1.) Humanitarian Access & Security Head of Department
Job Title: Humanitarian Access & Security Head of Department

Responsibilities
- Under the supervision of the Country Director, your role is to ensure the security and safety of our staff, activities and facilities.
- You act as a key advisor to the management teams, bringing up your technical expertise regarding context analysis, risk mitigations, strategy implementation and problem-solving.
Your Main Responsibilities are the following:
- Safety and Security Management Planning on all policies, procedures, guidelines and planning for staff safety, operational security and program continuity. You have to evaluate, review and support the updating of the Security Risk Analysis, contingency plan and associated security management plans for ACF Nigeria. and contingency plans
- Develop Humanitarian Access Management through your relationship with local authorities, INGO and the UN
- Monitor, Analyse and Supervise through the weekly movement plan, monthly security reporting, security reports
- Security & Access Training and Orientation to all staff
- HR Management by the promotion of a strong team spirit and guidance to enable staff to successfully perform in their positions including staff development plans.

Requirements
- You have an academic Degree and experience in the fields of Security, International Relations, Humanitarian Program Management or Logistics positions in volatile and stressful environments.
- You have demonstrated capabilities in planning, organizing and executing humanitarian security operations with a clear understanding of the humanitarian principles, code of conduct and specific sub-sector role linked to NGO field and operations contexts.
- You have excellent analytical, critical thinking and reporting skills, good communication skills and a good knowledge of various local, regional, country and international policies on safety and security. If you have knowledge of communications technology, including, satellite communications, cell phone mediums, etc, it is an advantage! It is even better if you already had experience with Action Against Hunger.
- You have very good proficiency in English (both verbal and written).
Security, Working and Living Conditions:
- The Nigerian security environment is volatile, especially in the Northeast and Northwest, where the mission is operating. Specific to the Northeast, the Non-State Armed Groups (NSAG) regular attacks on the military, government and humanitarian installations have made the majority of the locations inaccessible and the mission has prioritized the use of UNHAS choppers while completely banning its staff from using road transport. Moreover, international staff are allowed to stay in a few locations outside the main state capitals of Yobe and Borno.
- In the Northwest area of the country, abductions and killings have occurred regularly in the past against the mission and the mission has strict measures to be followed while in these locations.
Presentation of the Base:
- The Maiduguri base is the largest base on the mission, implementing humanitarian interventions of WASH, FSL, Nutrition and Health, and employing 140 staff. The base supports the Monguno and Damasak sub-bases. The guesthouse is comfortable for international staff, there is a curfew at 10:00 pm, and movements within Maiduguri town are not restricted but precautionary measures have been put in place.
- International staff currently are not allowed to spend the night in the sub-bases. Further, all staff movements outside Maiduguri Metropolitan Council/Jere are done only through UNHAS choppers, while movements outside the military trench in the field office require HQ approval. While security in Maiduguri is generally calm, there are conflicts in other parts of Borno and is considered unstable.

Project Background
Rationale for the Project:
- The ongoing humanitarian crisis in Northeast Nigeria continues to impact civilians, despite almost a decade long military operations, launched in 2016 against Non-State Actors and Armed Groups. Conflict affected households have experienced socio-economic and human losses and struggled to build their resilience. Being displace for many years, conflict-affected households continue to require support to improve their situation of nutrition, WASH, food security, mental health and protection situation.
- To respond to the prevailing needs in these locations, Action Against Hunger, through the generous support from the United States Agency for International Development/Bureau for Humanitarian Assistance began the implementation of a two-year emergency multi-sectorial intervention in Borno and Yobe State, Nigeria. Under the on-going program, ACF provided eight (8) rounds of unconditional food assistance transfers to 22,849 vulnerable IDP, Returnee and Host community households in Jere, MMC, Magumeri, Nganzai and Monguno LGAs during the first and second year of the intervention (between June 2021 to May 2023).
Purpose and Objectives of the Consultancy
Rationale for the Consultancy:
- The goal of this exercise is to evaluate the overall goal of the project in terms of effectiveness, relevance, efficiency, coherence, impact and sustainability of the intervention in the implementing locations (Monguno, MMC, Jere, Kaga, Konduga, Magumeri, and Nganzai LGAs in Borno state, as well as the Gujba LGA in Yobe state). The primary objective of this evaluation is to assess the overall achievements of the project in line with the agreed overall results and objectives.
Objectives of the Consultancy:
More specifically, implementation of this evaluation will aim for the following key specific objectives: Specifically, the evaluation will investigate:
- The extent to which ACF has been successful in meeting the project goal and objectives.
- Project participants (men, women, boys and girls) perception and involvement on project design, implementation, Monitoring and evaluation and achievements.
- To review the other data/reports produced by project and suggest recommendations to progress on core indicators in the target communities.
- To produce SWOT analyses of the sectoral integration aspect of the project.
- Document lessons learned and best practices
- Generate data for a set of indicators outlined in project M&E plan;
- Use collected data as benchmark for measuring project success or failure;
- Suggest other priority areas for future supports/recommendations
- Assess the linkage between emergency resposne and early recovery
- Assess the proejct contribution in terms of gender and protection
Key Evaluation Criteria and Questions
- As per Action Against Hunger’s Evaluation Policy and USAID/BHA Evaluation Guideline, Action Against Hunger would adhere to Organization for Economic Co-operation and Development (OECD) Development Assistance Committee (DAC) criteria for evaluating this project. In that regard, ACF has selected relevant pre-defined evaluation questions as organized by the OECD/DAC Evaluation criteria (from USIAD/BHA Evaluation Guideline).
The evaluator will hence be expected to develop the evaluation questionnaire strictly in line with the following pre-defined evaluation questions;
- Relevance: Did the intervention do the right things?
- Coherence: How well did the intervention fit?
- Effectiveness: Did the intervention achieve its objectives?
- Efficiency: How well were resources used?
- Impact: What difference did the intervention make?
- Sustainability: Will the benefits last?
Geographical Scope Covered by the Analysis:
- The evaluation is expected to cover all the intervention locations of the project namely MMC, Jere, Konduga, Kaga, Magumeri, Monguno and Nganzai LGAs in Borno State and Gujba LGA in Yobe state in the Northeastern Nigeria.
Profile of the Consultant (Qualification and Experience)
- Significant experience (5-8 years) in coordination, implementation, monitoring and evaluation of emergency response programmes, and expertise in at least 2 relevant sectors (Food Security & Livelihoods, Nutrition, Health, WASH)
- Demonstrated experience of evaluating humanitarian response projects is essential (experience of evaluating BHA-funded projects is desirable)
- Fluency in English and ability to write clear and concise reports (examples of previous work will be requested)
- Relevant Master degree/equivalent related to the evaluation to be undertaken, Ph.D. will be an added advantage
- Ability to manage the available time and resources and to work to tight deadlines
- Understanding of BHA requirements as a humanitarian donor and specific requirements for this evaluation.

Description
- Action Against Hunger is currently looking to fill the role of Cash Officer, who will be responsible to work under the direct guidance and supervision of the Programme Manager to support the implementation of FSL activities mainly cash transfer and cash-based food voucher assistance.
Key Responsibilities
- Work with community leaders and other relevant stakeholders to support the identification and selection of vulnerable communities and beneficiaries for cash or food voucher support;
- Oversee detailed planning and support implementation of field-level activities relating to cash transfer and cash-based food assistance under the guidance of the Programme Manager;
- Support the identification, contracting, and management of vendors through regular engagement, documentation of vendors’ activities and provision of timely support throughout the project;
- Ensure accountability, fairness and transparency in the cash or voucher transfer activities by ensuring community-level stakeholders (IDPs and host community members) are well-informed and provide regular information through available channels;
- Coordinate closely with the Programme Manager to ensure that cross-LGA programs are implemented efficiently;
- Follow-up on the programme activities to ensure that programme objectives and outputs are achieved and activities are implemented in accordance with standard rules, regulations and operational procedures, agreed strategies, implementation plans and requirements;
- Facilitate and supervise the collection and management of beneficiaries’ data, distribution list for reference purposes and successful implementation of programme activities;
- Plan and oversee regular program monitoring and evaluation activities, like baseline, post distribution monitoring, market price monitoring, end line, etc. in collaboration with relevant unit/departments;
- Embark on field visits to monitor the ongoing project activities conducted by the community mobilization team to provide support and technical guidance;
- Contribute to the development of the project’s community mobilization strategies for targeting and registration of beneficiaries in collaboration technical team;
- Develop and strengthen good linkages and coordination with local government, government line agencies, related stakeholders and service providers to ensure their support for the implementation of project activities;
- Coordinate with logistics in preparation of weekly movement plan according to the weekly work plans of the team;
- Conduct beneficiaries training on the usage of smartcards with the support of the Programme Manager;
- Conduct vendors training and oversee the monitoring of vendors' activities to ensure beneficiaries are not short-changed;
- Participate in the LGA-level coordination of cash and food security working groups;
- Support the development of communication mechanisms with key stakeholders at the LGA and ward levels;
- Maintain and build relationships with authorities, partners and relevant actors in all the intervention LGAs of Yobe State on behalf of ACF;
- Support the Programme Manager in reporting for internal and external use through drafts reports with inputs and outputs for the reporting period;
- Extract data and information from weekly reports from the field and aggregate the same for inclusion in the monthly and quarterly reports.
Position Requirements
- Degree in Agriculture, Agronomy, Agricultural Economics, Development Studies and other related fields;
- Minimum of 3 years of work experience in implementing food security and livelihood projects;
- Experience in a supervisory position;
- Good knowledge of CVA and FSL;
- Good knowledge of implementing projects in insecure contexts;
- Good knowledge of the English language. Knowledge of the Hausa language is a plus;
- Thorough knowledge and understanding of issues in agriculture;
- Capacity to communicate with people;
- Experience in team support;
- Humanitarian experience;
- Experience in advocacy & dissemination of information on innovation.
Starting Basic Salary
NGN 326,033 per month (excluding other benefits).
