1.) Senior Gender Economist

In 2021, the ACET Board of Directors approved a new 2021 – 2025 Strategy with 5 components. Gender Equity/Equality in Economic Transformation is one of the five pillars in the strategy. ACET is recruiting a senior gender economist to lead ACET’s gender and economic transformation portfolio
Job Title: Senior Gender Economist
Reporting Line: The Executive Vice President & Director of Policy & Programs.
Location: Accra/Remote
Job Summary
The Gender Economist will lead ACET’s work on gender equality and economic transformation and support other ACET teams to embed a gender lens across the portfolio.

Roles and Responsibilities
Specifically, the Senior Gender Economist will:
• work with the EVP and ATR4 advisory group to develop ACET’s flagship African Transformation Report on Gender and Economic Transformation (ATR4). This will include being the internal coordinator for the ATR
• provide intellectual leadership to ACET policy analysis and technical work on gender equality and women’s empowerment. This will include the development of a world class gender equality program which delivers high quality analysis and thought leadership on gender equity, equality, women’s economic empowerment and other relevant areas that may emerge
• be the principal resource person on gender issues, practices and policies relevant to the project context and activities
• provide high quality analysis and advice on the gender implications of ACET’s policy recommendations
• provide training to ACET research teams on how to monitor and assess gender impacts of policy actions across program verticals
• work with ACET partner policy institutes and support them to do gender analysis where necessary
• monitor ACET’s work to adequately capture gender equality and inclusion indicators and track impact in collaboration with the M&E team
• training and development of ACET colleagues and coach/mentor junior staff to build technical expertise
• provide a range of analytical, advisory and related services to ACET with respect to the gender dimensions of development
• design and develop programme strategies in the area of Gender equity/equality and economic transformation
• work with the fundraising team to raise funds for the gender portfolio
• serves as ACET’s spokesperson on Gender at various forums and with the media
• draft inputs to strategy documents, briefs, policy dialogue and other documents related to Gender Statistics
• any other duties as may be assigned from time to time in support of ACET’s mission
Qualification Required & Experience
• Master’s degree in gender economics or a related discipline (development studies, political science, sociology, etc.)
• Minimum of 8 years of post-master’s experience conducting research and evaluation on gender economics. Experience of doing this in Africa will be an asset. Africa regional experience will be a plus
• Previous experience working on gender equality and/or equity policy in Africa. An understanding of economic transformation will be an ACET.

• Proven skills in research and analysis – demonstrable track record with undertaking desk research, literature reviews, and consolidating findings

2.) Fellows Manager

Job Title: Fellows Manager
Reporting Line: Head of Human Resources
Location: Accra or Remote
Job Summary
• The Fellows Manager will be responsible for the management and administration of ACET’s Transformation Fellows and The World Bank Chief Economists of Government Fellows Programs.
Roles and Responsibilities
Implementation of the Program
• Work with the Research, Policy and Programs (RPP) and Human Resource Units in ACET and the World Bank to select, appoint and place Transformation & CEOG Fellows
• In consultation with the ACET RPP leadership and the World Bank ensure all Transformation and CEOG fellows have clear workplans, deliverables and develop and oversee work plans and deliverables for the Fellows
• Serve as the focal point with host institutions (policy institutes, governments, international organizations) to develop partnership agreements, negotiate terms and benefits for Fellows, ensure regular communication between ACET/World Bank (as appropriate), the host institutions and the Fellows. This will include mediating disputes, coordinating performance reviews etc.
• Work closely with the ACET Finance team on payment of salary and benefits, while also aligning such payments with the host institution policies and procedures
Duty of Care
• Develop guidelines for, and oversee, all aspects of “duty of care” to include health, safety and security for Transformation and CEOG fellows
• Coordinate with UN and other partners in placement country to ensure ACET is up to date on security briefings and collaborate with partners regarding disaster preparedness or cases of unrest
• Co-ordinate with HR to ensure all fellows have access to health insurance and other benefits as appropriate
Fellows Support Services
• Develop orientation sessions for fellows using Transformation and CEOG Fellows guidelines in collaboration with HR in ACET and the World Bank
• Work with ACET HR and the World Bank to ensure adequate logistical support for Fellows
• Manage the administrative processes to ensure Fellows are well-informed and supported throughout the fellowship
• Identify, contract and manage a leadership program service program that will provide leadership development, coaching and mentoring support to Transformation and CEOG fellows
• Support fellows participation in networks of young professionals
• Establish and manage the alumni of Transformation and CEOG Fellows programs to facilitate the development of a network of young African transformation economists
Strategic Management
• Co-ordinate with other fellows programs in Africa (ODI, OPM, TBI, IGC etc.) to help create a ‘community of fellows’ in countries with CEOG and Transformation Fellows
• Develop and implement a monitoring framework to assess and report on the effectiveness and efficiency of the fellowship programs in collaboration with the ACET M&E manager
• Lead on development partner reporting on ACET Transformation Fellows
• Support the ACET management in growing the Transformation Fellows program

Qualification Required & Experience
• Minimum of a Master’s degree in human resource management, education, international relations or related field
• A minimum of 5 years’ relevant work experience preferably in a similar position

• Extensive people management experience and demonstrated experience of managing complex processes in multiple countries simultaneously
• Excellent organizational and analytical abilities, ability to handle diverse workload
• Basic knowledge of managing budgets and developing plans
• Demonstrated ability to oversee and direct staff

3.) Manager – ACET Business Transform
ACET Background
The African Center for Economic Transformation (ACET) is an economic policy institute supporting Africa’s long-term growth through transformation. We produce research, offer policy advice, and galvanize action for African countries to develop their economies, reduce poverty, and improve livelihoods for all their people. We are the pre-eminent African organization advancing African solutions to African challenges.
Background and Objective
ACET, with its vision of transforming Africa’s economy within a generation has worked with governments and other stakeholders to define and support the transformation agenda of the African continent. In a bid to increase the impact of its activities, ACET has designed the “Strategic Partnership for Private Sector Growth’ (SPPSG), which ACET is currently implementing.
The project, supported by the Norwegian Agency for Development Cooperation (NORAD) and the World Bank, aims to support private sector development and growth in the G20 Compact with Africa countries, starting with Ghana. The project is focused on the manufacturing sector, given the relevance of manufacturing to economic transformation and inclusive growth.
However, viable strategic policy decisions and frameworks are needed to ensure that the sector grows and develops in a manner that creates new jobs and higher incomes; encourages skills development, export promotion, and diversification; and enhances productivity, competitiveness, and value addition.
To support this agenda, the ACET programme will focus on three work streams;
• Promote the development of Sustainable Export Processing Zones (SEPZ) aligned with the 1R1P policy of the Government of Ghana;
• To support integration of local content SMEs into the global supply and value-chains of large enterprises aligned with the 1D1F policy; and
• Linking the LC-SME and SEPZ programs
Scope of Work
• In driving workstream 1, ACET designed its maiden private sector direct SME support program called the ACET Business Transform (ABT) comprising of accelerating LC-SMEs and incubating new SMEs to be investment ready and also shore up their capabilities produce at high standards and be able to integrate into global value chains. The ACET Business Transform is currently running in Ghana with the first cohort of companies undergoing technical assistance.
• SMEs within the first cohort have undergone a comprehensive diagnosis of their operations and a report covering the findings and recommendations have been produced. In addition, the SMEs have gone into a strategy session to agree on key priority interventions to resolve most of the issues and also to drive the growth and transformation agenda leading to making them investment ready and readying them to take advantage of opportunities within the value chains they operate.
• The ACET Business Transform is also being implemented in Rwanda and soon in Liberia where country program coordinators will be responsible for ground implementation.
• The role of the manager to oversee the implementation in Ghana as well as support and supervise for the country coordinators are required.
Job Title Manager-ACET Business Transform
Reporting Line Head, Private Sector Development
Location Accra
Job Summary
• Reporting to the Head- Private Sector Development (PSD), the ACET Business Transform (ABT) Manager will be responsible for the general management of the ACET Business Transform which comprises both the accelerator and incubator programs. The ABT Manager is a deputy to the Head-PSD and will have additional responsibility for supervising the work of Country Program Coordinators for the ACET Business Transform.

Specific Responsibilities
Specifically, the ABT Manager will be directly responsible for the management of the program by performing the following functions;
• Manage the development plans of a portfolio of SMEs undergoing capacity and business development under the ACET Business Transform program;
• Work with technical experts and mentors to deliver capacity development agenda for the SMEs – Coaching, Mentorship, Technical Assistance, Managerial Support, Investment Readiness and Investment Advisory workstreams;
• Track and monitor the development process by highlighting key learnings and challenges unique to the portfolio being managed and specific companies;
• Review and update the program content;
• Develop and manage a monitoring, evaluation, research and learning plan;
• Oversee the quality and risk management of the program;
• Work with other PSD staff to deliver on common areas under the overall program;
• Any other tasks to be allocated by the Head – PSD and ACET senior management where required.
Qualification Required & Experience
Education/Experience
• Master’s Degree in Business Administration, Management, Social Sciences or relevant degree;
• A minimum of 7 years relevant work experience in a commercial entity, management consulting or advisory firm;
• Relevant experience of Private Sector Development in both policy and implementation capacities.
• Considerable experience in managing an accelerator or incubation program;
• A qualification/certification or strong experience in project management and reporting.
Knowledge, Skills, Abilities
• A strong communication, analytical, writing, and interpersonal skills;
• A good understanding on the role MSMEs play in economic transformation and job creation;
• Flexible, adaptable, and able to execute a range of job duties and changing priorities;
• Ability to work under pressure to deliver on time with attention to detail and accuracy;
• Demonstrate experience in program design and management, focusing on enterprise development and SME support;
• Ability to work independently and as part of a team;
• Proficiency in Microsoft Office suite.
Desirable
• Entrepreneurial experience is an added advantage.
• Ability to develop scholarly (research) works.
