1.) Consultant, Support FMoH in the Implementation of WHO Package of Essential Non-communicable Diseases (WHO PEN) in 12 PHCs

Objectives of the Program
- The burden of noncommunicable diseases (NCDs) including cardiovascular diseases (CVD), diabetes, cancer, chronic respiratory diseases and mental health represents one of the greatest and health and developmental challenges of the 21st century, particularly in resource poor countries. Strengthening of PHCs to raise public awareness and promote healthy life styles, early detection and treatment is an effective approach to reduce the impact of NCDs.
- To this effect, WHO developed a package for essential NCDs- a minimum set of NCDs interventions for improving universal health coverage and strengthening equity and efficiency of health systems in resource poor settings.
- Nigeria adapted the PEN protocols and tools and plans to implement a phased approach in 12 PHCs in FCT starting with hypertension and diabetes and add more NCDs as the programme matures.
- The purpose of the local consultant is to work with Healthier Population Cluster (UHP) at the Nigeria WHO country office to support capacity building of primary health care (PHC) facilities in Federal Capital Territory (FCT) to screen and treat non-communicable diseases (NCD) using WHO Package for Essential NCDs (WHO PEN) hereby called Nigeria PEN.
Description of Duties
- Review and finalization PEN protocols and tools.
- Nigeria PEN protocols reviewed, finalized, printed and distributed to 12 PHCs that will be implementing the programme
- Training of trainers and scale down training of health care workers in 12 PHCs and quantification of medicines, supplies and consumables for six months.
- Master trainers trained and all key health care workers including M&E officers in 12 PHCs trained.
- Required, medicines, supplies and consumables for 12 PHCs for 6 months quantified, procured and delivered to PHCs.
- Mentoring, monitoring and documentation of the project implementation in 12 PHCs.
- Monthly mentorship and supportive supervision to 12
- Monthly project progress report by facility and combined using the standard reporting tools.
- Document the best practices and lessons learnt from Nigeria PEN in 12 PHCs in FCT.
Qualifications Required
Education:
- Essential: University Degree in Medicine / Public Health
- Desirable: Master's Degree in the Public Health.

- Knowledge and experience in developing training manuals for the health sector.

2.) One-Health Sherpa Officer - NO-B

Objectives of the Program
- WHO Member States adopted the International Health Regulations (IHR, 2005), for the prevention and control of events that may constitute a public health emergency of international concern. The World Organization for Animal Health (OIE)’s Performance of Veterinary Services (PVS) Pathway is a range of tools to assist countries in the evaluation and strengthening of the capacities of their veterinary services. These two tools require synergy at implementation level. For this purpose, the IHR-PVS National Bridging Workshops (NBW) were developed and Nigeria conducted hers in Dec 2019.
- The key output of these NBW is the NBW Roadmap, a joint action plan that the national experts from animal health, human health sectors and other sectors including environment have developed jointly to improve their collaboration. As part of the NBW Follow-up strategy, a nationally-recruited NBW Sherpa will be required to be positioned at the interface between the sectors to advocate, catalyse, and provide technical and financial assistance to the country for the implementation of the NBW Roadmap activities.
Description of Duties
- Evaluate and catalyse the implementation of the National Bridging Workshop’s roadmap and identify challenges in the operationalization of the collaboration at the human-animal interface for complying with the International Health Regulations (IHR, 2005).
- Active liaising between the animal health and human health sector following the NBW to keep the momentum;
- Advocate and push for the implementation of activities jointly defined during the NBW and listed in the NBW Roadmap;
- Provide technical assistance for the implementation of roadmap activities;
- Organize a small meeting at national level to conduct the NBW follow-up survey;
- Identify challenges in the operationalization of the collaboration at country level, propose solutions and possible tripartite support opportunities;
- Identify low-cost high-impact NBW roadmap activities which could be funded by the tripartite;
- Participate in the animation of the NBW network via online forums;
- Attend the yearly NBW network consultative meeting and facilitate partner and donor engagements under the One-Health strategy.
- Serve as technical focal point and advocate for other tripartite activities (Joint risk assessment tool, Multisectoral Coordination Mechanisms tool, etc);
- Any other duty as required.
Qualifications Required
Education:
- Essential: A first University Degree in Health Sciences (Human, Animal or Environmental) or related field from an accredited/recognized institute.
- Desirable: Master's Degree in Public Health, Epidemiology or other related courses.
Experience:
Essential:
- At least 2 years of experience in zoonotic diseases prevention, surveillance, and control.
- Experience with public health or animal health systems in host country.
- Very good understanding of the One Health approach and its implementation through multi-sectoral coordination in countries.
- Proven experience in writing proposals, reports, guidance documents and in the production of manuscripts and documentation/ dissemination products
Desirable:
- Relevant work experience with WHO/other UN agencies/International development agencies

3.) National Consultant to Support the Tricycle Surveillance Project in Nigeria

Objectives of the Program
- Antimicrobial resistance (AMR) is a major threat of increasing concern to human, animal and environmental health. Alarming levels of resistance to common community-acquired pathogens have been reported across the world.
- Overuse and misuse of antimicrobials in food-producing animals has contributed to an increasing challenge of antimicrobial resistant pathogens passing on to people through the food chain and the environment.
- National Action Plans (NAPS) of AMR in the region acknowledge the importance of a One Health framework for addressing the problem of AMR and the need for robust AMR surveillance systems that encompasses the human, animal and environmental domains.
- Important criteria for sustainable integrated surveillance include collaboration and involvement of key sectors and sub-sectors, the ability for routine collection of samples for microbiological cultures and susceptibility testing, established laboratory facilities and trained personnel, and the capacity to analyze and report data.
- To aid the establishment in countries of sustainable integrated surveillance programmes using a One Health approach, the WHO and its partners has developed a protocol that provides a feasible approach for developing countries to sustainably increase capacities to establish national integrated surveillance systems for AMR.
- The protocol known as the “tricycle surveillance” protocol focuses on measuring the frequency of extended-spectrum beta-lactamase (ESBL) producing E. coli in humans, in the food chain and in the environment. The protocol aims to support the implementation of national action plans on AMR on aspects relating to strengthening surveillance.
- Recognizing the threat of AMR, Nigeria has embarked in several initiatives to address this growing threat as contained in the National Action Plan which was based on the situational analysis of AMR in the country conducted in 2017.
- One such initiative that the country is embarking on is the implementation of the ESBL producing E. coli surveillance protocol as a step towards the establishment of an integrated AMR surveillance programme in the country as outlined in the Nigeria National Action Plan on AMR.
Description of Duties
Under the supervision of the World Health Organization Nigeria Country Office, the consultant will undertake the following tasks:
- Provide technical assistance to the national core group and the surveillance teams from the three main sampling sectors in the implementation of the ESBL-producing E. coli surveillance protocol
- Assist in conducting regular monitoring and supervision through onsite visits, onsite coaching, mentoring, scheduling meetings and through other appropriate ways to build capacity and enhance timely implementation of protocol as per the agreed timeline.
- Identify training needs and additional support required for effective and timely implementation of the Protocol in Nigeria
- Ensure timely submission of monthly reports on the progress in implementation of the protocol based upon an agreed timeframe for reporting.
- Develop project indicators to monitor the implementation of the project according to the timeline
- Explore and recommend opportunities for creating linkages between the tricycle surveillance project and other AMR initiatives at country level.

Required Qualifications
Education:

Experience
Essential:
- At least 5 years of relevant professional experience on surveillance of antimicrobial resistance with a sound knowledge of the One health aspects to addressing antimicrobial resistance in the animal, human and environment interface
- Proven experience of the public health aspects of microbiology laboratory capacity building.
