1.) Veterinarian 3 (Flying Livestock Field Officer)

Job Description

  • Under the Supervision of the Livestock Specialist, the Flying Livestock Field Officer (FLFO) ensures professional supervision of all livestock related interventions in Nigeria, particularly in Non-International Armed Conflict (NIAC) states including Borno, Adamawa, and Yobe (BAY).
  • She/He shall as well, be equally important to focus on addressing the livestock challenges in Other Situation of Violence (OSV), especially, the ICRC priority areas affected by clashes in the country between different livelihood communities including areas of farmers/herders’ clashes.

Main Duties and Responsibilities

  • Contribute to the formulation of the ICRC livestock strategy in Nigeria and intervention guidelines.
  • Liaising with federal FMARD as well as state level and Economic Security (EcoSec) team, to plan, design and supervise the trainings for the Ministry’s technical staff and where required the livestock keeping community
  • Provide relevant support in assessing, identifying, designing and implementing vaccination campaigns coupled with treatments, value chain and structural support in different geographical areas in collaboration with the ICRC respective head of structure and FMARD including the National Veterinary Research Institute (NVRI) based on sustainable approach.
  • Advice and support the livestock and other EcoSec field teams with the implementation of livestock based small scale livelihood support projects.
  • Train and coach the field EcoSec team on the livestock approach and related activities.
  • Ensure appropriate and timely internal technical reporting to the Livestock Specialist and EcoSec Coordinator.
  • In close collaboration with the ICRC field teams, coordinate and implement livestock program with relevant local authorities and actors in respective states.
  • Coordinate and implement at the national and state level livestock activities with relevant authorities and actors such as Federal/State Ministry of Agriculture and Rural Development (FMARD), FAO, ECOWAS and other livestock implementing agents.
  • Understand and timely contribute on control measures of transboundary animal diseases relating to both neighbouring and regional ECOWAS countries.
  • She/He supervises all teams implementing livestock activities in the field in effective and timely manner.
  • Run the ongoing livestock program together with specialized field officers.
  • Ensures Accountability for Affected Population (AAP) couple with “Do No Harm” guidelines and feedback mechanism set in place for all livestock activities.
  • Understand the farmers-herders clashes and significantly contribute to its implication in the household economy for both livelihood groups.
  • Contribute to the broader livestock programme and strengthen national and regional networking for pastoralist and agro-pastoralist communities.
  • Understand and contribute to the concept of “One Health” and “Climate Change” on the ICRC supported livestock programme in Nigeria.

Education and Experience Required

  • University Degree in Veterinary Medicine / Science, Animal Health or Animal Science
  • Advanced Studies in Public health, epidemiology or project management will be an added value.
  • 5 years’ working experience with pastoral communities of which at least 3 years in humanitarian organization
  • Desired profile and Skills
  • Good understanding of pastoral dynamics.
  • Good analytical and organizational skills.
  • Energetic and able to conduct extensive field visits.
  • Good command of written and spoken English (Knowledge of Hausa/Fulani language is an added advantage).

2.) Humanitarian Affairs Adviser 2 (Health Care in Danger)

Job Description

  • Under the supervision of the Head of Prevention, the Humanitarian Affairs Adviser 2 (Health Care in Danger (HCiD)) in Abuja provides support to the ICRC Delegation in defining, coordinating and implementing activities linked to the protection of wounded and sick, health care personnel, facilities and means of transport in Nigeria.
  • He/she contributes to raise awareness, mobilize key stakeholders and shapes the delegation’s engagement with them on the protection of healthcare.

Main Duties and Responsibilities

  • Supports and advices the delegation in achieving diplomacy and policy objectives as it concerns HCiD.
  • Reviews relevant national documents, strategic and development plans/framework with a view to identifying key entry points for the delegation to strengthen its HCiD initiative
  • Contributes to the monitoring and analysis of incidences of violence against the medical mission and challenges affecting health care in Nigeria.
  • Contributes to defining, drafting and implementing a two-year HCiD country strategy in close coordination and cooperation with other departments to ensure a multidisciplinary approach. Supports the Delegation in defining, coordinating and implementing HCiD activities in Abuja and sub-sites in a coherent manner in line with the Delegation’s HCiD country strategy
  • Maintains transversal coordination and fluid communication within the Delegation - through the organization of regular meeting of the HCiD Steering Committee.
  • Builds internal capacity in understanding and responding to HCiD concerns and integrating HCiD objectives in the Delegation’s programmes and activities. Helps other departments identify opportunities to address HCiD issues in their regular activities and strengthens synergy among relevant activities.
  • Builds and maintains a strong network of stakeholders including national authorities (in particular the federal and state ministries of health), health professionals and relevant civil society actors on HCiD concerns and builds their capacity to understand and respond to them. Promotes and presents the ICRC’s HCiD initiative to external audiences.
  • Contributes to the organization of National HCiD Roundtables.
  • Supports the management of the Delegation in mobilizing and sensitizing international actors on the issue in the framework of humanitarian diplomacy.

Education and Experience Required

  • University Degree in Health or equivalent field
  • 4 years’ work experience in health management or humanitarian field
  • Coordination of multidisciplinary projects and solid organizational skills
  • Awareness of the socio-political and medical environment in Nigeria

Desired profile and Skills:

  • Excellent command of written and spoken English
  • Good command of Hausa, Igbo, and/or Yoruba an asset
  • Excellent computer skills

Job Description

  • Under the supervision of Cash and Markets Specialist-Mobile, the Abuja-based Cash and Market (C&M) Specialist is the focal point for cash and voucher programs and market-based and support interventions within the Economic Security (EcoSec) department and hence responsible for overall best practices in line with standard operating procedures, thematic and technical guidance in relation to EcoSec CTP.
  • S/he is amongst key reference person for all on-site technical and capacity building support with regards to cash transfers and market analysis for the Delegation.

Main Duties and Responsibilities

  • Lead and participate in Cash Feasibility Assessments by field and lead the report writing on cash feasibility assessments (community access to cash, access to FSPs and Markets).
  • Participate in General EcoSec Assessments by Field and assess the “Access to Market and Market functionality” section with written contribution and analysis.
  • Provide support on the implementation of Cash assistance program design, planning & Implementation (encashment, distribution, SRs, Coordination with LOG/FIN, etc)
  • Coordinate with Each Sub site to ensure Financial Forecast for cash programs, cross check, compile and submit to EcoSec Coordinator.
  • Autonomously follow up of distributions, payment requests and reconciliation documents. Keeping up to date with monthly facts and figures based on completed programs
  • Review, evaluation and contribution to post distribution monitoring’s, situation and assessment reports, executive briefs, project proposals and beneficiary data shared by field implementing sites
  • Participate and contribute in the designing and implementation of Cash for Seeds jointly with Thematic Specialist, as well as other market-based interventions using the findings of the market assessment.
  • Provides remote support and coaching to teams conducting CTP rapid market assessments at project level; and Leads CTP feasibility study and market assessment/analysis at programme level. Provides and facilitates tailored capacity buildings inputs through training sessions to EcoSec team in SDs in person and remotely.
  • Organize meetings/sessions with potential FSP’s and Fintech companies to find solutions and improvements at the interest of CVA projects. Explore and implement unconsidered cash delivery mechanisms and help EcoSec teams to adopt and carry out effectively.
  • Dissemination on beneficiary complaint response mechanism through team and follow up on complaints/feedback
  • Provide support to A&E staff for Process monitoring, outcome monitoring through contribution in data collection instruments related to cash-based programming.
  • Provides coaching on Red Rose or on any other technical solution adopted by EcoSec to the field teams.

Education and Experience Required

  • Very good knowledge of written and spoken English, and Hausa Language (spoken).
