1.) Programme Associate (Food Systems)
Under the overall supervision of the Head of Sub Office, Tamale, and the direct supervision of the Programme Policy Officer (Food Systems) Tamale, the Programme Associate will be expected to perform the following duties:
JOB PURPOSE:
• Support implementation, monitoring and reporting on all sustainable food systems activities in the 5 regions of the North (Upper East, Upper West, Savanna, North East and Northern regions) with a focus on efficient production systems, post-harvest loss management, access to affordable financial services and innovative market linkages and support to community and medium scale food processors
MAJOR DUTIES AND RESPONSIBILITIES
• Support in coordinating all efforts and activities to guide the implementation of WFP's Smallholder Agriculture and Market Support (SAMS) programme in the 5 regions of the North (Northern, Upper East, Upper West, Savannah and North East).
• Provide technical support and assist in the development and implementation of various activities and processes within food systems area of work supporting alignment with wider programme policies and guidelines.
• Provide specialized project management support to specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
• Prepare a range of reports and data analysis (e.g. resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
• Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
• Support with the organization of field missions, workshop and capacity strengthening for WFP staff, cooperating partners and national government; and other events related to food systems.
• Assist in Liaising with the regional departments of agriculture through the designated regional focal points for implementation, monitoring, and reporting; follow-up on monthly activity/project progress reports, review, consolidate and share with the Programme Policy Officer -Food Systems.
• Support capacity strengthening of Small Holder Farmers (SHF), Small and Medium Enterprises (SMEs), aggregators, and other rural actors to participate in structured markets; and promote market linkages through e-commerce platforms and other end buyers.
• Assist in ensuring active participation of smallholder farmers including women and youths in organized value chains and structured markets to facilitate job creation for the youths.
• Assist in facilitating and promoting youth innovations that create efficiency in marketing for smallholder farmers e.g. e-commerce innovations, digital payments, transport, packaging, storage, and other logistical innovations.
• Assist in preparation of routine reports, Annual Performance Plan (APP), Annual Country Report (ACR), COMET, and other corporate requirements.
• Perform any other duties as may be provided by Supervisors from time to time.

Qualification Required & Experience
Minimum Academic Qualifications
• First degree in Social Sciences, Development Studies, Agribusiness, E-Commerce, Nutrition, or other related fields. A master’s degree in any of the above fields is an added advantage
• A minimum of five years of progressive work experience in supporting programme implementation and management.
Language: Fluency in English language is essential. Knowledge of local languages spoken in northern Ghana will be an advantage.

2.) Programme Policy Officer (Gender and Youth Inclusion)
JOB PURPOSE:
Oversee and be responsible for all Gender and youth mainstreaming activities of the Ghana Country office. The incumbent will play a key role in developing strategies, identifying, and implementing gender and youth integration strategies into WFP Food systems activities especially those aimed at strengthening commodity value chains, smallholder farmer access to markets, and capacity strengthening of all value chain actors.
MAJOR DUTIES AND RESPONSIBILITIES
Under the overall supervision of the Head of Programme/DCD and the technical supervision of the Sustainable Food Systems Coordinator in Accra, the Programme Policy Officer – Gender and Youth Inclusion will be expected to perform the following duties:
• Ensure alignment and integration of the WFP gender policy by all staff and stakeholders and across the projects
• In collaboration with the Head of programme /DCD and technical guidance from the Food Systems Coordinator, the incumbent will develop a gender Integration strategy for WFP country office and ensure that gender issues are appropriately mainstreamed in project implementation.• Take lead and support in conducting gender assessments and analysis across all WFP activities and ensure that strategies and approaches in gender mainstreaming are evidence based and respond to the real gaps, challenges and ever-changing needs of beneficiaries and stakeholders.
• Lead the implementation of gender and youth engagement strategies across activities
• Identify and develop innovative activities related to gender equality and youth engagement that contribute to social changes in the project areas and facilitate the gender and youth learning agenda
• Lead in review, design, and implementation of gender capacity building /strengthening activities amongst internal stakeholders (WFP staff) and external stakeholders (project beneficiaries and partners)
• Liaise with the WFP gender result network and strengthen capacity of all WFP staff, for better understanding of the importance of gender and youth mainstreaming in projects, and ensure gender and youth are mainstreamed across programmes including agricultural value chain activities with clear gender and youth indicators.
• Draft regular progress reports and contribute to donors and corporate reports as required.
• In collaboration with the RAM unit oversee the monitoring of programme/project outputs related to gender and youth. Monitor and track progress on youth and gender related indicators, identify gaps and recommend solutions. Provide appropriate feedback, technical advice and support to the programme staff and partners during the implementation
• Document and disseminate gender equity and youth engagement best practices to WFP staff, smallholder farmers and other value chain actors, partners, and Government. Propose and create educational and communication materials, to highlight gender and youth issues.
• Liaise with RBD Gender Advisor, GRN and external partners to facilitate gender advocacy sessions at all levels to gather support for gender mainstreaming across programmes by other partners.
• Contribute to the development of Concept Notes and proposals for gender and youth mainstreaming as required
• Perform other related duties as required.

Qualification Required & Experience
Education
• A Bachelor's degree (or its equivalent) in development studies/economics, gender, rural development, social sciences, or related fields.
• A master’s degree in a relevant field is an added advantage
Experience
• A minimum of 3 years’ experience in community development, conducting gender analysis and developing gender strategies in the agricultural sector.
• Demonstrated expertise in gender issues in development and humanitarian context.
• Demonstrated experience on working with stakeholders in the government, private sector, development partners and UN organizations on gender issues.
• Demonstrate understanding and experience in youth programming
• Computer knowledge of MS Word, MS Excel, MS Power Point.

• He / she will support all activities related to sustainable agriculture, environmental management and safeguarding, climate smart agricultural practices in the project activities. Will also actively participate in the designing, executing, monitoring, and reporting on all environment and safeguarding activities implemented in the project
MAJOR DUTIES AND RESPONSIBILITIES
Under the overall supervision of the Head of Programme/DCD, the technical supervision of the Sustainable Food Systems Coordinator in Accra, the Programme Associate will be expected to perform the following duties:
• Take lead in promoting activities and programmes aimed at mainstreaming climate smart initiatives and activities in all project activities.
• In liaison with Program Policy Officers and partners jointly promote Climate Smart Agriculture Initiatives among Smallholders and Communities and ensure climate practices are integrated into agricultural production practices.
• Participate in capacity building activities of WFP staff and partners in areas of sustainable agriculture / climate smart agriculture and risk mitigation measures
• He/she will ensure that efforts will be made to ensure organizational policies and practices related to sustainable agriculture and climate changes are understood and can be effectively implemented through on-going training courses for all such Personnel.
• Liaise with M&E Programme officer to ensure all indicators related to environment and climate smart agriculture are captured for reporting in the routine project reports
• Actively Participate in proposal, concept note development, and planning for new interventions or review of existing interventions on climate smart agriculture
• Review project and activity plan, budgets, field level agreements (FLAs) documents to ensure environmental factors and mitigations are incorporated, and sub-project documents and environmental documents are in harmony
• Provide support regular support for ongoing SO2 documentation and consolidation of various data and reports reporting
• In collaboration with the programme policy officers, assist with day-to-day sustainable Food Systems (SFS) programme management affairs, especially Organizing & scheduling SO2 weekly/biweekly meetings and take lead in taking minutes and follow up on action points with the responsible staff in SO2
• Actively participate in planning, implementation of all assessments related to SO2 and share results and lessons learnt for purposes of improving approaches and projects implementation strategies in the future.
• Will support the Gender and Youth Programme policy officer in promoting climate smart agricultural practices among the youths and women and propose related innovations that will benefit and safeguard the youth and women from environmental related risks.

• Ensure active participation of smallholder farmers including women and youths in organized value chains and structured markets to facilitate job creation for the youths.
• Facilitate and promote youth innovations that create efficiency in marketing for smallholder farmers e.g., e-commerce innovations, digital payments, transport, packaging, storage, and other logistical innovations.
• Support with the coordination, implementation and monitoring of Post-Harvest Management interventions and technologies among farmer-based organizations and aggregation systems.

• In coordination with the Food Systems Coordinator actively participate in Resource mobilization activities including development of Food systems concepts and proposals aimed at raising funds from international donors and financial institutions.

5.) Programme Policy Officer (M & E)
Major duties and Responsibilities
The overall responsibility is to coordinate/implement monitoring and evaluation activities for the project. The selected candidate will report to the Country Office Research, Assessment, Monitoring and Evaluation (RAME) Officer, in liaison with Food Systems Project Coordinator.
• Support the development of Results Monitoring Framework for the project for impact measurement,
• In collaboration with the RAME officer, support the development of the project M & E strategy
• Support the study design, methodology development, data collection, analysis, and reporting on activities including special studies, surveys, and assessments.
• Develop M&E tools: questionnaires/Checklists for various assessments and outcome/output monitoring, and programme same onto data collection platforms
• Develop dashboards for the project as well as reporting templates for ease of reporting, and data/information sharing
• Support the development of ToRs for assessments, the supervision of consultants carrying out assessments or M & E activities for the project in Ghana
• Support and coordinate project baselines and endline surveys
• Conduct outcome, output and process monitoring for all activities and document lessons learned
• Coordinate validation meetings for outcome monitoring results, annual outcome review meetings, and product quarterly and annual M & E reports, giving programmatic direction to the programme team based on evidence/results from assessments and monitoring
• Work with other RAME colleagues to respond the WFP global reporting/RAME requests, annual country reporting and other donor reports
• Take Lead in the development of analytical reports for the Mastercard project and other food systems projects
• Take up additional monitoring and evaluation responsibilities in support of monitoring activities under the Food Systems unit and the CSP in general
Qualification Required & Experience
Education:
• A First degree in Agricultural Economics, Economics, Monitoring and Evaluation, Statistics, or related fields. A Master's degree from an accredited institution in the above fields is an added advantage
Experience:
• Minimum of one or more years of postgraduate professional progressive experience in monitoring and evaluation is essential; Experience in conducting surveys and multiple-sectorial assessments, including the design, data collection and analysis, reporting and working with M & E teams is fundamental
Technical skills:
• Experience in statistical analysis STATA, SPSS, Excel
• Knowledge in data visualization tools like Tableau; Excel; Power Bi is essential
• Knowledge in questionnaire programming with the ODK is required
• Knowledge in M & E work planning, budgeting and project reporting would be an advantage

ORGANIZATIONAL CONTEXT
• The Job holder reports to the Administration Officer or the designate. The Job holder will either be assigned to provide transport services to senior WFP staff (i.e. Regional or Country Directors), high ranking officials and visitors; and/or support coordination of transport-related services by planning and assigning the routes and schedules for other drivers, and planning the overall vehicle maintenance.

JOB PURPOSE

Major duties and Responsibilities
• Provide transportation to senior WFP staff, high ranking UN officials and visitors including translation of basic conversations from/to the local language, and the delivery and collection of various items following authorized routing and UN safety and security rules and regulations to ensure safe and efficient services.
• Plan and assign the routes and schedules for other Drivers, to support efficient transport-related services for clients.

• Responsible for accurate maintenance of the vehicle log books, and daily reporting to the supervisor on mechanical status to ensure efficient vehicle use and fuel consumption supporting accurate accounting and cost-efficiency.
• Efficiently plan and coordinate WFP vehicle maintenance to ensure vehicles are fully equipped with required travel authorizations and supplies, assigned equipment on board is in a good condition to support safe and efficient services.
• Follow established rules and regulations for field deliveries and/or in cases of an accident, and report immediately to the supervisor on any apparent problems, to seek for instructions and facilitate informative decisions on the way forward.
• Outside driving duties, perform basic office related tasks such as filing, photocopying, and maintaining stores when required including mailing service and payment of office telephone and other bills, to ensure administrative support to clients.
Qualification Required & Experience
Education
• Completion of secondary school education/Middle School Leaving Certificate (MSLC). Formal drivers training with a valid driver’s license/certification to operate assigned vehicle following local rules and regulations.
Experience:
• Two or more years of work experience as a Driver preferably in an international organization, embassy or UN system with a demonstrated safe driving record. Experience in driving a variety of makes and models of vehicles, including vans, trucks and other kinds of motorized vehicles. • Experience in defensive driving is desirable.
