Summary of Key Functions / Accountabilities

  • Facilitating the development of programme cooperation agreements (PCAs) by providing information and drafting selected sections of it.

Education:

Monitoring and tracking of programme results:

  • Monitor and track results at the field level through innovative processes and tools including the use of new technologies.
  • Develop and implement innovative tools and methodologies for tracking results.
  • Coordinate with partners to ensure that monitoring systems are properly designed, and that data collection and analysis from field visits are coordinated and standardised across programmes to feed into to programme performance monitoring
  • Build capacities within the office and field offices on the use of innovative structures, mechanisms, and tools to track results at the field level. Through close coordination with Chiefs of Field Offices, and ensure that field monitoring approaches and associated tools capably support advancing the results agenda for children in Nigeria.
  • Collect data, monitor and analyse data, and support internal and external dissemination of results to inform Field Office and NCO collaboration around key programme results, including inputs to management reports.
  • Contribute to analysis of results in the context of UNICEF Nigeria CPD 2018-2022, UN coherence efforts, and readily ascertain UNICEF's contributions to supporting Nigeria achieve the 2030 Agenda and the Sustainable Development Goals.

Development of innovative ways to manage and disseminate data:

  • Work with ITD/UNICEF, UN agencies, private sector, NGOs to develop and implement new and innovative ways to collect, analyse and disseminate data and results, including the use of a scorecard system at LGA and/or State level.
  • Contribute to the development and implementation of innovative systems for efficient processes.
  • Build capacities within the office and partners as appropriate for collection, analysis and dissemination of data related to children and women and programme results.

Programme Development and Management:

  • Identify critical intervention points and measures by administering a consistent and transparent monitoring system; analyse country level socio[1]political-economic trends and their implications for ongoing programmes and projects.

Rights Perspective and Advocacy at the National, Community and Family Levels:

  • Conduct policy analysis from a children's and women's rights perspective and advocacy at the government, community and family levels for elevating credibility in national and international policy debates.

Partnership, Coordination and Collaboration:

For every child, Service
General Service staff in the United Nations system provide administrative, secretarial, and clerical support to organizations. They work in eight job networks: management, operations, programs, and social development. Job classification is crucial, ensuring equitable wage structures and organizational hierarchy.

It promotes fairness, accountability, and efficient allocation of human resources, enabling strategic achievement and efficient organizational unit structuring. The higher the job level, the more complex the functions and the higher the responsibility. The General Service Staff (GS-1-GS-7) includes non-professional support positions within UN agencies, programs, and funds, involving administrative, clerical, technical, and logistical roles essential for the organization's smooth functioning.

Following the Programme Budget Review (PBR) recommendation, NCO wishes to review the work distribution and structure of the entire NCO for the general service category regarding the utilization and allocation of Programme Assistant/Associate and Administrative Assistant/Associate posts to the different sections within the country office and field offices.

This review aims to thoroughly review these functions in each section and determine the accountabilities and required levels to ensure equity in job descriptions, accountability, and responsibilities and that the actual jobs of GS staff are classified at the appropriate level.

As part of the PBR recommendation and commitment to fairness, equity, and well-being of staff, the NCO seeks to engage the service of a consultant to conduct a job analysis ad assessment to address workload distribution issues and to ensure that the actual jobs of GS category are classified at the appropriate level.

How can you make a difference?

  • The consultant would conduct a systematic job analysis of the GS function in UNICEF Nigeria by reviewing background documentation (organizational structure, current work performed, job descriptions, and the GS Classification system).
  • Gather relevant information and analyze each post's required content and relevance to the office.  Prepare a recommendation on the need, relevance, and number of posts required to work in each section and function.
  • In consultation with the concerned programme, prepare relevant job descriptions and support their classification in collaboration with the HR section.

The consultant will expressly undertake:

  • A review of the organizational structure and design - Clarify job requirements and interrelationships among the GS jobs, including Operations and HR, minimizing or removing overlaps or duplication of work.
  • Conduct a country-wide review of the GS functions and responsibilities in Programmes and Operations to ensure the tasks are commensurate with the level of the posts.
  • Assess the classification level of each GS position against the work being performed
  • Assessment and Clarification on the need for 2-3 PAs in each section despite the different structures and requirements.
  • Review the value added and complementarities between each unit's Programme Associate/Assistant roles in Abuja, the Operations section, and the Field offices, and elaborate on how the accountabilities are distributed among the various functions to ensure efficiency.
  • Based on data collected through job analysis, outline the activities and duties for each job, introducing their unique characteristics.
  • Ascertain which roles are currently or would need to do budget management, regular administrative support, or partnerships management.
  • Propose adjustment to the JDs of vacant positions to G6 or G5 to allow career paths for GS staff. efficiency and effectiveness by taking advantage of currently vacant and soon-to-be vacant positions.

How can you make a difference?

  • Establish and maintain an appropriate humanitarian coordination mechanisms
  • Ensure all Child Protection (CP) relevant actors are engaged as Sector members and adhere to the Principles of Partnership;
  • Produce sectoral reports and analysis;
  • Regular updating of Mapping of child protection actors in north-east Nigeria and related sectors of interventions/capacities (5Ws and local partners including Community Based Child Protection Networks and Community Based Organizations);
  • Maintain a coordination mechanism that facilitates the effective achievement of the Sector/AoR functions and the requirements of the Humanitarian Project Cycle (Humanitarian Need Overview, Humanitarian Response Plan and Cluster Coordination Performance Monitoring) and which builds on pre-existing coordination structures where appropriate and further the development of current or future national and subnational capacities;
  • Build complementarity of partner actions within the Sector, proactively negotiating with partners to avoid and resolve duplication and gaps and harmonize actions and accountability;
  • Ensure adequate resources are mobilized and are equitably allocated for the effective functioning of the Sector and its response;

  • Participate in Protection, Gender-Based Violence (GBV), Mine Action and other relevant AoRs meetings;
  • Design a mainstreaming Child Protection matrix and advocate with other Sectors for Child Protection issues mainstreaming. Build partnerships with all relevant sector stakeholders including government counterparts and national authorities, local, national and international organizations, affected populations and other AoRs/Sectors especially UNICEF led (WASH, Nutrition and Education) and Health and Food Security and Livelihood.
  • Ensure with Protection Sector that Child Protection issues are included in multi-sectoral assessments and initiatives
  • Where there is both a national and a sub-national Sector, the post holder will ensure that there is effective communication, reporting, engagement and coordination between the two levels.

Supporting service delivery:

  • Provide platforms to ensure that service delivery is driven by the agreed strategic priorities;
  • Supervise and manage the Sector/AoR coordination team (i.e., Sector/AoR Co-coordinator, Yobe and Adamawa State Focal Points, CP Information Management Officer, Strategic Advisory Group, ect.); and
  • Develop mechanisms to eliminate duplication of service delivery. Monitor performance of the core Sector/AoR functions.

Informing strategic decision-making of the HC/HCT for the humanitarian response:

  • Develop and regularly update a CP AoR strategy including objectives and indicators for CP response that are aligned with and support realization of the strategic priorities set out by the Resident/Humanitarian Coordinator for the overarching humanitarian response, the Child Protection Minimum Standards, and the Convention on the Rights of the Child;
  • Analyse needs assessment data and work collaboratively with the Sector/AoR partners to create analytical products (reports, PowerPoints, briefs, etc.), based on evidence generated.
  • Synthesize evidence and provide near real-time information to stakeholders to strengthen planning and implementation; and
  • Analysis to identify and address (emerging) gaps, obstacles, duplication, and cross-cutting issues.

Planning and strategy development:

  • Develop sectoral plans, objectives and indicators directly support realization of the HC/HCT strategic priorities;
  • Draw lessons learned and adapt strategies and action plans on a regular basis in response to the evolving situation; and
  • Application and adherence to existing standards and guidelines Clarify funding requirements, prioritization, and cluster contributions to HC’s overall humanitarian funding considerations (Flash Appeal, CAP, ERF/CHF, CERF) Monitoring and reporting the implementation of the Sector strategy and results, recommending corrective action where necessary.

Advocacy:

  • Identify advocacy concerns to contribute to HC / HCT messaging and action;
  • Undertaking advocacy activities on behalf of Sector/AoR participants and the affected population;
  • Develop advocacy approaches/strategies for issues related to child protection that require sensitization of local authorities or donors and contribute to the development of key messages for broader humanitarian advocacy/messaging initiatives of the Protection Sector or the office of the Resident and Humanitarian Coordinator.

Contingency planning/preparedness for recurrent disasters whenever feasible and relevant:

  • Lead early warning, contingency planning, and emergency preparedness efforts for the Sector/AoR. Support development and updating of Child Protection interagency Sector Contingency Plans;
  • Promote interagency/inter-sectoral Child Protection (CP) needs assessments, lead and participate in inter agency child protection assessments to identify priority child protection issues and advocate for delivery of appropriate response; and
  • Identify response gaps and promote members’ response (including activation of provider of last resort).

Accountability to affected populations:

  • Be accountable to the affected population through effective and inclusive consultative and feedback mechanisms; and
  • Lead the annual cluster coordination performance monitoring (CCPM) exercise and annual review and contribute to other sectoral and humanitarian evaluations as appropriate.

Requirements
To qualify as an advocate for every child you will have:

  • An Advanced University Degree in one of the following fields is required: International Development, Human Rights, Psychology, Sociology, International Law, or another relevant social science field.
  • A minimum of eight years of professional experience in social development planning and management in child protection related areas, at the international level, is required.
  • Relevant experience in programme development in child protection related areas in a UN system agency or organization.
  • Prior experience in a similar role with a minimum of two years of experience of CP Cluster/AoR coordination is needed.
  • Experience working in developing countries in emergency/humanitarian contexts away from country of residence is essential.
  • Experience of demonstrating analytical and persuasive writing and reporting skills, editing skills, and the ability to convey complex information in a clear manner to a diverse audience is required.
  • Ability to multi-task and deliver against workplan and tight deadlines.
