1.) Technical Officer - Clinical Services (TO-CS)

 

Location: Abuja

Job Purpose

  • The Technical Officer - Clinical Services (TO-CS) will lead the delivery of health and nutrition intervention to the Cameroon refugees and host communities in his/her location by providing technical assistance and support to existing Government systems and structures to improve primary healthcare services and referral linkages.

Job Description

  • TO-CS shall be responsible for ensuring that effective, efficient and quality clinical services are provided at the respective health facilities where he/she shall be stationed.
  • TO-CS will coordinate and lead the medical outreach team in providing health care to the refugees in the settlements and health care facilities.
  • Responsible for ensuring that effective, efficient and quality clinical services are provided at the respective health facilities where he/she shall be stationed.
  • Provide mentoring and on-the-job training for Health staff and Volunteers in supported Health facilities and in the settlements according to the National guidelines and SoPs.
  • Support the setting up and strengthening of Ward/Village Development Committees to support health facilities and ensure their operations are in synergy with minimum standards of NPHCDA and BHCPF.
  • Provide technical guidance to Assistant Technical Officers - Nutrition, Mental Health, Essential Drugs, M&E team in the team.
  • Undertakes patients’ consultation and physical examination and promoting health education
  • Responsible for generation of Note for File (NFF) for Persons of Concerns (PoC) requiring referrals to secondary and tertiary care; for purpose of approval by Project Manager
  • Follow up with PoCs on admission at secondary or tertiary health facilities, monitor their management and progress, providing feedback and generating discharge summaries and verification of medical bills.
  • Be responsible for ensuring that medicines and medical supplies are available for the outreach team for effective service delivery.
  • Represent NRCS as a health partner in State and LGA level Health coordination meetings
  • Support the celebration of UN Days (Refugee, HIV, Malaria, Breastfeeding, etc) in collaboration with the UNHCR, State governments as well as other Ips
  • Support ambulance services/crew for referrals and transport of referrals of emergencies in PoC from PHC to secondary and tertiary health facilities in-line with UNHCR guidelines and SOPs including insured and un-insured refugees.
  • Lead emergency response for PoC new arrivals
  • Lead the assessment and screening of PoCs to address physical disability, visual impairment, hearing impairment, and albinism.
  • Support uptake of high impact MNCH intervention such as immunization, Focused ANC, treatment of common ailment, MHPSS, CMR by PoCs through social mobilization, community engagement and school health program
  • Support neglected tropical disease mass drug distribution and cervical cancer screening among PoCs and Long-lasting insecticide nets procurement and distribution.
  • Support the team in the development of Terms of References for planned activities such as capacity building, missions, meetings, stakeholder engagements etc.
  • Support to review weekly, monthly and quarterly project reports submitted by ATO for the team
  • Review retirements and other financial documents before submission to NHQ
  • Submit reports of Project activities to the NHQ

Qualifications and Experience

  • Bachelor’s Degree in Medicine and Surgery
  • Must be registered with Nigeria Medical and Dental Practitioner’s council
  • Must possess a valid practicing license for 2023
  • At least three years’ experience in clinical work or humanitarian settings.

2.) Assistant Technical Officer - Essential Drugs (ATO-ED)

 

Location: Abuja

Job Purpose

  • Under the direct supervision of the Field Operations Team lead, the Assistant Technical Officer - Essential Drugs (ATO-ED) will support the implementation of sustainable essential drugs supply component of delivering health and nutrition intervention to the Cameroon refugees and host communities in Calabar operations office.

Job roles and responsibilities

  • Provide Logistics support to the outreach team and PHCs focusing on reporting, distribution, storage, and warehousing of PHC essential drugs and commodities.
  • Support the PHC on product selection, quality assurance, receipt of commodities and efficient storage and distribution systems including laboratory logistics.
  • Support PHCs with appropriate tools and template for submission of PoC bills and follow up to ensure compliance and timely submission
  • Review and certify the encounter & referral bills from PHC, secondary and Tertiary facilities in line with provisions of the project
  • Provide feedback to PHC, secondary and Tertiary facilities on bills submission and address any discrepancy that may arise
  • Follow up with NHQ for payment of PoC bills
  • Ensure all bill are reported on electronic payment tracker
  • Work with the team in developing, maintaining, and improving a logistics management information for PHCs
  • Ensure establishment and strengthening of Performance Based Financing and Drug Revolving Fund systems committees for health facilities through engagement of host and refugee communities.
  • Support coordinated systems for NRCS to transport health commodities report and forecast delivery times, transport costs and performance to reduce stock-outs, eliminate wastes and lower costs.
  • Ensure that all documentation for health commodities in the team is complete and compliant to established standards.
  • Monitor disbursements of Medications, drugs and consumables to health facilities.
  • Coordinate the PBF intervention including independent monitors contract, deployment, facility gains and follow up on challenges reported by the facilities
  • Ensure PHC utilize the PBF gains for sustainable DRF according to the project plan
  • Support PHC to generate essential drug list based on NPHCDA minimum standards and ensure linkage of PHCs to vendors for procurement of commodities.
  • Liase with other team members for commodity distribution to other locations
  • Provide mentorship and guidance to health workers in PHCs on LMIS.
  • Support the team in the development of Terms of References for planned activities such as capacity building, missions, meetings, stakeholder engagements etc.
  • Review the teams weekly, monthly and quarterly project reports

Qualifications and Experience

3.) Assistant Technical Officer - Monitoring and Evaluation (ATO - M&E)

 

Location: Abuja

Job Purpose

  • Assistant Technical Officer - Monitoring & Evaluation will support the operationalization of M&E systems on the projects to ensure compliance with NRCS and Donor M&E standards.

Job Roles and Responsibilities

  • Collate the teams weekly, monthly and quarterly project reports
  • Lead on the implementation of facility balanced score card assessment.
  • Support the operationalization of M&E systems on the projects to ensure compliance with donor and NRCS M&E standards
  • Provide technical inputs in the design, implementation, and refinement of a comprehensive M&E system to track and monitor progress based on the Performance Framework for the project.
  • Track, report and monitor project indicators to ensure compliance and achievement to donor obligation
  • Ensure timely and quality data collection, entry, analysis, and interpretation by working closely with the outreach and PHC team
  • Support the team in the development of Terms of References for planned activities such as capacity building, missions, meetings, stakeholder engagements etc.
  • Submit reports of Project activities to the NHQ
  • Support the team to identify lessons learned and best practices, and produce case studies and human interest stories through collation and analysis of M&E information
  • Be available to participate in sectorial training organized by NRCS/UNHCR or external stakeholders.

4.) Assistant Technical Officer - Mental Health (ATO-MH)

 

Location: Abuja

Job Purpose

  • Under the supervision of Field Operations Team lead, The Assistant Technical Officer – Mental Health (ATO-MH) will support the integration of Mental Health and Psychosocial support to the health and nutrition intervention to the Cameroon refugees and host communities.

Roles and Responsibilities

  • Member of the medical outreach team that ensure integration of mental health in all project activities and serve as protection focal point for medical outreaches and PHC related services
  • Ensure management of mental healthcare at the PHC level and initiating referrals where necessary
  • Providing Psychological First Aid and Psychosocial support for Victims of violence and sexual abuse
  • Identify and adequately refer protection cases
  • Ensure burial support payment are paid to bereaved relatives of PoCs, including verification of death certificates and mitigating fraud
  • Conduct SGBV audit in collaboration with UNHCR and other Partners
  • Follow up on PoCs with MHPSS cases in the settlement or host communities to prevent/track defaulters, drug refill and compliances to medication
  • Organise events to promote positive behaviours and practices of MHPSS and prevent SGBV in the settlement and communities
  • Set up structures or leverage on existing structures to target the youths to promote GB and MHPSS services in the settlement and host communities.
  • Provide mentorship and guidance to health workers in PHCs on proper management and treating trauma related problems
  • Provide mentorship and guidance to health workers in MHPSS.
  • Support the team in the development of Terms of References for planned activities such as capacity building, missions, meetings, stakeholder engagements etc.
  • Review the teams weekly, monthly and quarterly project reports
  • Review retirements and other financial documents before submission to NHQ
  • Submit reports of Project activities to the NHQ.

5.) Assistant Technical Officer - Nutrition & Dietetics (ATO-ND)

 

Location: Abuja

Job Purpose

  • Under the direct supervision of the Field Operations Team lead, the ATO-ND is expected to support the implementation of the nutrition components of the intervention.

Job Roles and Responsibilities

  • Member of the health outreach team working collaboratively to ensure integration of nutrition services are provided for refugees and host communities in settlements and PHCs
  • Identify training needs and build technical capacity of PHC nutrition unit, support mothers club, group promoters and Community IYCF.
  • Support CMAM and IYCF services including Growth Promotion and Monitoring, organize and participate in food demonstration sessions periodically, conduct regular focus group discussions with beneficiaries to assess barriers and effective referrals
  • Ensure monthly physical inventory of all nutrition supplies ensuring stock levels are accounted for and adequate for the outreach teams and PHCs.
  • Provide mentorship and guidance to health workers in PHCs on nutrition services
  • Organize and participate in food demonstration sessions periodically in supported PHCs, communities and settlements
  • Work with the Mothers Club (MC) volunteers to identify locally available nutritional foods for prevention of malnutrition and community management of acute malnutrition.
  • Support the MCs in setting up nutrition and hygiene promotion related livelihood initiatives such as backyard gardening, saponification etc
  • Conduct regular focus group discussions with beneficiaries to assess barriers to optimal IYCF uptake
  • Ensure Gender mainstreaming in nutrition, and integration of other sectors
  • Engage in community dialogue, sensitize stakeholders/community on IYCF-E activities and specific humanitarian programs implemented by NRCS.
  • Lead the conduct of nutrition assessment surveys such as SMART, SENS etc
  • Support the team in the development of Terms of References for planned activities such as capacity building, missions, meetings, stakeholder engagements etc.

Duties and Responsibilities

  • Under the direction of the Admin Assistant, the driver shall provide a variety of transportation support to the project.
  • Convey NRCS Staff, Volunteers, Partners and Consultants to designated approved locations.
  • Ensure adequate safety, cleanliness, security and maintenance of the project vehicle assigned.
  • Ensure proper day-to-day maintenance of the assigned vehicle through timely communication of minor repairs, arrangements for major repairs, timely changes of oil, check of tires, brakes, car washing, etc.
  • Ensure availability of all the required documents/supplies including vehicle insurance, vehicle logs, office directory, and necessary spare parts.
  • Plan route and requirements by studying schedule or ad-hoc request by the office.
  • Ensure passengers adhere to all road safety regulations.
  • Fulfill special request by picking up and delivering items as directed and running errands
  • Performs any other duties as assigned.

Qualifications

  • Secondary School Leaving Certificates, apprentice certificate or any other equivalent certificates with a minimum of 1 year experience.
  • Must have a trade test certificate and a valid driving license.
  • Must have expert knowledge of driving rules and regulations.
  • Experience as a driver mechanic will be an added advantage.
  • Experience with large complex organization preferred.

Knowledge, Skills and Abilities:

  • Matured and willing to work at odd hours.
