1.) Economic Analyst

Job Summary
Within the Secretariat, the prime objectives of the Department are:

  • To provide pertinent and reliable information and analyses in support of decision-making and policy-making in Member Countries.
  • To carry out, on a continuous basis, research programmes and studies on short-term petroleum market developments with the aim of issuing reports on a regular (i.e. daily, weekly, monthly and bi-monthly) as well as ad hoc basis highlighting important issues for their use and consideration.
  • To conduct regular forecasts, elaborate and analyze oil market scenarios and prepare and publish reports on these findings.
  • To promote OPEC views and technical analysis on short-term oil market developments to the industry at large and general public via the OPEC Monthly Oil Market Report (especially the feature article) as well as other reports, presentations and related pod casts.
  • To prepare and contribute to reports to be submitted to the ECB, the BOG and the MMSC as well as papers for various OPEC publications.

Objective of Position

  • To analyze key indicators and forecast global economic development in the short- to medium- term with emphasis on developing countries and countries in transition; to consolidate findings for inclusion in the Monthly Oil Market Report as well as reports for OPEC Governing Bodies; to prepare occasional and topical reports/studies as requested.

Main Responsibilities

  • Analyses leading indicators of world economic development including trade, commodity prices and investments and on this basis monitors and forecasts short- to medium term developments with particular focus on developing countries and countries in transition.
  • Prepares and comments on an economic outlook for developing countries, including OPEC Member Countries, for the Monthly Oil Market Report and other reports. Prepares and presents associated materials to meetings of the ECB.
  • Contributes to economic studies in support of PSD analyses of oil demand in developing countries; monitors and assesses the impact of oil price, subsidies and taxation policies on the demand for oil.
  • Builds up and pursues collaborative networks with Member Countries’ and other countries’ academic and business institutions to enhance pertinent data gathering and analysis.
  • Participates in relevant task forces, external meetings and conferences in particular on subjects relating to analysis on and cooperation with oil consuming developing countries.
  • Carries out any other tasks assigned by the relevant superiors as pertain to his/her background, qualifications and position.

Required Competencies and Qualification
Education:

  • University Degree in Economics
  • Advanced Degree preferred

Work Experience:

  • University degree: 8 years
  • Advanced degree: 6 years

Training Specializations:

  • Macroeconomics, international trade and/or development economics,
  • Knowledge of applied econometrics and quantitative methods an asset
  • Knowledge of the oil industry an asset

2.) PR Coordinator

Description

  • Within the Secretariat, the Public Relations & Information Department is responsible for, presenting OPEC objectives, decisions and actions in their true and most desirable perspective; disseminating news of general interest regarding the Organization and the Member Countries on energy and related matters; and carrying out a central information programme and identifying suitable areas for the promotion of the Organization’s aims and image.

Objective of Position

  • To assist the Head of Department in formulating strategies for creating and maintaining a positive public image for the Organization and in the execution of these strategies and related policies and decisions; to provide timely information through the most effective means to targeted audiences as well as the general public about OPEC, its aims and objectives, its activities, it decisions and their rationale, and its positions on topical issues in the industry; and to coordinate the programme of the Public Relations Team.

Main Responsibilities

  • Advises and assists the Head of Department in elaborating concepts and approaches for increasing public and institutional awareness about the aims and objectives of OPEC as well as OPEC’s positions on topical issues.
  • Advises on and assists the Head of Department in initiating and coordinating programmes aimed at promoting the image of OPEC with its role of stabilizing the international oil market.
  • Establishes and maintains good network of media contacts and manages media relations through proactive communications by organizing interviews, inputs to editorial supplements, leveraging of OPEC reports etc.
  • Advises on advert placements and, with the support of the Editorial and the Design and Production Services teams, on the appropriate editorial format and art work.
  • Monitors public perceptions about OPEC as expressed in the press and at various formal and informal fora and prepares appropriate responses as necessary.
  • Conducts briefings for visiting students and groups to the Secretariat.
  • Produces, in collaboration with the Editorial and the Design and Production Services teams, special publications (press kits, specialized magazines, flyers, posters etc) for strategic audiences with the objective of disseminating positive messages about the Organization
  • Produces – with external assistance as appropriate - TV programmes for local, national and international TV channels.
  • Identifies and advises on events and activities in which OPEC’s participation could enhance the Organization’s image.
  • Coordinates visits of journalists at OPEC events, and provides necessary assistance (including arranging interviews, press kits and gift items).
  • Carries out any other tasks assigned by the relevant superiors as pertain to his/her background, qualifications and position.

Required Competencies and Qualifications
Education:

  • University Degree in Public Relations, Media Studies, Journalism, Social Sciences or Advertising; Diploma/certificate in Public Relations;
  • Advanced Degree or professional qualification in PR or Journalism preferred

Work Experience:

  • University Degree: 10 years in PR, where of 2 years in supervisory/coordinating position
  • Advanced Degree or professional qualification: 8 years

Training Specializations:

Job Summary

  • The Environmental Matters Department monitors, analyzes, reports and advises on developments pertaining to the international debate on energy policies, climate change and sustainable development and contributes to the close coordination of Member Country positions on these matters.
  • This entails: monitoring and analyzing international debates and developments on energy policies, environmental matters, climate change, and sustainable development; gathering and analysing data and information in these fields; contributing to coordination among Member Countries and participating in relevant multilateral fora and discussions; and building up OPEC’s networks with national, regional and multilateral organizations.
  • It elaborates OPEC Long Term Strategy and monitors, analyzes and reports on relevant international, national and regional policies on environmental matters, and assessing their impacts on energy markets.

Objective of Position

  • To plan, organize, coordinate, manage and evaluate the work of the Environmental Matters Department in accordance with the work programmes and budget of the Department so as to optimize its support to the Secretariat in achieving its overall objectives.
  • The work covers studies and analyses of international debates and developments in environmental matters, climate change, sustainable development, and energy policies, including the collection of relevant data and information as well as the coordination with Member Countries.

Main Responsibilities

  • Plans, organizes, coordinates, manages and evaluates the work in the Environmental Matters Department covering:
    • Studies and analyses of developments in the international debate on environmental issues related to the energy industry and in particular the activities related to the United Nations Framework Convention on Climate Change (UNFCCC) and its subsidiary bodies, the Kyoto Protocol, and the Paris Agreement
    • Preparations for and attendance to UNFCCC and sustainable development meetings and reporting on these
    • Assessment of the impact of changes in environmental policies in consuming countries on the medium- and long-term development of the world petroleum industry
    • Studies relevant to the subject of environment as it affects the energy sector in general and oil in particular and contributes to the World Oil Outlook
    • Coordination of Member Countries' positions concerning environmental issues, climate change and sustainable development
    • Contribution to speeches, articles and presentations to internal meetings and various international forums
  • Ensures adequate development adequate simulation and modeling capabilities of the Department.
  • Ensures full responses to requests by the Conference, BOG, ECB and standing committees for studies and special reports relevant to the work program of the Department.
  • Arranges presentations at relevant OPEC meetings and international forums representing the Secretariat as required.
  • Develops and maintains networks with external experts and institutions in fields relating to the work of the Department.
  • Keeps the Director, Research Division fully informed on all aspects of the work of the Department, and draws his attention to important analyses performed by it.
  • Evaluates the performance of the staff of the Department, and recommends to the Director, Research Division of staff development, salary increase, promotion and separations as appropriate.
  • Ensures that the staff of the Department receive the supervision and guidance necessary to broaden and deepen their skills and continuously improve their performance.
  • Prepares the annual budget for the Department.
  • Carries out any other tasks assigned by the Director, Research Division.

Required Competencies and Qualifications
Education:

  • Advanced University Degree in Environmental Science or Economics, Engineering or other Sciences, preferably with specialization in Environment
  • PhD preferred

Work Experience:

  • Advanced university degree: 12 years in the oil industry with a minimum of 4 years in a managerial position, preferably at large national, regional, or international institutions (PhD: 10 years)
