.

Educational Qualification
To qualify as an advocate for every child you will have:

  • Master's Degree in Public Health Nutrition preferred or other relevant fields, such as Public Health, Epidemiology and Pediatrician/Physician.

Experience:

  • Experience in the management of comprehensive Nutrition response in emergencies.
  • Minimum five years of relevant work experience in nutrition programming including Nutrition in emergencies etc.
  • Previous experience with multi-sectoral, multi-stakeholder program planning, development, review, and evaluation.
  • Demonstrate analytical and research skills, review and synthesis of data, information, and planning experience.
  • Demonstrated experience in undertaking such work, including the development of Strategies, Policies, Guidelines, etc (examples to be submitted with application).
