Education Requirements:

Experience:

Skills and Abilities:

  • Ability to work with little guidance, good attention to details, ability to work under pressure, excellent interpersonal skills, ability to analyze and resolve issues, excellent customer service skills, ability to effectively utilize computer and financial software.

Duties
Administrative Support:

    • As assigned, serves as Administrative Assistant (to an Office, Branch, or other Unit), with responsibility for providing the full range of administrative and clerical support to the organization staff. The Administrative Assistant receives phone calls, sends, and receives Emails and faxes, and arranges meetings and appointments at the request of the assigned organization’s staff with Mission, Host-Government, Implementing Partners (IPs), Non-Governmental Organizations (NGO), donor organizations, private-sector, and other contacts; arranges transportation as needed; and takes minutes at meetings when requested. The Administrative Assistant maintains the organization Chief’s appointments based on a good knowledge of commitments, and maintains their calendar, reminding the Chief and others of meetings and appointments.




  • The Administrative Assistant takes messages in the absence of organization staff, directing callers to other staff members, or answering questions personally, receives and assists visitors, answers questions, or directs them to a staff member who can assist them; schedules meetings and ensures that attendees are briefed or provided proper background material for meetings; and participates in maintaining conference room schedules, in coordination with other Mission administrative staff. 20%
  • The Administrative Assistant maintains correspondence control for the organization, establishes and maintains computerized tracking systems to track actions, providing reports, receiving, and screening mail not addressed to a particular individual, drafting non-technical responses to routine correspondence and letters, distributing incoming official mail to personnel, and attaching pertinent background material, and searching files and records to assemble background information as requested. The Administrative Assistant reviews outgoing mail for proper address, routing, attachments, etc., prior to dispatch, reviewing correspondence for accuracy and conformance with Mission formatting procedures and special instructions.
  • The Administrative Assistant distributes internal policies and procedures and, as necessary, maintains a tracking system of when staff received new policies and/or procedures. 20%
  • The Administrative Assistant uses computer and web-based word processing, spreadsheets, and software applications in the performance of a variety of assignments.
  • Types a variety of correspondence, creates electronic trackers, develops charts, and prepares other documents in draft and final form, proof-reading for format and consistency with standard formatting requirements prior to submitting for signature. As required, the Administrative Assistant locates documents routed for clearance, and obtains and tracks clearances and signatures. 20%
  • The Administrative Assistant establishes and maintains files according to standards set by the Mission Correspondence and Records (C&R) Technician in the Executive Office (EXO) and by USAID/Washington, and marks correspondence and other documents for filing, and files accordingly.
  • The Administrative Assistant reviews all correspondence prepared for signature, corrects errors by drafters and edits correspondence, and ensures that responding correspondence meets requirements posed by incoming correspondence to which it pertains.
  • The Administrative Assistant maintains and updates handbooks, operating procedures, and other documents, such as visitors’ lists, telephone listings, personnel rosters, and leave, travel, and training schedules. 20%

Backup Support:

  • As required by workload, the Administrative Assistant may be assigned to the Front Office, or as a second assistant, supporting other office Administrative Assistants in the performance of their official duties. Provides back-up and support to EXO/HR in completing Time and Attendance, and travel and hotel arrangements for the Mission, in the absence of the official Timekeeper and/or Travel Arranger. 20%

Qualifications and Evaluations
Education Requirements:

  • Two or more years of post-secondary schooling in Secretarial Science or Business Administration, or other related field equivalent to a US junior college or community college diploma, is required.

Prior Work Experience:

  • Minimum of two years of administrative, secretarial, clerical experience with a U.S. Government Agency, Non-Governmental Organizations (NGOs), other donor organizations, host-government organizations, or private-sector institutions is required.

Pysical Demands:

  • The work requested does not involve undue physical demands.

Prior Knowledge:

  • The Administrative Assistant should be familiar, or able to quickly become familiar with Office/Division responsibilities and activities and possess a general knowledge of standard office procedures and practices.   • Inspect vessels to ensure efficient and safe operation of vessels and equipment, and conformance to regulations.
  • Direct courses and speeds of ships, based on specialized knowledge of local winds, weather, water depths, tides, currents, and hazards.
  • Work, with MOF coordinator, on the daily progress report of vessels in field operation.
  • Perform constant analysis of operational execution for the onsite location followed by reviews and improvement plans for submission to the MOF Coordinator.
  • Provide operational support and monitor Deck Officers’ competency in Navigational requirements.
  • Ensure the Port Authorities and Stevedore execute the plans for each vessel
  • Follow up with crew personnel in cooperation with the crew department to ensure compliance with the Safety and Environmental Standards required by any relevant party.
  • Provide technical solutions to engineering challenges on the vessels, with focus on its conformity.
  • Onshore monitoring and tracking of vessels in ship survey status, ensuring compliance with NPA and NIMASA’s requirements.
  • Ensure that any deficiency that arises is immediately rectified and reported accordingly.
  • Provide accurate capability assessment report and conduct sea trial at Shipyards
  • Ensure that all operational information is forwarded to the vessel and adhered to
  • Provide training for staff at port in operational areas, as required, prior to their practical and theoretical competency check.
  • Participate in and issue written reports/statements of inspections, investigation and similar activities when required for barges and vessels
  • Perform all necessary activities to enhance efficient and safe operation of the vessel.
  • Coordinate and direct the operations of the Vessel-Barges, making detailed plans to accomplish goals.
  • Ensure Lost Time Injuries (LTI) is reduced to zero throughout the year at all company’s locations.
  • Oversee the activities of vessel deck department members and other technical officers.

The Job

  • To develop and maintain adequate financial and accounting systems and procedures for NSML with in-built controls, in order to provide accurate financial information, analysis and statutory reports.
  • To maintain the integrity of financial transactions in NSML’s General Ledger and ensure full compliance with relevant international accounting standards, concepts and principles.




Duties and Responsibilities
The duties will include, but are not limited to the following:

  • Maintain the financial database and ensure the integrity of the ledger. Ensure the completeness and accuracy of all financial transactions in the General Ledger and ensure that all reconciliations are done in a timely manner.
  • Prepare quarterly and annual Financial Statements and reports in compliance with International Financial Reporting Standards and relevant accounting concepts and principles.
  • Maintain Finance Lease schedule and ensure compliance with all relevant covenants, administrative requirements and obligations. Ensure timely and accurate booking of the related transactions.
  • Develop, implement and update detailed procedures and Service Level Agreements (SLAs) covering job function. Develop Finance Control Framework (FCF) and RACI matrix.
  • Produce all audit schedules as may be required by auditors and investigate and promptly respond to all audit queries to ensure smooth internal and external audit processes. Follow up to resolve all internal and/or external audit issues and other enquiries (pre and post audit). This includes financial audits from government, tax and other regulatory agencies. Implement recommendations on the operation of the control systems and any other agreed recommendations by the auditors.
  • Provide an independent check and monitor expenses and revenues arising from existing and future contracts to verify occurrence, accuracy, completeness and proper classification of transactions.
  • Liaise with Tax Department to ensure correct computation of tax obligations including tax analysis on existing and future tax laws and tax implications on proposed Company initiatives.
  • Carry out monthly and quarterly finance closure activities:
    • Ensure accurate and timely recording of monthly financial transactions.
    • Ensure that services received but unpaid for in any month are accrued for in accordance with relevant accounting concepts and conventions.
    • Carry out periodic inter-company accounts reconciliation with stakeholders.
    • Ensure the monthly clearing and reconciliation of all assigned balance sheet GL accounts including monthly proof of accounts submitted for review and approval.
  • Ensure proper and orderly filing, storage and retrieval of accounting records. Act as record focal point for finance and accounting records.

The Job

  • To provide assistance to the deck team onboard the ship and carryout all duties as prescribed by the master.

Duties
The duties will include, but are not limited to the following:

  • The Third Officer understudies and assists the Second Officer. He/She must keep a navigational watch.
  • During cargo operations, he/she will assist with cargo operations, stability, ballast operations, moorings and ship security during the period of his watch.
  • He/She is responsible for the safety of all personnel working for him.
  • He/She is responsible for the maintenance and upkeep of all deck portable firefighting equipment and lifesaving appliances.
  • He/She is responsible to the Master for the completion of records of on -board training.
  • Where required shall act as nominated officer for the GMDSS station with responsibility for associated tests and records.
  • He/She is responsible for the upkeep of the Recreational and Technical library.
  • The Third Officer must carry out any lawful command and delegated duty as issued by the Master.




Requirements
The right candidate should:

  • Be a Nigerian seafarer
  • Have a minimum of three months experience on a Gas Tanker, preferably LNG tanker

Where You Fit In

  • Shell Nigeria Exploration and Production Company Limited (SNEPCo, Shell interest 100%) is the operator of the Bonga FPSO and pioneered deep-water oil and gas production from the Bonga field in the Gulf of Guinea where depths reach more than 1,000 metres. The Bonga FPSO vessel has a total production capacity of 225,000 barrels of oil per day and 150 standard cubic feet of gas export per day.
  • As a Marine Officer, you will be a dynamic, self-motivated person who enjoys a challenge and wishes to hold a key position in an exciting development in the offshore oil industry in Nigeria.
  • You will also assist with marine and oil tanker system operations, air and supply boat logistics on, off and to the installation to ensure that activities in support of operations can be conducted in a timely, safe and cost-effective manner.

What’s the Role?

  • As a Marine Officer, you will be responsible to assist and understudy the Marine Supervisor in all aspects of their work.
  • This includes cargo loading and ballasting, including all aspects of stability and strength calculations, cargo sampling, offload hose maintenance and general shipboard duties.

Furthermore, your key accountabilities will include:

    • Assist with the maintenance of the Safety Case and the implementation of the Safety Management System on the installation.
    • Carry out loading, storage, transfer, and discharge of crude oil in a safe and efficient manner
    • Assist in the production of detailed loading/discharge plans maintaining the vessel’s condition of draft, trim, stress and bending moments within acceptable limits at all times.
    • Carry out the loading, transfer and discharge of ballast water in a safe and efficient manner. And utilise the ballast systems to ensure the installation does not exceed minimum or maximum draft requirements, stress or bending moment parameters.
    • Operate slop tank system, including clean water overboard discharge, in accordance with the installation operating procedures.
    • Use of inert gas to maintain a safe and positive pressure regime in the cargo spaces at all times.




  • Assist in preparing cargo, ballast, and slop oil tanks for entry and subsequent return to service when required. To include all isolation and cleaning requirements.
  • First line maintenance on all equipment under your control.
  • Ensure the Single Point Mooring Buoy and associated equipment are available at all times for crude oil export.
  • Act as Permit to Work “Area Authority” for all marine systems, cranes, lifeboats and escape system facilities, cargo handling and tank management systems. Ensure that all relevant safety equipment and systems are maintained in an operable condition.
  • Assist the Marine Supervisor in controlling marine activity to ensure that standby vessels conform to installation operational safety requirements, anchoring/survey/diving operations in the vicinity of the installation are conducted safely, and bulk and general transfers to and from the installation are also performed safely.
  • Ensure correct operation of the radar system.
  • Act as nominated deputy for the Asset Operator under the permit to work system for all.
  • Assist in ensuring that supply vessel operations are carried out in a safe and timely manner.
  • Assist the Marine Supervisor in liaising with Immigration, the government oil & gas regulators (Nigerian Midstream and Downstream Petroleum Regulatory Authority NMDPRA & Nigerian Upstream Petroleum Regulatory Commission NUPRC) and other government representatives (e.g. NNPC) involved in oil lifting in the Bonga FPSO.
  • Assist Marine Supervisor in security matters, relief Port Facility Security officer as required Relief Marine Supervisor as required.

What We Need From You

  • We’re keen to hear from individuals with preferably minimum of 5 years of working experience in maritime industry and a Bachelor’s Degree or equivalent. Alongside this, we’d hope to see the following on your CV:

Professional Experience:

  • Valid STCW95/ STCW2010 Deck Officer Class 2 certificate with tanker endorsement. A Deck Officer Class 3 certificate may be acceptable subject to relevant experience.
  • A minimum of 3 years sea time on tankers and at least 5 years’ experience in the maritime industry.
  • Must be GMDSS qualified
  • A working knowledge of Terminal working practices is required as well as a good knowledge of marine off take operations and the handling of crude oil and ballast systems, including the use of associated safety systems.
  • Hands-on experience with submerged FRAMO pumping systems and inert gas generators would be a definite advantage.




Skills & Knowledge:

  • Strong leadership skills and the ability to work with minimum supervision
  • Ability to learn quickly. Must be prepared to train and become qualified to undertake the duties of a Permit Signatory and System Auditor.
  • Basic knowledge on ship operation and terminology
  • Basic Knowledge of industry standards for shipping operations and marine assets e.g. OCIMF, SIGTTO, ICS, PIANC, etc.
  • Knowledge in Proper Demurrage Process and various process to reduce demurrages
  • Common demurrage terms, definitions, and demurrage calculation
  • Importance of product quality in the loading process and the Product Quality Early Warning System process
  • Understanding procedures relating to oil accounts in the work process
  • Understanding and applying process isolation standards and Permit to Work system. Experience as a Confined Space Safety Assessor and Authorised Gas Safety Tester will be an advantage.

What We Need From You?
We’re keen to hear from individuals with at least 8 years of working experience in major oil and gas projects and preferably a Bachelor’s Degree in Mechanical Engineering or equivalent. Alongside this, we’d hope to see many of the following on your CV:

  • Extensive experience in performing quality audits/assessment and project quality health checks.
  • Ability to communicate very effectively with people, and interface with senior as well as junior staff at the desired level.
  • Self-starting ability and the drive necessary to lead a substantial QA/QC team.
  • Fluent in English, written and oral.
  • Strong stakeholder engagement, displaying personal effectiveness.

Duties

  • Basic Function: The incumbent provides logistical support and coordination between the Embassy and Nigeria for the $2 million plus Anti-Terrorism Assistant (ATA) Special program for the Embassy Augmentation Response (SPEAR) – Nigeria.
  • S/he maintains SPEAR facilities and accounts for the equipment used for the Quick Reaction Force and liaises with the Nigeria Police Force (NPF) and other security partners.
  • S/he assists the SPEAR Mentor with all the related activities to include support of visiting SPEAR Instructors, Reports to ARSO.

Experience:

  • Minimum of five (5) of prior work experience in administration, logistics, personnel management, project implementation and/or coordination with law enforcement, military, judicial or international organization is required

Duties

Qualifications and Evaluations

Requirements
Experience:

  • A minimum of three (3) years of experience as a commercial bodyguard (BG), civilian or host government police or military is required.

Job Knowledge:

  • A thorough knowledge of defense measures to be used in the event of a personal or terrorist attack, such as that learned in the military or law enforcement training.
  • Knowledge in medical, fire, hostile attack, defensive and emergency driving procedures.
  • Must be familiar with Nigeria’s Police Services, military, security and other government offices to ensure effective liaison and to facilitate effective protective operations including advance and motorcade operations. Good working computer skills are required.

Education Requirements:

Completion of high / secondary school is required.

Evaluations:

Language:

  • Limited knowledge reading / writing / speaking English is required.

Job Description

  • The Senior Reservoir Engineer performs a range of reservoir engineering activities aimed to maximize recovery from hydrocarbon accumulations under area of influence by applying scientific principles to understand and predict dynamic reservoir performance, while generating production forecasts and reserve estimates for use in upstream revenue calculation, including subsurface team integration studies, financial and regulatory reporting.
  • He or she is capable of modeling flow in complex reservoirs, incorporating geophysical, petrophysical and geologic interpretations, as well as the conditions determined by wells and facilities operations.

Key Roles and Responsibilities

  • Design reservoir fluid sampling and laboratory programs, to correctly interpret and QA/QC laboratory reports. Characterize reservoir fluid data and apply the model to a range of reservoir engineering tasks, including in-place volume determination and production forecasting under different production mechanisms, using analytical and numerical modelling techniques.
  • Design well tests given requirements to reduce uncertainty and acquire critical data for reservoir development decisions. Interpret tests using pressure and rate transient analysis techniques and integrate the interpretations with production data analysis (if production data are available).
  • Ensure that robust field development decisions are made with reliable predictions of rock properties, hydrocarbons in place and recovery performance.
  • Understand how changing saturations and changing rock properties influence surveillance observations ultimately rests on obtaining quality laboratory measurements and interpreting them correctly. These laboratory measurements are collectively referred to as Special Core Analysis (SCAL).
  • Develop an understanding of the behaviour of a reservoir system using analytical techniques to estimate connected In-Place Volumes, establish drive mechanisms and predict reservoir performance.
  • Determine the surveillance requirements for a particular field, given its development plan and other characteristics.
  • Apply conventional reservoir engineering techniques to unconventional reservoirs where applicable and adapt those techniques where necessary. Requires knowledge of the areas where the physical processes governing hydrocarbon flow differ from conventional reservoir engineering.
  • Construct reservoir simulation models to optimize hydrocarbon recovery and development options, investigate dynamic processes within the reservoir and evaluate the impact of key uncertainties.
  • Quantify typical reservoir recoveries from primary recovery mechanisms (e.g. aquifer drive, gas cap expansion, fluid expansion, compaction drive), secondary recovery mechanisms and enhanced recovery techniques. Be able to describe and quantify these recovery mechanisms in the reservoir through analysis of pressure and production performance or from analogs. Be able to estimate the ultimate recovery from these recovery processes, recommend supplementary recovery techniques that can increase reservoir recovery economically.
  • Formulate and execute an uncertainty modelling methodology taking into account the limitations of the integrated data set. Quantify the key uncertainties that impact Field Development Plans and decisions. Determine the actions to and the value of reducing uncertainties. Analyze development options based on identified / quantified uncertainties (e.g. seismic, reservoir geometry, volumetric, and reservoir quality).
  • Generate production forecasts for all fluids produced with uncertainty ranges, using the appropriate tools and techniques. Include system constraints, uptime assumptions and schedule and ramp-up uncertainty for new fields in the forecasting models.
  • Plan the application of different recovery methods, producer spacing, pattern configuration and well locations for extracting the optimum volume of oil/gas from a reservoir.
  • Estimate and report Hydrocarbon Resource Volumes in accordance with applicable regulatory requirements.
  • Provide estimates of formation pressure, which capture the full range of uncertainty, as input to well drilling, well intervention and well workover proposals.
  • Provide advice on Reservoir Engineering matters related to the subsurface studies
  • Coordinate Technical Assurance of individual deliverables and ensure QC actions are closed out and documented.

Other Activities of the Senior Reservoir Engineer are:

  • To propose drainage points and recovery processes.
  • To identify, plan and execute data gathering activities.
  • To perform numerical and analytic reservoir modelling, production forecasting, reserves determination, well testing, PVT and core data analysis, risk and uncertainty management, well drilling and workover planning and well and reservoir monitoring and management activities.

Qualifications

  • A University Degree in Geoscience, Petroleum Engineering or Technical discipline
  • Membership of relevant professional association
  • Master’s Degree in Petroleum Engineering or related discipline will be an added advantage

  • Technically skill in the technology inventory of; Reservoir Rock & Fluid Characterization, Well Test Design and Pressure Transient Analysis, Well Performance and Production Operation, Reservoir Performance and Resource Estimation, Reservoir Modelling and Simulation, and Depletion Strategy and Drive Mechanism.
  • Knowledge of Reservoir Surveillance, Field Development Plan, Operational Geology and Log Interpretation.
  • Possess strong analytical skill and effectively communicate technical data.
  • Ability to interact effectively in diverse team environment, especially in multinational environment
  • Able to manage all HSSE issues.
  • Strong oral and written communication skills.
