1.) Community-Based Protection Associate

Organizational Setting and Work Relationships

  • The Community-Based Protection Associate is a member of the Protection Unit and may report to the Protection Officer, Community-Based Protection Officer, or another more senior staff member in the Protection Unit.
  • Under the overall direction of the Protection Unit, and in coordination with other UNHCR staff, government, NGO partners and other stakeholders, the Community-Based Protection Associate works directly with communities of concern to identify the risks they face and to leverage their capacities to protect themselves, their families and communities.
  • The incumbent may have direct supervisory responsibility for part of the protection and/or support staff and supports the application of community-based protection standards, operational procedures and practices in community-based protection delivery at the field level.
  • To fulfil this role, the Community-Based Protection Associate is required to spend a substantial percentage of the workday outside the office, building and maintaining networks within communities of PoC.
  • The development and maintenance of constructive relationships with PoC that measurably impact and enhance protection planning, programming and results, form the core of the work of the incumbent. S/he also supports the designing of a community-based protection strategy by ensuring that it is based on consultation with PoC.

Duties

  • Assist functional units, the Multi-Functional Team (MFT) and senior management to integrate participatory and community-based approaches in the overall protection strategy and operational procedures.
  • Through relationships with PoC and network of partners, stay abreast of political, social, economic and cultural developments that have an impact on the protection environment and provide advice to the protection team. Understand the perspectives, capacities, needs and resources of the PoC and advise the protection team accordingly, highlighting the specific protection needs of women and men, children, youth and older persons, persons with disabilities, marginalized groups.
  • Work with host communities to identify opportunities for national civil society involvement in improving the protection of PoC.
  • Work with implementing and operational partners as well as with displaced and local communities to develop community-owned activities to address, where applicable, the social, educational, psycho-social, cultural, health, organisational and livelihood concerns as well as child protection and prevention and response to GBV.
  • Assist in the analysis that identifies the capacities of communities of concern and risks they face.
  • Support participatory assessments by multifunctional teams and ongoing consultation with PoC.
  • Assist in planning and monitoring of programmes and budgets, with an AGD perspective.
  • Build office capacity for community-based protection through training and establishing systems for community mobilization and participation of PoC.
  • Support communities in establishing representation and coordination structures.
  • Ensure community understanding of UNHCR's commitment to deliver on accountability and quality assurance in its response.
  • Act as an interpreter in exchange of routine information, contribute to related liaison activities and respond directly to routine queries.
  • Contribute to the enforcement of participatory AGD sensitive analysis as an essential basis for all of UNHCR's work.
  • Initiate AGD sensitive interventions at the appropriate level on community-based protection issues and to respond to protection concerns and incidents within the office, with external interlocutors, groups and individuals based on agreed parameters.
  • Identify and select which individuals or groups to prioritize for counselling and field visits based on agreed criteria.
  • Intervene with authorities on protection.
  • Enforce compliance of implementing partners with global protection policies and standards of professional integrity in the delivery of protection services.

  • Private Sector Partnerships Service (PSP) sits within UNHCR's Division of External Relations (DER) and is responsible for mobilizing resources from the private sector for refugees.
  • UNHCR have developed a $1 Billion Private Sector Fundraising Strategy 2018-2025. This strategy focuses on both Individual Giving and Private Sector Partnerships and identifies priority fundraising markets and regions.
  • Individual Giving (IG) is targeted at the general public to secure the support of individuals through regular, unrestricted donations, cash appeals and legacies. The aim is to generate both monthly and one-time donations from individuals using various channels and methods including direct mail, face-to-face fundraising, telemarketing, digital fundraising, DRTV and emergency fundraising, with focus on strong donor loyalty and lifetime value.
  • The purpose is to maximize the donor base from the individual giving (IG) for UNHCR, those with the ability to provide donations of between $1 to $10.000 per year to UNHCR.

Duties

  • Contribute to the overall development and implementation of the Private Sector fundraising programme.
  • Contribute to embedding digital transformation and supporter experience across all Individual Giving activity in line with the global strategy.
  • Effectively manage the donor acquisition programme through several channels, potentially including face-to-face fundraising using both outsourced and in-house methods, digital fundraising, cold direct mail, direct response television and printed media.
  • Effectively manage the donor retention and donor development programme through several channels including direct mail, email telemarketing and SMS.

Living and Working Conditions

  • The UNHCR Field office is in Takum, a small town  in Taraba state just a 5 hoursdrive to Jalingo the state capital.
  • Also 8 hours drive to Abuja respectively via road en-routes three major roads (Takum - Katsina ala, Takum - Wukari and Takum - Kashimbila) but with major security concerns.
  • Similarly, Takum to Ogoja is 4.0 hrs drive. Takum is a class D (non-family duty station).
  • There is limited access to quality medical care, Food is a major concern for staff as local food is not diverse and does not provide the required nutrients.
  • Sanitary and Hygiene Conditions are poor in both locations. Takum have frequent Typhoid outbreaks.
  • The streets are not clean with no garbage collection system.
  • The food markets are not clean and food items are not kept in hygienic conditions.
  • Most sellers cannot afford to own a generator to run a small fridge.
  • There are no measures to control mosquitoes and insect infestations, because of the occurrence of security incidents and very limited safe housing options, international staff  are only permitted to live in the UN guest house
  • While national staff live in rented apartments in the town. Most of the apartments lack basic facilities such as running water.
  • Social isolation is bound to occur at some point as it is a non-family duty station.
  • Communication challenges are often experienced as there is limited telephone and data connectivity due to presence of only but two  operators.

Additional Relevant Skills:

  • Clerical and record keeping
  • Mechanical and diagnostic/first response and repair skills are required of the personnel.
  • Familiarity with the geography of Taraba including hard-to-reach areas.
  • A good understanding of the security dynamics and the ability to use security communications equipment
  • Should be able to drive in very difficult terrain, such as very steep slopes and long distances between the field offices, field units and locations where refugees live.

    • The UNHCR Data Transformation Strategy 2020-2025 envisions that by 2025 UNHCR becomes a trusted leader on data and information related to refugees and other persons of concern, thereby enabling actions to protect and to empower persons of concern.
    • The Strategy stipulates investing in four complementary priority areas: data management and governance; information systems; capacities and skill development; and culture for evidence-informed decision-making.
    • The strategy envisages data and information management functions in UNHCR carried out in a complementary and inter-linked manner between Headquarters Divisions and Services, Regional Bureaux, Country Operations and key external partners, including persons of concern.
    • Under the direct supervision of the (Snr) DIMA Coordinator/Deputy Director/Head of Service/Deputy Representative or other IM staff or designated manager, the Associate Information Management Officer supports data and information management activities in the relevant country  and regional offices.

In addition they are responsible for coordinating HQ and external support to the country and regional offices, to liaise with relevant bodies on relevant data and statistical matters; to monitor the quality of data and information management activities in country/regional or HQ; to design and implement global, regional or country-based data strategies and systems; to ensure data and information activities are implemented in according with data privacy policies, global data sharing agreements and data protection regulations; to communicate the status, value and importance of data; to provide the data, information and analysis needed for global analysis; and to identify risks and opportunities based on insights derived from data.

Duties
Coordinate data and information management activities:

  • Participate in the data and information management team and activities.
  • Contribute to the design and implement data strategies and systems.
  • Assist the data team and others communicate the status, value, and importance of data.
  • Support the collection, storage, management and protection of data.
  • Support consolidation of data systems, including the interoperability of operational data and systems.
  • Ensure consistency of data and results for country, global and regional analysis, including cross border analysis and response.
  • Support the coordination with HQ, external and regional partners on data and information management efforts
  • Take part the relevant IM network (internal and external) on refugee. IDP, etc and related issues.
  • Support data security, data protection and responsible data-sharing.

Support offices with data and information management:

  • Support the analysis of primary and secondary data for interpretation and evidence-informed decision making.
  • Support the monitoring of data and information management activities in offices for integrity, veracity, reliability and credibility and compliance with policies.
  • Provide technical and training support to operations.
  • Support assessments and situational analysis process with analytical frameworks, data collection, and analysis (standards, methodologies).
  • Support planning process (standards, methodologies) with data and statistical analysis and quality assurance on Theories of Change and indicators.
  • Support monitoring by providing quality assurance to the monitoring methodologies, data collection and analyses.
  • Review and assess country or region-specific data systems and needs; provide recommendations to regional bureau.

Undertake data and information management activities at the Global/Regional/Country level:

  • Help consolidate data and information for country, regional and global analysis.
  • Undertake data management activities (definition of needs, data collection, analysis, storage and dissemination)
  • Support analysis for comparative country, regional and global analysis, including political and socio-economic trends.
  • Take part in planning processes (COPs, regional RRP, regional migration response plans, etc.).
  • Support cross-country assessment and situational analysis, such as in regional RRP situation or COP.
  • Support the analysis of trends concerning changes at the outcome and impact levels.
  • Develop information management products such as indicators, templates, maps and dashboards.
  • Help ensure data is curated and stored in data registries and libraries in accordance with standards.
  • Undertake geospatial and statistical analysis.
  • Provide population movement tracking systems and other population data systems.
  • Support web-based data portals.
  • Support solutions for meeting `communication with communities¿ information and data needs.

Work in close collaboration with:

  • All staff to further data literacy and assist in interpretation the data;
  • Registration staff regarding the use of individual and personally identifiable data collected or managed by UNHCR;
  • Programme staff on the data and information aspects of assessment, targeting and monitoring (three most data driven aspects of the OMC);
  • Cluster coordinators and partners on data and information needs in UNHCR-led cluster operations, including HNO and HRP processes.
  • Inter-agency staff on the development, coordination and monitoring of country and/or regional responses plans;
  • Protection staff on the design, implementation and analysis of protection and case monitoring systems;
  • Operations coordinators and reporting officers on the design and delivery of data and information management products for internal and external consumption;
  • Sectors technical experts on the methodologies, formats, storage and dissemination of sectoral data and information, including cross sector analysis.
  • Senior management to understand and serve their information and knowledge needs.
  • Perform other related duties as required.

Minimum Qualifications

  • For P2/NOB 3 years relevant experience with Undergraduate Degree; or 2 years relevant experience with Graduate Degree; or 1 year relevant experience with Doctorate degree
