Responsibilities

  • Responsible for workforce planning, administration & logistics for the tournament in conjunction with the respective project lead.
  • Build, sustain, and clarify country-specific people processes, policies, and procedures. Create a consistent business practice and consider local needs.
  • Develop and implement Workforce Experience Service Excellence.
  • Lead Workforce Planning for the tournament and the overall Total Workforce approach.
  • Develop, implement and be the main responsible for the ‘flexible workforce’ strategy, this includes the development of the concept and implementation (including capture of demand).
  • Manage the strategic overview of total Workforce for the Tournament and agree on the Workforce budget and calendar.

  • Development of an innovative Workforce IT Solution (Workforce Management Module and Freelancer Database), in order to ensure that Workforce Management adds value to CAF tournaments and events.
  • Recruit, screen and manage freelancers – building a global talent pool.
  • Develop e-learning modules and content for freelancers.
  • Manage contracting of all external workforce members on behalf of respective project leads.
  • Assign service-levels for event-time service and other needs, such as accommodation, mobiles phones, travel & transport requirements, etc. for all the CAF different workforce-member groups.

Requirements

  • Bachelor’s Degree in Business Administration, HR, Workforce Management, or related fields.
  • At least 5-years of relevant experience in workforce management at major sporting events.
  • Experience in the delivery of large-scale sporting events, preferably across continents or regions.

  • Participate in projects to deliver Technology services at the tournament, covering project management, service delivery and operational management.

  • Oversee the effective and efficient provision of Technology services for the tournament, including requirement capturing and developing delivery plans.

  • Build a hospitality concept for VIP/VVIP lounges.

    • Create a new concept, including branding, set-up, look and feel, printed and other material.
    • Manage the relevant guest list and arrange access to the club.

  • Within the framework of the Regional Programme for the Integrated Management of the Fouta Djallon Massif, the ECOWAS Department of Agriculture, Environment and Water Resources is considering the selection of an Individual Consultant, expert in charge of the Regional Observatory of Natural Resources (rivers, forests, soils, river basins, wetlands and mangroves) who will be based in Conakry, Republic of Guinea.
  • The general objective of the expert’s mission is to be the guarantor of the achievement of the contractual objectives set by ECOWAS.
  • He/she will have to carry out, under the supervision of the programme coordinator, all monitoring and evaluation activities of the programme in particular and the implementation of the monitoring and evaluation plan for the implementation of the Environmental Action Plan of the ECOWAS Environmental Policy (ECOWEP).

Responsibilities
The consultant will undertake the following tasks:

  • Collect field data and carry out their mapping their lands/landscape with a view to monitoring their evolution dynamics in terms of degradation and/or enrichment trends;
  • Ensure the processing and dissemination of relevant information/data on the state of the natural resources of the Fouta Djallon Massif with a view to strengthening the decision-making process for sustainable and efficient resource management in the Fouta Djallon Massif’s areas and transboundary water basins;
  • Promote knowledge of natural resource potential (water, forests, biodiversity, land, etc.) and monitoring of the impact of global change on the evolution and availability of natural resources in the Fouta Djallon Massif;

  • Have at least 7 years of relevant experience in planning, design and management of development projects or programmes in the agroforestry sectors in ECOWAS Member States;

Preamble

  • The ECOWAS Youth and Sports Development Centre (EYSDC), was created by the Decision A/DEC.13/01/05 of 19th January 2005 at Accra, Ghana as a specialized Agency of the Economic Community of West African States (ECOWAS).
  • At the 32nd session of the ECOWAS Summit held in June 2007, the Heads of States and Government adopted a new approach to regional integration by approving a new global vision called the ECOWAS Vision 2020. The principal objective of this vision is to move the Community from an «ECOWAS of States» to an «ECOWAS of Peoples» by the year 2020.
  • Consequently, the EYSDC implements her policies, activities and strategic action plans, as well as the ECOWAS vision in the areas of youth and sports, including the ECOWAS Volunteers Programme. The EYSDC’s objective is to initiate, develop, coordinate and implement youth and sports programmes within the Community. To this end, it works to:
    • Mobilise the different segments of the population to ensure their integration and effectiveparticipation in the social development of the region, as well as the promotion of youth organisations and professional associations to ensure maximum participation in the activities of the Community;
    • Provide a permanent institutional framework within ECOWAS through which issues related to Youth and Sports activities in the sub-region can be developed and promoted.




Organizational Framework of the Centre

  • The Youth and Sports Development Centre (EYSDC) is one of the Directorates under the Social Affairs and Gender Department of the ECOWAS Commission. It is based in Ouagadougou (Burkina Faso) under the headquarters agreement signed between the Burkina Faso authorities and the ECOWAS Commission.
  • Decision N° A/DEC 13/01/2005 of 19th January 2005 had adopted the organizational structure comprising of four Divisions (Youth, Sports, Administration and Finance, and TIC). However, since 2008, the Centre has undergone some structural modifications following the transfer of the ECOWAS Volunteers Programme (EVP) from the Political Affairs, Peace and Security Department of the Commission (CPAPS) to the EYSDC, under the Social Affairs and Gender Department.
  • The EVP is centralized in organisation, but decentralized in its application to allow for flexibility and adaptation to the current realities of each country. The strategic directions, including the formulation of the overall vision, goals and objectives of the Programme, is the responsibility of the Regional Coordination Council (RCC), whose role, among others, is to ensure that the EVP becomes a genuine voluntary arm of ECOWAS.
  • Being a cross-cutting programme, the ECOWAS Volunteers Regional Coordination Council (RCC) includes representatives of relevant departments of the ECOWAS Commission. The RCC is chaired by the Commissioner for Social Affairs and Gender of the ECOWAS Commission. She is assisted by the Director of the ECOWAS Youth and Sports Development Centre (EYSDC), as Alternate Chairman of the RCC.
  • The executive arm of the RCC is the Regional Office, provided by the EYSDC in Ouagadougou (Burkina Faso). The programme’s regional coordination activities are coordinated by a Regional Coordinator under the supervision of the EYSDC Director. Although the EVP is under the Youth Division of the EYSDC, it is directly supervised by the EYSDC Director for effectiveness.
  • At the National level, the National Coordination Council (NCC) serves as the national body through which national policy guidelines for the Programme are given.
  • This Council works towards the understanding and entrenchment of the Volunteer Programme in the national environment. It also serves as advisor to the country office, which is responsible for the coordination of the Programme at national level.
  • The NCC is chaired by the Head of the ECOWAS National Office in the country. It is made up of Focal Points/Representatives of the various ministries, Civil Society Organisations, United Nations Agencies and local youth associations involved in the implementation of the Programme at the National level.

Duties and Responsibilities
The ECOWAS Volunteer Monitoring and Evaluation (M&E) Officer will work directly with the ECOWAS National Office in the Ministry of Planning and Economic Development (MOPED) of Sierra Leone and will be the focal person for executing the Monitoring and Evaluation functions of ECOWAS supported interventions in collaboration with the Administrative Head of the National Office and the M&E Technical Adviser of the MOPED. The specific roles and responsibilities include, but not limited to the following:

  • Assist the ECOWAS National Office in the liaison with MDAs and project implementing partners in implementing the ECOWAS M&E Policy.
  • Set up and update the database of all ECOWAS supported interventions and facilitate the timely collection, processing, and reporting on performance indicators in accordance with the ECOWAS requirements for progress reporting.
  • Manage and administer the M&E database with informative, disaggregated, and user-friendly features to increase understanding and usability across diverse communities of uses.
  • Support and promote ECOWAS result-based management systems across all interventions in accordance with ECOWAS policies, principles, and practices.
  • Provide guidance to project implementing partners in the development of M&E logical frameworks and operating matrices to facilitate accountable, transparent, and credible information gathering process across project interventions.
  • Assist with the development and/or finalization of the department’s Work Plan, and keep it up to date with departments activities and timelines as needed.
  • As needed, organize and conduct M&E training with project implementing partners and collaborating agencies and entities.
  • Gather data on a regular basis to compare trends in quarterly and annual results and overall performance in project outputs.
  • Collaborate with implementing partners to increase the visibility of ECOWAS interventions at all levels including National, Regional, and Community levels through the appropriate forums and platforms of information dissemination.
  • Consult with implementing partners to ensure data quality.
  • Identify lessons learned and develop project relevant studies (quantitative and qualitative) to inform MOPED on the state-of-affairs in impacts assessment and linkages with the National Development plans and SDGs.
  • Provide the ECOWAS National Office and MOPED M&E with recommendations for enhancing department performance based on M&E findings.
  • Develop reports on M&E findings and prepare presentations based on M&E data as required.
  • Provide any management information that the department head may require for improvement in project management with MDAs and collaborating partners.
  • Verify that monitoring data is discussed in a timely and suitable forum in terms of implications for future action. Create such talks if necessary to fill any gaps.
  • Perform other duties as given by the department’s Head of Department / Manager.

Required Qualifications and Experience

  • A minimum of a Bachelor’s Degree in the Social Sciences, Statistics, Public Sector Economics, Development, Management, Accounting or a Postgraduate / professional training in and M&E related disciplines.
  • Three (3) years of professional  experience in an M&E, Planning,  and  Development  position with responsibility for developing and implementing M&E protocols in Development Management.
  • Knowledge of M&E system design, implementation, and operation.
  • Strategic planning and performance measurement experience, including  indicator selection, target  setting,  reporting, database  maintenance,  and  establishing  M&E and performance monitoring plans.
  • Understanding of key evaluation approaches  (e.g.,  qualitative,  quantitative,  mixed-method, and impact) as well as data collecting and analysis methods.
  • Experience in planning and managing surveys.
  • Experience in developing and refining data collection tools.
  • Experience with data quality assessments and oversight.
  • Experience in managing and providing training to partners and target beneficiaries.
  • Ability to facilitate and serve as department liaison for externally-managed evaluations.

Language Requirements:

  • Perfect command of the English language (written and oral) is mandatory.
  • Knowledge of any other official language of ECOWAS (French or Portuguese) will be considered an asset / advantage.




Conditions of Service

  • An  initial contract for 12 months will be offered to the successful candidate with a Monthly Living Allowance of 683.13 USD or its equivalent in local currency.

The volunteers will help consolidate peace, recovery, national reconciliation and rehabilitation in crisis-affected communities. Members of the volunteer corps also work to strengthen the capacities of local organisations by assisting them in the development and implementation of projects and programmes. This initiative complements existing programmes for Peace Building and national volunteers’ programmes in ECOWAS Member States. It helps to address the structural causes of vulnerability, instability or outbreaks of violence in the region.

  • Volunteers will contribute to national and regional development and help to consolidate peace, recovery, national reconciliation and rehabilitation of communities where they are deployed.
  • It is expected that members of this corps of volunteers will help to build the capacities of local assistants in the development and implementation of projects and programmes.
  • This initiative complements the construction of the existing peace and national volunteer corps in member countries of ECOWAS. It helps to address the structural causes of vulnerability, instability and eruption of violence in the region and promote the contribution of youth to regional development and integration while harnessing and promoting the development of their professional competencies.

Organisational Framework of the Centre

  • The Youth and Sports Development Centre (EYSDC) is one of the Directorates under the Social Affairs and Gender Department of the ECOWAS Commission. It is based in Ouagadougou (Burkina Faso) under the headquarters agreement signed between the Burkina Faso authorities and the ECOWAS Commission.
  • Decision N° A/DEC 13/01/2005 of 19th January 2005 had adopted the organizational structure comprising of four Divisions (Youth, Sports, Administration and Finance, and TIC).
  • However, since 2008, the Centre has undergone some structural modifications following the transfer of the ECOWAS Volunteers Programme (EVP) from the Political Affairs, Peace and Security Department of the Commission (CPAPS) to the EYSDC, under the Social Affairs and Gender Department.
  • The EVP is centralized in organisation, but decentralized in its application to allow for flexibility and adaptation to the current realities of each country. The strategic directions, including the formulation of the overall vision, goals and objectives of the Programme, is the responsibility of the Regional Coordination Council (RCC), whose role, among others, is to ensure that the EVP becomes a genuine voluntary arm of ECOWAS.
  • Being a cross-cutting programme, the ECOWAS Volunteers Regional Coordination Council (RCC) includes representatives of relevant departments of the ECOWAS Commission.
  • The RCC is chaired by the Commissioner for Social Affairs and Gender of the ECOWAS Commission.
  • She is assisted by the Director of the ECOWAS Youth and Sports Development Centre (EYSDC), as Alternate Chairman of the RCC.
  • The executive arm of the RCC is the Regional Office, provided by the EYSDC in Ouagadougou (Burkina Faso).
  • The programme’s regional coordination activities are coordinated by a Regional Coordinator under the supervision of the EYSDC Director.
  • Although the EVP is under the Youth Division of the EYSDC, it is directly supervised by the EYSDC Director for effectiveness.
  • At the National level, the National Coordination Council (NCC) serves as the national body through which national policy guidelines for the Programme are given.
  • This Council works towards the understanding and entrenchment of the Volunteer Programme in the national environment.
  • It also serves as advisor to the country office, which is responsible for the coordination of the Programme at national level.
  • The NCC is chaired by the Head of the ECOWAS National Office in the country. It is made up of Focal Points/Representatives of the various ministries, Civil Society Organisations, United Nations Agencies and local youth associations involved in the implementation of the Programme at the National level.

Duties and Responsibilities
Under the supervision of the Country Coordinator of the ECOWAS Volunteers Programme in Sierra Leone, the Programme Admin and Finance Assistant will provide administrative and finance, secretarial, and logistic support to the EVP in Sierra Leone.

S/He will:

  • Provide administrative assistance to the Country Coordinator;
  • Develop and maintain a reliable filling system;
  • Receive, screen and distribute incoming mails pertaining to programme areas, maintain an overview of the current situation, including a follow-up of the system to ensure timely action, preparing reminders on urgent action to be taken;
  • Monitor and ensure correct application of EVP administrative and financial procedures as relates to ECOWAS Volunteers serving in Sierra Leone;
  • Provide support to the management and execution of projects and activities, including preparation of terms of reference, management of budgets and drafting of financial reports; monitoring and reporting on results-based budget performance;
  • Prepare routine non-technical correspondence in English from brief verbal or written instructions, type documents;
  • Register and monitor ECOWAS Volunteers contracts (end dates, renewals, extensions, redeployments, resignations, terminations, etc) in liaison with the Regional Office;
  • Forward signed volunteer contracts to the Regional Office;
  • Provide logistical support, including, but not limited to: organizing for travels, workshops, meetings and trainings, taking records and minutes of all meetings and filing them;
  • Follow up on and facilitate monthly VLA and other payments due to ECOWAS Volunteers (EVs) and keep track of programme expenses;
  • Coordinate and where necessary, arrange official travel for professional staff, ECOWAS Volunteers and partners including the preparation of itineraries, hotel accommodation, responsible for all follow-up actions required;
  • Research and prepare relevant background information and participate in all areas of meeting functions: take notes, draft minutes, type the reports and follow up on the production of the meetings final report;
  • Assist the Country Coordinator in organising orientation/induction sessions for new, in-coming or out-going volunteers;
  • Undertake other administrative and secretarial duties/activities related to the programme areas as required;
  • Scan, photocopy, and mail documents on request;
  • In the absence of the Country Coordinator, ensure uninterrupted and smooth functioning of the Country Office, in coordination with the Regional Office.
  • Travel as part of the mission and
  • Perform any other duties that may be requested.

Required Skills and Experiences
Education:

  • Post Secondary School Diploma or equivalent certificate in the Social Sciences, Business Administration, Management, Public Administration, Finance, Accounting, Project Management, Economics or any other related fields. Candidates with a Bachelor’s degree in the relevant fields will be given priority.

Experience:

  • 3 years experience in administrative, finance or related field of work;
  • Proficiency in Microsoft Word, Excel, PowerPoint and other accountancy software;
  • Good report writing and analytical skills;
  • Good interpersonal skills;
  • Familiarity with ECOWAS and UNV-UNDP rules, regulations and procedures and/or previous work experience with a regional or international organization will be considered an advantage;
  • Experience in accounting (from budgeting and costing to expenditure control, cash management, financial recording and report preparation) will be an asset;
  • Work experience with/in an international volunteer programme or organisation will be considered an added asset;
  • Previous work experience as an ECOWAS Volunteer will be considered an advantage.

Language requirements:

  • Excellent writing and oral English language skills. Knowledge of a second official language of ECOWAS (French and/or Portuguese) will be considered an asset/advantage.




Conditions of Service

  • An initial 12 months contract will be offered with a total basic monthly living allowance of 683.13 USD or equivalent in local currency.

  • The ECOWAS Volunteer Critical Care Nurse will work in the Internal Medicines Department/Unit of the Ministry of Health and Sanitation of Sierra Leone.
  • He/She will be responsible for specialized care to patients who are critically ill or suffer from life-threatening injuries that require advanced care in ICUs, emergency rooms, neonatal ICUs, pediatric ICUs, cardiac care units, cardiac catheter labs, telemetry units, progressive units, and recovery rooms.
  • The Critical Care nurse shall work under the direct supervision of the Ward Matron, and shall undertake the following duties and responsibilities:
  • Administer care to seriously ill or injured patients;
  • Treat patients who have suffered strokes, heart attacks or grave wounds, such as gunshot wounds, stab wounds or head injuries monitoring of the patient’s condition; Assess patient’s condition, perform diagnostic tests, begin treatments and assist the doctor with any required medical procedures;
  • Ensure proper care for patients and the successful operations of emergency or intensive care departments.
  • Educate Patients on care
  • Ensure Compliance with Healthcare Regulations
  • Provide technical advice on internal medicine.
  • The job is mostly a hospital-based role with minor office work.
  • There is also a frequent requirement to make an early start or late finish as well as work on weekends.
  • The incumbent may also be required to attend workshops, seminars, meetings, conferences, etc and perform any other duty assigned by the Ward Matron.

Required Qualifications and Experience

  • Candidates must possess a Bachelor’s Degree in Nursing (B.Sc Nursing), Critical Care Nursing, with at least 8 Years relevant working experience

Duties and Responsibilities

  • The  ECOWAS  Volunteer  Nephrology or Dialysis  Specialist Nurse will work  in  the  Internal  Medicines Department/Unit of the Ministry of Health and Sanitation of Sierra Leone.
  • He/She  will  be  responsible  for  developing,  leading  and  delivering  a  high  quality  nursing  service  for patients with Chronic  Kidney Disease  (CKD)  under  SaTH  Nephrology  service.  The  post  holder  will  be based in Dialysis care Unit but will be expected to develop links with primary and secondary care teams to ensure collaborative working to deliver optimum management of the patients with CKD and delay of its progression.

The  Nephrology or Dialysis  Specialist  Nurse  shall  work  under  the  direct  supervision of the Ward Matron, and shall undertake the following duties and responsibilities:

  • Develop  and  provide a coordinated  specialist  service  to  patients  with  CKD  and  their  careers and to have direct clinical involvement in their renal care pathway;
  • Monitor  and  review the effectiveness  of  interventions  with  the  patient  and  colleagues  and modify this to meet the changing needs and established goals of care;
  • Work in collaboration with consultant nephrologists as well as primary care teams to establish, implement and maintain evidence-based care pathways for patients with progressive CKD;
  • Demonstrate a high level of communication skills to impart highly sensitive information with empathy and reassurance to patients and relatives.
  • Coordinate  and participate in the Continuous Professional Development (CPD)  programs for staff at the hospital

The job is mostly a hospital-based role with minor office work. There is also a frequent requirement to make an early start or late finish as well as work on weekends. The job holder may be required to:

  • At the National level, the National Coordination Council (NCC) serves as the national body through which national policy guidelines for the Programme are given.
  • This Council works towards the understanding and entrenchment of the Volunteer Programme in the national environment. It also serves as advisor to the country office, which is responsible for the coordination of the Programme at national level.
  • The NCC is chaired by the Head of the ECOWAS National Office in the country.
  • It is made up of Focal Points/Representatives of the various ministries, Civil Society Organisations, United Nations Agencies and local youth associations involved in the implementation of the Programme at theNational level.

Duties & Responsibilities

  • The ECOWAS Volunteer Anaesthetic Nurse will work in the Internal Medicines Department/Unit of the Ministry of Health and Sanitation of Sierra Leone.
  • He/She will assist the anaesthetist in the administration of anesthetics during surgery.
  • The anaesthetic nurse shall work under the direct supervision of the anaesthetist and the Ward matron, and shall undertake the following duties and responsibilities:
    • preparation of equipment; monitoring of the patient’s condition;
    • Administering of anaesthesia during medical procedures and monitoring patients during recovery;
    • Determining the amount and type of anaesthesia needed – general, local or regional;
    • Determining the method for administering anaesthesia, including injections, inhalants, and oral medication;
    • Conducting patient assessments;
    • Educating patients about their surgery and recovery;
    • Overseeing the patient’s safety as they recover from anaesthesia;
    • Working with other medical staff to develop pain management plans.
  • The job is mostly a hospital-based role with minor office work. There is also a frequent requirement to make an early start or late finish as well as work on weekends.
  • The incumbent may also be required to attend workshops, seminars, meetings, conferences, etc and perform any other duty assigned by the Anaesthetist.

Required Qualifications and Experience

  • Candidates must possess a Bachelor’s Degree in Nursing (B.Sc Nursing) Anaesthesiology with at least 4 Years relevant working experience
  • Must be a Licensed Nurse (SECHN) or a registered Nurse (SRN).

  • An initial contract for 12 months will be offered to the successful candidate with a Monthly Living Allowance of 683.13 USD or its equivalent in local currency.
  • At the beginning of the assignment, and only where applicable, a settling-in grant will be paid, and a resettlement grant will be provided at the end of the assignment.
  • A life and health insurance cover for the incumbent of the position will be provided.

Preamble

  • The ECOWAS Youth and Sports Development Centre (EYSDC), was created by the Decision A/DEC.13/01/05 of 19th January 2005 at Accra, Ghana as a specialized Agency of the Economic Community of West African States (ECOWAS).
  • At the 32nd session of the ECOWAS Summit held in June 2007, the Heads of States and Government adopted a new approach to regional integration by approving a new global vision called the ECOWAS Vision 2020. The principal objective of this vision is to move the Community from an «ECOWAS of States» to an «ECOWAS of Peoples» by the year 2020.
  • Consequently, the EYSDC implements her policies, activities and strategic action plans, as well as the ECOWAS vision in the areas of youth and sports, including the ECOWAS Volunteers Programme. The EYSDC’s objective is to initiate, develop, coordinate and implement youth and sports programmes within the Community. To this end, it works to:
    • Mobilise the different segments of the population to ensure their integration and effective participation in the social development of the region, as well as the promotion of youth organisations and professional associations to ensure maximum participation in the activities of the Community;
    • Provide a permanent institutional framework within ECOWAS through which issues related to Youth and Sports activities in the sub-region can be developed and promoted.

Organizational Framework of the Centre

  • The Youth and Sports Development Centre (EYSDC) is one of the Directorates under the Social Affairs and Gender Department of the ECOWAS Commission. It is based in Ouagadougou (Burkina Faso) under the headquarters agreement signed between the Burkina Faso authorities and the ECOWAS Commission.
  • Decision N° A/DEC 13/01/2005 of 19th January 2005 had adopted the organizational structure comprising of four Divisions (Youth, Sports, Administration and Finance, and TIC). However, since 2008, the Centre has undergone some structural modifications following the transfer of the ECOWAS Volunteers Programme (EVP) from the Political Affairs, Peace and Security Department of the Commission (CPAPS) to the EYSDC, under the Social Affairs and Gender Department.
  • The EVP is centralized in organisation, but decentralized in its application to allow for flexibility and adaptation to the current realities of each country. Duties and Responsibilities

  • The Country Coordinator is at the heart of implementation of the ECOWAS Volunteer Programme at the National level. S/He will work closely with the Head of ECOWAS Country Office (Chairman of the NCC) in the country of deployment and will report to the ECOWAS Volunteer Programme Officer (Coordination) at the ECOWAS Youth and Sports Development Centre in Ouagadougou, Burkina Faso.
  • Under the overall guidance and supervision of the ECOWAS Volunteer Programme’s Programme Officer at the EYSDC, Ouagadougou and in collaboration with the Head of ECOWAS Country Office (Chairman of the NCC) in Sierra Leone, s/he will perform the following duties:

Programme Development and Management:

  • Be knowledgeable about the country’s information evolvement, which is necessary for ECOWAS to make relevant contributions, based on current, relevant and systematic national and sectoral socio-economic information that is available at the local level, and working in partnership with government counterparts, the UNV, other United Nations Agencies, the private sector, NGOs and OSC ;
  • Get acquainted with peace-related activities of government, the United Nations system and other partners in the country of deployment, which offer opportunities for ECOWAS Volunteer services.
  • Develop connections, initiate and maintain networks with the government, NGOs, OSC, United Nations Agencies, the private sector and other partners ;
  • Undertake field monitoring visits, ensure technical guidance of ECOWAS Volunteers placed under different agencies ;
  • Analyse the performance of ECOWAS Volunteers and be able to solve problems that could hinder progress ;
  • Prepare analytic reports on field visits and make recommendations for appropriate actions.
  • In collaboration with the Regional Coordinator, prepare annual reports and organise evaluation meetings.

Management of Operational Issues:

  • Manage the day to day activities of the Programme’s Country Office;
  • Carefully review all correspondences received and prepare appropriate responses ;
  • Supervise and evaluate the junior staff of the Programme’s Country Office
  • Assist the NCC to review applications for ECOWAS volunteers positions and participate in the recruitment processes of successful applicants. Compile reports on relevant interview and recruitment recommendations and submit them to the Regional Office of the Programme for finalization.
  • Provide support and personal guidance to ECOWAS volunteers through sharing of concerns and advice and build a network of mutual support for the Volunteers in the country.
  • Receive and provide information, guidance, supervision and administrative support to all newly recruited ECOWAS Volunteers;
  • Monitor performances of volunteers in service through routine field visits to their duty station, discussions with their supervisors and counterparts and follow up on their periodic reports.
  • Prepare analytical biannual reports on the Programme for the ECOWAS Country Office and copy the Programme’s Regional Office.
  • Ensure adequate preparation for the deployment of each volunteer, particularly by providing administrative support, budgets, training facilities, equipment, office space, etc., before sending the Volunteers out to the field.
  • Keep comprehensive and updated records on the contractual status of the incumbent Volunteers and initiate timely action on decisions for replacements.
  • As the Administrative and Finance Manager of the Country Office, manage finances and report regularly to the Regional Office in accordance with the rules and procedures governing the financial management of the Programme.

Promotion of the Volunteer Programme:

  • The Country Coordinator of ECOWAS Volunteers will study ways to connect with local expressions of volunteerism and volunteer organisation/ civil society organizations. S/He shall ensure the advocacy and promotion of volunteerism in the country of assignment. Specific efforts will be geared towards:
  • Advocating for the promotion of volunteerism in institutions hosting ECOWAS volunteers.
  • Contribute to the promotion of voluntary actions, particularly in the areas of social cohesion, conflict resolution, peace consolidation and poverty reduction.
  • Support and encourage local and national organizations in promoting volunteerism for sustainable human development
  • Promote and work with local practices of volunteerism and with people working together for the development of social capital, social integration, cohesion and solidarity.
  • Take action on ECOWAS recommendations in the area of peace building.

S/He will in particular:

  • Promote other volunteering initiatives
  • Contribute to the activities commemorating the annual ECOWAS Volunteers day (26 March), ECOWAS day (28 May) and the International Volunteers Day (5 December)
  • Work closely with the media to give wide publicity and create good awareness of the Programme in particular and ECOWAS in general.
  • Encourage serving Volunteers to embrace the ideals of volunteerism and to be the best defenders of voluntary service through training exercises and the provision of promotional materials.
  • Ensure the integration of volunteerism for peace in the country’s main development instruments, especially in the national human development reports (NHDR) and others.

Safety and Security Support:

  • Maintain constant dialogue with host agencies and ensure a continuous flow of current information on security issues among ECOWAS Volunteers ;
  • During field visits, evaluate the security situation at the duty station and make recommendations to the ECOWAS Country Office and the regional office, if necessary ;
  • Keep the regional office regularly informed of the security situation of the Volunteers.

Public relations, Partnerships and Networking:

  • Prepare, coordinate and disseminate informational material related to ECOWAS Volunteer Programme and the specific activities of the Volunteers to local and international media, the United Nations Volunteers Programme information service and the ECOWAS information services
  • Establish, build and maintain working relationships with all the organizations that use the services of the ECOWAS volunteers, particularly government institutions, NGOs and CBOs
  • Continually share information on the work of the Volunteers with partners to stimulate an interest in the ECOWAS Volunteers Programme.

Required Qualifications and Experiences
Education:

  • A Bachelor’s Degree or its equivalent in the Arts, Social Sciences, Law, International Relations, Development Studies or any other appropriate discipline. Possession of a post-graduate degree is an advantage.




Experience:

  • A minimum of 5 years’ experience in the field of development or capacity-building, organizational development, and/or management of volunteers ;
  • Proven knowledge of the socio-economic situation, cultural dimensions and political structure of ECOWAS countries ;
  • Knowledge of ECOWAS and the EVP system is an asset ;
  • Professional experience in a conflict/post conflict context is an asset;
  • Prior engagement as an ECOWAS Volunteer would be considered an advantage;
  • Prior service in an international institution or volunteering in a position of responsibility will be an additional asset.
  • Ability to coordinate multiple activities and to work under pressure.

Language Requirements:

  • Excellent knowledge of English is a must
  • A good working knowledge of one of the two official languages of ECOWAS (French and Portuguese) will be an asset
  • Knowledge of the other above-mentioned languages will be an advantage

  • Under the overall supervision of the Country Coordinator and the direct supervision of the Programme Administrative Assistant, the incumbent will work as a Driver/Messenger to transport personnel of the Programme and other functional partners. S/He will:
  • Ensure the delivery and retrieval of mails, documents, folders, or specific goods.
  • Transport staff or visitors to town, or to other parts of the country or abroad.
  • Ensure daily maintenance of the vehicle (washing, cleaning and checking of the levels of: fuel, oil, water and tyre pressure, and top them up to appropriate levels).
  • Report any malfunctioning of the equipment and make repairs in authorized garages.
  • Maintain the logbook of the vehicle and keep accurate records of all expenses incurred.
  • Follow specific instructions, procedures and standards for efficient use of the vehicle to avoid damage to the vehicle, and to ensure the comfort and safety of the passengers.
  • Comply with the driving laws and regulation in force in the country as well as the procedures governing the use of ECOWAS and UNDP vehicles.
  • Ensure the update of all administrative documents of the vehicle.
  • Ensure the renewal of the vehicle insurance at least one (01) month before the expiration date
  • Carry out any other relevant task assigned by the Office.

Qualifications
Education:

  • A minimum of class 3 of Secondary School Education
  • A minimum of class B driver’s license

Experience:

  • Minimum of 3 years working experience, good driving history. Very good knowledge of the highway code
  • Knowledge in auto mechanics will be an asset
  • Experience working with a regional or international organization would be considered an advantage.

Exigencies Linguistics:

  • A mastery of oral and written English language is a must.
  • Working knowledge of French is an asset.

Conditions of Service

  • An initial 12-month contract will be offered with a total basic monthly living allowance of US$ 497.5 or its equivalent in local currency.
  • A life and health insurance cover for the incumbent of the position will be provided.

GLOBAL CORPORATE SOLUTIONS

Reporting to the Managing Director and World Bank Group Chief Administrative Officer, Global Corporate Solutions (GCS) brings together the functions of Corporate Security, Corporate Real Estate, and Corporate Services.  

ABOUT THE UNIT

The Corporate Services (GCSCS) unit within GCS provides services to the World Bank Group in the areas of Travel and Visa services; Translation and Interpretation; Creative Services (which includes Printing Services; Graphic Design, and Editorial Production & Publications); Food and Conference Services, and Audio Visual Services; Mail & Shipping; Staff Services (which includes: Fitness Center, Child Care, and Commuter Services);  and the Art Program. The unit also provides administrative support/oversight to the WBG Family Networkand the 1818 Society, and is responsible for setting the policy framework and service standards, and for delivering services through a combination of staff and vendors at WBG headquarters (HQ) in Washington, DC and in Country Offices.  GCSCS has about 130 staff and about 1,000 contractors. 




Having gone through an internal reorganization, GCS is now implementing a large-scale change program, focused on taking service delivery to the next level, becoming more agile and responsive, and providing value for money, including continual benchmarking of services against external comparators and simplifying and integrating products and services to better serve staff and clients.

To achieve its purpose, GCSCS has restructured the overall work program into two main divisions with an objective of providing seamless services to staff and clients: (I) Travel and Client/Staff Services, and (II) Integrated Business Services. GCSCS also has the GCS Service Desk and Business Unit support team in Chennai.

The Travel and Visa Services Unit is part of the Travel and Client/Staff Services team and is responsible for all pre-trip activities to include the management and oversight of the pre-trip approval process, travel services provided by Travel Management Companies (TMCs), global airline contracts, global preferred hotels, visa processing at HQ, UNLP processing for all WBG staff, unscheduled air charter services, and travel technologies. The WBG spent $450M annually on travel, with approximately 137,000 trips, pre-COVID.




GCS is now recruiting an Assistant Project Officer to join the Travel and Visa Services Unit.

This position will be responsible for managing the TMC contract and the visa services contract for travelers based in the United States. The United States is serviced by one TMC, with a large team of virtual agents providing 24/7 support. Visa services are provided to the United States travelers by a third party supplier that also provides support for the UNLP application process. 

Positions within the Travel and Visa Services Unit are dynamic and therefore rotation of responsibilities could occur over time. With this in mind, candidates with a broad base of travel management skills will be given stronger consideration. 

The position focuses on three main priorities: (1) managing the TMC contract for the United States, including conducting quarterly reviews to ensure contract compliance, while identifying areas for service improvements/enhancements; (2) managing the visa services contract, including oversight for the processing of the UNLPs and conducting quarterly reviews to ensure contract compliance, while identifying areas for service improvements/enhancements; (3) actively supporting other initiatives within the Travel and Visa Services Unit that impact the TMC and visa services suppliers in the United States.   




Responsibilities

•Manage the TMC contract for the United States.

•Monitor contractor performance against defined statement of work.

•Interpret travel policy for travelers, managers, and TMCs.

•Monitor customer feedback/inquiries ensuring responses are timely and appropriate.

•Contribute to strategy, analysis, and policy formation.

•Manage the Visa contract for the United States.

•Monitor contractor performance against defined statement of work.

•Interpret travel-related visa policy for travelers, managers, and TMCs.

•Monitor customer feedback/inquiries ensuring responses are timely and appropriate.

•Ensure UNLP processes are in compliance with United Nations guidelines, including the collection of the UNLPs from WBG staff who leave the organization.

•Actively support the initiatives underway within the Travel and Visa Services Unit.

•Support preferred global hotel program.

•Support preferred global air program, ensuring that TMC is applying discounts correctly and according to policy.

•Support technology initiatives, ensuring that vendors are actively supporting solutions for WBG staff.

•Support data aggregation initiatives, ensuring that vendors are providing data per WBG requirements.




Selection Criteria

•Master’s degree, with 2 years of experience or equivalent combination of education and experience. The equivalent combination of education could be a Bachelors degree with at least 5 years of relevant experience in the corporate travel industry.

•Extensive knowledge of  global travel service delivery and the associated operational processes within TMC space (i.e., ACD phone systems, GDS, mobile apps., MIS, financials).

•Strong inter-personal skills, ability to interact effectively with clients and colleagues from various cultural backgrounds.

•Strong customer orientation and ability to deal with sensitive issues with tact, discretion, and diplomacy.

•Strong problem-solving and critical thinking skills.

UNCDF in Sierra Leone

In partnership and with financing from USAID, UNCDF started DFS activities in Sierra Leone in 2014.

Sierra Leone made significant gains in the area of digital financial services (DFS) in 2018. The number of registered DFS customers increased by more than one million, from 4,214,866 in 2017 to 5,438,888 in 2018. Additional growth in DFS adoption and usage is expected in 2019 as providers consider and implement changes in strategy.

Despite this growth, primarily driven by customers in major towns and cities, there is still a need to improve access to and usage of DFS among new and existing customers, including previously excluded segments of the population such as rural inhabitants, women and youth. For instance, only 8% of women and 15% of men have a bank account in Sierra Leone, according to a survey of smallholders conducted by the UN Capital Development Fund (UNCDF) in partnership with the Ministry of Agriculture and Forestry and funded by the European Union through the Boosting Agriculture and Food Security project.

Under the strategy of ‘Leaving no one behind in the digital era,’ UNCDF will continue to work with various players and support multiple key industry initiatives such as improved data analytics, better agent network management and more innovation. UNCDF is focusing on building inclusive digital economies by empowering youth, women, migrants and micro-, small- and medium-sized enterprises—customer segments that are often marginalized and denied digital innovations.

UNCDF is very encouraged by the results thus far achieved and remain committed to providing support to Sierra Leonean partners in order to enhance the understanding, willingness and ability of stakeholders to develop, improve and expand DFS in the country.

UNCDF requires the services of a Digital Financial Services Consultant to provide technical advice  to UNCDF’s country strategy and programme interventions as well providing capacity building expertise  to UNCDF’s partners.

 

 

Under the supervision of the the Sierra Leone Technical Specialist, the Inclusive Digital Financial Services Consultant will be responsible for the following activities and deliverables.

Area of intervention 1. Inform UNCDF’s programme interventions that enable financial inclusion interventions in Sierra Leone.

  1. Conduct/ support market research to inform financial inclusion interventions for the Sierra Leone programme, including understanding the supply and demand side for digital innovations for key segments (Small holder farmers, refugees, women and youth including evaluation and drafting of the National financial Inclusion strategy with the Central Bank.
  2. Based on the market research above, write publications (blogs, white papers, reports) on financial inclusion and DFS solutions in Sierra Leone and the findings of the research.
  3. Providing technical inputs and advisory services to UNCDF’s local Working Groups: (1) financial client-centric products, (2)  financial literacy (3) education s and  smallholder farmers groups.
  4. Conducting a technical analysis of the UNCDF’s Annual Provider Surveys (APS).
  5. Conducting  the ecosystem mapping exercise with  the Directorate of Science, Technology and Innovation (DSTI ).

Area of intervention 2. Provide technical expertise to UNCDF interventions related to digital solutions and digital innovations in Sierra Leone.

  1. Designing at least 2 innovation challenges or Requests for Applications (RFAs) to select companies and start-ups & FinTech’s to provide innovative solutions that  unlock current market constraints.
  2. Perform project spot checks : for at least four of the partners selected in the challenges, design project documents, project appraisal documents, project workbooks (including results measurement frameworks, targets, work plans, risk management tools, budget tracking tools).
  3. Design and  development go-to-market plans, strategies and implementation plans for UNCDF partner institutions.
  4. Designing training materials and facilitate at least 4 think-tank sessions / workshops with partners on lessons learnt from ongoing and previous projects and research studies.

Area of intervention 3. Facilitate the exchange of insights, experiences and technical expertise through hosted workshops, peer-to-peer exchanges, conferences and meetings within the country.

Institutional Arrangement

  • The Consultant will be based in Free Town, Sierra Leone, and will work under the supervision of the Digital Country Lead in Sierra Leone.
  • Reporting will be done through weekly meetings with the Digital Country Lead.
  • All deliverables will be approved by the Digital Country Lead.

Duration of the Work

  • Maximum number of working days required for the assignment is up to 400 days spread over two years.

Location of the Work

The Consultant will be based in Free Town, Sierra Leone, with potential travels inside the country, or as may be requested by UNCDF.

Travel:

The consultant might quote 2 travel cost to her/his duty station. The unit price for tickets should be provided on most direct economic class (business and first-class airfare are not permitted as per UNDP rules and regulations);

Please note that consultants already residing at the duty station will not be compensated for living expenses.

Facilities provided by UNCDF:

UNCDF will provide an office space. The consultant will be responsible for providing his/her own laptop during his/her engagement with UNCDF.

Progress controls:

The consultant will work under the direct supervision of the UNCDF Sierra Leone Country Lead, who is based in Free Town, Sierra Leone. c

Payments:

Payments will be made on periodical basis upon satisfactorily achieved deliverables under each assignment and submission of time sheet in accordance with number of days worked. All payments are subject to the clearance and approval of the direct supervisor. Final payment shall require a signed performance evaluation of the consultant.

The following supporting documents will serve as conditions for disbursement: (i) submission of an invoice and Certificate of Payment (COP); (ii) review, approval and written acceptance of each deliverable by the UNCDF Digital Country Lead and/or his designate; (iii) submission of a time-sheet and expenses with relevant supporting documentation; and (iv) an authorization of payment disbursement from a direct supervisor.

  • 3 years of professional experience in digital payments, financial services, financial inclusion, ICT4D, economic development or digital government is required
  • Experience in managing innovation processes, bootcamps and acceleration programs is preferable
  • Experience working in Africa and fragile economies is preferred, but not mandatory.
  • Experience working with the UN system or an international organization is preferred.

Language requirements:

  • Proficiency in written and spoken English is mandatory.

Step I: Screening:

  • Master Degree in economics, international development, or related field

UNCDF Local Finance Development Unit in Western and Central Africa is dedicated to partner with Freetown City Council (FCC – the municipal government of the city of Freetown, the capital of Sierra Leone, established in 1893) to unable its access to market financing for its development plan “Transform Freetown”, thereby contributing to transforming the City of Freetown for the benefit of Freetown’s residents. UNCDF and FCC will partner through the Blue Peace Financing initiative set up within the framework of UNCDF partnership with the Swiss Agency for Development and Cooperation and Geneva Water Hub.

The Blue Peace Movement is a global movement led by the Government of Switzerland that aims to develop a culture of peace and preserve freshwater resources, while achieving equitable and sustainable use of water across boundaries, sectors and generations. Blue Peace Movement promotes solutions from international organizations, governmental agencies, the private sector, NGOs, research institutes, artists and young people. Using a variety of diplomatic, political, technical and financial tools, the Blue Peace Movement advocates for creative and innovative thinking on how to use, manage and invest in water resources.

 

OBJECTIVES – SCOPE OF WORK and IMPACT OF RESULTS

Under the supervision of the Regional Technical Advisor for Local Development Finance Practice, the Communications Specialist will work on the following areas of intervention:

Item 1: Conceptualize and execute local community engagement strategies around the Blue Peace Freetown initiative:

  • Meet and follow up with community leaders and influencers to ensure active participation in planning and implementing Blue Peace UNCDF-FCC interventions;
  • Identify community-based resources that UNCDF could access to provide education about interventions;
  • Build strategic and accountable partnerships with civil society, community-based organizations and local groups which support buy-in from community stakeholders.
  • Identifies opportunities for greater coordinated community liaison and engagement;
  • Best practice examples on steps to strengthen civilian liaison and engagement and cross-component coordination of community liaison and engagement; and
  • Recommended strategic guidance to enhance cross-component coordination of community liaison and engagement.

Item 2: Lead the development and implementation of creative communication strategy to communicate on the Blue Peace Freetown initiative:

  • Develop and implement communications plans which includes a timeline of key communications material;
  • Develop and maintain close working relations with UNCDF and Freetown City Council (FCC) team;
  • Identify subjects/stories of interest pertaining to UNCDF and FCC’s efforts to develop communications products such as feature stories, press releases and social media posts;
  • Focus on the UNCDF and FCC key audiences, which include communities, public authorities, donors etc.;
  • Set targets, alongside a strong monitoring and evaluation protocol.

Item 3: Design relevant media, communication and engagement materials to support communication on Blue Peace Freetown initiative:

  • Conceptualize a set of new engaging documents to inform stakeholders and the general public about UNCDF and FCC co-response and collaboration, co-develop, as relevant, high quality media tools, including audio-visual, photographic and printed materials, television and radio programmes, multimedia presentations, social media, videos and press releases, bulletins etc., to promote Blue Peace Freetown’s visibility, achievements and success stories;
  • Conceptualize, draft and coordinate the development of innovative visual assets such as infographics, animations and video clips with colleagues, vendors and partners;
  • Organize interviews and filming opportunities to support high visibility of Blue Peace UNCDF-FCC project achievements through television, radio and newspapers, etc.
  • Re-package, write, edit, re-write, and commission of information/stories including those submitted by UNCDF and FCC for dissemination via UNCDF-FCC major non-UNCDF/FCC channels to global audiences;
  • Prepare communication materials to be used for Resource Mobilization in convincing and encouraging donors;
  • Organize learning events, press interactions and meetings to increase the visibility of UNCDF and FCC and knowledge about their co-response and collaboration;
  • Ensure highest standards of accuracy and editorial content in all external outputs;
  • Maintain an up to date database of partners, journalists and media organizations, respond to media enquiries (requests for interviews, statements) on deadline, and build dialogue with individual journalists, editors and news-desks;
  • Perform any other communication specific related duties, as required by the functional supervisor.

EXPECTED OUTPUTS

  • Communication targets have a good understanding and visibility on actions and benefits of the Blue Peace Freetown initiative;
  • Support provided to the UNCDF-FCC team on communication related matters such as press releases, news stories and blogs;
  • Provide leadership and strategic vision to activities promoting community engagement in municipal governance.
  • Strengthen capacity of local officials to engage with citizens, include them in participatory planning processes, and incorporate their priorities into planning documents.
  • Facilitate citizen participation in collaborative decision making, management, and monitoring related to municipal service delivery.
  • Promote productive interactions between communities, civil society, and municipality that facilitate upward flow of information on community needs and priorities.
  • Contribute to work plans, donor reports, success stories, and other deliverables.
  • The successful implementation of various communication activities;
  • The successful organization of key events around the Blue Peace Freetown initiative;
  • The enhancement of the visibility and positioning of UNCDF WCA as the leading agency on local development finance matters.

Travel across the sub-region and other relevant locations may be required and will be compensated on reimbursable basis and following the UNDP/UNCDF rules and regulations which states that consultants shall only be paid the most direct and most economical ticket, as will be quoted by the official UN travel agency. Any amount in excess of the said quotation, such as class and airline preference of the consultant, shall be borne by the consultant and the daily living allowance will be paid in amounts not exceeding the UN established Rate.

Please note that UNCDF cannot guarantee residence permits or visas for consultants. Consultants are responsible for securing their work documentation. In the case of national consultants, applicants that are not nationals of the duty station requested will have to prove their residence status.

Please note that consultants residing in the duty station will not be compensated for living expenses.

PROVISION AND MONITORING OF PROGRESS CONTROLS

  • The Communications Specialist will work under the direct supervision of the Regional Technical Advisor for Local Development Finance Practice based in Dakar;
  • Payments will be made based on the percentage of contract price, in line with the payment schedule below, and upon confirmation of UNCDF’s Regional Technical Advisor that the individual has delivered on the contract obligations in a satisfactory manner based on the completed deliverables stated under the Section 2 above;
  • Final payment shall require a signed performance evaluation of the consultant.

The payment schedule will be based on the following deliverables:

  • Advocacy and power analysis papers
  • Multimedia contents;
  • And other reports that may be required

The following supporting documents will serve as conditions for disbursement:

  1. Submission of an invoice and Certificate of Payment (COP);
  2. Review, approval and written acceptance of each deliverable by the UNCDF Regional Technical Advisor and/or his designate;
  3. Submission of all deliverables / workplan / progress report with relevant supporting documentation; and;
  4. An authorization of payment disbursement from a direct supervisor.

To achieve that vision, in 2013 the WBG Board of Governors approved a strategy for the organization that leverages the combined strength of WBG institutions and partnerships with the public and private sectors to deliver customized development solutions. THE EDUCATION GLOBAL PRACTICE

Education is central to achieving the WBG’s twin goals of (1) ending extreme poverty by 2030; and (2) promoting shared prosperity for the bottom 40 percent of the population in every developing country. It is a reliable route out of poverty because it has large and consistent returns to income for individuals and because it can drive economic growth. It is also a prime vehicle for promoting shared prosperity. The main challenge in the education sector is to achieve “learning for all, learning for life”—that is, to ensure that all children and young people acquire the knowledge and skills they need for their lives and livelihoods. The developing world has achieved great advances in education in the past two decades, most notably in enrolling and keeping children in school and in approaching gender equality. Yet these successes in expanding access to education have highlighted the major remaining challenges: how to remove the educational barriers faced by the poorest people and those living in fragile and conflict affected countries, and how to improve the quality of education so that schooling leads to real learning. The WBG and the broader education development community are increasingly shifting focus to learning outcomes. Because traditional input-driven programs often fail to promote learning, the WBG’s education strategy highlights the need for a more comprehensive systems approach to education reform, investments, and service delivery. This approach is about increasing accountability and targeting results, as a complement to providing inputs. And it also requires strengthening the knowledge base on education, to highlight where systems are achieving results, where they are falling short, and what the most effective solutions are. These efforts are increasingly guided by the need to invest early; invest smartly; and invest for all. Through high-quality analytical work, collection and curation of evidence, and practical know-how in these three areas, the WBG is helping its partner countries accelerate their educational progress.

The Education Global Practice is led by a Global Director, who has overall responsibility for the practice, together with Regional Directors who oversee the human development program in the regions working with ten Practice Managers.




EDUCATION AND THE AFRICA REGION

The WBG serves 48 client countries under two regional Vice Presidencies: 22 countries in West and Central Africa and 26 countries in East and Southern Africa. Clients range from low-income countries, among them several fragile and conflict-affected states, to a small but growing number of middle-income countries (MICs) but with weak human development indicators. Average annual per capita income varies widely and inequalities persist in most African countries, with most of the Region’s population living in poverty. The Bank’s strategy in AFR is focused on two pillars – competitiveness and employment, and vulnerability and resilience –and prioritizes cross-cutting approaches founded in governance and public sector capacity.

In AFR, many countries have achieved considerable progress in access to basic education. But challenges persist, namely: improving the quality and relevance of education at all levels; expanding access to early childhood development (ECD) and post-basic education; developing emphasis on science, technology, and innovation; and improving skills development. Efforts are needed in each of these areas in order to produce a quality workforce to sustain, innovate, and expand on the current economic growth in the region.

The Education GP team in the region works with client countries – at the regional, sub-regional, national, and sub-national levels – to address their unique and shared challenges. We do this by addressing low quality at all levels of education, increasing the efficiency and accountability of education services, modernizing the higher end of the formal education continuum, integrating science and technology more effectively, and aligning skills formation with the needs of a fast-growing Region, including MICs. The GP aims to not only deliver high quality products but also to build capacity in client countries through collaborative interactions with country counterparts and other development partners. It seeks to bring cutting-edge knowledge to bear on the practical challenges facing client countries and at the same time places a high priority on knowledge generation, including through rigorous impact evaluations of education interventions.

The Education GP is comprised of four Practice Management Units for the Region. The HAWE3 unit covers 9 countries in West Africa, across three Country Management Units (CMUs), and includes Anglophone, Francophone, Spanish, and Lusophone countries. In that context, the unit is responsible for policy dialogue, analytical work, and operational investments in the education sector. The unit’s growing portfolio currently includes operations of about US$2.61 billion, sourced from IDA, IBRD, and Trust Funds, and technical assistance (TA) products in both low-income countries and MICs. The portfolio spans the full spectrum of the education sector from ECD to higher education as well as job-relevant skills development. The portfolio is increasingly using new lending instruments and approaches to support systemic reforms, including the program-for-results (PforRs) and the multi-phased programmatic approach (MPAs). The unit produces innovative and programmatic analytical and advisory services (ASA).

Many of our operations and analytical products are based on approaches that: (i) assist countries in developing and implementing strategies for ensuring quality teaching and learning at all levels of education (ECD, basic education, secondary education, and tertiary education), and in addressing the issues that face these countries’ disadvantaged and vulnerable groups; (ii) ensure that education systems respond to the needs of labor markets; (iii) continue to stress the focus on results; (iv) build capacity for monitoring and evaluation of reforms, and foster knowledge sharing; (v) promote innovative strategies, cross-sectoral linkages, and partnerships with the private sector and other development partners whenever relevant; (vi) develop and scale up successful strategies for regional collaboration to leverage economies of scale; and (vii) aim to strengthen governance, accountability, and transparency in the education sector.

In Sierra Leone, the Bank has a growing program. Ongoing education operations in Sierra Leone include the: (i) Free Education Project (US$50 million International Development Association [IDA] grant and multi-donor trust fund grant of US$16 million from DFID, EU and Irish Aid) was approved by the Board on June 29, 2020 and became effective on August 10, 2020. The project aims to enhance equitable access to education, improve learning outcomes and skills acquisition, and strengthen education system.; and (ii) Skills Development Project (US$20 million), which aims to be the platform to develop a demand-led skills development system by providing competitive grants to TVET institutions and private sectors. In addition, the World Bank is currently working with the Government on preparing two new operations: (a) Global Partnership for Education (GPE) COVID-19 Education Response Additional Financing (US$6.85 million), which will support the Government’s education emergency response to mitigate the impact of COVID-19 on learning; and (b) New Regional higher Education Project: Reforming Africa’s Institutes for Computer Science and Engineering and Digitization (RAISE) Project, which aims to strengthen the capacity and resilience of the higher education sector and provide the technical skills to better deploy digital technologies across sub-Saharan African countries.




The World Bank is also active in knowledge generation on key issues in the education sector in Sierra Leone. In this regard, planned analytical work for fiscal years 2021 and 2022 includes analysis of and recommendations for reform on education public expenditure, education quality, and school catchment area and rationalization plan. In addition, the Sierra Leone education team contributes relevant analysis and inputs to cross-sectoral reports and strategic documents.

The unit is seeking to an Education Economist/Specialist as an Extended Term Consultant (ETC), based in Freetown, Sierra Leone, to provide operational and analytical support to the Sierra Leone education portfolio and related activities, who (a) has strong analytical skills; (b) has some expertise in at least one education subsector; (c) has strong communication skills and an understanding of political economy of reforms, enabling them to contribute effectively to policy dialogue; and (d) is interested in the practical aspects of World Bank operations or (for internal candidates) has experience in World Bank-funded/supported operations.

The selected candidate will be based in Freetown, Sierra Leone, and report to the Education Practice Manager for HAWE3. The ETC will collaborate closely with the Sierra Leone education team, which has members based both in Freetown and Washington DC.

Duties and Accountabilities:

– Contribution to education sector analytical work: Participate in analytical work and provide high quality customized analytical and advisory services linked to country circumstances (including relevant lessons from international experience) on wide range of issues and policies related to education.Skillfully manipulate large datasets, such as school census and national learning assessment data, summarizing findings clearly and drawing out policy recommendations. – Support of operations: In consultation with the TTLs, handle operational matters on a day-to-day basis.In this context, she/he would participate in the full cycle of project preparation, implementation support, and evaluation. She/he will support mission preparation and contribute to mission objectives, including inputs to mission aides-memoire and implementation status reports (ISRs). She/he will support monitoring and evaluation of project development objectives and implementation progress, intermediate outcomes, and results-based financing/disbursement linked indicators.The main objective is to help ensure the effectiveness and timely implementation of projects, including close follow-up on project implementation progress and alleviation of bottlenecks.

– Support to human development (HD) and other country analytical work: Provide education sector input to regular Bank products and outputs, e.g. HD-wide analytical tasks, CMU tasks.Liaise with HD staff on integrated HD inputs and activities.

– Support to ad hoc requests and briefings:Respond to ad-hoc information requests on education from internal and external parties.Draft briefings for management on education sector in general and specific topics as required.

 

Selection Criteria

 

– A minimum of a Master’s Degree (preferably PhD) in economics, education (economics of education, education policy, etc.), public policy, or a related field;

– A minimum of 5 years of experience in the education sector;

– Strong analytical and technical skills, including an understanding of the core education data sets, indicators, tools for analysis of these data, and the use of evidence for education policy;

– Strong client orientation and proven ability to work with government agencies, and with partner organizations;

– Excellent interpersonal skills, with a proven ability to work in a team and intercultural environment with minimal supervision;

HI has been present in Sierra Leone since 1996. HI has currently four projects on inclusive education, mental health, protection and technical support.

The program currently consists of a country coordination office in Freetown and 2 project site offices in the provinces (i.e., Kenema and Kailahun). As Technical Unit Manager, you will be based in the country coordination office and will go regularly to the project sites to work with HI team and partners.

A new Program Operational Strategy development is underway. 1.0 Source of funds/ Background and Context

The Government of Sierra Leone through the Ministry of Finance has received financing from the World Bank toward the cost of the Freetown Emergency Recovery Project (FERP) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include the development of a Multi-Hazard National Integrated Emergency Management Plan (The Sierra Leone National Emergency Operation Plan) and the prioritized Regional Hubs. The Emergency Response Plan will outline actions to be taken by government officials, UN Agencies, International Organizations, NGOs, volunteer organizations and all other disaster management key stakeholders to establish preparedness capabilities for protecting residents from the impacts of disasters; respond effectively to the actual occurrence of any emergency involving extensive damage within the country; plan for recovery after occurrence of the disaster or an emergency.

(i) A national “Basic Plan” that serves as an overview of the government’s approach to emergency management.

(ii) Annexes that address specific activities critical to emergency preparedness and response.

(iii) Appendices which support each Annex and contain technical information, details, protocols and standard operations procedures, for use in emergency operations.

The Community Center Educator will work together with our team of educators to guide the children, youth and/or adults in holistic development in accordance with WMF Sierra Leone’s vision, mission and values.

Responsibilities
Under the supervision of the Field Director, the selected candidate will be responsible to:

  • Understand and support the vision and mission of Word Made Flesh Sierra Leone
  • Build supportive relationships with children, parents, and teachers
  • Learn and implement WMF Sierra Leone’s methodology of behavioral development, positive discipline and healthy attachment
  • Create and maintain clean and safe place for development at Community Center
  • Oversee small library and educational materials
  • Model a healthy life for students
  • Train and oversee volunteer tutors
  • Collaborate with team of educators to prepare, implement and evaluate curriculum
  • Create and monitor individual plans for children
  • Assess learners’ academic ability and progress quarterly
  • Assist children with homework
  • Facilitate quarterly parent meetings
  • Help cover fellow community members’ responsibilities when they are sick or on leave
  • Help plan and participate in annual summer camp
  • Optional: Educator may focus on adult literacy, English as a second language, or other specialized programs

Staff Development Plan
New Staff will spend approx. 20 hrs a week on:

  • Community prayer
  • Formation reading and discussion
  • Language acquisition
  • Intentional interaction and service among the vulnerable

Experience and Qualifications

  • Bachelor’s Degree or demonstrate prior experience in related field
  • Experience in teaching
  • Knowledge of childhood development
  • Understanding of education in the context of poverty
  • Motivated and responsible individual able to work independently and meet deadlines
  • Strong interpersonal skills; ability to collaborate and creatively problem solve with a team
  • Good self-awareness and self-care
  • Able to multi-task and resume routine with multiple interruptions
  • Commitment to building relationships with and investing in the WMF Sierra Leone staff community

Position Summary
The Social Media Manager/Fundraising Specialist will

  1. Share WMFSL stories on various social media platforms
  2. Seek out and apply for grants
  3. Help WMFSL community members build relationships with supporters

Position Summary and Responsibilities
Under the supervision of the Directors, the selected candidate will collaborate with the Advocacy Department and will be responsible to:

  • Commit to learning about WMF Sierra Leone culture and programs as to best facilitate communication regarding the organization
  • Create and send a e-newsletters
  • Be deeply familiar with different social media platforms and specific usage details of each
  • Regularly contribute to 2-3 social media networks
  • Facilitate child sponsorship program
  • Seek out and apply for grants
  • Train and assist community members in media publication and donor relations
  • Thank donors regularly

The Spiritual Director/Pastor will support the community in its spiritual development and self-care.

Responsibilities
Under the supervision of the Directors, the selected candidate will collaborate with the Community Care Department and will be responsible to:

  • Support staff in providing holistic care to vulnerable population
  • Organize daily prayer, worship and spiritual formation
  • Organize annual community retreat
  • Encourage contemplative practices
  • Ensure that community commitments and standards are being followed
  • Provide counseling to staff or help connect staff to appropriate counselors, as needed
  • Help cover fellow community members’ responsibilities when they are sick or on leave
  • Provide training on aspects of community care (i.e. secondary trauma management, contemplative practices, personality tests, health assessments, conflict resolution, spiritual gifts assessments, etc.)
  • Create opportunities for individual community members to share their stories
  • Implement policies related to the Community Care Department (leaves of absence, sabbatical, personal spiritual retreat, soul friend, etc.)
