Field Technician (Land Access)

Supports the Land Services Officer with field assessment for impacted properties (crops and structures) for permanent and Exploration Land acquisitions.

In This Role You Will:
Land Access Survey Assistance and Data Gathering;

  •     Participate and assist in all Land Access Project Surveys- Rapid Asset Survey (RAS), Full Built Asset Survey (FBAS), Crop Survey and Land Owner Survey.
  •     Assist third party consultants to carry out Crop and Land Surveys and Structure surveys to obtain baseline data for compensation and resettlement processing for all land takes at the Newmont Ahafo North Project.
  •     Undertake crop enumeration with impacted farmers, Officials of land valuation Division, for crop compensation processing.
  •     Assist in the collection and gathering of all data (i.e. Crop Data and Land Values) for land access and resettlement activities and negotiation purposes.
  •     Collect market data for crop and structure compensation.
  •     Assist in data gathering on prospective resettlement beneficiaries and dossiers preparation for NGGL records.
  •     Assist in the archiving and retrieval of Land Access related Documents (Soft & Hard Copies) for grievance resolution.

Land Access and Resettlement Support;

  •     Assist in the tracking of all Land Access related projects assets (i.e. challenges, lessons learnt, opportunities) for future land takes.
  •     Undertake Structure Verification for all impacted structures for structure compensation processing to start.
  •     Support information dissemination, monitoring and eviction of encroachers on Newmont mining area.
  •     Support the clearing of mining area and resettlement boundaries and placing of signages and other notices at vantage points that informs people to keep off Newmont’s property.

Community Interaction;

  •     Engage and interact with the community on Land Access processes and Land Access related issues after the Mining Area and/or Moratorium Declaration.
  •     Engage with complainants concerning Land Access related issues.

Health and Safety;

  •     Verify that all Land Access related contractors are furnished with the requisite items (i.e. PPE, JHA, Safety Timeout, Safety Too Box, monthly safety meetings) to secure their safety on the field.
  • Your Training, Skills and Experience Checklist:
  • Formal Qualification (including Professional Registrations);
  •     Senior Secondary Certificate.

Experience;

  •     Minimum of 3 years’ relevant experience in a similar role (ATS).

Land Management Officer II

  • To provide support to the Land Access and Control Specialist in the development and day-to-day implementation of Land Access and Resettlement programs and policies, providing professional valuation advice regarding the acquisition of land for mine operations, projects and/or exploration.

In This Role You Will:
Land Access Planning and Implementation

  •     Contribute to the development and implementation of the land use access strategy and management plan for land access, compensation and resettlement programs for the Ahafo North mine.
  •     Verify the implementation of Newmont’s programs, policies and procedures for all land access, compensation and resettlement activities, at all stages of project implementation.
  •     Monitor and control speculative activities, mining area boundaries and other lands of interest within the Newmont mining lease.
  •     Coordinate asset surveys and valuations activities (including Socio-Economic surveys) and verify that these are undertaken in a timely and well-regulated manner.
  •     Contribute to the collection and compilation of all necessary data to quantify land access, resettlement and compensation needs.

Land Access and Resettlement Support

  •     Support the management and coordination of acquired land for Newmont in a responsible manner.
  •     Support the monitoring of resettlement entitlement processing, sign off and construction of resettlement buildings.
  •     Supervise the Resettlement construction and the physical movement of resettlement households including structure demolishing.
  •     Support the negotiation of mutually satisfactory compensation rates of impacted properties during land acquisition activities.

Land Access Compliance Adherence

  •     Align all land management activities and provide verification that these are in line with Newmont policies, standard operating procedures, relevant local Ghanaian laws and governmental regulations, and international best practice.
  •     Follow management of acquired lands according to regulations enshrined in the Ghana Mining Regulations.

Coordinating Leadership

  •     Supervise property surveys and field studies undertaken by the Land Management Officers.
  •     Build relationships with community members to listen to and document specific concerns and issues that may need to be addressed and/or investigated.
  •     Work in conjunction with external organization, government institutions and other external stakeholders to find mutually satisfactory solutions.

Budget and Reporting

  •     Support the implementation of the compensation plans to ensure prompt compensation payment to beneficiaries.

Safety

  •     Lead Environment department’s contribution to the Zero Harm goal of Ahafo with focus on quality Safety Interactions, Inspections, Audits, Risk Assessments & Impact Mitigation and Control Systems.

  • Formal Qualification (including Professional Registrations
  •     First Degree in Land Economy, Property and Land Management, Planning or a related discipline.

Land Management Officer I

To work with the Sustainability and External Relations Land Access team by providing support to the Landman II regarding property surveys, assessments and the provision of technical advice relating to Cultural Heritage, and key Community stakeholders in Mining and Exploration areas.

In This Role You Will:

  • Land Access Data Coordination
  • Support the coordination of consultants in the collection of baseline data Rapid Asset Survey (RAS), Full Built Asset Survey (FBAS), Crop Surveys and Crop Assessments and socioeconomic data to facilitate land access and resettlement.
  • Assist and monitor all land access field activities to ensure compliance with NGGL Land Acquisition and Involuntary Resettlement Standard and country legislations.
  • Facilitate the gathering of data for land access related activities, for the purpose of developing SOP’s, conducting Crop – Assessments and Property Rates valuation.
  • Assist in the management of the Resettlement Negotiation Committee (RNC) and Crop Rate Negotiation Committee (CRNC) engagement.
  • Land Access and Resettlement Support
  • Support the management and coordination of acquired land for Newmont in a responsible manner including speculative activities.
  • Support the monitoring of resettlement entitlement processing, sign offs and construction.
  • Supervise the physical movement and re-establishment of livelihoods and resettlement households.
  • Support the negotiation of satisfactory compensation rates of impacted properties during land acquisition activities.
  • Land Access Compliance Adherence
  • Ensure that all land management activities are conducted in line with Newmont policies, standard operating procedures, and relevant local Ghanaian laws and governmental regulations.
  • Follow management of acquired lands according to regulations enshrined in the Ghana Mining Regulations.
  • Process Oversight
  • Provide cultural heritage and customary rites advice in Project/Exploration areas.
  • Provide professional level assistance and advice in dealing with traditional authorities, District Assemblies, communities and other interest groups involved in NGGL Land Access projects.
  • Foster effective relationships with host communities.
  • Sensitise current land owners to compensation structures and how these relate to Mining Laws, policies and procedures.
  • Process Monitoring
  • Monitor and ensure that NGGL Consultants and Contractors conducting clearing of acquired land activities, strictly work within NGGL acquired boundaries.
  • Facilitate asset verification and validation exercises during land access projects.
  • Supervise the work of the community escort team during the construction phase of various undertaken projects.
  • Advise, monitor and assist the movement of community people within resettlement construction areas and other land access related project areas.
  • Process Reporting
  • Provide feedback and report on all Land Access related field complaints, grievances and other dispute resolution processes
  • Monitor and provide report feedback on the Contractors’ relationship with the communities, including adherence to NGGL land access processes and procedures, as well as safety.
  • Monitor and provide report feedback on weekly developments within the NGGL Mining and Mine Take Areas.

  •    Working knowledge of the Minerals and Mining Act 2006 (Act 703) and all enactments relating to Ghana Stool Lands, where applicable to NGGL advantageous.

Experience

  •    Minimum of at least 3 years’ in a similar role, with a minimum of 3 years’ experience in Land Access-related activities – specifically Stakeholder Engagement, Community Education and Public Participation.
